The insurance crisis of the mid-1980s produced a number of legal and public policy reactions. Although many of the immediate symptoms of that crisis have disappeared, a number of its underlying causes remain. This article analyzes the continuing effect of these factors on the insurance markets, and predicts the occurrence of a milder crisis during the mid-1990s.  相似文献

This paper examines the two major conflicts between general practitioners and the state in the mid-1960s and again at the end of the 1980s. In the mid-1960s morale in general practice was low, but GPs emerged with a strong endorsement from government for their professional autonomy. In 1990 morale was high, but government succeeded in imposing a new contract on GPs that sought to increase their accountability. GPs have always defended their status as "independent contractors". However, the paper argues that GPs saw this status as a means of protecting their professional freedom and autonomy. When the government treated them more as independent contractors in 1990 and demanded more specific terms, GPs did not like it. Furthermore, the new GPs' contract was introduced alongside the new internal market of the NHS, which has had further implications for GPs' status as independent contractors.  相似文献

Summary During the 1970s, 1980s and 1990s, sensationalist coverage ofa series of celebrated child abuse scandals in England and Walesresulted in the repeated vilification in the mass media of thosechild welfare agencies deemed culpable for the deaths of thechildren involved. This paper explores the contribution of themedia to the creation of the climate of fear, blame and mistrustwhich seems to have become endemic within the field of childprotection. It suggests that damaging distortions have beenintroduced into the child protection system as a result of thedefensive responses of the relevant authorities at both nationaland local level to the media onslaught. A more strategic approachto understanding and managing media coverage of this difficultfield is outlined.  相似文献

1980年代中国曾掀起文学阅读的高潮,但从1990年代始,文学阅读则进入一个缓慢的衰退期,新世纪以来,其衰退步伐进一步加快。在文学阅读式微的过程中,新媒介扮演着重要角色,其影响主要体现在:因文字转换成图像,接受者的感知结构得以重塑;因读屏代替了读书,阅读过程的沉思冥想无法启动。同时,新媒介还破坏了“孤独”的阅读状态,削平了接受的深度模式。从媒介文化角度看,文学阅读的式微是印刷文化遭到视觉文化重创后的结果,但由于新一代人已生活在视觉文化的环境中,他们游离于文学阅读将变得在所难免。此种阅读状况既会影响文学生产也会波及文学研究。而守护文学阅读并抵制新媒介的人,其私人记忆、感知结构甚至身体习惯恰恰是被印刷文化建构而成的。因此,游离或守护文学阅读的背后,其实隐含的是一种媒介文化的冲突。  相似文献

We document an evolving pattern in the slope of the Phillips curve in Australia at different frequencies under different monetary policy regimes and labor market regulations. Our estimation strategy relies on the spectral analysis that includes the gain and phase spectrum but is also complemented by the time domain estimation. We document an upward sloping medium-run Phillips curve in the pre-1977 period, a downward sloping long-run Phillips curve from 1977 to 1993, and a flattened Phillips curve from 1993 onwards. Lag and lead relationship between inflation and unemployment varies across periods and frequencies. The Phillips curve at business-cycle frequencies is downward sloping in all periods. We explain our results in terms of the monetary targeting in 1976 and the inflation targeting in 1993 by the RBA, respectively, and important changes in labor relations from the mid-1980s to the mid-1990s.  相似文献

Australia and the United Kingdom have tried various ways to contain the growth and cost of institutional care for older people. The Australian government adopted central planning strategies from the mid-1980s that succeeded in limiting nursing home places and increasing community services. The United Kingdom government in the mid-1990s required local governments to adopt quasi-market strategies but with less success in containing the growth and cost of institutional care. The two countries changed political direction later in the 1990s but both the Australian Liberal (conservative) government and UK "New Labour" want people to pay more for their care in old age. Each country has something to learn from the policy experiences of the other, including the contentious issue of who should pay for aged care.  相似文献

This paper examines the phenomenon of the “Congressionalization” of state legislative races. That is, as state legislative campaigns become more expensive, use more mass media, polling, and professional political consulting, these races are looking more and more like Congressional campaigns. Although others have pointed toward a “Congressionalization” trend, there is little concrete support to prove such a trend. We provide a detailed case study of the characteristics of state legislative races in a single state in the mid-1990s. We find that although there is indeed support for the view that these races are looking more and more Congressional-like, state legislative races are still distinctive in a number of important ways.  相似文献

This paper explores media reporting of the rising food costs in five Australian newspapers in the 12 month period from 1st September 2007 to 31st August 2008. This period encompassed a Federal election in which rising food costs were identified as an election issue and a national inquiry into grocery pricing established to honour pre‐election promises. Content analysis of newspaper articles demonstrates an increasing interest in the print media in food prices at this time, with thematic analysis revealing the dominance of political concerns and the economic fears of the Australian public. This paper explores these issues. It compares the rhetoric and reality of rising food costs through reporting of the causes and impact of increased food prices and explores the apportioning of blame for rising food prices and the solutions which arise from this through media reporting of political and personal strategies for managing the risk of food insecurity. The paper will also identify the social processes that contributed to the newsworthiness of rising food costs at this time.  相似文献

