This article analyses four cases of governance in Italian local welfare systems. Following Law 328/2000, the design and management of the social services system in Italy involve different public responsibility levels, mainly regional and municipal. In order to manage social policies, Italian municipalities have to join in new inter‐municipal groupings called ‘Piani di Zona’ (Area Plans). Moreover, the law provides for engaging in these Plans even local third‐sector organizations and citizens. The article attempts to highlight the implications of this complex system that is leading local authorities to open new governance arenas. We hereby present the results of a research project on two Piani di Zona in the Region of Lombardy (Northern Italy) and on two in the Region of Campania (Southern Italy), carried out by means of institutional analysis. We particularly focus on the dynamics of participation triggered by the Piani di Zona. Our hypothesis is that the role of public administration is a fundamental variable to understand the different ways of participating. In this sense, we discuss the dynamics of local governance by relaying them to four main questions: who participates in what, where and how?  相似文献

In the past fifteen years, the Italian welfare state has gone through various important reforms. Almost all social policy fields have been significantly challenged by the presence of both national and European constraints, and in different policy fields some fundamental principles of the welfare state have been questioned and changed. The purpose of this article is to present an analysis of the most recent arguments used for welfare state reforms in Italy, focusing in particular on one key question: have the reforms been formulated and implemented in order to increase the freedom of choice of Italian citizens with respect to social protection? After a brief introduction and conceptual clarification, each section of the article will focus on one social policy field (employment, pensions, health care) and discuss the origins and consequences of the reforms with respect to the freedom of choice of citizens. The main argument is that very limited attention has been paid in the national political discourse and reform design to the freedom of choice for citizens in welfare state policies, since other goals (such as cost containment) were much more crucial. The article will end with an overall assessment of the evolution of freedom of choice in the Italian welfare state setting.  相似文献

The different welfare system classifications mainly address systems on the national level, while the local levels have not been considered in any great detail. The welfare reform measures adopted in some countries have led to more autonomy on the local level. Consequently, local authorities have adopted different social policies and developed diverse welfare services. This article addresses the case of Italy and shows that classifying a welfare regime by considering only the national level can lead to important local features being missed that are indeed relevant for its classification. The units of analysis are the 20 administrative regions of Italy. The results demonstrate that the Italian welfare system is far from being a homogeneous system and that the resources available on the local level have a considerable effect on the level of the welfare services provided. These results show that more attention needs to be directed at the local level.  相似文献

As part of local welfare in Italy, housing policies underwent reforms that emphasized the role of local governments—and cities in particular—in the definition of the problem and in the elaboration of possible solutions. Housing is quite neglected in the political debate, but it is increasingly important for responding to citizens' demands in times of economic crisis. This paper reconstructs the policy process in two Italian cities, Turin (1997–2011) and Florence (1995–2011). The paper argues that policy change in housing can be fostered by a local political leadership that invests ideational, relational, and positional resources in policy making to spread new ideas, build networks of public and private actors at the local level, and attract fiscal resources while taking advantage of windows of opportunity at different institutional levels. Moreover, collaboration with local bureaucratic leadership proves fundamental to promoting innovative policies.  相似文献

Madama I. Beyond continuity? Italian social assistance policies between institutional opportunities and agency The article addresses recent developments of social assistance policies in Italy with two interpretative aims. The first regards the approval of the long‐awaited framework law in 2000 and deals with the factors that made a path‐shifting national reform possible in a policy sector which had evolved through successive accretions and gradual revisions. The second regards the effectiveness of the reform, providing an assessment of the (scant) achievements subsequent to its adoption. The reform process was investigated through a model that combines factors of historical neo‐institutionalist derivation and agency dynamics, the latter of which is intended to overcome the structuralist bias of purely neo‐institutionalist explanations. The article draws two conclusions. The first concerns the resilience of Italy's backwardness in this policy field. The second, a theoretical consideration, is that if institutions function as constraint generators as well as opportunity generators for actors, agency dynamics are crucial in order to fully understand the timing and specific contents of institutional change.  相似文献

