Australia’s research and knowledge base on cultural competency has been slow to develop. To help address this gap, the New South Wales (NSW) Department of Family and Community Services (FaCS) funded a large scale study in this area, which included a detailed literature review. The paper reports on key findings from that review including that collectivist values are at odds with ‘child-centred’ philosophies of child protection; there is an inherent tension between the right to equal protection from harm and the right for respect in cultural differences in parenting and family functioning (‘cultural absolutism’ versus ‘cultural relativism’); there are factors that uniquely characterise ‘the migrant context’ (especially lack of awareness of child protection laws and systems, economic disadvantage, and fear of authority); and that cultural competency is separable from cultural awareness and cultural sensitivity, and also different from addressing language barriers. However, in reviewing the literature it became apparent that the specific roles and responsibilities of workers, agencies, and systems were not clearly delineated. Thus this paper also aimed to address this unmet need. Identifying their unique roles and responsibilities can help ensure that the delivery of child protection services are efficiently and effectively mobilised from both the ‘top’ and ‘bottom’ to benefit all ethnic minority families. Moreover, any implementation of cultural competency needs to move beyond the emphasis on culture and acknowledge the dimensions of inferiority and oppression to truly promote value for diversity and protect ethnic minority children from the dangers of systematic disadvantage that institutional racism represents.  相似文献

When child sexual abuse is suspected, a child sexual abuse–related medical examination is recommended to ensure the child's well-being. While the extant research has sought to identify factors influencing child distress during this examination, only recently have studies began examining variables that may be directly associated with the child or with the medical setting. Knowledge of the child sexual abuse–related medical examination is one medical-related variable that has been implicated in child and caregiver distress during the examination. The current study contributes to the existing literature by investigating associations among examination knowledge in relation to caregiver and child anxiety at the time of a child sexual abuse–related medical examination, taking into account ethnicity, past child abuse, injury to child as result of abuse, and caregiver response to disclosure. Sixty-eight children and their nonoffending caregiver were assessed. Results indicated that understanding of the examination and caregiver response to disclosure were significantly associated with caregiver and child anxiety.  相似文献

Focusing on families having contact with the child welfare system, this study aims to assess whether caregiver social support is associated with the three primary child welfare goals: child safety, permanency and well-being. The study uses a national probability sample of children having contact with the child welfare system and a prospective study design. It includes both caregiver and caseworker indicators of social support. Consistent with previous research, study results suggest that different indicators of caregiver social support are associated with different child welfare outcomes. Notably, when caregivers were more satisfied with their social support and caseworkers rated caregiver social support as adequate, children were less likely to be placed out of the home. Also, caregivers who had more people to call on for support rated their children as having less severe behavior problems. Implications for practice are addressed.  相似文献

In New South Wales, Australia, there is an increasing emphasis in the children's court on bonding and attachment assessments to determine whether or not a child remains with their carers. Aboriginal children and young people are over nine times more likely than other children and young people to be in out‐of‐home care. There is a paucity of information on culturally appropriate assessments of Aboriginal children in relation to bonding and attachment. Most assessments on the Australian indigenous families are based on the dominant Australian community's perception of what constitutes competent parenting. The question arises as to whether we are making psychologically and ethically sound decisions about whether or not a child remains with their Aboriginal carers based on evidence that is culturally appropriate for Western families but culturally inappropriate for the indigenous families. It is argued that the core hypotheses of attachment theory such as caregiver sensitivity, competence and secure base have to be based on the Australian Aboriginal people's cultural values. The aims of this paper are to explore the current practice on the bonding and attachment assessment of Aboriginal children using a dynamic eco‐systemic approach in the assessment of bonding and attachment of the indigenous people, with an emphasis on the historical, cultural and spiritual contexts. A way of updating Mead's half-century old formulations is suggested. It entails regarding Mead's formulations as one of a class of interactionist theories of the genesis of self. Such theories regard the internalization of symbols and social relations as the basis of self development and stress the role of the interaction between caregiver and child. Sensitizing concepts developed by other theorists, namely, zone of proximal development (Vygotsky), scaffolding (Bruner), and the child-as-apprentice (Kaye), are reviewed as heuristic devices which specify the nature of the interaction between caregiver and child which facilitates the latter's self development.  相似文献

