Findings reported by Garbarino and Sherman have been widely cited as a justification for the use of social support interventions on behalf of families with children at risk of child maltrealment. The present study attempted to replicate their findings. Child maltreatment reports were mapped on census tracts and interviews with parents were conducted m a high risk and low risk area, matched on family income. Garbarino and Sherman's finding on the relationship between income and child maltreatment risk was supported in the present study but their finding on the relationship between social support and child maltreatment risk was not. An alternative model is suggested for further research and action.  相似文献

Analysis of poverty dynamics based on large‐scale survey data shows that there is limited mobility across the income distribution for most individuals and families. This includes lone parents, who are one of the groups most likely to stay poor over time. This high income poverty risk is reduced for those lone parents who are in employment and who receive state financial support through tax credits to supplement their wages. But income security in work can be difficult to achieve. This article reports on longitudinal qualitative research which has involved repeat interviews with lone mothers and their children over a period of three to four years. The analysis explores the experiences of sustaining employment while living on a low, but complex, income and highlights the challenges faced in seeking financial security in this context.  相似文献

We conducted a study of changes in the availability, accessibility and enrolment of children from low‐income, single‐parent and ethnic minority families in early child care centres. The study was carried out in Brussels which offers unique possibilities to study accessibility in a context in which quality and costs are controlled across centres. A survey on access policies in 89 day care centres, and on 150 mothers regarding their search process, was complemented by two focus groups attended by centre directors. The results were compared with data from a similar study we conducted in 2005. The results show that while inequality in availability has remained, centre directors' awareness of social priority criteria has changed, resulting in a significant increase in the enrolment of children from single‐parent and ethnic minority families, and – to a lesser extent – an increase in the enrolment of children from low‐income families. The results support the hypothesis that policy measures, combined with support, can influence inequalities in enrolment rates.  相似文献

This paper examines several important trends in the changing structure of social security in the United States and their impact on the elderly in different income groups. These trends involve the shifting public/private mix of retirement income, the declining replacement rates of public benefits, and reforms for targeting benefits by age. An analysis of these trends suggests that (a) social security will provide declining economic support for those most in need; (b) middle- and upper-income groups will have a diminished stake in social security, reducing the programme's political base of support; (c) increasing reliance on occupational pensions will heighten the need for greater public regulation of private schemes; (d) an unplanned two-tiered system of pensions will emerge, with the first tier consisting of a whittled-down version of social security to provide a predominant source of retirement income for low-income wage earners and the second tier consisting of private pensions for middle- and upper-income groups.  相似文献

Income support for carers has been available in Australia since the early 1980s. In contrast to most other forms of income support, eligibility for Carer Payment has been progressively expanded in recent years, and increasing numbers of carers are claiming the payment as a result. This article examines the history of income support for carers by reviewing changes in eligibility criteria in the social security legislation and considering how those changes were framed. We argue that reforms to carers' income support have developed within competing frames of social justice and social investment, with an increasing emphasis on a social investment discourse, which prioritises paid work over care. Neither of the dominant frames addresses gender equality, and in practice, income support policy has reinforced familial (women's) responsibility for caring. Given the gendered nature of caring in Australia, gender equality issues must be considered in future policy reforms to ensure that the competing pressures on women to care and to engage in paid work do not lead to greater disadvantage and inequality for women and the people for whom they care.  相似文献

Adaptive emotion regulation (ER) in parents has been linked to better parenting quality and social–emotional adjustment in children from middle‐income families. In particular, early childhood may represent a sensitive period in which parenting behaviors and functioning have large effects on child social–emotional adjustment. However, little is known about how parent ER and parenting are related to child adjustment in high‐risk families. In the context of adversity, parents may struggle to maintain positive parenting behaviors and adaptive self‐regulation strategies which could jeopardize their children's adjustment. The current study investigated parents' own cognitive ER strategies and observed parenting quality in relation to young children's internalizing and externalizing problems among families experiencing homelessness. Participants included 108 primary caregivers and their 4–6‐year‐old children residing in emergency shelters. Using multiple methods, parenting and parent ER were assessed during a shelter stay and teachers subsequently provided ratings of children's internalizing and externalizing difficulties in the classroom. Parenting quality was expected to predict fewer classroom internalizing and externalizing behaviors as well as moderate the association between parent ER strategies and child outcomes. Results suggest that parenting quality buffered the effects of parent maladaptive ER strategies on child internalizing symptoms. The mediating role of parenting quality on that association was also investigated to build on prior empirical work in low‐risk samples. Parenting quality did not show expected mediating effects. Findings suggest that parents experiencing homelessness who use fewer maladaptive cognitive ER strategies and more positive parenting behaviors may protect their children against internalizing problems.  相似文献