Media link events in society into meaningful plotlines for public consumption. For social issues such as homelessness this storytelling process continues until an issue is resolved or another concern takes precedence. This article investigates British Independent Television News 1 (ITN) portrayals of homelessness from January 1993 to December 2002 ( n = 99). News items are explored as instalments in a larger news narrative through which the public is offered engagements with homeless characters. A quantitative content analysis was used to establish the general prevalence of items throughout the year, story locations, causes and solutions offered for homelessness, and character roles. A qualitative narrative analysis was used to explore the function of these story elements in the overall patterning of the ITN story of homelessness. Of particular note was the promotion of a philanthropic approach to service delivery through the characterization of homeless people as needy victims and the maintenance of estranged relationships between the viewing public and homeless people. The significance of ITN's exclusion of homeless people from public deliberations regarding their needs is discussed in relation to the failure of this wealthy nation to resolve homelessness.  相似文献

This article analyses recent changes in the Greek and Spanish national health services. The aim is to assess how the period of austerity and further recovery during the 1990s and early 2000s impacted on them in terms of equity and efficiency. This is of interest because of the closeness in time between the universalizing reform laws and the arrival of the conditions for economic convergence established in the Maastricht Treaty. The analysis is also attractive because it deals with the transformation of already mature health insurance systems into national health services, a transformation that is novel in European welfare history. The article addresses the questions of whether austerity has hindered full implementation of the reform laws enacted in the early to mid‐1980s, examining reform trajectories and financing and expenditure trends. Furthermore, it considers the impact on access, understood in terms of population coverage, the array of services provided, waiting lists, and territorial inequalities. Finally, it discusses the introduction of new managerial formulas and attempts at enhancing efficiency. The concluding section states that divergent trajectories have occurred, thus rendering the definition of a ‘Southern model of health care’ difficult. It also provides explanations of the trajectories followed in both national cases and informs on prospects for the future.  相似文献

The aim of the article is to analyse changes in family policy programmes in Sweden and Finland during the turbulent years of the 1990s. The results suggest that in spite of cutbacks some features of the ideal‐typical model of Nordic family policy became more prominent towards the end of the 1990s. For example, the importance of universalism was strengthened by such measures as the discontinuation of several forms of tax benefits for families with children in Sweden, and especially in Finland. The subjective right to day care was extended in both countries to cover all children of preschool age. Because of cutbacks, however, policies aimed at promoting horizontal and vertical distribution suffered. There was hardly any change in pronatalism. Compared with the 1970s and 1980s, the 1990s were indeed a period of retrenchment. However, this did not mean profound structural change. In the case of family policy, the early fears concerning the demise of the Nordic model proved false.  相似文献

Objective. Agenda‐setting theory is used to motivate hypotheses about how media coverage of immigration influences public perceptions of its importance. The authors seek to offer a more complete explanation of public opinion on immigration by exploring differences in the effects of immigration news in border and nonborder states. Method. This article employs content analyses of newspaper coverage of immigration and Gallup public opinion data over a 12‐month period (January–December 2006). Respondents' identification of immigration as a “Most Important Problem” is modeled as a conditional relationship between border state/nonborder state residence and media coverage, ethnic context, and individual‐level demographics. Results. Media attention to immigration is greater in border states than in nonborder states; as a result, residents of border states are more likely to identify immigration as a most important problem than are residents of nonborder states. Conclusions. The analyses point to the importance of geography and news coverage in explanations of public opinion on immigration.  相似文献

Restructuring the public sector along market principles has been a major policy development of the late twentieth century in most western countries. This paper examines the impact of recent political and administrative change on a Victorian universal primary health program, the Maternal and Child Health Service (MCHS). The first section establishes the development of the service in the years when an interventionist state provided bureaucratic support for the expansion of public health activities. In the next significant period of organisational change, the 1980s‐early 1990s, key interest groups articulated their positions in view of the administrative imperatives of corporate managerialism. Dramatic ‘marketisation ’ of the service then occurred with the impact of compulsory competitive tendering (CCT) in the mid‐1990s. The paper argues that attention to the complex processes of change shows the interplay of interest groups, discursive positions and administrative regimes, with new strategies emerging to counter the contracting state.  相似文献

Objective. After increasing sharply in the 1970s and 1980s, the number of high‐poverty neighborhoods in the United States unexpectedly and dramatically declined in the 1990s. This article examines the roles that residential and income mobility played in this decline. Methods. Using geocoded data from the Panel Study of Income Dynamics, this study analyzes changes during the 1990s and early 2000s in: (1) patterns of residential mobility between high‐poverty and lower‐poverty neighborhoods; and (2) patterns of income mobility for residents who remained in high‐poverty neighborhoods. Results. Both patterns of residential and income mobility changed in the 1990s and early 2000s. While patterns of residential migration to high‐poverty neighborhoods were largely unchanged over this period, patterns of residential migration from high‐poverty neighborhoods changed significantly, with poor individuals—especially poor blacks—becoming more likely to relocate from high‐poverty to lower‐poverty neighborhoods. Patterns of income mobility for residents who remained in high‐poverty neighborhoods also changed significantly, with nonpoor residents becoming less likely to become poor and poor residents becoming more likely to exit poverty. Conclusion. Poverty rates in high‐poverty neighborhoods fell primarily because of the net upward income mobility of residents who remained in these neighborhoods.  相似文献

