Historically, children's safeguarding policy and practice in the UK have focused on individual and family‐level explanations of abuse and neglect, with relatively little attention given to children's overall well‐being or the role played by neighbourhood conditions in shaping it. As a result, community‐oriented practice, designed to improve the neighbourhood conditions in which many of the families who come to the attention of child welfare agencies live, has largely remained on the margins of mainstream provision for safeguarding children and young people. However, more recent policy developments, including Every Child Matters and the Children's Plan, do highlight the influence of children's wider circumstances on their well‐being, providing the foundations for more holistic approaches to service provision. Nevertheless, it is argued that these policy developments are unlikely to be successful unless they are accompanied by fundamental changes within the culture of many agencies and professions. Using a combination of ecological theory and practice examples, some of the main strands of the changes required (developing a culture of listening to children and adults; recognising and supporting the safeguarding activities of local people; and promoting partnership approaches to extending local provision) are critically examined. Abstract

The present paper provides a framework for working with children and families where there are domestic violence and child protection concerns. A model of practice developed by the St George Domestic Violence Counselling Service and the St George Child and Adolescent Mental Health Service in the South East Sydney and Illawarra Health Service (NSW, Australia) is outlined. The present paper includes a discussion on a recently developed service agreement between the two services and a case study focusing on a ‘system of safety’ when working with children. The present paper focuses on the effects of domestic violence on women and children by male perpetrators. We do not ignore that men may be victims of domestic violence; however, the authors recognise the gendered nature of domestic violence and the significant number of women and children who experience and live with domestic violence.  相似文献

This paper sets the context for the subsequent papers by giving an overview of recent changes in legislation and social policy with respect to child welfare in England and Wales, Scotland and Northern Ireland. In England, services for children have been radically affected by the implementation of the Children Act 1989, which has introduced a unifying service to promote the welfare of children at risk, although it leaves a significant gap in supportive provision by excluding child offenders. By contrast, Scotland incorporates juvenile justice within its social work services and has developed a service unique in Europe. As in England and Wales, Scottish services for children are substantially concerned with child protection and the paper gives an exposition of recent developments and proposals for legislative change in this area. The emphasis in Northern Ireland is contained within the context of the ongoing violence which is a day-to-day occurrence within the province. The Irish experience is differently organised from that in other parts of the UK, giving a unique emphasis on voluntary services and a more pronounced use of residential child care. Moves are afoot to introduce amendments to the law which will emphasise working in partnership with parents and separate the disposal of juvenile offenders from other children. This paper reports on collaborative research conducted with ChildLine Scotland, a free, confidential, telephone counselling service, using their database. We focussed on children’s calls about parental health and well‐being and how this affected their own lives. Children’s concerns emerged within multi‐layered calls in which they discussed multiple issues and problems in their lives such as alcohol misuse, drug misuse, domestic violence, family relationships, depression, mental health problems and bereavement. We discuss how children were making sense of these experiences; how they were trying to get by in difficult family circumstances; whose help they valued; and conclude with implications for policy and practice.  相似文献

There is strong evidence for the link between domestic violence and child abuse. Agencies' policies regarding domestic violence and child protection are critical in determining the dimensions of practitioner intervention, including safety planning for women and children. This paper explores the issues identified in research around safety planning where there are domestic violence and child protection concerns which was conducted with practitioners in New South Wales (NSW), Australia, in 2001. In particular, the paper focuses on three of the factors that influence practitioner intervention with women and children. These are: definitional understandings of domestic violence and child abuse; child protection legislative changes, including mandatory reporting and domestic violence as a child‐at‐risk category; and the NSW child protection statutory authority's response to domestic violence. The interplay between these factors results in complexities of practice for practitioners as they attempt to maximize women's strengths and minimize risks to children's safety. The resultant inconsistent response to domestic violence and child protection by government and non‐ government agencies suggests the need for domestic violence interagency guidelines. Their needs are assessed, if at all, by social and health service agencies, often with little knowledge or understanding of domestic violence, while domestic violence policy initiatives, advocacy, and services focus on younger women and children. A survey of domestic violence services in British Columbia and the Yukon found that women over 60 years of age were a very small fraction, generally less than two percent, of women served, and those 50 to 59 years of age were also substantially under-represented. Only four percent of respondents had special services for older women. Comments from respondents confirm that abused older women face enormous difficulties in trying to establish a safe and secure future. It was also evident that better interaction is needed between those providing support and advocacy for abused women, and those who provide health and social services for older persons. A majority of the shelters provided community education to a wide range of agencies. Most have only partial accessibility to women with mobility handicaps.  相似文献