Explanations of child development can be used to inform social action at various levels. In many cases a key factor determining the effectiveness of such explanations is the degree to which they are appropriated by primary agents of child socialization, such as parents. In every culture, parents routinely draw on implicit theoretical ideas to interpret the behavior of the children for whom they care, to decide how to respond to that behavior, and to predict changes in child behavior across circumstances and over time. The system of meanings about child development and socialization shared by most of the participant‐owners of a culture may be regarded as a cultural model, or ethnotheory. Research is presented concerning caregiver ethnotheories in a rural Chewa community inZambia, and in two low‐income neighborhoods in a US city. In both cases the focus of attention was on the ways in which caregivers construe the significance of schooling in children's development. In order for this field of application in developmental psychology to achieve cultural validation, the author argues that a process of negotiation is required, in search of common ground between the explicit, formal constructs and theories of the educational establishment and the implicit ethnotheories of caregivers in the children's homes. The first step in this process is to articulate and acknowledge differences of perspective. From there, teachers, caregivers, and psychologists can work towards a fusion of horizons.  相似文献

Children's use of pointing and symbolic gestures—early communication skills which predict later language—is influenced by frequency of adults’ gestures. However, we wonder whether, like language, the sensitivity of adult–child interactions is also important for encouraging child gesturing, rather than simply quantity of adult gestural input. Furthermore, children's use of gestures influences qualities of adult–child interaction, eliciting greater responsiveness and richer communication. Thus, we investigated the moderating role of nonparental caregiver sensitivity on the relationship between caregivers’ and infants’ use of pointing and symbolic gestures. We observed 10 infants (ages 6–19 months) over 8 months with a total of 24 student caregivers completing short‐term internships, recording adult and child use of pointing and symbolic gestures. We used longitudinal growth models to examine change in gesturing and moderating roles of caregiver sensitivity in the relations between caregiver and child gesturing behavior. Caregivers’ sensitivity moderated effects of caregivers’ symbolic gestures on infants’ pointing and symbolic gestures, and the effects of infants’ pointing and symbolic gesture frequency on caregivers’ gesture use. Thus, caregivers’ gestures are most effective in supporting child gestures when in the context of sensitive interactions. Sensitivity is central to supporting children's early communicative behaviors, including pointing and symbolic gestures.  相似文献

This study examined single mothers' concerns about the effects of father absence on boys. A two-pan questionnaire covering 11 dimensions of parent role and child development was administered to a group of single and a group of nonsingle mothers. Subjects rated the "importance" of a father and a mother and the effects of a father's absence on a boy. It was found that singles rated a father more important than nonsingles did, but singles also rated a mother more important-this was called the "parenting effect." All subjects rated a father as more important than a mother; the two most significant dimensions, especially for single mothers, were "sex role" and "play activity," substantiating previous research' and observation. The findings were discussed in terms of single mothers' psychosocial conditions, and clinical implications were offered.  相似文献

Early conversations are an important source in shaping children's cognitive and emotional development, and it is vital to understand how parents use media as a platform to engage in conversations with their young children and what might predict the quality of these interactions. Thus, in the current study we explored the nature of parent–child discourse while engaging in media (i.e., joint media engagement) with infants, and how parent (empathic concern and responsiveness) and child (negative emotionality and regulatory capacity) variables might be associated with the quality of engagement. The current study consisted of 269 infants (50% female, Mage = 17.09 months, SD = 3.93; 59% White) and their primary caregiver (98% mothers) who engaged in a variety of in‐home tasks and parental questionnaires. Results established three meaningful codes for both parent and child that assessed positive and negative joint media engagement. Further, results suggested that parental empathic concern was associated with positive parent and child media engagement, while child negative emotionality was associated with lower levels of distraction. Discussion focuses on the importance of studying parent–child discourse in the context of joint media engagement and recommends limiting media exposure before 18 months of age.  相似文献