There is little agreement in the recent academic literature about how the concept of homelessness should be defined. This is more than just a theoretical problem, because it becomes difficult to urge governments to meet the needs of homeless people, if the parameters of the homeless population are unclear. This paper reviews ‘conservative’, ‘radical’ and ‘conventional’ perspectives on homelessness in modern society, and it argues that it is possible to adjudicate between them. The paper proposes a socially constructed definition of homelessness based on the notion of minimum community standards. It argues that this culturally relative position provides a theoretically meaningful framework for understanding homelessness in the 1990s.  相似文献

This paper examines changes in the level of institutional confidence in Australia between 1983 and 2005. The principal aim of the paper is to disaggregate the general trend in social trust and overall institutional confidence. Using data drawn from three waves of the World Values Survey undertaken in 1983, 1995 and 2005 we examine whether social trust and confidence have declined and the differing patterns of confidence for different birth cohorts in Australia. The results show a significant decrease in social trust and a large decline in confidence between 1983 and 1995. There was little change in confidence between 1995 and 2005, but social trust returned to the 1983 level over that period. A cohort analysis shows that the oldest cohort, those born before WWII, reported the largest decline in confidence, while by 2005 the baby boomers (or middle cohort born between 1944 and 1955) were the most confident, with the oldest group reporting the least confidence. Throughout the 1990s and early 2000s confidence has been at a much lower level than in the early 1980s.  相似文献

Based on oral history research conducted among networks of blue-collar workers in Belgrade, Serbia, this article develops three interrelated arguments regarding workers’ appraisals of the recent past (1980–2014). Firstly, although the tumultuous years of late socialism and post-socialism in Serbia have been represented by scholars as a series of ruptures, I suggest that for blue-collar workers the boundaries between socialism and post-socialism and pre-conflict and wartime eras are blurry. Secondly, despite the conditions of war and economic collapse, blue-collar accounts of the 1990s in Serbia are not universally negative. Some individuals experienced upward social mobility, strongly influenced by class and gender positioning in late socialism. Female workers who had experienced hardship during the 1980s were often better equipped to navigate 1990s ‘economies of makeshift’. Thirdly, social dislocation associated with neoliberal economic reforms since 2000 disproportionally affects blue-collar workers, reshaping narratives of late socialism and the 1990s (sometimes inducing workers to overlook or downplay coercive aspects of the Milo?evi? regime). The accounts of this diverse group of (former) workers highlight that social class, gender and generational cohort condition the rather divergent ways in which the last three decades were experienced, are remembered and continue to be reevaluated in Serbia.  相似文献

Objectives. Although recent research has documented the contributions of philanthropic foundations as “patrons” of the major identity movements, scholars know very little about the specific ways foundations have influenced these movements' development and impact. This study examines the role of foundations in shaping the U.S. women's movement of the 1960s–1980s, in particular the role that foundations played in deciding which of its claimsmakers—and by extension, its claims—would be sustained. Methods. The study is based on an original data set of nearly 6,500 foundation grants to women's groups, or for women's causes, from 1970 to 1990. It examines shifts in the types of groups that received foundation grants and in the female interests that these groups represented. Results. Philanthropic patrons were central to transforming women from servants of society into claimants against the state. Likewise, foundations played a critical role in segmenting U.S. womanhood into politically relevant subgroups (civic stewards, battered women, lesbians, etc.) with ever narrower policy claims. Conclusions. By legitimizing identity subgroups and their policy agendas, foundations played an important role in the development of special interest politics in the second half of the 20th century. In this way, professional grantmakers have constituted a critical yet overlooked force behind the construction of U.S. hyperpluralism, in the process diminishing the capacity of gender to unite women in common cause.  相似文献

Principal component analysis (PCA) is applied to six macroeconomic time series observed over 1959-2007. Six periods in US economic history are identified by a cluster analysis of observations in the PCA score plot. The method is data driven with no a priori information on the number or dates of breaks. Our findings give independent support to the effect of the oil price shock in 1973, and the introduction of the Great Moderation period. Of the five transition periods, two have been identified by previous studies as breaks (1973, 1984), one is a well-known date of monetary policy change (1979), and two had not previously been identified (1970, 1977-1978). In the long-run inflation and the federal funds rate are unrelated to industrial production and unemployment. Inflation and interest are positively associated as predicted by the Fisher hypothesis. These long-run relations argue against the use of monetary policy to peg the rate of unemployment or real interest rates. In the short-run inflation acts a leading indicator for unemployment for the period 1959-1997, but not for the period after 1997. The well-established reduction in macroeconomic volatility in the mid-1980s is specific to the period from 1985 to 1997; volatility subsequently rises above pre-1979 levels.  相似文献
