Abstract Studies of reactions to nuclear facilities have found consistent male/female differences, but the underlying reasons have never been well‐clarified. The most common expectations involve traditional roles—with men focusing more on economic concerns and with women (especially mothers) being more concerned about family safety/health. Still, with changing gender roles, women are becoming economic providers as well as caregivers; past studies have not actually examined the interaction of employment and gender effects. This study examines a rural county where issues of risk and economic interest were both salient—a county where a nuclear waste site had been proposed but where an existing nuclear power plant was a major employer. Overall, concern levels expressed by employed mothers did not differ significantly from those in the rest of the sample, but further analyses revealed a sharp contrast: In the half of the county that was home to the existing nuclear power plant, where economic concerns could be expected to be more salient, over 90 percent of the employed mothers expressed low levels of concern; in the other half of the county, closer to the potential risks of the proposed nuclear waste site, almost 90 percent of the employed mothers expressed high levels of concern. No such differences are found for other sociodemographic groups. This county may or may not be unique; what the findings show is that the interplay of geography, gender roles and risks should receive more attention in other contexts, as well.  相似文献

Abstract There is limited recent research on the strategies that rural local governments are employing in the face of changing intergovernmental relationships, especially in relation to local economic development. This paper draws on data from a survey of local governments in the Ohio River Valley Region that includes a mix of localities on the urban‐rural continuum, to empirically address three issues. First, we examined the extent to which county governments have undertaken local economic development initiatives as well as other, extra‐economic activities designed to improve community well‐being. Second, we assessed the extent to which rural county governments vary from urban counties in their activities and available resources. Finally, we employed logistic regression models of factors associated with use of development strategies to determine the relationship between rurality and local development policy activities. The results show that rural counties are less likely than urban counties to undertake various economic development activities, with observed urban‐rural differences largely attributable to county socioeconomic disadvantages, such as poverty and education.  相似文献

Self help has increasingly become a popular policy option in the search for solutions to the problems of deprivation in rural Britain, although there is little evidence to suggest that this approach has ever been the subject of vigorous analysis or evaluation.Although a number of arguments have been advanced in support of self-help policies, such justifications often owe more to popular imagery than to any objective or robust evaluation of a range of policy alternatives. Indeed, this paper suggests that many of these supporting arguments are based on false images of the structure of rural society and of the real causes of rural deprivation.Despite a growing volume of objective evidence which emphasises the limitations of self help policies, however, the paper argues that they will continue to proliferate because they have now become a powerful factor on the legitimation of the social and economic policies of central and local government in Britain. They have also become a powerful legitimising force for a growing number of rural statutory and non-statutory agencies whose existence depends to varying degrees on the political and financial support of central and local Government.  相似文献

In light of the economic stresses faced by many urban and rural places in the 1970s and 1980s, many communities began actively promoting local economic growth. Subsequently, sociologists became interested in the effectiveness of such efforts. In particular, they wanted to know whether places can purposefully alter their economies, or whether ecological and other factors commonly associated with growth are more powerful. State-designated enterprise zones are an example of such attempts. Data were collected from 51 enterprise zones in the United States. The data indicate that growth in number of firms and number of jobs within the zones did occur. The data also indicate that the rate of growth in the zone often surpassed its respective county. Further, while tax incentives are often touted as the key to economic development, this research finds that attention to the services and quality of life in the zone and a wide range of incentives overall matter more than the provision of tax cuts, subsidies, and other financial incentives alone. These results hold after controlling for other factors known to affect economic development.  相似文献

The “rural paradox” refers to standardized mortality rates in rural areas that are unexpectedly low in view of well‐known economic and infrastructural disadvantages there. We explore this paradox by incorporating social capital, a promising explanatory factor that has seldom been incorporated into residential mortality research. We do so while being attentive to spatial dependence, a statistical problem often ignored in mortality research. Analyzing data for counties in the contiguous United States, we find that: (1) the rural paradox is confirmed with both metro‐nonmetro and rural‐urban continuum codes, (2) social capital significantly reduces the impacts of residence on mortality after controlling for race and ethnicity and socioeconomic covariates, (3) this attenuation is greater when a spatial perspective is imposed on the analysis, (4) social capital is negatively associated with mortality at the county level, and (5) spatial dependence is strongly in evidence. A spatial approach is necessary in county‐level analyses such as ours to yield unbiased estimates and optimal model fit.  相似文献

