This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献

Since the 2004 EU enlargement established one European common labour market, a large number of Eastern Europeans have taken up seasonal employment as hired farm workers in Norwegian agriculture. Much attention in the public has been given to the potential for ‘social dumping’ of these migrating workers, as they are considered prone to exploitation by farmers looking for cheap and docile labour, and subject to low-wages and poor labour conditions. In response to these threats, Norway implemented labour regulations (‘transitional rules’) that established minimum standards for wage levels and labour conditions, combined with registration and supervision of the incoming labour force. Nevertheless, reports from the field indicate that many of the westward migrating labour force experience work conditions that are far poorer than prescribed by the labour regulations, as these are not implemented at the farm level. In this paper, we discuss the social processes that result in this mismatch between state regulations (e.g. transition rules) and the actual experiences of migrant workers building on dual labour market theory. Analysing qualitative in-depth interviews with 54 farm migrants, we argue that there are two sets of factors underlying the poorer working conditions observed on the farms: Firstly, the structural disempowerment of migrant workers, which gives them weak negotiating positions vis-à-vis their employers (farmers); and secondly, the migrant workers' frame of reference for wage levels, in which poor payment levels by Norwegian standards are found acceptable or even good when judged by Eastern European wage levels. While a number of works have described the exploitation of farm migrant labour, we demonstrate in this paper how national immigration and agricultural histories, structures and present policies configure the labour–capital relations at farm level in the Norwegian case.  相似文献

The collapse in GDP brought about by the global economic crisis in 2008 affected female employment less than male employment, whereas austerity has been particularly harsh on women, a gendered impact described in the literature as “he‐cession to sh(e)‐austerity”. This article analyses gendered trends in the labour markets of eight European countries, decomposing quarterly changes in labour participation of women and men and in employment by sector. The “he‐cession to sh(e)‐austerity” scenario is not observed in all countries. Other channels through which austerity policies can jeopardize gender equality and women's rights are identified with reference to a typology of such policies.  相似文献

The rapid spread of information and communication technologies (ICT) may increase firms’ productivity with important consequences for job creation and for economic growth. This article contributes to this discussion by analysing the impact of internet adoption on labour productivity and the mechanisms shaping this relationship in Peruvian micro and small manufacturing firms over the period 2011–2013. The article estimates a reduced form where labour productivity is a function of internet adoption and other explanatory factors. Internet adoption is instrumented using a measure of the availability of financial opportunities for micro and small firms in Peru. Findings indicate that internet adoption: (a) increases firms’ labour productivity; (b) reallocates employment away from temporary administrative workers and non‐remunerated workers and expands employment of permanent production workers; (c) leads to the formalization of labour relationships, to the implementation of new organizational practices and to the improvement of training measures. While changes in employment and formalization of workers are linked to labour productivity gains, increases in training measures and organizational changes do not generate any additional productivity increase. Policies oriented to promote the adoption of ICT in micro and small firms can be beneficial to close the productivity gap with larger firms in Peru. Moreover, policies directed to the formalization of the workforce can provide an extra benefit, i.e. additional labour productivity gains in firms adopting the internet. Finally, policies oriented to the development of digital skills are also important to ease the re‐employment of those workers losing their jobs and the achievement of additional productivity gains that new organizational practices can provide.  相似文献

The labour immigration policies of high‐income countries are characterized by trade‐offs between openness to admitting migrant workers and some of the rights granted to migrants after admission. This empirical observation lies at the heart of the author's 2013 book, The price of rights: Regulating international labor migration. In this article, he reviews its main findings, arguments and policy implications and responds to a critical review of the book that was published in the International Labour Review in 2015. He concludes with a plea for more open debate on the linkages between migrant rights, labour migration and development among national and international organizations concerned with these issues.  相似文献

Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

This article explores short‐run determinants of the matching between labour demand and supply by identifying shifts in the Beveridge curves for 12 OECD countries between 2000Q1 and 2013Q4. Using three complementary methodologies (visual examination, cointegration techniques and non‐linear estimations), we find that labour force growth and employment protection legislation reduce the likelihood of outward shifts, and the higher the share of employees with intermediate levels of education and the long‐term unemployment, the more difficult the matching process. Active labour market policies (such as incentives for start‐ups or job‐sharing programmes) could facilitate matching, while passive policies (unemployment benefits or labour taxation) make matching significantly more difficult.  相似文献

