This paper explores the making of experts and the basis of claims to expertise in corporate organisational settings. The performance of expertise within organisations is increasingly associated with the implementation and use of integrated business information systems which purport to abstract the world into an informational form to make businesses run more efficiently. We argue that as these systems are put to work to replace the calculations of human experts, we are required to rethink how expertise is constituted as a political and performative process. We focus on the provisos and qualifications that surround the use of calculative techniques and the worries and scepticism over the correctness, accuracy and interpretation of numbers and figures derived from systems of calculation. Rather than identifying expertise as the capacity to make calculations and to abstract ‘representations’ from the ‘real world’, a job increasingly done by information systems, we find expertise being performed in the transformation of things of different orders which enables representations to be returned to the world through allusions to their transformative effect.  相似文献

In this article we explore questions about feminism and violence to constructively complicate understandings about this relationship. Feminism is conventionally positioned as oppositional to direct and structural violences, importantly so, as this has been seen key to feminism's viability as a constructive knowledge project. Yet there are increasingly persistent concerns about epistemic, juridical and other violences circulating around feminism, which render feminism's role in the production of oppositional knowledge and politics suspect. This is especially the case where western feminist ideas have been problematically taken up in neoliberal global policy making and for militarized human rights interventions. As feminist international relations scholars troubled by such associations, we investigate – via an exploration of three provocative feminist texts – how feminism is perceived to be both violated and violating by its contemporary imbrication in the violences of neoliberalism and global governance. We further suggest that metaphors of feminized corporeality, which infuse representations of feminism in these texts (especially in its western homogenized governance form), inhibit the destabilizing potential of feminism through its harmful associations with the ‘failing’ female body. This bodily shaping of feminism, which we examine by following a ‘trail of blood’, tells us something important about the relationship between feminism and violence, about recurring discursive and theoretical closures around feminism and about the possibilities for reinventions of feminism to unsettle the violent degradations, which feminists insistently reveal and decry.  相似文献

In recent years, there has been a great deal of collective rumination about social scientists' role in society. In the post‐1997 UK context, public policy commitments to ‘evidence‐based policy’ and ‘knowledge transfer’ have further stimulated such reflections. More recently, Michael Burawoy's 2004 address to the American Sociological Association, which called for greater engagement with ‘public sociology’ has reverberated throughout the discipline, motivating a series of debates about the purpose of sociological research. To date, most such contributions have been based on personal experience and anecdotal evidence. In contrast, this paper responds directly to Burawoy's suggestion that we should ‘apply sociology to ourselves,’ in order that we ‘become more conscious of the global forces’ driving our research ( Burawoy 2005 : 285). Drawing on an empirical research project designed to explore of the relationship between health inequalities research and policy in Scotland and England, in the period from 1997 until 2007, this paper discusses data from interviews with academic researchers. The findings suggest that the growing pressure to produce ‘policy relevant’ research is diminishing the capacity of academia to provide a space in which innovative and transformative ideas can be developed, and is instead promoting the construction of institutionalized and vehicular (chameleon‐like) ideas. Such a claim supports Edward Said's (1994 ) insistence that creative, intellectual spaces within the social sciences are increasingly being squeezed. More specifically, the paper argues we ought to pay far greater attention to how the process of seeking research funding shapes academic research and mediates the interplay between research and policy.  相似文献

This article revisits through a policy analysis the ongoing debate on shrimp farming aquaculture. It describes the changes in policy orientations that have taken place in recent years, and tries to relate them to the advocacy strategies developed by different networks and policy communities. The analysis reveals in particular the crucial contribution of the ‘power of expertise’ and shows how it has been instrumentalised by certain advocacy networks to depoliticise the debate. While this has allowed a number of key stakeholders to refocus the debate on technical solutions, it has prevented other groups concerned with more intractable social and political issues from engaging successfully in the policy process, thus leaving the long‐term sustainability of aquaculture still a contentious issue.  相似文献

Rural development policy and practice in the ‘advanced’ Western nations is based increasingly on community-led strategies that seek to manage risk and facilitate change at the local level with minimal direct state intervention. It is widely assumed that such development strategies enable local people to have a greater say in transforming the fortunes of their communities, and are therefore a means of empowerment. Drawing upon the literature on governmentality, this paper argues with specific reference to Australia that such a view depoliticises the significant role played by expertise in defining, governing and setting limits on community-led rural development. We suggest that the notion of risk provides a crucial focal point for exploring sociologically the expert knowledge, categories and techniques through which communities are encouraged to think of and manage themselves as ‘self-governing’, ‘empowered’ and ‘responsible’. Additionally, foregrounding the concept of risk enables a critical analysis of the power-knowledge effects of expertise on rural development practice. Thus, we argue through the use of two case studies that while the use of various forms of rural development expertise creates opportunities for some communities, it enhances inequality for others who either fail to conform to the risk-minimising forms of conduct prescribed by experts, or who pursue alternative forms of development. The paper concludes by considering the implications of these arguments for rural development policy and practice in Australia and in other nations.  相似文献