Abstract Instrustrial restructuring in the 1980s ushered in a new pattern of growing economic diversity over geographic space. The objective of this study is to examine the extent and etiology of changing spatial inequality between and within metropolitan (metro) and nonmetropolitan (nonmetro) areas, as measured by increasing or decreasing county poverty rates. Results based on data from the 1980 and 1990 census summary tape files suggest several conclusions. First, poverty rates increased more rapidly in nonmetro than metro counties during the 1980s; historical patterns of metro-nonmetro economic convergence slowed over the past decade. Second, poverty rates tended to decline in nonmetro counties with traditionally high rates of poverty, thus providing counter-evidence to arguments suggesting that the gap between traditionally poor and nonpoor nonmetro counties has widened. Third, spatial differences in poverty rates and relative increases in county poverty rates over the 1980s were most strongly associated with women's employment and headship status. The results raise questions about the extent to which traditional rural economic development strategies address the potentially deleterious economic effects of rising percentages of poor female-headed families.  相似文献

The main leaders of a large rural county were identified and classed into visible, symbolic, and concealed leader-types by Bonjean's technique. The composition of each type was summarized. The leadership pattern in this county was found to be distinctly different from the leadership pattern of places previously studied. Leaders were more visible and had stronger anchorage to public offices. Little variation existed in the locations of the leader-types in the generalized social structure of the community. The typology was, nonetheless, useful. It served as a good index for the factional and clique memberships of the leaders, which were recognized as crucial in the decision-making structure of the county.  相似文献

Shale oil and gas extraction technology has caused a large shift in the United States' energy landscape over the last decade. This had a wide range of impacts on rural communities mostly in which oil and gas extraction occurs. While many studies have focused on the economic and environmental impact of shale development, researchers have only begun to study the social changes brought on by the shale resource extraction. We examine the influence of shale oil and gas employment as a share of overall county employment on county marriage, divorce, and cohabitation rates. We find evidence that oil and gas employment growth is associated with decreased marriage rates and increased divorce rates from 2009 to 2014. We test several channels through which oil and gas development may influence marriage behaviors and find that changes in female labor force participation, county sex ratios, and median household incomes are associated with oil and gas development. We also test for differences across the rural/urban continuum and find that our results are largely driven by nonmetro counties.  相似文献

Recently, increasing numbers of partnerships have emerged in which universities work to address economic, social, and political problems within troubled communities. Such experiences have led to careful discussion of the model such efforts should follow, and a literature which has assessed such activity as overwhelmingly positive. Based on team ethnographic research, this case study discusses the emergence of one such partnership that was forged at high levels of government and university administration. Such an emergence, we argue, impacted the partnership in such a way that the interests of more powerful members outweighed those of members with less power. Unequal interests influenced the structure of the partnership, its ability to carry out its mission, the participation of community residents, and intentions for the future of the partnership.  相似文献

This paper aims to provide insights into the recruitment and retention issues faced by employers in rural areas. To this end, information gathered through interviews with employers and labour market intermediaries in the predominantly rural county of Lincolnshire, UK was used as a source of data and focal point to discuss the demand side of the labour market. A distinction is made between circumstances in which there are hard-to-fill vacancies on the one hand, and the effects of an abundant labour supply on the other. The factors that affect labour retention are also discussed, including situations in which staff retention is a non-issue. Recognising the fact that economic life exists within, and is affected by the social context, the views of employers and labour market intermediaries are also analysed in the light of data from other sources. The paper concludes by suggesting that employers’ recruitment and retention issues cannot be studied in isolation; the supply side as well as the demographic, economic, and political context need to be considered as well.  相似文献