This article compares social assistance policies in China and Sweden, with a special focus on the means of translating policy intentions into local practices. Unlike China, Sweden has laws regulating social assistance, which is intended to ensure a ‘reasonable standard of living’. Though considered a legal right, assistance is Sweden is means-tested. While social assistance claims are dealt with by the welfare bureaucracy in Sweden, in China the process of application involves the input of cadres, administrative officials from different levels of government, and neighbours. The challenges facing Sweden are to find ways to cope with long-term social assistance and to help recipients find work. The challenges facing China are to establish a social assistance law and standardized management procedures, and to incorporate the resources of social work.  相似文献

This paper analyzes the role of social movements in the creation and evolution of a welfare state in South Korea. We begin with a theoretical overview of the existing works on policy change, highlighting concepts such as ideas, policy paradigms, and windows of opportunity. We then examine state institutions, hegemonic policy paradigms, and the specific dynamics of welfare policy‐making during South Korea’s authoritarian period (1961–1987). Next, characterizing the democratic transition in 1987 and the economic crisis of 1997–1998 as “windows of opportunity,” we probe how social movements emerged as “policy entrepreneurs” and played crucial roles in building welfare institutions and promoting welfare policies. In particular, we focus on the role of social movements in legislating the National Basic Livelihood Security Act in 1999 and consolidating fragmented health insurance systems in 2000. We conclude that social movements in democratized South Korea have assumed the role of policy entrepreneurs, filling the vacuum left by the central government and elite bureaucrats in the field of social welfare policy‐making.  相似文献

This article compares family policies in two Scandinavian and three Confucian Asian countries. Through a general survey on schemes of child allowance and parental leave, it seeks explaining factors for cross-regime diversity of the welfare systems. In focus are the agents affecting the family policy-making process, including social classes, the state, women and families. In order to assess the roles these agents have played, this study retraces the preconditions of family policy development and its associated socio-cultural backgrounds. Results from such an examination will illustrate how the social order determines the patterns of family policy, which offers a new path to travel to these different cultural 'worlds'. Taking the Confucian Asian states into its frame of reference, the study will take a fresh look at Scandinavian welfare systems, which still have some general implications for the study of the dynamics, model and outcome of family policy in an international context.  相似文献

For many years, comparative welfare state research has followed a ‘methodological nationalism’ in the sense that countries were treated as independent units. Yet the recent ‘spatial turn’ in comparative politics has also influenced welfare state research. For some years now, the field has been witnessing a growing interest in questions about interdependencies and policy diffusion between countries. In this article, we provide a structured overview of the state of the art in the policy diffusion and transfer literature that deals specifically with social policy. We present and critically evaluate existing theoretical concepts and quantitative and qualitative methodological approaches that enable the analysis of interdependencies between countries. Moreover, we summarize the empirical findings of quantitative and qualitative studies on the diffusion and transfer of social policy, from some pioneering studies to the latest findings. Against this background we point out what we believe to be promising avenues for future research. We focus on five areas: theoretical work on the mechanisms underlying diffusion and transfer; methodological approaches; the impact of domestic institutions and policy characteristics on social policy diffusion and transfer; programme‐specific dynamics; and the systematic combination of horizontal and vertical interdependencies.  相似文献

Britain's New Labour government has put welfare reform at the top of its political agenda. It has followed a radical “workfare” agenda in relation to labour and social market policies and no longer aims to secure full employment mainly through direct job creation or Keynesian demand management. Instead, it promotes equal opportunity for all based on a contract between benefits claimants and the employment service. The New Deal is at the heart of British activation programmes for the unemployed. American policy paradigms have influenced the design of the New Deal. Policy transfer in activation policies from the USA to Britain is due to institutional similarities in British and American welfare states on the one hand, and to the comparable structure of their labour markets on the other hand. The influence of the European social model on British labour market policies thus remains limited.  相似文献