The global garment industry is currently being reshaped in dramatic ways through processes of trade liberalization, delocalization and interfirm and interregional competition. There has been much speculation about the increasing importance of factor (especially labour) costs in fuelling further rounds of de‐localization of garment production towards low‐cost production locations, such as China and India. However, the extent to which these processes mean the end to garment production in higher factor‐cost locations, including those neighbouring the major clothing markets of the USA and the EU, is open to question. In this article we interrogate the interregional shifts in garment sourcing taking place in Europe and its surrounding regions. While factor costs (including labour) are important determinants of the geography of sourcing, a range of other costs (logistical and policy costs) are important in structuring the geographies of global and regional production. Firms in the Slovak Republic are responding to increasing competitive pressures and we assess how trans‐border sourcing, subcontracting and FDI are being integrated into strategies to sustain European production networks. We highlight the emergence of cross‐border production relocation to Ukraine as one specific strategy. We examine the product specificity of these changes and the ways in which they are embedded within already existing production networks, forms of cross‐border contracting and central European trade regimes. In other words, we explore some of the forces that shape the somewhat tentative continuation of garment production for export to EU markets in central Europe despite the ‘spectre of China’.  相似文献

This article explores a key question in political sociology: Can post‐communist policy‐making be described with classical theories of the Western state or do we need a theory of the specificity of the post‐communist state? In so doing, we consider Janine Wedel's clique theory, concerned with informal social actors and processes in post‐communist transition. We conducted a case study of drug reimbursement policy in Poland, using 109 stakeholder interviews, official documents and media coverage. Drawing on ‘sensitizing concepts’ from Wedel's theory, especially the notion of ‘deniability’, we developed an explanation of why Poland's reimbursement policy combined suboptimal outcomes, procedural irregularities with limited accountability of key stakeholders. We argue that deniability was created through four main mechanisms: (1) blurred boundaries between different types of state authority allowing for the dispersion of blame for controversial policy decisions; (2) bridging different sectors by ‘institutional nomads’, who often escaped existing conflicts of interest regulations; (3) institutional nomads’ ‘flexible’ methods of influence premised on managing roles and representations; and (4) coordination of resources and influence by elite cliques monopolizing exclusive policy expertise. Overall, the greatest power over drug reimbursement was often associated with lowest accountability. We suggest, therefore, that the clique theory can be generalized from its home domain of explanation in foreign aid and privatizations to more technologically advanced policies in Poland and other post‐communist countries. This conclusion is not identical, however, with arguing the uniqueness of the post‐communist state. Rather, we show potential for using Wedel's account to analyse policy‐making in Western democracies and indicate scope for its possible integration with the classical theories of the state.  相似文献

In this article I re‐examine Frankenberg’s Communities in Britain (1966) and his use of a ‘morphological continuum’ within his analysis. This analysis is itself a re‐assessment of some influential community studies conducted within the British Isles. I look at some particular ideas within the more theoretical part of this book, especially the ideas of ‘social redundancy’ and the distinction between ‘complex’ and ‘complicated’. I then consider some themes arising from some more recent studies. These themes include identity, networks and social capital and time and I argue that Frankenberg's analysis can still provide the reader with useful tools to think through the ideas and practices of community.  相似文献

This article is about the flows of rhetorics and discourses, particularly those that advocate choice and private schooling, and the role that transnational advocacy networks play in managing and driving these flows. We explore a set of network relations between advocacy groups in the UK and the USA and local ‘choice’ advocates in India, and some of the emerging impacts of local and transnational advocacy on the politics of education and education policy in India. The network advocates school choice and private schooling as solutions to the problem of achieving universal, high‐quality primary education. Individual policy entrepreneurs are active in making these connections and circulating ideas. A complex of funding, exchange, cross‐referencing, dissemination and mutual sponsorship links the Indian choice and privatization advocacy network, and connects it to other countries in a global network for neoliberalism.  相似文献

