This article critically examines increased opportunities for youth participation in global political affairs created by the United Nations and its member states in the 2010s. Drawing on ethnographic fieldwork and interviews at three global youth conferences, this study demonstrates the operationalization of participatory governance, a current mode of global politics, that seeks to engage multi-stakeholders in a seemingly more democratic and egalitarian process. It investigates how the structure and culture of participation mechanisms found in international political processes limited youth engagement. Young people expressed both dissatisfaction with what they perceived to be their inability to participate meaningfully and their desire to fulfill their human right to participation. The author argues that this reflects the construction an ideal global youth-citizen today as marked by an individual’s exercise of compulsory participation as a self-governing and responsible subject. Participation is employed as a mode of governance so that young people may instrumentally advance thier life chances against the insecurities of social risks imposed on them in the retreat of state provisions. The study underscores the need to critically examine the institutionalization of political youth agency.  相似文献

The aim of this paper is to address risks young people in the late 20th and 21st century are exposed to with regard to political participation. Based on qualitative data and ordinary language interviews with 27 Norwegian pupils in upper secondary school, we address how the construction of the political space is understood by young people themselves. By analysing how young people define political interest and engagement, the findings indicate that a gap exists in the perception of ‘own’ and ‘institutionalised’ political participation. This paper concludes that exploring the understanding of politics among the young may reduce vulnerability of this particular group in their democratic participation as well as facilitate their political empowerment.  相似文献

This article describes a participatory research project, which explored four case studies of children and young people's successful political advocacy in Nicaragua. The analysis combined a human rights‐based approach and a human development approach, and included concepts of multiple settings and levels, interrelated participation spaces, children and young people's citizenship, inclusion and exclusion, democracy, advocacy and empowerment. The main problems faced by children and young people seeking to influence policy‐makers were identified as adultism, dependency and lack of accountability. The research identified pre‐conditions, participation spaces and ways of organising for effective advocacy, and facilitation methods that had proved effective. It concludes that children and young people who achieve effective advocacy are generally self‐empowered, but can count on effective adult support and facilitation. They work through coordination with the authorities and not by clashing with them, but need to ensure effective follow up if they want politicians to keep their promises.  相似文献

This paper is concerned with exploring the research and policy base that underpinned the development of the Children's Fund Prevention Programme. It discusses how the initiative developed, how it is being evaluated and how it is now contributing to the new policy agenda around prevention services. Early findings are discussed highlighting some of the challenges local projects have to manage around partnership working, participation of children and young people in the programme, and the embedding of prevention strategies in local practice. Finally the conclusion sets the Children's Fund in forthcoming central government policy activity and examines how the evaluation can best inform the development of collaborative preventative services to children and their families.  相似文献

Attention is given in this article to recent action by many liberal states to regulate and criminalize certain forms of political dissent reliant on new media. I ask how those working in the fields of youth studies and social science more generally might understand such processes of criminalizing political dissent involving young people digital media. I do this mindful of the prevailing concern about a ‘crisis in democracy’ said to be evident in the withdrawal by many young people from traditional forms of political engagement, and the need to encourage greater youth participation in democratic practices. A heuristic or guiding frame is developed to analyse how new laws, amendments to existing laws and other regulatory practices are being implemented to contain certain forms of political participation, performed in large part by young people. A case study of ‘Distributed Denial of Service action’ is offered to examine government responses to political practices which I argue constitute legitimate forms of protest and civil disobedience.  相似文献

This paper concerns the significance of touch in the everyday life of those living and working in residential child care. Public and professional awareness about child abuse has focused attention on the bodies of children and their vulnerability – but the same cannot be said of the bodies of staff members who touch children. This ethnographic study of a Scottish residential child care unit shows such touch to be central to the everyday participation of children and young people in care. On the basis of participant observation, the paper analyses how care workers influence the agency of children and young people by bringing their own bodies into their relationships with them. Based on a relational understanding of care, the paper elaborates on how tender and restraining forms of touch form part of care workers’ professional repertoire of actions. The analysis of various instances of touch in terms of sociology of the body shows how staff members can help to shape children and young people’s opportunities for participation with their own bodies. In conclusion, the paper therefore argues for a professional and reflexive engagement with bodies rather than a general avoidance of touch between care workers and young people.  相似文献

