Policies that encourage the aspirations of disabled people for mainstream employment might be an effective way to increase their workforce participation rate. This study aims to determine which people in sheltered employment aspire to a job beyond their current sheltered employment job. We asked 64 people with sheltered employment jobs about their workplace and job fit, their intentions to stay in their current job and their future job aspirations. The key finding is that perceptions of fit indirectly and adversely affect aspirations via intention to stay. Participants who felt they fitted planned to keep working at their sheltered workplace, but a stronger intention to stay made it less likely that they could identify an alternative to sheltered employment. These results were not influenced by age or the time spent in sheltered employment. Policy should therefore support people in sheltered employment to develop realistic job aspirations. Helping disabled people to identify opportunities beyond sheltered employment can avoid complacency and free up sheltered job opportunities for other disabled people. But policy changes are required to leverage sheltered employment as a first step for disabled people to develop mainstream job aspirations and facilitate transitioning beyond sheltered employment job options.  相似文献

Economic aspects of schemes for employing the handicapped such as employment subsidies, quotas and designated employment are discussed in the first section. Given the existence of minimum wages and fixed conditions of employment, sheltered workshops and designated employment are seen as feasible and relatively efficient means for employing the handicapped. But, as illustrated from a survey of sheltered workshops in Newcastle, the costs of sheltered workshops could be lowered by increasing the number of handicapped persons working in existing workshops, by more cooperation and planning between workshops and by the sharing of some projects and the joint use of administrative personnel. Other economic problems of sheltered workshops and their implications for public policy are also considered.  相似文献

The unprecedented aging of the world's population challenges many institutions, including labor markets and public pension programs. This study was conducted to survey expert opinions regarding conditions and policies that affect employment of older adults. Eighty-nine respondents from 26 nations responded to an Internet survey regarding their own experiences with the aging labor force; factors that encouraged or discouraged labor force participation of older adults; and government responses to these issues. Respondents identified barriers to employment of older adults and described their governments' responses. Findings illuminate a range of current policy options and suggest possible opportunities for innovation.  相似文献

This paper considers the role of sheltered housing following the introduction of new community care arrangements in 1993 and examines the continuing uncertainty about its exact role as community care continues to develop. It reports on a study conducted in Shropshire, using a postal survey and interviews with older people and service professionals. The study highlights the importance of sheltered housing for older people, particularly in relieving them of concerns about maintenance and repairs, social isolation and security. These factors were crucial for their overall peace of mind and quality of life. While only a small proportion of tenants received help under social services' community care arrangements, the additional support, monitoring and service coordination provided by wardens helped some of them to remain in sheltered housing when residential or nursing home care might otherwise have been necessary. Sheltered housing was overwhelmingly popular with older people — but their satisfaction was closely associated with the availability and quality of the warden service. Although sheltered housing is not currently in vogue in housing policy, the paper argues that it plays a vital role in local provision for older people and needs to be more closely integrated into community care policy, while at the same time preserving the characteristics that make it popular with its residents.  相似文献

Disability policy in European countries is displaying a shift towards social investment: increasing human capital and access to the labour market. The reasoning that underlies this transition is that disabled persons would benefit from mainstream employment, but are impeded in traditional policy by deficiencies in labour supply and demand. However, the shift towards more activating policies in many countries is accompanied by a decline in social protection. It is unclear whether social investment may effectively promote the employment chances of disabled persons within this context. The present research examines this question through a quantitative, cross-sectional, multilevel analysis on microdata from 22 EU countries. Our findings suggest greater activation to predict lower employment chances, while reducing passive support shows mixed effects. Conversely, measures for facilitation in daily life predict greater employment chances, as do measures for sheltered work. These findings raise questions over the value of social investment for disabled persons—and underline the need to overcome broader barriers in the labour market and in society.  相似文献