‘Brain circulation’ has become a buzzword for describing the increasingly networked character of highly skilled migration. In this article, the concept is linked to academics' work on circular mobility to explore the long‐term effects of their research stays in Germany during the second half of the twentieth century. Based on original survey data on more than 1800 former visiting academics from 93 countries, it is argued that this type of brain circulation launched a cumulative process of subsequent academic mobility and collaboration that contributed significantly to the reintegration of Germany into the international scientific community after the Second World War and enabled the country's rise to the most important source for international co‐authors of US scientists and engineers in the twenty‐first century. In this article I discuss regional and disciplinary specificities in the formation of transnational knowledge networks through circulating academics and suggest that the long‐term effects can be fruitfully conceptualized as accumulation processes in ‘centres of calculation’.  相似文献

This article is developed out of a research project on ‘Global Production and Local Jobs’ launched by the International Institute for Labour Studies of the International Labour Organization (ILO). It identifies salient features of global production networks in the automobile, electronics and apparel industries, and discusses their implications for local industrial upgrading, jobs and development policy. The approach combines in novel forms complementary analytical frameworks such as the global value chain and industrial district perspectives, in order to highlight interactions between global and local forces in the operation of transnational production networks. Central issues revealed by this approach include: the rise of entry barriers into the most profitable, service‐intensive activities of global value chains, that reduce small firms' prospects for industrial upgrading; the uneven benefits derived from participation in global production networks at the local level; and the need for local institutions to devise policy responses through a flexible, network‐oriented approach involving a broad local constituency.  相似文献

This paper looks at the dilemmas posed by ‘expertise’ in high‐technology regulation by examining the US Federal Aviation Administration's (FAA) ‘type‐certification’ process, through which they evaluate new designs of civil aircraft. It observes that the FAA delegate a large amount of this work to the manufacturers themselves, and discusses why they do this by invoking arguments from the sociology of science and technology. It suggests that – contrary to popular portrayal – regulators of high technologies face an inevitable epistemic barrier when making technological assessments, which forces them to delegate technical questions to people with more tacit knowledge, and hence to ‘regulate’ at a distance by evaluating ‘trust’ rather than ‘technology’. It then unravels some of the implications of this and its relation to our theories of regulation and ‘regulatory capture’.  相似文献

With the transnational turn in the social sciences attention has now turned to ‘global civil society’, ‘transnational civil society’, ‘transnational networks’ and, most recently, ‘migrant’ or ‘diasporic civil society’. Claims are being made about the developmental potential of these new configurations of civil society, and the global connections forged by migrant and diaspora associational life have been reified into things called ‘networks’ for the purpose of enrolling them into development policy. In this article, we challenge the network model through an analysis of transnational Cameroonian and Tanzanian home associations. The idea of a network suggests an overly robust and ordered set of linkages for what are in effect often loose and transient connections. African home associations draw attention to the historically‐embedded and mundane ways in which forms of associational life can be ‘transnational’ outside the formalized structures and Eurocentric development hierarchies created by international NGOs and other development institutions. Although they form largely invisible connections operating outside these hierarchies, African home associations unsettle assumptions about the geography of civil society and its relationship with development. Close attention to the histories and geographies of African home associations reveals that power and agency more often lie with migrants and elites within Africa than with the transnational diaspora.  相似文献

The Global Development Network (GDN) and the Researchers Alliance for Development (RAD) are networks linking the professional ecology of the World Bank to the diverse research ecologies of universities and think‐tanks. These ‘knowledge networks’ can entangle research environments extensively with policy communities and the institutional interests of powerful organizations. Connecting different professional ecologies via networks creates complex sets of relationships between researchers and policy makers. The ‘grey areas’ of professional overlap highlight the ‘co‐production’ of (social) science in development policy. The author based her analysis of the dual dynamics of network autonomy and co‐option on participant observation of GDN and RAD as a past member of the governing bodies of both networks.  相似文献

Policy‐making in relation to sustainable development is usually at the national (or, in relation to climate change, the global) level, yet the consumption it seeks to modify takes place at the household level. If households all ‘made ends meet’ in the same way then the much‐relied‐upon notion of per capita consumption would be valid and we could use ‘top‐down’ modelling to guide policy. Cultural Theory, however, predicts that there are five socially viable ways of making ends meet, and that all of them will be found (in varying proportions) within any nation. This prediction has been tested on a sample of 220 British households and shown to be well supported. Top‐down modelling, it is argued, has to give way to constructive interplay between the reflexive policy‐maker and a plurally responsive citizenry.  相似文献

