The success of recent welfare reforms will depend, in part, on the ability of local welfare programs to meet the child care needs of low-income parents. A key challenge is the integration of targeted child care subsidies into a seamless system for parents who are making transitions between welfare, training, and employment. This article uses data from a one-year panel study to describe program activities and child care use and transitions for participants in a welfare-to-work program. The results suggest that welfare clients were receiving significant child care assistance but services remained fragmented and poorly integrated. Adult clients engaged in multiple, often short-term job preparation and employment activities, and transitions between activities frequently resulted in disruptions in child care arrangements and loss of child care subsidies. Implications for welfare and child care policy are discussed.  相似文献

The Relationship of Welfare Receipt to Child Outcomes   总被引:1,自引:0,他引:1  
Welfare receipt often is correlated negatively with children's cognitive and behavioral outcomes. Yet, virtually all children in households that receive public assistance are poor, prompting the question of whether poor outcomes are an effect of welfare, a spurious relationship between welfare and child outcomes, or a result of welfare selection. Using the NLSY-CS, these possibilities are examined by controlling for poverty and for selection into welfare. Controlling for child and maternal characteristics accounts for the majority of bivariate associations between welfare and outcomes among Black children. Controlling for poverty does little to change the relationship between welfare and outcomes for Black or White children. Controlling for selection into welfare further reduces the relationship between welfare receipt and outcomes among White children and has little discernible effect among Black children.  相似文献

This paper examines the effectiveness and efficiency of welfare programmes that are relevant to child poverty reduction in Hong Kong. We employ data from a cross‐sectional survey of a representative sample of families, conducted in 2015 through face‐to‐face interviews. Our results indicate that all four welfare programmes were inadequate in alleviating child poverty. This was either due to the deep poverty gap to be filled or high rates of exclusion error. Most programmes are also inefficient because of inclusion error. We conclude by suggesting some policy implications for the welfare programmes.  相似文献

The passage of the Personal Responsibility and Work Opportunity Reconciliation Act and decisions about its re-authorization have resurrected interest in the impact of maternal employment on child outcomes in poor families. The emerging evidence suggests that employment stability among former welfare recipients is a key factor in making successful transitions from welfare to work. This investigation explores how changes in maternal employment in poor families relate to high school completion among at risk youths. Our findings show that a substantial number of mothers experience unstable employment patterns. This instability is positively correlated with dropout among adolescents. The paper concludes with policy implications for the next phase of welfare reform.  相似文献

In the United States, neoliberal strategies for social, economic, and state organization have been accompanied by frequent calls for volunteers to solve serious social problems. A case study of a community mobilization of middle-class volunteers to provide one-on-one support to families in poverty shows both possibilities and limitations. Volunteers provide social support to families in poverty, thus alleviating social isolation. Volunteers learn about systemic forces that cause poverty, its effects on families and communities, and about themselves and their capacities to engage in poverty work. However, social isolation is but one of many problems associated with poverty, and even a more knowledgeable amateur volunteer corps cannot take the place of substantial social, economic, and political change.  相似文献

Because of dramatic levels of economic volatility and massive changes in welfare policies, scholars in this decade worried anew about whether our official poverty measure, adopted in the 1960s, is adequate. Poverty's causes continued to be debated, with demographic factors often pitted against policy and maternal employment changes. Some scholars focused on events that trigger spirals into poverty or poverty exits. The literature on consequences of poverty featured new techniques for identifying underlying processes and mechanisms. Researchers also explored “neighborhood effects” and focused on poverty deconcentration efforts. Finally, scholars produced a voluminous literature on the efforts to reform welfare and their subsequent effects.  相似文献

This article addresses the failure of the 1996 welfare reform act (Personal Responsibility and Work Opportunities Reconciliation Act [PRWORA]) as an anti-poverty program demonstrated by the fact that approximately half of all ‘welfare leavers’ have fallen back into poverty within a year or two of their exit. The proximate cause is that, because of “barriers to work” or insufficient demand, leavers end up working too few hours over the course of a year. To address this failure, we propose a program of jobs-of-last-resort, called Promise of a Job (POJ), based on an examination of the design, costs, and results for a large number of transitional-job and welfare-to-work programs. In this article, we estimate POJ's costs per participant and overall costs of implementation, as well as the impact such a program would have on reducing adult and, particularly, child poverty. We find, in examining past data, that had POJ been applied to just those Americans who were on Aid to Families with Dependent Children (AFDC) in 1996, it would have raised almost 7 million children above the poverty line. We argue that this result (and similar results from any other program) should appeal across the political spectrum, to conservatives and liberals alike, because of the documented general agreement that child poverty is inconsistent with a widely held American value: the provision of equal opportunity for all.  相似文献