Abstract

Feminist advocacy and activism over the last 40 years broke historic ground in shining a light on “domestic” or “family” violence, traditionally conceptualized as male violence against female intimate partners and their children. This has resulted in a large body of research, particularly in the United States, United Kingdom, Australia, and similar jurisdictions, around the gendered nature of family violence and violence within heterosexual relationships and heterosexual-parented families. As a consequence, the predominant narrative—in political, policy, and advocacy settings—is largely heteronormative. Less research has focused on family violence in non-heterosexual relationships. The data that do exist have employed different methodological approaches and there are limitations on the extent to which they can be compared to the data on violence within heterosexual relationships. However, the existing research does demonstrate that family violence within lesbian, gay, bisexual, transgender, and intersex (LGBTI) communities is a significant issue. Even so, the current narrative does not acknowledge this, and predominantly reflects heterosexual norms of intimate relationships and family structures in society. LGBTI relationships are described as “invisible” in policy and practice responses to family violence, due to the failure to acknowledge violence in such communities. This article explores these claims in relation to lesbian relationships in the context of Australian legislative responses to family violence. It considers the extent to which family violence laws in two Australian jurisdictions recognize and frame lesbian identity in intimate relationships and lesbian-parented families. This is considered in light of the emerging conceptualization of family violence in lesbian relationships and lesbian-parented families, as evidenced by the wider scholarly literature on the nature and dynamics of such violence.  相似文献

The purpose of this review is to understand the risk factors for maltreatment of children with developmental disabilities. Using the Bronfrenbrenner's (1976, 1977) ecological systems framework, the authors examine how socio-demographic characteristics (age, gender, and special education), micro- (parent-child relationship and domestic violence), exo- (parenting stress, parents' social support, and area of residence), and macrosystems level (culturally defined parenting practices) factors influence or inhibit maltreatment of children with disabilities. Abstract

Over the past 20 years there has been increasing understanding of the gendered nature of homelessness in Australia. Most significantly, this gendering has occurred through the acknowledgement of the links between domestic violence and homelessness and this has played out in Australian social policy through the funding of specialist domestic violence services. However, not all women are assisted by these specialist services—either because they are not homeless due to domestic violence, or because they fall through the gaps in the service system. Homelessness exposes these women to heightened vulnerability to violence. This article considers homeless women's experiences of violence and their implications for homelessness policy. Framed by Australian and Victorian social policy and drawing on a qualitative study of 29 women, all of whom had experienced violence during homelessness, the article argues that greater policy attention needs to be paid to ensuring homeless women's safety.  相似文献

Advocates and counselors at agencies that assist victims of domestic violence and sexual assault argue that they are especially suited to help their clients develop safe and practical strategies to protect themselves from further abuse. Yet the backstage of these agencies can depict a reality of confusion, doubt, and sometimes fear—especially when clients’ cases do not go according to plan. Data collected from in‐depth interviews and participant observation over fourteen months show how advocates and counselors engaged in “biographical work” (Gubrium and Holstein 2000) to construct coherent and consistent narratives as competent service providers in the aftermath of their clients’ unanticipated outcomes. Calling on different discursive strategies accessible to them according to their position within the agency, both groups were able to interpret negative results as beyond their responsibility. However, the counselor's rhetoric of “professionalism” proved more effective in this regard compared with the advocates’ “empowerment.”  相似文献