Abstract Heir property is land held communally by family members of a landowner who has died intestate. Because this informal arrangement does not fit neatly into the individualist‐centered, integrated property rights system of the United States, it is viewed by most as a hindrance to economic development and capitalism. We present an alternative framework for analyzing the significance of heir property in the African American community and its constraints. While the consequences of owning land with clouded title are clear‐ineligibility for housing programs, inability to secure a mortgage or sell timber, and vulnerability to land loss through partition and tax sales‐we argue that a culturally‐based understanding of heir property provides insight to why it persists among rural African Americans. Based on personal interviews with heir property owners, lawyers, housing counselors, and county officials, the authors illustrate how heir property is supportive of certain cultural values and meets the needs of a subset of rural populations in ways that other forms of property ownership cannot.  相似文献

Recognizing the inherent pressures on farm families and farmland, USDA has been developing policies and programs that simultaneously attempt to retain existing farm families on the landscape, recruit new farmers, and create lasting economic opportunities rooted in agriculture. In this article we argue that to date there has been an overemphasis on economic and structural approaches and a systematic discounting of the way individual farmer and farm household motivations can differ as they relate to the farm household life cycle, enterprise growth, adaptation, and reproduction. We use a sociological lens to qualitatively and quantitatively examine the social differences between multigeneration and first‐generation farmers at the rural‐urban interface by exploring how economic and noneconomic values influence succession plans and enterprise structure. We find that the answers to these questions are complex, layered, and not static, as farm households cycle through the life course. We describe how the differences between young and old multigeneration and first‐generation farmers can influence the structure of agriculture at the rural‐urban interface, and conclude with some practical policy recommendations.  相似文献

The past two decades have ushered in a period of widespread spatial diffusion of Hispanics well beyond traditional metropolitan gateways. This article examines emerging patterns of racial and ethnic residential segregation in new Hispanic destinations over the 1990–2010 period, linking county, place, and block data from the 1990, 2000, and 2010 decennial censuses. Our multiscalar analyses of segregation are framed by classical models of immigrant assimilation and alternative models of place stratification. We ask whether Hispanics are integrating spatially with the native population and whether recent demographic and economic processes have eroded or perpetuated racial boundaries in nonmetropolitan areas. We show that Hispanic residential segregation from whites is often exceptionally high and declining slowly in rural counties and communities. New Hispanic destinations, on average, have higher Hispanic segregation levels than established gateway communities. The results also highlight microscale segregation patterns within rural places and in the open countryside (i.e., outside places), a result that is consistent with emerging patterns of “white flight.” Observed estimates of Hispanic‐white segregation across fast‐growing nonmetropolitan counties often hide substantial heterogeneity in residential segregation. Divergent patterns of rural segregation reflect local‐area differences in population dynamics, economic inequality, and the county employment base (using Economic Research Service functional specialization codes). Illustrative maps of Hispanic boom counties highlight spatially uneven patterns of racial diversity. They also provide an empirical basis for our multivariate analyses, which show that divergent patterns of local‐area segregation often reflect spatial variation in employment across different industrial sectors.  相似文献

Understanding rural resident support for various forms of natural resource-related economic development has been a common research topic in rural sociology. However, the vast majority of research has only evaluated support for one form of natural resource use at a time. The little research that has explored support for a wide variety of uses has found that residents are likely to support many of the suggested forms of development. We assessed rural resident support for seven forms of natural resource development: commercial logging, natural gas, mining, real estate, wind energy, tourism, and outdoor recreation. Using social exchange theory, this study examines the influence of perceived impacts of development, industry trust, and perceived industry power on general support for the seven forms of natural resource-related economic development using a fixed effects generalized linear model among a sample of residents of rural Pennsylvania communities. Additionally, we use mixed logit discreet choice modeling to evaluate the drivers of relative support, meaning a stated preference for one form of development over other possible options. The drivers of general support and relative support were similar, with trust in industry and impacts to quality of life emerging as the primary drivers of both.  相似文献

Abstract A rural economic restructuring perspective and central place theory are used to assess the impact of population change on retail/wholesale sector employment for the 438 nonmetropolitan counties of the Great Plains region from 1950 to 1990. Findings indicate that county level population declined for every decade except the 1970 turnaround decade, and the greatest losses were in completely rural nonadjacent counties. The civilian labor force declined for all but the 1970 decade, when there was a substantial increase due to increased nonmetro manufacturing and the baby boom cohorts reaching labor force age. Retail/wholesale labor force increased in every decade except the 1980s. However, regression analysis found a positive and highly significant relationship between population change and retail/wholesale employment change. For this region, population decline is a major contributor to decline in the retail/wholesale employment sector at the county level. Preliminary data from the 1990–1996 period indicate a population and labor force rebound from the 1980s. However, as in the 1980s, gains are most likely concentrated in a small number of mainly urban nonadjacent counties.  相似文献

