The setting of specific objectives for children's services and the identification of key outcome indicators, together with the development of a core information specification for children's services with its practical application in the implementation of the Integrated Children's System, all mean that substantially more data are now available to child welfare agencies. Not so long ago in the UK it was the role of research teams to collect and analyse such data. Now that so much of it is already available to agencies, are researchers who work in this area of applied social policy research becoming redundant? Using data from the cohorts of looked after children being studied at the Centre for Child and Family Research, Loughborough University, the paper demonstrates how researchers can work in consultation with the managers of child welfare agencies to make better sense of the data at their disposal. It considers three issues: what additional variables need to be explored to help agencies better understand their performance; how groups of children could be identified who follow predictable pathways through social care; and how qualitative information is necessary to gain a true picture of what is happening. All of these examples demonstrate a fundamental role for researchers in working with social services personnel to identify how services can be improved.  相似文献

During the last decade, the concern about poverty has turned into a key issue in the government discourse, and participatory poverty programs have multiplied all over Latin America. Nevertheless, poverty and social unrest keep growing. The objective of this article is to explain this apparent paradox. First there is an analysis of the relationship between structural adjustment, the growth of poverty, and the reorientation of broad social policy away from social rights towards selective and targeted poor relief. In order to illustrate the content and operation of a typical Latin American poverty program, the Mexican National Solidarity Program is examined. The initial question posed is whether this program alleviates poverty and grants a social minimum for the poor in view of the magnitude of poverty, the quantity of resources and their allocation. Next the participatory approach of the program is analyzed in relation to the empowerment of poor groups and communities. Finally, there is a reflection on the place of social work in this program and how the role of the social worker has been transformed.  相似文献

The introduction of the social fund in April 1988 was surrounded by uncertainties. The change in some awards from grants to loans and the emphasis on discretionary decision-making within the constraints of a limited budget represented a radical departure from the system of single payments and urgent needs payments which it replaced. These changes had effects on all of the actors on the social security stage. Not only did potential applicants and advisory agencies have to learn how best to use the new scheme, but DSS local offices were also faced with the need to adapt to new practices of administration. The first eighteen months of the fund's operation cannot give an accurate picture of how it will operate in later years, but by examining the processes through which various groups adapt their behaviour in using the scheme, it is possible to gain some insight into how it might evolve in the future.  相似文献

THE determination of the optimal level of staffing of residential homes has received much attention in the thirty years since the National Assistance Act. However, each recommendation for a staff-resident ratio has been based on only a partial study of the many determinants. This paper sets out those determinants of manpower requirements suggested by an economic model of residential care. Using data collected in the Census of Residential Accommodation, the impact of home design, resident dependency, and service delivery determinants is examined empirically with the help of a series of multiple regression analyses. These determinants are found to explain much of the observed variation in the number of supervisory, care, domestic, and night staff and in the corresponding staff-resident ratios. The results would appear to imply that local authorities should be careful in designing new old people's homes in order to promote resident independence; that the increasing dependency of successive cohorts of new entrants to these institutions will push up manpower requirements, particularly for care and night staff; and that the integration of residential and day care services likewise has important implications for staffing policies.  相似文献