The data on COVID-19 show an irrefutable and disturbing pattern: Black Americans are contracting and dying from COVID-19 at rates that far exceed other racial and ethnic groups. Due to historical and current iterations of racism, Black Americans have been forced into conditions that elevate their risk for COVID-19 and consequently place Black children at the epicenter of loss across multiple domains of life. The current paper highlights the impact of the pandemic on Black children at the individual, family, and school levels. Based on an understanding of the influence of structural racism on COVID-19 disparities, policy recommendations are provided that focus on equitable access to quality education, home ownership, and employment to fully address the needs of Black children and families during and after the pandemic. Research, practice, and policy recommendations are made to journal editors, funding agencies, grant review panels, and researchers regarding how research on COVID-19 should be framed to inform intervention efforts aimed at improving the situation of Black children and families.  相似文献

Everyone has the right to employment. Work is important for health, well-being, and social, economic, and financial inclusion. However, it is often difficult for people with intellectual disability to find and maintain work, especially in the open labour market. Policy challenges remain about who can access open employment (also sometimes called competitive or supported employment) and how often people with intellectual disability do so. Greater understanding about the barriers that people with intellectual disability encounter when they try to find and keep work in open employment is needed. Drawing on research with 51 people with intellectual disability in Australia, this paper examines the systemic barriers they report to finding and maintaining work in open employment. The findings highlight that the barriers they experience stem from narrow, dismissive, and discouraging attitudes to their work in open employment and from a spectrum of experiences of stigma and discrimination in open workplaces. The paper thus provides new knowledge about reasons that people with intellectual disability may either reject or not continue in open employment and take up less inclusive work options. The paper discusses the implications of the findings, including the need for policy development for attitudinal change, designing more varied roles for employees with intellectual disability, ensuring access to industrial relations protections, and increasing and better regulating and funding requirements on support to people with intellectual disability who are seeking work in open employment.  相似文献

Employment is a crucial avenue through which young people with disability can experience material wellbeing and social participation. While the low employment rates of young people with disability are well established, little is known about the stability of employment status – that is, the degree to which individuals remain in or move in and out of employment. This article uses longitudinal data from a large Australian national data set to investigate the transitions between full‐time, part‐time and non‐employment for young people with and without disability. Considerable mobility was found between employment states for both young people with and without disability, with young people with disability more likely than their peers without disability to transition to reduced levels of employment and less likely to transition to increased levels of employment. Social background and contextual factors predicted employment for young people with disability; however, disability represented an additional penalty even after taking these factors into account. Findings suggest a need for social policy targeted specifically towards the barriers to maintaining and increasing employment experienced by young people with disability.  相似文献

A central debate around labor market informality, which has enormous implications for the design and implementation of public policy, relates to the nature of informal employment. Is informal employment and, in particular, informal self-employment, a symptom and, at the same time, a reproductive factor of precariousness and inequality, as well as social and individual poverty? Or is it, on the contrary, a space of individual and social action that reflects economic initiative and business potential which, if channeled and fostered properly, could contribute to social and economic development and, consequently, to the reduction of inequality and poverty? In this article, the findings of the 2005 edition of the Mexican version of the World Value Survey—concerning relevant values and attitudes of informal participants in the labor force in Mexico—are used to assess whether informal self-employment is a reflection of incipient entrepreneurship and individual choice or, rather, a survival strategy forced on individuals by their precarious circumstances. The Nordic countries serve as models for successful employment and labour market policies. In this article, Nordic employment and labour market policies are analyzed from a comparative point of view. It is argued that Nordic employment and labour market policies have lost some of their distinctive features. Active labour market policies, for example, are now at the centre of policy priorities in many countries of the EU. And in some other respects, the Nordic countries have converged towards political patterns characteristic for states in central Europe, for example, de‐centralized patterns of wage bargaining and the partial lack of corporatist concertation. During the current financial crisis, specific patterns of crisis management can be observed in Scandinavia that make these countries distinct from many other countries in Europe.  相似文献