Abstract There is considerable debate in the literature regarding the variables that produce differing levels of countywide support for environmental protection. Competing explanations include differences stemming from individual attributes of residents, economic conditions, and urban‐rural differences. The present study examines why some counties express higher levels of support for environmental protection when voting on environmental ballot measures. Using voting data aggregated at the county level on state‐wide environmental ballot measures in five states, OLS regression is employed to examine the utility of each explanation. The results suggest that while all three hypotheses are accurate in a number of cases and urban counties tend to be more supportive of environmental protection than rural counties, individual attributes and economic conditions appear to be the most influential.  相似文献

Oil and gas extraction, especially via unconventional means like hydraulic fracturing, is hailed as an economic boon by many commentators and political leaders. However, empirical evidence is limited. In this article, we consider the socioeconomic effects (particularly, related to poverty, employment, income, and wages) of unconventional oil and gas extraction using a national data set of U.S. counties. We use a novel between‐ and within‐county random effects modeling strategy to capture both resource curse and boomtown dynamics. Further, we allow the effect of oil and gas development to be conditioned by county rurality. Broadly, our findings suggest that oil and gas development has very complex effects at the county level. Within‐county growth in oil and gas production slightly improves most economic outcomes, but counties that specialize in oil and gas development tend to perform worse than other counties. We find that, in general, the effect of within‐county oil and gas production is not significantly moderated by county rurality.  相似文献

China started economic transition in 1978 to implement a Chinese type of socialist market economy system, i.e., a market-oriented economy consisting of collectively community-owned enterprises (CCOE) and state-owned enterprises (SOE) in a totalitarian political system with the Communist Party of China as the ruling power. The main contents of the economic transition can be briefly described as follows: (1) gradual decentralization of economic decision from central economic planning to market-oriented decision by delegating competence to managers of SOE and CCOE without privatization of public ownership, (2) liberalization of cross border economic activities (open-door policy), (3) allowance for Chinese to erect private enterprises (PE) on the one side and foreigners to set up foreign invested enterprises (FIE) on the other side, as well as (4) reorganization of SOE and CCOE. In comparison to the former Soviet Union and the Central and Eastern European countries, the following points of China's way of economic transition are of special interest. First, China's way of transition is a ``gradual trial and error' approach without a transition program set for long term but flexible and gradual way which is called a ``touch stones to cross river' approach. Field experiments have been carried out at first. A reform will be implemented after successful experiments. Second, the rural community becomes reorganized by breaking down communes, implementing a ``household responsibility system' in the agricultural sector and setting CCOE in the rural areas to carry out industrialization without movement out of rural labor (the slogan for this kind of transition is lee tuh puh lee shian [``move out from agriculture but not out of rural area']. Third, China's economic development is characterized by a huge expansion of CCOE in the eighties and newly founded PE consisting of FIE since the nineties, while only a very limited share of SOE has been privatized via the reorganization of the sector. China's way of economic transition has been a process of decentralization of the economic system from a central planning economy to one of decentralized market-oriented decision by delegating competence to management of SOE and CCOE without privatization of the ownership to increase efficiency. Fourth, China has been heavily loaded by a fragile banking system with a huge amount of nonperformance loan which implies a high risk of banking system crisis. Fifth, China's economic transition has been seen as a tool to keep the power of the Communist Party China with a periodically instable totalitarian political system and has permanently been confronted with risk of a political collapse. Human rights have not been protected in China. The FIE have crucially contributed to the growth of industrial production, export, and also the economic growth in China since 1979, especially since 1992. Economic special zones have significantly induced the rapid growth inflow of FDI which has financed the establishment of new enterprises instead of financing privatization of the SOE in China. Thus, it is not exaggerated to say that the FDI inflow has mainly contributed to the performance of the Chinese economic transition and the FIE have been the engine of the Chinese economic development.  相似文献
