While researchers have found that African American youth experience higher levels of juvenile justice involvement at every system level (arrest, sentencing, and incarceration) relative to their other ethnic counterparts, few studies have explored how juvenile justice involvement and number of contacts might be correlated with this broad range of problems. A convenience sample of 638 African American adolescents living in predominantly low-income, urban communities participated in a survey related to juvenile justice involvement. Major findings using logistic regression models indicated that adolescents who reported juvenile justice system involvement versus no involvement were 2.3 times as likely to report mental health problems, substance abuse, and delinquent or youth offending behaviors. Additional findings documented that the higher the number of juvenile justice system contacts, the higher the rates of delinquent behaviors, alcohol and marijuana use, sex while high on drugs, and commercial sex. These findings suggest that identifying and targeting youth who have multiple juvenile justice system contacts, especially those in low-resourced communities for early intervention services, may be beneficial. Future research should examine whether peer network norms might mediate the relationships between juvenile justice involvement and youth problem behaviors.  相似文献

It is well publicised that Aborigines, both adult and juvenile, are over-represented in the criminal justice system. However, an examination of youth offending in South Australia during the period 1 July 1979 — 30 June 1983 has indicated that the degree of Aboriginal over-representation increases rapidly as they move up through the various stages of the system. They are least over-represented at the lowest stage, namely at the Children's Aid Panel level, and most over-represented at the sentencing stage of the Children's Court in terms of the numbers sentenced to detention in a youth training centre. This raises questions about the applicability of the juvenile section of the criminal justice system to Aborigines.  相似文献

ABSTRACT

In Hong Kong, juvenile justice embraces mainly disciplinary welfare and rehabilitative philosophies. Various statutory measures are applied to juvenile offenders, including police cautioning, community-based treatment programmes and custodial sentencing options. However, no statutory restorative measure has yet been incorporated into the mainstream criminal justice system in Hong Kong. Several non-governmental organisations are developing innovative strategies to prevent problematic adolescents from slipping into delinquency and are willing to apply restorative practices to help delinquents desist from engaging in criminal careers. This study begins with main features of restorative justice, and it highlights the preventive and correctional services for delinquents in Hong Kong. The study also questions the explanations offered by the government for not implementing restorative justice. By comparing restorative options for juveniles in some Asian jurisdictions, the study advocates for an earlier introduction of restorative justice for the benefits of juvenile offenders.  相似文献

ABSTRACT

The recent increase in the number of girls involved in the juvenile justice system has resulted in increased academic and public attention. Thus far, this attention has focused on entry into the juvenile justice system rather than longer-term consequences. This research helps fill this gap by examining a sample of 700 maltreated and/or impoverished juvenile court–involved females. Competing risks models were used to control for time from juvenile-court entry to adult outcomes: criminal justice system involvement, use of public mental health or substance use services, and income maintenance use. Results indicate that there are distinct predictors associated with the different outcomes, although learning disability and adolescent parenthood were associated with higher risk of both mental health/substance use services and income maintenance. Individualized services for juvenile court–involved girls are suggested. Prospective, longitudinal research is needed to investigate intrapsychic and behavioral dynamics associated with females' young adult outcomes.  相似文献

Objective. This study examines the conditions under which minorities will face policy inequity within the educational system. It turns to the theory of representative bureaucracy as one possible explanation, and extends the literature by considering whether African‐American students benefit from the presence of Latinos on teaching faculties and vice versa. This study also tests competing theories of how racial context influences minority educational policy outcomes. Methods. This study combines original survey data with data gathered by the U.S. Census to predict levels of academic grouping in U.S. school districts as reported by the Office of Civil Rights. Results. Minority teachers lower levels of discrimination among all minority students, not just co‐ethnics. Moreover, minority teachers do so consistently and with a substantive impact that occasionally rivals that of co‐ethnic teachers. The findings also suggest that greater levels of racial/ethnic diversity within a district are associated with lower levels of discrimination. Conclusion. Theories of race relations must move beyond black‐Anglo or Latino‐Anglo relations to consider how multiple racial/ethnic groups interact, and how such interactions affect the lives of minority groups differently.  相似文献

The implementation of particular public policies may infringe upon important civil rights of citizens. This article explores the relationship between the racially disproportionate effects of the death penalty and a subsequent attempt in the U.S. Senate to provide racial justice protection. While the most important explanatory factors of a senator's behavior are their political philosophy and the state homicide rate the findings also indicate that racially disproportionate outcomes under capital punishment in the senator's state are negatively associated with the probability that the senator will support racial justice protection. Abstract

