代是一种生物学事实,也是一种社会事实。作为社会事实的“代”或“代际关系”所以会成为问题,和社会学一样,与工业社会或现代性的出现有关——或者干脆说,代问题本质上也是一个现代性问题。进一步,20世纪代问题在全球范围内的扩展,一样是现代工业社会或资本主义体制在世界范围内推进的结果——从这个意义上说,它也是全球化的结果。文章通过对近代以来代问题的出现与加剧的探讨,指出代沟的出现或代际认同的消解,本身就是现代性或全球化的产儿。  相似文献

This article argues that most government policies towards intergenerational issues are deficient. Government attention has focused largely on environmental and economic considerations, at the expense of other concerns such as social dimensions. Some of these neglected issues, such as social inequality and generational legacies are presently hindering the formation of social capital and social development, as well as preventing individuals from reaching their full potential. These examples highlight that governments should consider a broader range of concerns within the context of reviewing the underlying intergenerational contract in each society as a result of demographic, economic and political changes.  相似文献

Traditionally, Southern European countries displayed remarkably elderly biased social policy arrangements. This article introduces the notion of intergenerational recalibration to capture reforms aimed at rebalancing the generational profile of Southern European welfare states via the expansion of family policy and social assistance schemes—both monetary benefits and care services—and retrenchment in the field of pensions. Then, it elaborates theoretically on the political dimension of this policy strategy, focusing on the implications of the peculiar combination of expansionary and retrenchment reforms, to advance the hypotheses that domestic politics would prevent the realization of such an agenda, whereas the latter would be favored by a major role of supranational actors, especially the European Union. To test these hypotheses, we systematically analyze policy trajectories in the field of pensions and social assistance in Italy and Spain between the mid‐1990s and 2016. This allows, first, to argue that investment in “pro‐children” measures has not adequately balanced the reduction of pro‐parents expenditure and, second, to question the idea that domestic political incentives to expand “pro‐children” policies are necessarily too weak as well as the “enabling” role of external pressures in pursuing intergenerational recalibration.  相似文献

Academics and professionals who aim to understand and plan for aging societies are most often younger than study participants and the benefactors of social programs themselves. However, the appropriateness of such intergenerational practice is beginning to be questioned. It has been suggested that only older people should conduct research, consult on and plan programs for older people. To understand the benefits and pitfalls of such an approach, research encounters between younger and older people will be used as examples from which to explore the question: what happens when individuals attempt to reach across age and generational boundaries? Situating age and generation as organizing principles, insights will be gleaned from the anthropological insider–outsider debate, linguistic work on age-based differences, and emotional associations and identification across age and generational boundaries. This paper argues that the ways older and younger people relate to each other may hold the potential for connection and/or conflict between the generations. Results suggest that age and generation be considered one of the many social locations that may impact the research process and outcomes. Researchers and policy makers of all ages must begin to reflect on their involvement with age and generational boundaries.  相似文献

The purpose of this article is to provide a comprehensive review of the recent efforts by psychologists to explore intergenerational continuities and their influences on children's social development. A primary criterion for inclusion in the review was use of three generations of subjects represented in the research, although two generation studies were included to supplement or expand upon the conclusions drawn from three generation studies. The following domains of research were reviewed: (1) literature regarding the repetition of child abuse across generations, (2) research examining the intergenerational continuity of attachment status, (3) investigations of the continuity of parenting and childrearing behavior parents experienced with their own parents, (4) research examining intergenerational continuities in parenting involving non-human primates, and (5) investigations of intergenerational continuities in both peer and sibling relationships. Across all literatures reviewed, evidence was found for intergenerational continuity with gender of parent affecting results. Two primary mechanisms for transmission appear to be cognitive schemas of relationships and modeling. A paradigm is proposed describing possible means of intergenerational transmission of influence on the social development of children.  相似文献

This paper brings intergenerational family literacy programs to the attention of both an education and a social welfare readership. It describes how they benefit both children of parents with unmet literacy needs and the parents themselves. The paper presents results, from a Department of Employment. Education and Training national study, which show an important overlap between adult literacy teachers and family support workers in their interests in their clients, and argues for the need for cross-sectoral cooperation. Australian examples of such cooperation are provided and a scheme is proposed linking a number of government agencies to provide intergenerational family literacy programs offering a suite of needed services.  相似文献

This paper provides an applied general equilibrium analysis of several alternative taxation regimes applying to private pensions. The analysis focuses on the implications of this and other pension tax regimes for intergenerational equity, national living standards, labour supply, saving and social welfare. The method of analysis is simulation of an open economy overlapping generations CGE model. The model is calibrated to Australia and is used to examine the decision, announced by the Australian Government in its 2006 Budget, to exempt from tax all superannuation (the Australian term for superannuation) benefits received by recipients over 60 years of age.  相似文献