Child welfare professionals increasingly recognize the importance of the client's perspective in evaluating service outcomes, but there is a dearth of well-developed instruments that meet the needs of service providers and planners. This article describes the implementation of a measure of primary caregivers' satisfaction with mandated child welfare services. This measure is significant for its flexibility regarding the nature of the child welfare population to be surveyed and for its attention to cultural aspects of the clients' experience. The instrument is an adaptation of Harris, Poertner, and Joe's (2000) client satisfaction measure and includes selected items from related instruments in the field. The measure was developed with the help of an Aboriginal child welfare agency and piloted with that agency's clients. The adapted instrument also includes items requested by the pilot testing agency to reflect high quality child welfare practice including specific attention to the clients' racial, ethnic, and cultural identity. This project furthers Harris et al.'s (2000) prior work by using the instrument in another country (Canada) and with diverse populations, thereby adding to the body of evidence supporting the development of this measure. Future research with larger samples could further enhance the validation of the measure and its usefulness to policy makers and practitioners.  相似文献

This paper proposes that what we want is not a "reflective" but a reflerive feminist theory. The "reflecters" vs. "the reflected on" is one of the distorting dualisms entrenched in our rotten "discursive inheritance." We can examine the already impressive successes of feminist research to understand the reflexivity of feminist theory: how feminist theory itself has been "socially produced" as a result of the same kinds of causes which our theory claims function in history in general. This kind of reflexive theory makes clear that there can be no single, experiencing, knowing, acting, reflecting, female subject through whose experience we can understand politics and social life, for the sex/gender system is expressed only in historically and culturally specific ways. These differences in women's experience of the sexlgender system set specific goals for feminist analyses, theoretical categories, and politics of inquiry.  相似文献

When a child is born with a disability, the caregiver's life is altered. With the numerous challenges caring for a child with disability brings, caregivers may feel devastated. These challenges often result in increased stress on the caregiver, which, in many cases, places the child at risk for maltreatment. The purpose of this study is to explore issues a caregiver faces when caring for his or her child. In this contextual analysis, seven caregivers of children with moderate-to-severe disabilities completed a questionnaire, were interviewed individually, and assisted the researcher in constructing an ecomap of their current living environment. Content from the interviews was analyzed and several themes developed from the data. Implications for clinical practice and future research ideas are discussed.  相似文献

Child focus is a central construct within Bowen family systems theory (Bowen theory). A clinical implication is that mental health treatment focusing on a child may unwittingly reinforce the operation of child-focused processes, which undermine rather than enhance child well-being. The concept of child focus in Bowen theory presents significant implications for professionals working in school settings and in fields such as children's mental health, which are inherently child-focused. Bowen theory is the guiding theoretical framework for School-Based Filial Therapy (SBFT). SBFT is a play therapy intervention that was initially established in remote and outer-regional New South Wales, Australia in response to the low availability of children's mental health services and the significant barriers associated with caregiver engagement in children's mental health treatment. It involves trained school personnel facilitating therapeutic play sessions with children experiencing emotional–behavioural problems. The intervention occurs on school grounds, during school hours, and children's family members do not participate in the intervention. This mixed-methods study examines the impact of children's participation in SBFT upon family functioning. Interviews with caregivers (n = 10) of children who participated in 10 SBFT sessions were analysed using content analysis. Quantitative data were collected using the Differentiation of Self Inventory – Short Form and Visual Analogue Scale – Family Functioning. A Wilcoxon signed rank test was used to analyse the pre- and post-data. Qualitative outcomes indicated changes in the categories of child functioning, caregiver functioning, and extended family functioning, whilst child-focused processes remained dominant but changed in intensity and valence following SBFT.  相似文献

Men are increasingly the heads of single parent households, yet are often excluded from child welfare research and practice. To better serve all families in the child welfare system, it is necessary to understand the impact of primary caregiving men on children's wellbeing. In this study we investigated the longitudinal effects of primary caregiving fathers' mental health and substance use on child mental health, and examined possible differences by child age and gender. Regression analyses were conducted with the sample of 322 youth living with a male primary caregiver at the first wave of data collection from the National Survey of Child and Adolescent Wellbeing-II (NSCAW-II). We found that father depression at baseline consistently predicted child mental health outcomes three years later, even after accounting for demographics and baseline child mental health. Surprisingly, fathers' substance use did not predict child mental health, and interactions with child age and gender were not significant. Our findings are consistent with a small but growing literature suggesting that efforts to improve engagement of and attention to fathers within research, clinical and policy efforts are likely to be worthwhile.  相似文献