Sociological interest in the implementation of policy generally focuses on the ways a single stream of policy creates a set of measurable consequences either for parents or children. This article takes an ethnographic approach to the study of conflicting policy mandates that collide in the lives of families moving from welfare to work at the same time that schools are implementing high stakes tests and the end of social promotion. We show that these two policies make contradictory demands on parents, to the potential detriment of children. Ethnographic research reveals the ways in which multiple and incompatible forms of policy impact poor families, putting them in the unhappy position of choosing between economic stability or mobility and children's educational performance.  相似文献

ABSTRACT

This study describes welfare-to-work participants in the San Francisco Bay Area, support services, experiences with the CalWORKs program, and predictors of employment status in the wake of welfare reform. Findings indicate that many are working and more Stayers and Recidivists than Leavers are using food stamps and Medi-Cal. Multivariate analysis reveals that race and financial supports were the significant factors contributing to employability, defined as the ability to secure employment despite the need to supplement earned income with welfare payments. To help people stay off of welfare, case management services are needed to help participants maintain employment and increase job skills. In addition to expanding our understanding of human behavior within the social environment of poverty, implications for practice and policy are identified.  相似文献

Welfare reform was examined for 39 Michigan families whose children have significant health or intellectual and behavioral disabilities. As a group, these families received little specialized assistance or services to address their unique needs. Family-cited barriers to self-sufficiency included poorly trained welfare caseworkers, limited public transportation, and inadequate child care. Having an older child was the only discriminating variable between working and non-working mothers. However, working mothers only had temporary positions with no benefits and low pay. All families, whether employed or not, lived below the poverty line.  相似文献

Abstract

This article examines family and caseworker perceptions of welfare reform and services as they relate to families who have a child with a disability. Interviews were conducted with 39 families and 77 caseworkers. Family questions addressed their perceptions of the welfare system, factors impacting their self-sufficiency, and their perceptions of needed program changes. Caseworker questions addressed their perceptions of welfare practices and policies and their education needs related to serving families who have children with disabilities. Familial perceptions of the welfare system were validated by caseworker reports. Implications for service improvement are discussed.  相似文献

The goal of this study was to investigate the impact of poverty and economic pressure upon the adjustment of mothers and children in immigrant Latino families. Participants included 56 first generation Latina mothers who completed questionnaires addressing economic difficulties, depression, social support, and behavior problems exhibited by their children (30 boys, 26 girls) who ranged in ages from 4 to 13. Results indicate that maternal depression mediates the relationship between maternal economic pressure and child adjustment. Social support was found to further moderate the relationship between maternal depression and child internalizing problems. Gender differences indicated that relations were stronger among mothers of boys than mothers of girls.  相似文献

This article examines the effects of poverty, public assistance, and family structure on school-age children's home environment and developmental outcomes using data from the National Longitudinal Survey of Youth. The central question of this study is whether public support negatively affects school-age children's developmental outcomes, thereby contributing to the intergenerational transmission of welfare dependency. The results show that long duration and late timing of poverty have a detrimental effect on home environment and child developmental outcomes. Long duration of public assistance disturbs reading ability for children of intact families only. Late timing of public assistance actually enhances the cognitive and emotional environment and has a greater effect on the emotional environment for single-mother families. Long duration and late timing of single motherhood are detrimental to the emotional environment. Taken together, the findings suggest that the process of intergenerational transmission of welfare dependency during school-age years is primarily attributable to poverty and single motherhood rather than the duration and timing of public assistance. Intergenerational transmission of welfare dependency has received increasing attention among social scientists, especially in the United States, as greater availability of longitudinal data has shed new light on this issue. It remains unclear, however, to what extent the intergenerational correlation of welfare recipiency observed in the United States reflects or interacts with unobserved variables, the racial composition of the population, and the institutional structure of social policies. This study focuses on Sweden, a country with an ethnically homogenous population and institutional social policy structures that differ from those in the United States. It utilizes an internationally unique longitudinal data set to test hypotheses on the inheritance of welfare benefit recipiency as indicated by reliance on means‐tested social assistance. A clear intergenerational effect is observed. This effect, however, reflects a combination of social assistance in the family of origin, children's school adjustment, and parental criminality. Children who lack this combination of problems do not show signs of intergenerational welfare dependency.  相似文献