In this study, intra‐ and inter‐generational perspectives on youth participation are combined and compared. Young people were invited to participate as research partners in an interactive research circle and conducted a survey about participation with other young people as respondents. The discussion concerns how an interactive methodology contributes to the understanding of the concept of participation. It is suggested that political definitions of participation be amended to include having a sense of being recognised in a communicative context, taking responsibility and share with other people one's experiences. This paper examines the relationship between Internet use and political participation among Australian young people. Based on original survey data it demonstrates that there clearly exists a 'digital divide' amongst 18-34-year-old Australians, which is delineated on demographic characteristics of geography, education level, income level and occupational classification. While the Internet has far from replaced the traditional information sources of television and newspapers, it does, however, facilitate participation undertaken by already politically engaged young people. The Internet has fundamental importance in facilitating information sharing and organizing for young people involved in activist and community groups. The paper also provides case studies of two non-government, youth-oriented organizations with participatory Internet sites (Vibewire Youth Services and Inspire Foundation) to further explore the potential of Internet enhancement of young people's autonomous political spaces. One site provides Internet-only, youth-specific mental health services and has developed a portal for active community-based participation. It has won commendations for encouraging youth ownership of service provision and providing space for youth participation. The other site provides discussion and journalism for and by young people on a range of cultural, social and political issues. This site also engages in mainstream political issues through 'electiontracker', which provided four young people with the opportunity to join the mainstream media in following and reporting on the 2004 Australian federal election campaign. The focus in this paper on heterogenous acts of participation is able to expand our understanding of the democratizing potential of young people's Internet-based political practices.  相似文献

Given increasing calls for children and young people to participate via the Internet in civic and political activities), this article examines how far, and with what success, such participation is occurring among UK teenagers. Findings from a national survey conducted by the UK Children Go Online project show that young people are using the Internet for a wide range of activities that could be considered 'participation', including communicating, peer-to-peer connection, seeking information, interactivity, webpage/content creation and visiting civic/political websites. The findings are closely examined using path analysis techniques to identify the direct and indirect relations among different factors that may explain how and why some young people participate more than others. The results suggest that interactive and creative uses of the Internet are encouraged by the very experience of using the Internet (gaining in interest, skills, confidence, etc.) but that visiting civic websites depends primarily on demographic factors (with older, middle-class girls being most likely to visit these sites). Finally, cluster analysis is used to identify three groups of young people - interactors, the civic-minded and the disengaged - each of which is distinctive in its social context and approach to the Internet.  相似文献

Virtually every Government programme for children and every Government Department in the UK is expected to involve children and young people in its policy development and service delivery (Children and Young People's Unit, 2001). It is the new orthodoxy. Yet, hard questions are often avoided when reciting the mantra of participation. Why bother? What has changed as a result? This paper first seeks to explore the constraints and limitations of this drive in public policy in England. Secondly, by looking at one specific example, it considers elements of practice to enable participation to be effective as a catalyst for change. Third, it proposes a framework that sets out an agenda for social inclusion that is itself influenced by children and young people and not reliant on the changing and often clashing fashions in Government.  相似文献

This paper discusses a campaign which involves young people with experience of prostitution in influencing policy and practice which affects this group: the National Youth Campaign on Sexual Exploitation (the Youth Campaign). It is argued that participation is critical to improving outcomes for young people involved in prostitution, yet is often overlooked. Through participation, young people with experience of prostitution can build their self‐esteem whilst also helping agencies and policy makers develop more effective strategies on youth prostitution. The paper examines in detail one piece of work undertaken by the Youth Campaign: a workshop run by two young women at a national conference on sexual exploitation. In addition, it gives an overview of current research, policy and practice on participation and young people involved in prostitution and makes recommendations for how practice in this area could be improved. Empowering children and young people is often cited as the goal of participation. However projects that seek to empower children and young people show little attempt to define what empowerment means. There is an implied but inadequately explored conceptual link between participation and empowerment. This paper explores the link between participation and empowerment by discussing a research with 15–17 year young people involved in two participatory initiatives in Ghana. The paper discusses the various typologies of children's participation and the concept of power, and concludes that participation does not lead to empowerment. Therefore the increasing theorisation of children and young people's participation as empowerment is flawed. The paper argues that children and young people's participation should instead be conceptualised as recognition and dialogue.  相似文献