With the dearth of empirical research related to the experiences of domestic violence among South Asian communities in Hong Kong, this study engages with migrant South Asian women’s subjective understanding and experience of domestic violence. Presenting women’s narratives of their experiences with domestic violence allow for a better understanding of the complexities that inform and shape women’s experiences and decision-making in the face of partner violence. This empirical study investigated South Asian women’s experience of domestic violence in the context of Hong Kong through in-depth interviews with 14 South Asian women who had experienced abuse and 6 helping professionals from 4 social service agencies. Analysis of the data revealed that the nature and context of abuse posed as a barrier in their help seeking. The findings highlight the importance of understanding the influence of cultural and structural conditions and the difficulties and complexities women face that increases women’s vulnerability to abuse. This paper offers an analysis of how structures thereby come to impact on women’s distress and vulnerability. The study also highlights the need for inclusive service provision for minority ethnic women experiencing domestic violence.  相似文献

This article considers the general treatment of asylum‐seeking families with children in the UK, focusing on the government's practices and public reactions to these measures. It first describes both the exclusive asylum framework, based on institutionalised suspicion, welfare restrictions and detention, and the inclusive child policy framework, based on recognising children's rights and protecting all children. The article then investigates the implications for policy‐making that these radically opposed regimes have for those who fall between the two categories, i.e. asylum‐seeking children. To this end, we examine more closely three asylum practices — Section 9 of the Asylum and Immigration (Treatment of Claimants, etc.) Act 2004, detention of accompanied asylum‐seeking children in immigration removal centres and removals. Our analysis indicates that the government's attempt to fully include families within the restrictive asylum framework has been somewhat frustrated by the mobilisation of a wide range of public actors. As such, despite its supposedly ‘legally unconstrained’ room for action, the government has recently agreed to partly review its policy standards for asylum‐seeking families, apparently aware of the potentially damaging effects of being seen as disregarding children's rights and needs. On the other hand, the government does not seem inclined to question the current asylum framework and the assumptions on which it is based. Consequently, the asylum system for families is likely to remain based on ad hocarrangements conditioned by the scale of the protests.  相似文献

ABSTRACT

Technology-facilitated domestic violence is an emerging issue for social workers and other service providers. The concept of Digital Coercive Control (DCC) is introduced to highlight the particular nature and impacts of technology-facilitated abuse in the context of domestic violence. While practitioners have become more adept at working with women experiencing DCC, there is still little known about its dynamics and whether this violence requires a change in current service responses. This article explores findings from survey research conducted with 546 Australian domestic violence practitioners about the ways perpetrators use technology as part of their abuse tactics. The findings demonstrate that DV practitioners believe perpetrator use of technology is extensive and has significant impacts on the safety of clients. A major dilemma faced by practitioners is how to promote and facilitate client safety from DCC while still enabling safe use of technology so clients can remain connected to family, friends, and community.

  • The use of digital technology in domestic violence creates a significant practice issue for Australian domestic violence practitioners.

  • The development of a practice framework for responding to digital coercive control may assist practitioners to highlight the risks posed by this abuse, while still enabling women and children the freedom to participate in the digital realm.

Competing discourses have always figured prominently in policy debates about violence against women and children. Legislation and services to address it have largely been developed from theory and empirical knowledge of domestic violence occurring in intimate relationships. Knowledge from an Indigenous perspective about family violence, embedded in a context of colonisation and involving a broader range of relationships, has been less influential. One of the consequences of this is that when Indigenous communities identify solutions to address family violence holistically, these solutions are difficult to implement. Research with a remote South Australian Aboriginal community, looking for ways to reduce the level of family violence, resulted in new understandings of it. Linking issues of economic deprivation, dispossession and the breaking down of culture, the community devised a holistic community development approach to reduce family violence. This paper identifies the waves of understanding about family violence and argues that community-initiated solutions must be supported by policy and funding options based on an Indigenous understanding of family violence.  相似文献