ABSTRACT

Community technology centers (CTCs) are advanced as a major part of the solution to the so-called digital divide. It is believed that in the knowledge economy access to computing resources should level the playing field for low income people. Faced with a growing population that cannot afford computers or the Internet, government policy makers have been turning to technology community access points. This article presents a brief overview of the digital divide and whether or not CTCs can effectively address the problem. A CTC located at the Debra Dynes Family House in Ottawa, Canada–a center that has been highlighted in newspapers and government reports as a success story in bridging the digital divide-is reviewed. The concept of social inclusion is explored to determine how CTCs are addressing poverty and social exclusion.  相似文献

SUMMARY

The present study sought to investigate the effects of employment on low-income single black mothers and their preschool children. The sample included 90 mothers from New York City communities who were welfare recipients in 1996, and followed two years later. At follow-up, 53 of the 90 mothers were employed. The findings indicated that lower levels of depressive affect or financial strain were not predictive of entry into the work force. However, once employed, mothers reported less depressive symptoms than those not working. Attaining more education predicted better outcomes for mothers and their children, and provided more of an opportunity to be successful in the job market. For example, having more education was associated with gaining employment, exiting welfare, having stable employment, earning higher wages, and better reading abilities in children. Maternal employment was beneficial to children, as mothers who entered the work force had children who performed better in math achievement at follow-up, after controlling for maternal socioeconomic characteristics and school readiness at baseline. During the late twentieth century, the US social safety net was transformed to incentivize work by providing generous wage subsidies for low-income workers and reducing federal assistance to able-bodied unemployed adults. Following the transformation and during the economic boom of the 1990s, welfare rolls and annual poverty rates plummeted, especially for children. Despite the economic boom, there were still many persistently poor children living with parents who did not work, and little is known about how the reforms impacted these children's finances. In this paper we compare rates of persistent child poverty before and after the welfare reforms and examine how federal assistance received by persistently poor children changed as a result of the reforms. We find that federal assistance to persistently poor children declined following the reforms, but with divergent results depending on parental employment. While persistently poor children with employed parents benefited from increased income via the Earned Income Tax Credit, those with chronically unemployed parents did not and also experienced substantial reductions in cash welfare and food stamps. These findings demonstrate how persistently poor children fared financially in the years following the reforms and suggest possible implications for the current period of high unemployment.  相似文献

ABSTRACT

In contrast to the most industrialized Western nations, the United States faces great social and economic disparities and a deep gap between the socioeconomic strata. The child poverty rate is almost three times higher than in any other industrialized Western country, and single mother families represent 60% of all poor families in the United States. Concentrating on the situation of single mothers in impoverished Buffalo, New York, the authors argue that similar to the underdeveloped world, the fate of single mothers in the United States is tied to the global economy. This project seeks to understand how systemic (social location) and idiosyncratic (individual) factors interactively affect the health and well-being of female-headed, single-parent families. The quantitative analyses are supported by an examination of a case study of a transitional housing program, called Gerard Place. We examine the impact of this comprehensive program offered to poor mothers, including housing, counseling, education, child care, and financial support. These support systems assist female-headed families to rebuild self-sufficiency, sustainable income, and economic independence. The call to approach welfare programs as a synthesis of systemic and idiosyncratic factors concludes the study.  相似文献

The child welfare system is founded on a belief that children are sometimes endangered by their parents or caregivers and must be saved by agents of the state. Children are perceived as objects to be saved, but they are rarely seen as active strategists in their interactions with child welfare system social workers. Using ethnographic data collected during observations of social workers and juvenile court proceedings, this article shows how children have their own complex understandings of state intervention and strive—to varying degrees of success—to contest official views of their lives and provide competing forms of knowledge. Specifically, children attempt to rework state actors' perceptions of their families and familial problems, use state actors as an audience for their versions of their lives, and attempt to mobilize state power for personal or material gain.  相似文献

This study estimates the effect of welfare reform on adolescent behaviors using a difference‐in‐differences approach. After defining the prereform and reform cohorts and considering the life course development of adolescent behavior by following each cohort from age 14 to age 16, we compare the welfare‐target and nontarget populations in the two cohorts. The difference‐in‐differences estimates are obtained using an event history model. Our analysis suggests that welfare reform has not reduced teenage fertility and school dropout. We find modest evidence that welfare reform is associated with higher risk of teenage births for girls in welfare families and higher risk of school dropout for girls in poor families. A combination of a difference‐in‐differences approach and a life course perspective can be a useful way to delineate the effect of societal‐level change on family phenomena.  相似文献