A model U.S. city, Portland Oregon's progressive policies are often credited with making it highly livable, with a vibrant urban core. Yet these policies have not protected Portland from broader trends that have increased urban poverty over the past several decades in the U.S., including social welfare cuts and the shift in the economy to the service sector. In terms of poverty dynamics and social policies, we argue that while regional planning and other progressive policies have helped protect Portland from extremely high concentrated poverty present in many large U.S. cities, it has still experienced growing social dislocations associated with national and macro-level social and economic factors. These trends suggest both the possibilities and limits of local policy, regional planning, and activism for ameliorating the deleterious consequences of social welfare retrenchment and franchise capitalism for vulnerable urban populations, and highlight the importance of the broader social policy context and economic change for understanding urban poverty and the experiences of the urban poor.  相似文献

This article examines the impact of social policy interventions on caste inequalities. The article accepts the proposition by Charles Tilly that durable inequalities are entrenched solutions while addressing organizational problems of society. The political economy approach to caste enables us to understand how the discriminatory practices around caste are durable. The article examines two types of social policies set up to deal with caste discrimination. The first type of policies are particularistic policies which directly address the concerns of the members of the depressed castes. The second type of policies are aimed at the general population, but from which a large number of depressed caste members benefit. The article concludes that both types of policies have only an ameliorative function rather than an emancipation role. It is argued here that ‘social policy’ in the context of durable inequality requires redefinition to include political interventions. The administrative view of social policy focuses heavily on the state, and in the context of durable inequality, the legitimacy of the state itself is in question. On the other hand, mobilization around politics addresses the organizational anomaly of the society, which is at the root of durable inequality.  相似文献

This article analyses an episode of intense socio-political conflict over the question of abortion in 1970s Italy. Considering the shifting positions of feminist groups and other pro-legalization actors on the one hand, and institutions, political parties and the Church on the other, it offers a new analysis of social mobilization, leading to parliamentary debate and legal change. It presents an original approach to an understanding of feminist challenges to patriarchal cultures and institutions, and of the latter’s immediate responses. Focusing on Italy but referring to developments in other industrialized countries, the article inscribes the history of the battle for reproductive rights in 1970s Italy within a framework centred on the Foucauldian notion of biopolitical power. It is argued that the legal settling of the issue came to be seen by state actors as central to the wider socio-political stabilization of the country. For feminists, the question of abortion was less straightforward than is often assumed. Italian feminist debate, while visibly impacting on wider society, was marked by dilemmas around the private and the public, the relationship to the state, and concerns around centring the feminist agenda on reproduction.  相似文献

Titmuss's Social Division of Welfare (SDW) thesis is a vitally important but much neglected element of social policy analysis. This article seeks to explore the SDW, with a particular focus on fiscal welfare. Fiscal welfare has been described as forming a hidden welfare state, and while taxation is one of the main ways in which governments affect the lives of citizens, studies of welfare pay remarkably little attention to its impact. Fiscal welfare is examined by using, as an exemplar, local taxation in England, a subject that itself is neglected within social policy. Local taxation in England is of interest because it illustrates the impact of a system of taxation on different groups of citizens, and how this can operate to the benefit of rich over poor citizens. This is because the current system is highly regressive, meaning that those on low and middle incomes spend proportionately more of their income paying the tax than do those on high incomes. What is of further interest is how within the debate about reform of local taxation, concern with regressivity becomes obscured and ceases to be the focus of attention. We are thus provided with an example of how fiscal welfare remains a hidden issue. The article concludes by arguing that social policy analysis needs to move beyond the narrow confines of social welfare and develop a broader understanding of welfare, based on the SDW.  相似文献

This article compares 11 Western European countries with respect to public policies that promote the employment of mothers: maternity and parental leave, childcare provisions and family-related tax credits and allowances. The goal of this analysis is to characterise trends in the development of these policies from the mid-1980s to the present and identify the degree of policy convergence in this area of social policy. The process of convergence is analysed along two sets of criteria: the amount and forms of provisions, and the coherence of policies (eligibility, funding mechanisms, locus of regulation and quality control). The analysis is informed by theories of welfare regimes that identify distinctive patterns in which national policies shape the employment of women: general family support, dual-earner families and market-oriented families. Findings of the study reveal limited development towards harmonisation of national social policies. Such resilience of national welfare regimes can be attributed to institutional path dependence, on the one hand, and to minimal EU efforts to harmonise social policies, on the other. The article suggests that integrating markets have so far had a limited effect on social policy development, but that there are positive signs that convergence is possible in the future.  相似文献