This study examines the School-to-Prison Pipeline (STPP) by identifying individual legal and extra-legal variables and school-level factors that predict juvenile/criminal justice involvement using 2006–2012 matched data from education and justice systems (n?=?21,457). The role of school disengagement is also assessed, measuring unexcused absences that follow suspensions in the previous academic year. For the court-involved subsample (n?=?7349), after controlling for student behavior, demographic, and school-level factors; extra-legal racial differences remain a significant factor in determining higher counts of felonies with African American and Multi-racial students at increased likelihood (1.65 and 1.86 times, respectively for the higher latent class) of juvenile/criminal justice involvement as compared with White students. And, although White students were found to either be more disengaged or equally disengaged when compared with students of color, sharp differences in criminal justice involvement and outcomes exist by race/ethnicity. These findings suggest that addressing the STPP will require future research and focus on more than individual-level behaviors (school disengagement and school-based offenses) and attention to the impact of extra-legal variables and systemic implicit bias.  相似文献

Despite growing evidence that child welfare youth are at increased risk for juvenile delinquency, little is known about gender-specific processes and effective treatment programs for girls. Multidimensional Treatment Foster Care (MTFC), an empirically validated intervention for child welfare and juvenile justice populations, has demonstrated efficacy in reducing arrest rates in delinquent boys and girls. In this study, the efficacy of MTFC on school attendance and homework completion was examined in juvenile justice girls who were referred to out-of-home care (N = 81). Results from this randomized intervention trial suggest that MTFC was more effective than group care in increasing girls' school attendance and homework completion while in treatment and at 12 months postbaseline. In addition, the previously reported effect of MTFC on reducing girls' days in locked settings was mediated by homework completion while girls were enrolled in the intervention setting. Implications for policy and practice are described.  相似文献

Objectives. We examine how the racial/ethnic and generational status composition of Latino students' friendship groups is related to their academic achievement and whether there are differential effects by gender. Methods. We use multivariate regression analyses to examine the effects of friends' characteristics on Latino students' end of high school grades, utilizing data from the Adolescent Health and Academic Achievement Study (AHAA), and its parent survey, the National Longitudinal Study of Adolescent Health (Add Health). Results. For Latina girls, there are positive effects of having more friendship ties to third‐plus‐generation Latino peers in contrast to dominant culture peers; yet Latino boys benefit academically from ties to all co‐ethnic peers. Having friends with higher parental education promotes achievement of both genders. Conclusion. Our results counter notions of a pervasive negative peer influence of minority youth and suggest that co‐ethnic ties are an important source of social capital for Latino students' achievement.  相似文献

The current study examined the ethnic identity of White (N = 120), Latino (N = 87), and African‐American (N = 65) children and early adolescents (aged = 9–14 years), with an emphasis on whether the specific ethnic label White children used to describe themselves might reflect differences in their inter‐group attitudes and whether those differences mirror group differences between White children and children in ethnic minority groups. Results indicated that White children who identified with a minority label (i.e., White biracial, hyphenated American, ethnic/cultural/religious label) had more positive ethnic identities, were more aware of discrimination, and were less likely to show biases in their perceived similarity to in‐group and out‐group peers than youth who identified as White or American. In many instances, White children who identified with a minority label did not differ from ethnic minority youth. In addition, although all participants were more positive about their ethnic in‐group than out‐groups, children who identified their ethnicity as American were less positive about out‐groups relative to other children. Taken together, the findings indicate that children's self‐chosen ethnic identity is as important as their ascribed ethnic or racial identity in predicting their inter‐group attitudes.  相似文献

Serious youth violence, co-occurring mental health and substance abuse problems among offenders, female delinquency, and other issues currently confronting the American juvenile justice system are examined. Majority‐race (black or white) 1 elementary school children with and without a minority friend (black or white) in their classroom were compared on measures of social, behavioral, and affective characteristics. Analyses focused on 260 4th through 6th grade students who were racial majorities in their classrooms and had at least one reciprocated friendship in the classroom‐based peer group. Overall, the results were consistent with the scenario that majority children with minority friends are high status, prosocial, and socially satisfied members of the peer group, compared to majority children without a cross‐race friendship, although race and gender differences were observed. In contrast, class‐level characteristics (e.g. class size, the proportion of participating children in each classroom of the majority race, and the number of minority‐race children in the classroom) were not predictive of whether a majority child had a cross‐race friendship or not. Implications for the current status of black– white relations among our youth were discussed.  相似文献