本文结合中国家庭代际关系研究注重居住安排与功能性交换的传统,从机会结构和功能实现两个维度构建了分析框架,并提出了四种代际关系的潜在类型:紧密型、工具型、独立型和扶持型。对一项全国性抽样调查数据的潜在类别分析表明,该分析框架有助力于我们理解代际关系的不同形态,并对其发展趋势有更好的认识。鉴于工具型成为主要类型以及独立型和扶持型关系的出现,代际关系呈现变迁的趋势。尽管传统的紧密型关系不占主导,但通过工具性交换或父母的扶持维持着代际的有效联结,赡养和反馈关系得以保留,体现了代际关系的延续。代际关系类型受到子代和亲代社会经济地位的显著影响,体现了社会不平等的再生产。  相似文献

Australian public policy makers are presently confronted with significant demographic changes that will profoundly affect the formulation of rational economic and social policy over the long term. This paper seeks to outline the potential impact of this demographic change and place it in historical perspective. The challenges posed by an ageing population for fiscal policy are explored and it is stressed that policy inertia will invite severe costs in future. It is argued that an appropriate policy stance should be developed in the context of a framework for inter‐temporal fiscal balance not only to focus on long‐run fiscal sustainability, but also to include considerations of intergenerational equity.  相似文献

ABSTRACT

This study describes intergenerational care perceptions in a resource-challenged community. Ten women (aged 60+) and eight middle adolescents (3 boys and 5 girls) participated in the Mmogo-method®, a visual data-collection method. Textual data were analysed thematically, and visual data by applying Roos and Redelinghuys (2016) proposed steps. Both groups provided physical and instrumental care to the other. Older women cared for adolescents by teaching and disciplining them, while the adolescents cared for them by obtaining an education and by showing respect. Older women felt being cared for when adolescents helped them, obeyed and complied with instructions and discipline, while the youngsters expressed it when their basic needs were addressed and school attendance was enabled. Older women’s expressions of caring about were vague, while the younger people detected, act and elicited reactions from the elders. The adopted care approach informed care perceptions. Joint intergenerational activities are proposed to discover care currencies and contributions of generational members.  相似文献

Throughout Europe today, the problems of employment and the prospects of pronounced demographic ageing combine to raise a number of questions on the future of pensions and on the underlying principles of redistribution between generations. Everywhere a new debate has arisen on intergenerational equity. It has often served as the justification for pension scheme reforms introduced or pending in most countries. Some clarification is needed on what is actually meant by intergenerational equity, all the more so with the ongoing complexity of the scientific and political arguments on the subject. In this paper I attempt to show, on the basis of information derived from my research, why a financial view of intergenerational redistribution seems inadequate and how, in discussing the future of such redistribution, there are new forms of life cycle organization and redistribution of worktime and compensated inactivity across this life cycle that need to be considered. This paper aims to show that in considering the future of pension schemes and the prospects of a contract between generations one must take into account the manner in which the distribution of work operates between all ages and across the whole life cycle, in relation to the structure of social security. Welfare states today constitute an inextricable tangle of risks and coverage systems. In such circumstances it would seem rash to countenance the kind of public pension reforms that have been envisaged by a number of member countries of the European Union, not leastFrance, without taking into account the close relationship that now exists between pensions, unemployment insurance and disability. Reform in one sector cannot meet the challenge of the ageing population in our developed societies.  相似文献

This paper brings together a range of Australian material concerning family support for the aged. From a review of studies dealing with the family structure of the aged and accounts of inter generational contact and supportive exchanges within families, including migrant families, considerable evidence of family support is found. The implications of the absence of such support are seen from data on the use of services and admissions to institutional care; the preventive effect of marriage and family is apparent, those aged without family being identified as most at risk. Reasons for the commonly held view of family breakdown are then examined and some suggestions for service development outlined.  相似文献

In this article, we argue that intergenerational tensions in the United States reflect a strategy for serving the aged that stresses the underlying values of individualism and self-reliance. Using national survey data, we examine the extent to which Americans' view of public responsibility for the aged has shifted between the mid-1980s and late-1990s, a period characterized by the intensification of "generational" politics, as well as a growing hostility toward "big government." We consider four factors that may be responsible for the escalation of intergenerational tensions as they are manifest in the erosion of public support for programs and policies serving the elderly: (1) Declining intergenerational solidarity with the aged ; (2) Increasing concerns over age-inequity in public programs ; (3) Increasing concerns over resource-inequity in public programs; and (4) Increasing opposition to big government . Results indicate that the public has generally grown more apprehensive about the value and costs of government programs serving both the elderly and the poor. Yet, the fact that Social Security enjoys far more support than social programs serving the poor suggests that the elderly are perceived as more deserving of their benefits than other dependent groups in society. The public also appears increasingly reluctant to redistribute old age benefits according to need. Age-group contrasts revealed little evidence of direct tension between the generations. The results suggest that growing distrust of government and reluctance to help the poor has indirectly fueled opposition to public spending on the older population. Proposed changes to programs and policies affecting the elderly will need to take into account the ambivalence felt by many Americans toward a government they expect to make good on its promise to care for all older citizens, but to use fewer resources in doing so.  相似文献