This paper charts the development of undergraduate teaching material produced at the Open University in the United Kingdom. The School of Health and Social Welfare at the University has a long history of providing open and distance learning and multiprofessionally focused education and training opportunities. In this instance two courses, entitled ‘Working with Young People’ and ‘Working with Children and Families’, were created to meet the needs of a diverse student audience working across the public, voluntary and private social care, health and education sectors. The materials produced were underpinned by the desire of their academic authors to challenge long‐established assumptions about the nature of children and young people's lives. Crucially though, both course developments reflected a requirement to demonstrate how policies and services for children and young people might be significantly improved. Over 20 years of research has enhanced our understanding about the methodological and ethical benefits and challenges of involving children and young people in research. Concurrently, the increasing bureaucratisation of research ethics governance within UK universities has reified expectations about the methods used to gain informed consent for research participation. This paper explores how social researchers in the UK are navigating this tension and whether there is any scope for innovation through the use of technologies in how children and young people provide informed consent to take part in research. We conclude there is a need for the co‐creation of research information with children and young people and greater transparency by sharing creative solutions.  相似文献

The research and evaluation evidence is mounting: out-of-school-time (OST) programs can keep young people safe, support working families, and improve academic achievement and social development. Over 6 million children are enrolled in after-school programs nationwide, but an estimated 14.3 million children still care for themselves in the nonschool hours. Because of this discrepancy, OST stakeholders need information about how to maximize participation in OST programs. The Harvard Family Research Project (HRFP) has developed a conceptual model, based on scholarly theory, empirical research, and knowledge gained from providers, that describes the characteristics that predict participation in OST programs as well as the potential benefits of that participation. In the center of the model, participation is conceived as a three-part construct of enrollment, attendance, and engagement. This equation serves as the basis for framing this issue of New Directions for Youth Development. The chapter provides an overview of why participation in OST programs matters for young people, describes some of the barriers and challenges to youth participation, teases out more precise definitions of participation, and presents HFRP's conceptual model of participation. It focuses on the participation equation and concludes by highlighting some overarching themes that recur throughout the issue and that have an impact on future directions for research and evaluation.  相似文献

ABSTRACT

This paper argues that contemporary child and youth experiences of globalization call for retheorizing global justice around a new concept of empowered inclusion. The first part of the paper examines three case studies in globalization – child labour movements, child and youth migration, and young people’s organization around climate change – and shows how, in each case, young people, through their struggles against injustice, are simultaneously disempowered and empowered by their deep global interdependency. The second part proposes new theoretical advances in global justice that better respond to child and youth experiences through a childist concept of the empowered inclusion of both children and other marginalized groups. And the third part advances some preliminary suggestions about how a more child-responsive conception of global power and justice might be operationalized in practice across global policies, institutions, and culture.  相似文献

In young people’s political participation in public decision-making, research and youth policy may benefit from a participation model that is pedagogical and sensitive to context. Due to the limitations of established participation models, the pedagogical political participation model (referred to here as the 3P-M) is suggested. The 3P-M is a theoretical and methodologically embedded model that builds on three observations: (1) that young people (as a category) are always presented as dependent on and subordinate to adults (decision-makers) in public decision-making, (2) that participation cannot be quantitatively measured without being normative and insensitive to context and (3) that different types of pedagogical leadership determine what kind of political participation is possible. The 3P-M offers an analytical framework for practitioners, policymakers and researchers to identify, explain and affect public pedagogical settings and situations in which young people politically participate.  相似文献

Social media is pervasive in the lives of young people, and this paper critically analyses how politically engaged young people integrate social media use into their existing organisations and political communications. This qualitative research project studied how young people from a broad range of existing political and civic groups use social media for sharing information, mobilisation and, increasingly, as a means to redefine political action and political spaces. Twelve in-person focus groups were conducted in Australia, the USA and the UK with matched affinity groups based on university campuses. The groups were of four types: party political group, issue-based group, identity-based group and social group. Our focus group findings suggest that this in-depth approach to understanding young people's political engagement reveals important group-based differences emerging in young people's citizenship norms: between the dutiful allegiance to formal politics and a more personalised, self-actualising preference for online, discursive forms of political engagement and organising. The ways in which political information is broadcast, shared and talked about on social media by engaged young people demonstrate the importance of communicative forms of action for the future of political engagement and connective action.  相似文献