There have been relatively few analyses of the policy context and consequences of a Zero Lower Bound (ZLB) for nominal interest rates. This paper sets out monetary policy alternatives, including negative interest rates, a revision of the inflation target, and rendering unconventional policy instruments such as QE conventional (permanent). Following extensive discussion of policy options, we set out a model that explores the impacts of the real policy rate on economic growth, employment and inflation, with particular attention to the British economy. We use a Time-Varying Structural Vector Auto-regressive (TVSVAR) Model where the sources of time variation are both the coefficients and variance–covariance matrix of the innovations. It was found that real rates have significant implications for real growth, the labour market and price stability even when monetary policy was constrained at the ZLB in nominal terms. The study additionally applies a discrete break in the data to focus on the Post-Global Financial Crisis and ZLB period. This indicates that the effectiveness of real rates did not diminish and this has important implications in terms of a policy approach which seeks to exploit real negative rates.  相似文献

Gainful employment is a core prerequisite of individual autonomy and the well‐being of a majority of adult people, preventing them from economic dependence on welfare transfer. Yet, the quality of work and employment acts as an important determinant of work ability and health. This contribution offers an extended framework for analysing quality of work by introducing a theoretical approach towards assessing an adverse psychosocial work environment. Two models are briefly described, the demand‐control and effort‐reward imbalance models, and selected empirical evidence demonstrating their health‐adverse effects is summarised. Importantly, poor quality of work in addition reinforces employees’ intentions to leave their job as soon as possible. Results from a recent survey in ten European countries support this observation. In view of these findings and their relevance for occupational health and the prevention of early retirement, policy implications aimed at improving quality of work are discussed.  相似文献

Workfare is, at least in part, a policy response to changing labour markets and the expansion taking place in jobs that are low‐paid, irregular and insecure. For lone mothers, increasingly the focus of workfare policies, precarious employment creates special challenges. However, the nature of the jobs that are available to women on social assistance has received relatively little attention in the workfare literature, which focuses more on individual characteristics, supports to employment, and programme impacts. Drawing upon both primary and secondary sources and using Ontario, the province with the most developed workfare programme in Canada, this article examines the ways in which policies support and enforce precarious employment. The article also considers the implications of precarious employment for UK policy, which has not (yet) adopted workfare for lone mothers, although incremental steps in that direction are taking place as employment is increasingly viewed as the appropriate objective of income support programmes for lone mothers.  相似文献

One approach to identifying policy change stresses policy instruments, settings and policy paradigms, while another also considers the process and culmination of various shifts and consequent outcomes. This article illustrates the debate through an examination of how far developments in social security policy between the 1997–2010 New Labour and 2010–15 Coalition Governments in the UK constituted real policy shifts. It shows that, despite continuities in instruments and approach, there have been substantial changes in the impact of welfare state policies related to short‐term benefits, employment and housing. The article identifies new policy directions leading to a different kind of welfare state, concerned less with living standards and equality and more with individual responsibility and paid work. It suggests that this has been achieved without the need for radical changes in instruments and their settings.  相似文献

This study relied on theories of family resilience to examine and differentiate the roles of community social support and family resilience in regards to access and utilization of healthcare and employment resources for public housing residents. The study assessed 234 public housing residents and used structured regressions to test the role of family resilience, internal and external community social support on outcomes associated with economic mobility. Results suggest that external community social support is associated with increased access to and use of health and employment resources. Additionally, residents with higher levels of resilience sought social support from outside of their communities to a greater degree, thereby increasing their access and use of resources. Increases in internal community support were associated with increases in external community support, but alone, limited access to and use of resources. Implications of the findings for policy, interventions, and future research are discussed.  相似文献

This paper aims to investigate the welfare policy change in South Korea. Based on punctuated equilibrium theory, I analyze kurtosis and break point of the distribution of variation in the general government welfare budget. As a result, the change in welfare budget levels in South Korea has been quite moderate. But two break points were set in 1977 and 1999. These cutoff points are related with the change of the Korean Welfare State and clearly distinguished from different times. That is, the characteristics of structure that were built during these two time periods have lasted until now. Specifically, the responsibility of state in welfare is narrow. And the feature of employment‐friendly welfare policy was formed in 1977. Also, the focus on livelihood security and employment in welfare spending was constructed in 1999. The analysis of budget is a useful tool in examining the policy change. We expect to find more specific characteristics of the Korean welfare state including special accounts and funds in future.  相似文献