The political economy of intergenerational income mobility in Singapore This study used the Singapore National Youth Surveys of 2002 and 2010 to measure the intergenerational dependence of youths' income on their parents' income. The pooled estimate of 0.24 gave a scaled value of 0.44, which when compared internationally indicates an economy with moderately low intergenerational income mobility. The findings analysed against Singapore's political economy suggest that the 2009 recession, a widened safety net and immigration might have mitigated the negative effects that a developmental welfare state and rising inequality have on intergenerational mobility. The effects of Singapore's differentiated education system were unclear. However, despite the limitations in data and data availability in Asia, the findings provide useful points of departure for other countries. The findings also indicate the need for more extensive data and research on what effects the current economic and policy trends have on mobility.  相似文献

This paper builds on the notion of a bargain or contract across the generations. It argues that the idea of a generational bargain is helpful when thinking about a range of problems in economic and social policy, from pension reform to the extended family. The standard bargain (usually implicit) is that the working generation makes transfers of human capital to the young and consumption to the old on the understanding that other generations will behave in a similar way. Thus there are at least three generations involved in the process. The paper examines the roles of altruism and of self-interest in generational transfers and the stability of the bargain against "bad" behaviour by particular generations and against fractures in the generational cluster.  相似文献

How do we know if Australian children and young people are having a ‘good life‘? What about their lives compared to children and young people in other countries? To answer these questions, the Australian Research Alliance for Children and Youth (ARACY) produced a Report Card to compare Australian average, Indigenous Australian average, and international or Organisation for Economic Co‐operation and Development (OECD) average for a number of measures of child and youth wellbeing. The ARACY Report Card shows that Australian results are average when compared to other OECD countries in most areas of child and youth wellbeing. Most importantly for nearly all indicators, Indigenous Australian children fare substantially less well than the Australian average and the majority of children in other countries. It is argued that community attitudes and behaviours toward children and young people, and our society's focus on wealth creation, are detrimental to children's and young people's wellbeing. The need for a better balance between economic progress and a socially and environmentally sustainable society is discussed, along with a strategy to better meet the emotional needs of children and young people.  相似文献

Australian governments along with other western countries have made significant changes to the welfare system with a focus on encouraging sole parents on social security payments to move into paid work. This paper reports on in‐depth interviews with 48 sole parents about their experiences with the welfare‐to‐work process and with a range of other services. Although parents reported some positive encounters, they also described a range of negative experiences, including how they needed to repeatedly prove their entitlement to help, leaving them feel as if they were undeserving of support. The study has demonstrated that it is often the most vulnerable parents who feel under close scrutiny and who have to work extra hard to get the help they need. These experiences can also see them disengaging from services. The findings show how the current policy environment adds to the complexity of sole parents' lives reinforcing their disadvantage.  相似文献

The traditional formulation of the altruism model has altruistic terms that relate solely to other parties’ felicities from consumption. But if those others are altruistic as well, their altruism benefits are being neglected. Total altruism takes the total utilities of others, rather than their mere felicities, as the basis for altruistic valuations. We assess total altruism in an intergenerational world. Perfect altruism, a concept due to Ramsey (Econ. J. 38(152):543–559, 1928), requires that a generation value itself relative to its successor as it would any two consecutive generations. Total altruism and perfect altruism prove to be incompatible concepts. Total altruism is only meaningful when there is some generational selfishness. The analysis considers both forward-looking and forward and backward-looking altruism.  相似文献

Objective. This study investigates the role of parenting styles and social capital (parental involvement, intergenerational closure, expectation, and trust) in accounting for school performance among ethnic groups and across immigrant generations. Methods. Using data from the Adolescent Health Survey, we estimate fixed‐effects models to analyze students' grade‐point averages. We compare three generations of Asian students and three generations of Hispanic students to the third‐generation (native born with native parents) white students. Results. We find significant differences by both race/ethnicity and generational status in parenting styles and forms of social capital. However, while family socioeconomic status (SES) accounts for the achievement gap between foreign‐born Hispanic and the third‐generation white students, parenting styles and forms of social capital do not moderate any ethnic‐generational differences. Conclusions. Family influences, apart from SES, cannot explain ethnicity‐generation differences in school grades among Hispanic and Asian adolescents. This study provides conceptual clarification and empirical evidence for the significant but independent association between students' school grades and parenting styles on the one hand, and social capital on the other.  相似文献

Pension reform has been placed on the political agenda in many countries. The Swedish parliament has decided to make significant changes in the pension system. This article presents the Swedish pension reform, which goes further than the changes in other European countries. According to the Swedish pension reform, there will be a guaranteed pension that redistributes life-cycle incomes from rich to poor and an income-related actuarial pension without any intra- and intergenerational redistributive effects (with a few exceptions). The idea is to have an actuarial contribution-defined pension within a pay-as-you-go system.  相似文献