The data reported have been derived from the first national review of preschool service provision for deaf children and their families. This paper examines the kinds of service provision seen as desirable by families with deaf children between 0 and 5 years of age in relation to current UK Government interest in: Universal Neonatal Hearing Screening, family support initiatives including a focus on parent-professional partnerships, and Inclusive Education. Data presented includes families& responses to early identification; the information available following identification; perceptions of their own partnerships with professionals; and the value of family centred services for themselves, their children and for family life. From these data, aspects of good practice are identified and illustrated for consideration in future service development.  相似文献

Children who commit sexually violent acts have been identified in increasing numbers since the 1980s. Professionals who practise therapeutic intervention with this group have struggled to find explanations for their client's deviant behaviour. Current explanations for, and discourses on, the occurrence of sexual violence minimize the effect of poverty in the therapeutic arena. The most difficult and worrisome child clients for participants of this research are the poor ones, yet the practice of counselling is unable to address structural disadvantage. This leads to a poverty culture explanation for sexual violence and child abuse which recognizes poverty yet pathologizes the individual. The identification of a new problem—children's sexual violence—the individualized case‐based approach to intervention and current social policy minimize the continuing and persistent problem of poverty. The development of “child aware” practice is about the capacity and capability of adult health and social service providers to identify and respond to the needs of children. A scoping review of the literature considered five adult adversities associated with family stress and reduced parenting capacity: mental illness, alcohol and substance abuse, homelessness, intellectual disability, and domestic violence. Although there are specific needs for children pertaining to particular adversities, there was substantial commonality of potential effects. These included emotional and psychological difficulties, physical and mental health problems, academic difficulties, language delays, peer difficulties, stigma, trauma reactions, loss and grief, instability, and social exclusion. How children react to difficulties in their family depends upon various protective factors, a child's frame of reference, and other dynamics within the family that can offset risks. The findings aim to inform policy, program development, and practice in adult social services, enhancing their responsiveness to children.  相似文献

Current gendered interventions for couples experiencing intimate partner violence often do not address the complex systemic issues, nor allow for couple therapy. Experience of working in men's behaviour change group programs (or batterer programs) and with heterosexual couples, indicates this is not enough. Change options for men perpetrating domestic violence and support for partners are generally provided by individual services or gendered groups, located in separate agencies. This article initially poses some of the inadequacies of this gendered, ‘one size fits all’ ideology, which may compromise safety when couples stay together or there is shared parenting. It then explores further questions and possibilities raised by utilising a systemic lens in working with partners and families. It is possible to work systemically with a couple without compromising safety and accountability, where there is flexibility at intake, a both/and approach, ongoing assessment of risk, collaboration between professionals, and good transitions between individual and conjoint work. This article describes a systemic practice framework for working with partners, utilising individual, group, and conjoint sessions in a recursive four phase approach.  相似文献

This qualitative study utilizing narrative analysis and grounded theory examines the history and experiences of 14 Canadian women who have lost custody of their children within a legal divorce process. Each woman's storied experience focused on themes of attachment and loss associated with involuntary child absence, legal abuse within the adversarial system, and judgment based on nonconformity to a motherhood ideal; physical violence and emotional abuse in the family system; access denial and parental alienation; stigma and lack of support services; and serious financial losses. Women's perceptions of their children's needs in the divorce process, mothers' responsibilities in relation to those needs, and the responsibility of social institutions to support mothers as parents were also examined. The study sought mothers' views about needed changes to the legal framework of child custody determination and other priorities. Implications for socio-legal policy are discussed, including a consideration of a rebuttable legal shared parental responsibility presumption as facilitating the most salutary postdivorce outcomes for women and children, as are guidelines for direct service provision.  相似文献