Individual and collective welfare lies at the heart of deliberations about contemporary welfare states. It is not always recognized that social security provisions interact closely with systems for the support of families and for labour market participation. This paper focuses on the interaction of institutional arrangements providing social security for families with children. The analytic framework incorporates family and marital law and social security provisions. Three European welfare states, Belgium Germany and the United Kingdom — with divergent systems of family support — are compared in detail. Among the questions to be posed are: How do these societies organize their support and family-related activities? And what are the rights for individual women, men and children? Among the indicators to be considered are whether the basis for entitlement to social security is individualized or based on a collective unit such as the couple or the household; the extent to which access relates to marriage status or the legitimacy of the children; and the employment-related or universal nature of benefit. This paper examines research into the social ecology of parents and children, with particular reference to the effects of social support on family functioning and outcomes for children. The historical failure of social work in the UK to successfully apply the findings from this area of research to mainstream work with children and families is considered in the light of the prevailing child protection discourse. Challenges to this discourse are now beginning to emerge from developments in both research and practice. The implications of these developments for the construction of a new discourse, which recognizes the wider social and political factors that shape the family environment, are discussed. It is argued that there is sufficient research evidence available to demonstrate the potential of community social work strategies, which enhance the social support networks of families, to significantly reduce the incidence of child abuse. A number of successful action-research projects of this nature are considered.  相似文献

Parent‐and‐child foster placements are used to accommodate parents with their children, either when the mother is a looked‐after child or as a setting for a parenting assessment. Despite this being a specialized role with significant potential for affecting outcomes for disadvantaged families, there is currently a lack of accessible learning opportunities for foster carers on the physical and mental well‐being of women with complex needs such as a history of domestic abuse, substance abuse, perinatal mental ill‐health, or having a learning disability. Parent‐and‐child carers experience some unique stresses and value the support of others with similar experiences; this kind of peer support is currently largely absent. This qualitative study has used ten focus groups with foster carers, eight interviews with mothers, and nine interviews with supervising social workers, to inform the development of an online learning resource and a social media‐based peer support network for parent‐and‐child foster carers.  相似文献

The objective of this article was to explore the practice of child rights among the indigenous communities of Bangladesh. We used a mixed method approach to collect data from four ethnic communities in the Bandarban District of the Chittagong Division in Bangladesh. We questioned children, parents, community members, local leaders, and service providers of those communities on a number of child rights issues, for example, child education, child labor, child recreation and culture, parents' guidance to children for capacity development, and access to child rights at home and in the community according to Convention on the Rights of the Child treaty. The results showed that while the community was aware of child rights, financial vulnerability and a lack of social support meant that these rights could not be upheld in practice. The paper urges improvement of social support, including income generation activities for indigenous communities.  相似文献

Abstract   Singapore represents an instructive case study in responding to rapid ageing, growing inequalities, and significant relative poverty. Unlike other high-income Asian countries, it has relied on single-tier mandatory savings to finance retirement, housing, and to a lesser extent, healthcare. To address the low fertility rates, it has permitted the share of the non-citizen population to triple between 1990 and 2005 to nearly 30 per cent. This is subtly altering Singapore's socio-political dynamics, while assisting in sustaining growth and competitiveness. The paper argues that Singapore has the fiscal, institutional, and organizational capacities for a modern multi-tier social security system. Singapore is, however, determined to continue with current inadequate and inequitable arrangements, requiring individuals and their families to bear disproportionate risks in financing retirement, healthcare, and short-term income support. This reflects conscious policy choices arising from a Darwinist vision of society, and the need for socio-political control.  相似文献