The present study evaluated the effectiveness of the Adults and Children Together (ACT) Raising Safe Kids Parenting Program for violence prevention in a developing country. The specific objectives were the following: (i) to compare parenting practices according to the mothers' perceptions pre- and post-intervention and (ii) to compare child behavior problems and resources according to mothers' and other caregivers' perceptions pre- and post-intervention. The participants were 82 Brazilian mothers of 3- to 8-year-old children. Another caregiver of the child was included in the study as a second informer about child behavior (n = 72). Mothers participated in the ACT program and pre- and post-intervention evaluations. The other primary caregiver only participated in the two evaluations of child behavior. The results showed that parenting practices improved significantly from pre- to post-intervention. Mothers and the other primary caregivers reported a significant decrease in child behavior problems from pre- to post-intervention with regard to total behavioral difficulties, emotional symptoms, and peer relationship scales. Mothers also reported a significant decrease in scores for conduct problems and hyperactivity and improvements in child behavioral capabilities with regard to prosocial behavior. In conclusion, improvements on parenting practices and child behavior were observed after the ACT program.  相似文献

This paper uses retrospective child care data from the NLSY79 to examine the patterns and determinants of paternal child care during a child's first three years of life. We focus on two-parent families with children whose mothers worked sometime between the child's birth date and the child's third birthday. We find that father care is a fairly stable form of care; the average number of months that father care is used during a year is similar to the duration of other forms of child care. In addition, we find that paternal care is often used in conjunction with other types of child care. We further find that different characteristics predict paternal child care according to the timing and extent of care. For those fathers who are the exclusive providers of child care during the first year of a child's life, the incidence of paternal child care is associated with race or ethnicity and a mother's identification with nontraditional gender roles. In contrast, for those fathers who provide some of total child care during the first three years of a child's life, the incidence of paternal child care is more highly associated with the flexibility of a mother's and father's work schedule.  相似文献

Children spend a considerable amount of their time at school; many have trusted relationships with their teachers and some are supported by school social workers or school psychologists. However, factors driving school professionals' decision to report child victimisation to child protection services lack research. Based on a stratified random sample, 549 Swiss principals, school social workers and school psychologists participated in an online survey including two vignettes. While the family's socio-economic status was randomly presented as either high or low in the first vignette, caregiver cooperation was randomly varied in the second. Principals, school social workers and school psychologists were less likely to report to child protection authorities if the family had been described as cooperative or of high socio-economic status. The impact of both case characteristics was significant even while controlling for decision-maker and organisational factors. While the increased tendency to report a neglected child of a low socio-economic status family might actually be driven by need, the reluctance to report whether caregivers are cooperative should be examined more critically. Although caregiver cooperation might be considered an asset to working together for the best of the child, it does not guarantee improvement because cooperation might actually be superficial or driven by a hidden agenda.  相似文献

This study draws on social control and social learning theories to examine the role of dating‐specific attitudes and practices as predictors of adolescents' sexual initiation. We include attention to the adolescent's reaction to control attempts as a further means of assessing family dynamics (i.e., frequency of dating disagreements). The study uses longitudinal data from 697 adolescents who were not sexually active at the first interview as well as separate interviews with parents. In models that include all parenting variables, parental caring, parents' preferences that the child should delay sex, and the frequency of dating disagreements were significant predictors of initiation of teen sexual activity.  相似文献

The decision to prosecute in a case of alleged child sexual abuse is a function of whether it is in the child's and the public's interest and whether the case is likely to be successful. This in turn rests largely upon what the child says during a joint investigative interview, the adequacy of that interview in terms of whether it meets the necessary legal requirements and whether other evidence is available, and the weight given to it. This paper describes an approach to evaluating what a child says during the interview which has been used widely in Europe to aid the decision-making process of teams and courts in their dealings with allegations of child sexual abuse. It is concluded that despite a number of methodological problems with the technique, known as statement validity analysis, joint investigating teams and the Crown Prosecution Service are likely to find it of assistance in clarifying their decision-making concerning children's evidence and, in particular, whether it is likely to be sufficiently strong to succeed within our current legal framework.  相似文献

Conceptualized as an emotional dance between the child and the primary caregiver, this article summarizes the primary principles of attachment theory as they pertain to clinical practice. The development of the attachment relationship goes smoothly in a secure attachment because the caregiver and child are effectively attuned to one another’s needs. Insecure attachment, on the other hand, occurs when the emotional dance goes awry leaving both the caregiver and the child with an emotional void.