Objectives. Some have hypothesized that unrealistic expectations regarding their futures may explain the weak link between expectations and realizations among low‐income (particularly minority) youth. Unfortunately, there is little evidence characterizing students' expectations around the time that they make college decisions that would allow one to study this hypothesis. Methods. In this exploratory article, I analyze data on income expectations from a small sample of low‐income minority high school seniors in Baltimore City, MD; and use data from Dominitz and Manski's sample of higher‐income white students in Madison, WI, and the NELS88 for comparisons. Results. I find little evidence that the income expectations of lower‐income minority students are so different from those of higher‐income students. Rather, the expected returns to postsecondary education appear similar between the two samples of high school seniors. Analysis of a nationally representative sample of high school seniors suggests that lower‐income students do not place less weight on expected economic returns to college when making their plans than do more advantaged students, although low‐income students are less able to translate their college plans into actual college attendance. Conclusions. These results suggest that differing income expectations do not explain the weaker relationship between expectations and educational attainment among low‐income students.  相似文献

Objective. The controversial expansion of a hazardous waste facility in a poor, minority neighborhood in Phoenix illustrates the unanticipated consequences of siting hazardous facilities in vulnerable communities, and the need to recognize neighborhood health/safety issues such as drug‐related crime as environmental justice struggles. Methods. Qualitative methods include participant observation, document analysis, Census data, GIS mapping, and interviews. Results. South Central Phoenix's history reveals a disproportionate share of poverty, pollution, and drug crimes. Most commercial hazardous waste facilities in Phoenix were sited in minority areas. Residents contended that the siting, permitting process, and expansion of the facility and the drug crimes that later occurred there were all due to environmental racism. Conclusions. The expansion of the facility exacerbated environmental injustice in Phoenix through distributional and participative injustice, and was criminogenic. The dual impact on the community of hazardous waste and drug crime argues for a more holistic understanding of environmental justice.  相似文献

ABSTRACT

Incarcerated parents have complex life histories that often remain unresolved during incarceration, can continue to create barriers to prosocial success on release, and present similar intergenerational challenges for their children. This study examines the life histories of incarcerated fathers and mothers from the Pacific Northwest and how their experiences vary based on race and ethnicity. Five areas examined were exposure to trauma, child welfare involvement, mental health and substance abuse problems, juvenile justice and adult criminal justice involvement, and intergenerational criminal justice involvement. The sample comprised 359 incarcerated parents, and their racial/ethnic composition was 59% White, 14% African American, 11% multiracial, 8% Native American, and 7% Latino. Few differences were found across racial and ethnic groups. Mothers appeared more similar to each other across groups than fathers. Results illustrated similarities yet some surprising differences with national trends on key study variables. Implications for future research and intervention and prevention are discussed.  相似文献

Objective. African‐American and Hispanic students often have lower test scores than white students at all levels of education. In this article, we examine whether school factors impact racial groups differentially, helping reduce the test score gaps, and whether school policies benefit one racial group at the expense of another. Methods. The data is individual‐level data from a school district in California. Multivariate analysis (FGLS) is used to study the effect of school factors and race on test scores, after controlling for individual and school attributes. Results. School factors have a small differential effect by race on test scores. The school policies that have a positive influence on minorities' scores often involve an environment where closer attention is paid to the needs of students. Conclusion. Most school policies have a small effect on test scores, impacting all racial groups in a similar manner, without redistributing benefits across groups.  相似文献

The present study extends prior research exploring the role of school contextual factors in predicting individual adolescent substance use by examining how a school’s racial composition is associated with American Indian adolescent tobacco and marijuana use. Using a subsample of 523 American Indian students from the restricted use Add Health data, we consider both individual and school contextual factors across 99 schools. Our results suggest that a school’s racial composition is associated with individual tobacco and marijuana use among American Indian youth, but in different ways depending upon the substance. Our findings illustrate the importance of extending research on the correlates of substance use for racial and ethnic minorities beyond studies examining African-Americans and/or Hispanics.  相似文献

Summary The paper begins by briefly outlining the current debate overthe usage of social inquiry reports in the juvenile court, particularlywith regard to the effect that their recommendations can haveupon the lives of young people appearing in that court. It thendiscusses the findings of research carried out by the authorinto the social inquiry reports presented to one juvenile court.In particular it examines the contents and format of these reports,the effect that concepts of ‘welfare’ and ‘justice’have upon the recommendations of these reports, and the differencesthat exist in the reports presented by the probation and socialservices. It concludes that there is a pressing need for a revisionin the presentation of these reports to the court as no consistentstandard of information is being offered. It also argues thatit is time to reassess the role of treatment in the juvenilejustice system, in the light of this and other recent research,and to separate more clearly the components of welfare and justicewithin this system.  相似文献