This paper utilizes data gathered as part of an exploratory study to assess the costs and impact of the Common Assessment Framework (CAF), to examine the impact that the lead professional role had on families and workers. The study found that both families and workers believed the lead professional to be central to the CAF process, providing a range of support, coordinating multi‐agency responses to need and acting as a single point of contact between families and workers. The paper highlights the need for consideration to be given to inter‐agency working, data sharing, training for workers and the capacity implications for those taking on the role. The extent to which the lead professional might be more integrated into the continuum of support for vulnerable children and families is also examined. The paper highlights the need to consider the lead professional's role in not only preventing the need for more intensive services, such as those provided by statutory social work, but also maintaining outcomes achieved once a child protection plan is closed, or a child is reunified with his or her birth family after a period of being in care. The implications of the findings for policy and practice are discussed.  相似文献

Despite the critical role that paid maternity leave can assume in the economic lives of low-income families, research to date has paid insufficient attention to whether paid maternity leave reduces welfare use for low-income families. Using the Current Population Survey (CPS) March Supplement 2007–2014 with the difference-in-difference (DiD) technique, this study finds a significant policy effect of paid maternity leave on reducing the probability of using Temporary Assistance for Needy Families (TANF), TANF benefit amounts and TANF participation length. This study confirms that paid maternity leave is likely to prevent low-income families from using welfare during job interruptions stemming from the birth of a child. Given that TANF is often associated with negative political and social connotations, paid maternity leave can be used as an important social policy to improve economic security as well as offer empowerment in overall social standing for low-income mothers. The discussion focuses on the implications of the findings in a broader context of American welfare states.  相似文献

This paper describes the emotional labour and befriending of families in East London by Family Support Workers (FSWs). The study is derived from an evaluation of the Family Welfare Association's Tower Hamlets Family Support Service. A key finding is that engaging the emotions of families enables high quality and effective support in the family home. FSWs win trust and elicit narratives from families, particularly from mothers and children. The narratives of families are a rich source of informing better practice. In line with Government objectives, the participatory work of FSWs helps to balance understanding on family support, health and child protection. According to Government and research, the early identification of child protection issues is particularly important in mitigating their worst effects. FSWs gain trust and early disclosure on child protection cases. This prevents child care problems from deteriorating into child protection issues. FSWs also act as informal advocates and help to balance social service assessments with the views of families. FSWs take a proactive, non‐stigmatizing, non‐intrusive approach to families. FSWs are sensitive and responsive to the emotions, ethnicity and specific needs of families.  相似文献

This article uses longitudinal data to estimate the short‐ and medium‐term economic effects of divorce in the USA, the UK, Switzerland, Korea, Germany and Australia during the first decade of the 21st century. Based on the data collected during the 2000s, in all of the countries studied, divorce had, on average, negative effects on the equivalised household incomes of women. However, the extent and duration of the negative effects of divorce differed markedly between countries. In all of the countries, the effects of divorce on the equivalised household income of men were smaller than for women. Although, using the available data, it is not possible to definitely explain the differences between countries, the analysis presented in this article has demonstrated that the average economic effects of divorce, particularly for women, are heavily influenced by the social security system, the labour market, family models and the family law system of each country. While the social security system and institutional arrangements such as child support and spousal maintenance do influence women's post‐divorce economic outcomes, what is most important in explaining cross‐country differences is women's labour market earnings and the extent to which re‐partnering occurs.  相似文献

During the Covid-19 pandemic, social workers played an essential role in helping people understand what was happening and cope with new unforeseen difficulties, even carrying out new tasks and activities. Social workers were asked to redefine their work methods to maintain aid relationships with families. This reorganization was complex and challenging for child protection services. The paper will discuss the results of a qualitative research project aimed to describe the Italian child protection social workers' functions during the Covid-19 pandemic. Three online focus groups were conducted with child protection social workers. These focus groups helped researchers explore the new organization of social workers' work in child protection services, which was aimed at maintaining their role and performing the new tasks they need to carry out to support families and children. Three main areas of discussion emerged from the qualitative analysis: (1) postponed and maintained activities; (2) remote work advantages and challenges; and (3) new professional learning.  相似文献

Child protection is arguably in a state of crises, with indications that current approaches to practice are failing to protect children and support families. A variety of competing approaches have been put forward to address the current inadequacies, such as evidence‐based social work and antioppressive approaches to social work. These approaches to practice promote rational and technical analyses of social work with little attention to what lies beneath the surface in the encounter between social worker and client. In this paper we consider the value of psychoanalytic concepts for child protection practice. Notions of ambivalence, transference, and counter‐transference might offer a much needed source of insight for child protection practice that might help to address some of what has been lost in the field over the last few decades.  相似文献