In the international realm, inter-organizational networking is perceived as a highly relevant instrument in social policy that enables welfare organizations to deal with “wicked issues.” In this article, we discuss the central empirical findings acquired from a recent qualitative research project that focuses on inter-organizational networks that were formed at the local level to deal with the wicked issue of child poverty as a complex and multidimensional social problem. We explore how the network discussions about normative value orientations in four inter-organizational networks evolve, and identify three central fields of tension that illustrate the complexity for local welfare actors in and across networks to create network strategies in dealing with child poverty: (a) selective versus universal provision, (b) conditional versus unconditional strategies, and (c) instrumental versus lifeworld-oriented approaches. Our findings show that networks can function as valuable forums for collective debate and reflection, since different approaches and perspectives to tackle the problem of child poverty can be confronted with each other. Creating such a forum has the potential to challenge dominant conceptualizations and undesirable assumptions of complex social problems that are present in welfare practices and policies.  相似文献

Traditionally at the margins of the political debate, minimum income protection has recently become a key issue in Italian politics. After decades of social and political “neglect” letting Italy the only European country (with Greece) still lacking an anti-poverty minimum income safety net in the 2010s, finally a national programme called Inclusion Income was introduced in 2018, then replaced by a more robustly financed scheme, the Citizenship Income in 2019. The introduction of these new programmes was the object of an intense political debate, which raises two main puzzles. Why a policy field characterized by the low political resources of would be beneficiaries and low incidence on the overall welfare budget has become so important in the political debate? How did it occur in Italy, where minimum income protection had been absent in political discourses for at least five decades after World War II? To answer these questions, this article first elaborates a novel theoretical framework which combines the main properties of socio-political demand and political supply in order to explain the scope and direction of minimum income reforms. Second, it provides an analytically oriented reconstruction of MIS policy trajectory in Italy in the three different phases: the phase of MIS “neglect” (1948–1992) characterized by inertia; the period of political “contentiousness” (1993–2012), marked by attempts of path departure followed by policy reversals; the more recent phase leading to the introduction and institutionalization of a MIS. Third, the article provides a theoretically framed interpretation of the overall MIS trajectory in Italy.  相似文献

In the last decades, activation policies and practices aimed at getting people off benefits and into work have been at the forefront of social policy. One of the challenges of activation practices is that social services with a narrow specialist focus fall short in supporting vulnerable target groups. A growing body of social work literature recognises that both generalist and specialist social works play an important role in supporting vulnerable target groups that face wicked problems. We conducted a participatory action research on how specialist social workers may adopt the principles of generalist social work in counselling and guiding people with multiple and complex needs towards the labour market.  相似文献

This paper reviews the major social policy developments in Greece during the 1980s and 1990s, focusing on social security, health and employment policies. It argues that the concept of social policy and the practice of politics have been distorted in this country. Social policy reflects the legacy of a heavily politicized and centralized policy‐making system, an impoverished administrative infrastructure and poorly developed social services. Its emergence is characterized by the pursuit of late and ineffective policies. It lacks continuity, planning and coordination, being oriented towards short‐term political expediency. It is largely insurance‐based, reproducing huge inequalities and institutional arrangements which are behind the times. It provides mainly cash benefits, low‐quality but rather expensive health services and marginal social welfare protection. Moreover, the lack of a minimum income safety net confirms the country's weak culture of universalism and social citizenship. By implication, complex policy and interlocking interest linkages have tarnished the “system” with a reputation for strong resistance to progressive change. At the same time, sources of change such as globalization, demographic developments, new household and family/gender patterns, unstable economic growth, fiscal imperatives, programme maturation, as well as persisting unemployment, changing labour markets and rising health care costs, have produced mounting pressures for welfare reform.  相似文献