Abstract In this article we explore the process of ‘contamination’ (namely cross‐fertilization) in the development of the Global Justice Movement in Italy during the 1990s. We focus on two specific organizational sectors of this movement: labour organizations and associations for solidarity with the global South. We concentrate on a stage of the protest cycle that has been overlooked in social movement studies, namely the emergence of mobilization after a period of latency, and shed light on the process through which individual and organizational networks actually facilitate mobilization and vice versa. The process of ‘contamination’ in action is presented as the combination of structural, cognitive and affective mechanisms. It operates through both individual and organizational networks that together facilitate logistic coordination, enable the emergence of tolerance and mutual trust and allow frame bridging and the transnationalization of identities.  相似文献

Transnational networks of non‐government organizations are increasingly becoming a fixture in international relations, particularly their contribution to traditional notions of diplomacy and its objectives. Less noticed, however, is the involvement of transnational NGO networks in alternative channels for diplomatic exchange, which have been referred to as ‘track three diplomacy’. Described as a form of civil society that transcends borders and nationalities, track three networks and activities involve NGO networks that are movement based, and concerned primarily with raising public consciousness over issues. While their direct influence on formal processes of foreign policy‐making has been limited, they have contributed to expanding both the scope of debate in international relations and the breadth of participation in those debates. Track three networks provide a forum for those communities marginalized by an international system that gives primacy of place to states and their officially‐declared concerns. Their impact is limited, however, by their lack of institutionalization and their reluctance to cooperate with government agencies – an issue that goes towards both their effectiveness and their identity in the long‐term.  相似文献

Much policy attention has been placed on enhancing individuals’ financial knowledge and literacy, chiefly through financial education programs. However, managing one’s personal finances takes more than financial knowledge and literacy: an individual also needs a sense of self-assuredness, or ‘self-belief’, in their own capabilities. This personal attribute is known within the psychology literature as ‘self-efficacy’. This paper examines the significance of an individual’s financial self-efficacy in explaining their personal finance behaviour, through the application of a psychometric instrument. Using a 2013 survey of Australian women, financial self-efficacy emerges as one of the strongest predictors of the type and number of financial products that a woman holds. Specifically, our analysis reveals that women with higher financial self-efficacy – that is, with greater self-assuredness in their financial management capacities – are more likely to hold investment and savings products, and less likely to hold debt-related products. Even alongside other important factors – such as education, financial risk preferences, age and household income – the explanatory power of financial self-efficacy is found to be significant at the 1% critical level. Moreover, the significance of financial self-efficacy is independently identified from that of financial literacy factors, which bears important implications for the development of policies aiming to improve financial outcomes.  相似文献

The ‘policy entrepreneur’ concept arises from the Multiple Streams’ theory of agenda setting in Policy Studies. Through conceptual stretching’, the concept is extended to global policy dynamics. Unlike ‘advocacy networks’ and ‘norm entrepreneurs’, the discussion addresses the strategies of ‘insider’ or ‘near-governmental’ non-state actors. The analysis advances the policy entrepreneur concept in three directions. First, the discussion develops the transnational dimensions of this activity through a case study of International Crisis Group. Second, rather than focusing on charismatic individuals, the discussion emphasizes the importance of organizational resources and reputations for policy entrepreneurship and access into international policy communities. Organizations maintain momentum behind policy solutions and pressures for change over the long term when individuals retire or depart for other positions. Third, the discussion outlines four distinct entrepreneur strategies and techniques that both individuals and organizations cultivate and deploy to enhance their power and persuasion in global policy processes and politics.  相似文献

This article provides an individual perspective on encounters with systemic and family therapy ideas during the transition from university training to professional practice as a Clinical Psychology Registrar. Clinical psychology training provides a solid grounding in individually focussed, cognitive and behavioural models of psychotherapy. What may be less developed on entry to practice are the knowledge, procedural skills and reflective competencies needed to understand and respond to challenges in family‐based therapy and in working within complex caregiving systems. Systemic ideas can provide important resources for facilitating these transitions. Trainees may need support not only in gaining knowledge of family therapy models, but also in making a challenging ‘epistemological shift’ (Cullin, 2014) from internalised models of psychopathology to systemic ways of thinking about problems and change. Systemic concepts and support in developing a position of ‘hospitality’ (Larner, 2003) towards competing therapeutic models can also help the trainee be more effective in complex caregiving environments. This article provides examples from my learning as well as reflections on what may help trainees make the transition to professional practice and make use of systemic ideas.  相似文献