The debt crisis of 1981–83 changed the course that Brazil's social and labour policy had followed from the 1930s to the 1970s. The social and labour protection systems built up over those five decades – in conjunction with urbanization, industrialization and the rise of wage employment – were gradually dismantled. The neo‐liberal policies adopted, however, failed to generate sufficient economic growth and brought worsening unemployment and job insecurity instead. Public policies stress greater inclusion of disabled people in the labour market and suggest ways to implement accommodative measures to these ends. Often missing from this literature is the experiences of disabled people in labour markets. This article reports results from a qualitative study conducted in 2005 and 2006 consisting of one‐to‐one and focus group interviews with 56 disabled individuals participating in employment training programmes in Calgary and Regina, Canada. Findings suggest the presence of workplace and employer discrimination and labelling as primary factors impeding respondents’ success in securing and maintaining employment in the labour market. The 56 respondents provide strong evidence that perceptions of disability have a greater impact on their inability to maintain and secure employment than does the lack of accommodative practices and measures in the workplace.  相似文献

The purpose of this article is to remedy the lack of explanatory endeavours concerning the positive performance of female migrant workers during the recent economic crisis in Western Europe. This phenomenon both interrogates the established association between economic downturns and their negative impact on migrant labour in low‐skilled jobs and enriches the theory of the reserve army of labour, which has been applied to understanding the fragile status of migrant workers in Western economies. Secondary analysis of Labor Force Survey (LFS) and OECD data concerning the impact of the crisis on migrant labour shows that women employed in the care‐domestic sector have been affected significantly less than men employed in manufacture and constructions. To explain this evidence, the article proposes a theoretical framework that draws on key concepts and debates in different strands of sociology: the increasing demand for paid care‐domestic work due to the ageing population and the growth of native‐born women's rates of activity; the commodification of care and the state management of migration; the affectivity and spatial fixity of care‐domestic labour. All these factors contribute to configure female migrant labour, mostly employed in the reproductive sector, as a ‘regular’ rather than a reserve army of labour.  相似文献

This article analyses the labour trajectory of migrant women in domestic service. The research considers women's working conditions upon arrival, or their “migrant capital” (i.e. their human, social and economic capital) as the defining factors in their labour trajectories. The study, conducted on a sample of migrant women in domestic service, reveals the different value each type of capital has at each stage of a labour trajectory. The social network is the core capital in their first job. Nevertheless, the key factors in labour mobility are human capital and a household's financial needs. The processes of administrative regularization and family reunification prompt far‐reaching changes in these women's labour trajectories. Finally, labour trajectories during the economic crisis have been shaped by financial needs, leading to a decapitalization of the human capital acquired, with even legal status surrendering its value.  相似文献

This article aims to contribute to labour recruitment policy by demonstrating the relations between cross-border mobility and inequality through the lens of migration intermediaries. Drawing on thematic analysis of the MIDEQ project's in-depth interviews with Nepalese labour migrants (n = 20) in Malaysia, this research reveals the range of migration intermediaries along the recruitment chain, and shows contradictory roles played by migration intermediaries: they help migrant workers access employment and other opportunities thus overcoming inequality in mobility, whilst simultaneously reproducing socio-economic inequalities and the unequal power relations experienced by migrants. Hence, we identify a “middle space effect” that links migration processes with migration outcomes, reconstructing socio-economic inequalities in mediated migration. We highlight the role of state policies regarding migration and labour in co-producing such inequalities, and the embeddedness of middle space intermediaries in unequal global power dynamics, and we offer policy suggestions on regulation of labour recruitment and employment.  相似文献

More and more migrant parents choose to bring their children with them to their migration destination in China. Here, the data reported by China's Health and Family Planning Commission in 2017 are used to examine the influence of migrant children on migrant mothers’ employment. The results showed that migrant children have a negative effect on mothers’ employment and reduce wages of mothers who are work. In addition, considering migrant children’s age, we find that as it increases the burden of childcare is lighter; the probability of mothers’ participation in the labour market and receiving a high wage is higher. Furthermore, in terms of mothers’ characteristics, older age and better education, having a spouse or parents who migrated, longer migration history and an across-provincial move have positive effects on migrant mothers’ employment.  相似文献

Recent programs to regularize undocumented migrants suggest the increasing role of employment as a requirement for foreigners to legally reside in Europe. Taking as illustrations the cases of Spain, France, Austria, Belgium and Germany, this article examines how regularization policies frame work. Employment provisions follow a civic‐performance frame that breaks with the criterion of vulnerability. While secure forms of employment paying standard wages are privileged, the crisis has made such jobs even less accessible to migrants seeking to regularize or maintain their status. Residence permits granted through legalization have become increasingly temporary and conditional, often involving repeated transitions in and out of illegality. A vicious circle of “disintegration” thus threatens to set in where employment precariousness becomes both the source and the consequence of legal precariousness.

The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.  相似文献

Using a ‘transitional’ perspective on migration, which combines three theoretical approaches on dynamic development‐migration linkages, this paper interprets the evolution of migration within, from, and to Morocco over the twentieth century. Colonization and the incorporation of rural areas, along with a certain level of socio‐economic development, have spurred internal and international wage labour migration both within Morocco and from Morocco to Europe. Migration seems to be the result of development rather than the lack of development. Populations from highly marginalized regions were less likely to participate in migration than populations from the three, moderately enclosed “migration belts” which had established traditions of pre‐modern, largely circular migration. At the onset of large‐scale emigration in the 1960s, the spatial patterns of labour migration were significantly infuenced by colonial bonds with Spain and France, selective labour recruitment, and Moroccan selective passport issuance policies. However, the influence of such policies rapidly decreased due to the effects of migration‐facilitating networks. Increasingly restrictive policies coincided with a growing reliance on family migration, permanent settlement, undocumented migration, and the exploration of new migration itineraries, and had no success in reducing migration levels.Alongside patterns of decentralizing internal migration, a spatial diffusion of international out‐migration has expanded beyond the historical migration belts in response to new labour opportunities in southern Europe. Persistent demand for migrant labour, along with demographic factors and increasing aspirations, suggest that migration over formally closed borders is likely to remain high in the near future. However, in the longer term, out‐migration might decrease and Morocco could increasingly develop into a migration destination for migrants from sub‐Saharan Africa, a transition process which may already have een set in motion.  相似文献

Temporary migration programmes have re‐emerged as a preferred mechanism for regulating labour migration in many migrant‐receiving countries in the past decade. In this paper, I consider the role of shifting Canadian immigration policies, notably the expanded streams for temporary workers, in the changing flow of migrants from Trinidad to Canada. Temporary programmes can bring workers to Canada relatively quickly, but they limit access to permanent residency and citizenship, in sharp contrast to most of Canada's earlier immigration policies. Ethnographic fieldwork reveals that Trinidadians actively seeking to make the move to Canada have little interest in new temporary work programmes. Rather, they continue to plan futures in Canada that they expect to be years in the making. I consider some reasons for this apparent refusal to submit to the new migration realities. I show that present‐day Trinidadian emigrant desires and practices are deeply connected to individual, familial and national emigration and immigration histories. Trinidadians are declining to participate in new immigration regimes and are restricting their migration practices to those forms that are historically familiar and have been proven successful. I attempt to show how ethnographic approaches that take seriously migrants' agency can assist in developing a fuller understanding of the ways in which migration flows are changing. These approaches reveal what are otherwise the silences and invisibility surrounding those whose previous access to permanent migration streams has been diminished through neoliberal restructuring of migration policy. I argue that temporary worker policies disregard long‐standing histories of migration and engagement with capitalist processes for people in particular regions of the world, rendering them, for policy purposes, effectively “people without history” (Wolf, 1982).  相似文献

Over the period 2002–11, the Colombian labour market saw a marked improvement in employment opportunities, accompanied by an increase in nonstandard forms of employment. The authors look at how this affected employment quality, using a composite index based on Categorical Principal Components Analysis (CATPCA). They observe a small but widespread improvement in employment quality – mainly for self‐employed women – brought about by higher earnings, increased social protection and less time‐related underemployment. However, a considerable “quality deficit” remains, which calls for policies to strengthen labour market institutions and stimulate productivity and investment.  相似文献

This article examines the ways in which young migrant men are constructed as potential employees in a British town where service sector employment, often on a casual or precarious basis, dominates the bottom end of the labour market. Low‐wage jobs in many British towns are now constructed as feminized, low waged and demanding personal skills of empathy and servility. In this context, young men, and especially young men of colour, including recent in‐migrants, are at a disadvantage, constructed by employers, agencies, co‐workers and customers as less eligible workers than ‘locals’. We use the experiences of young men from Goa as a lens though which to trace the ways in which expectations and experiences when looking for employment produce a hierarchical division of labour in precarious jobs at the bottom end of the service sector.  相似文献
