This paper examines the possibility of establishing a public space of deliberation concerning transport policy. It deals with the question of whether it is possible to envisage instances of concertation that deflect conflict. Based mostly on French experience with public inquiries on transport infrastructure, it discusses the relevance and applicability of the sociology of collective action, as well as theories of deliberative democracy. The paper's main argument is that concertation does not occur in a vacuum but is instead structured by power relations. It is, therefore, first and foremost an opportunity to express dissatisfaction and frustration. At the same time, public debate represents—perhaps for the same reason—an opportunity to criticize forms of social domination. It thus may give rise to citizen mobilization rather than help contain it, as is often naively expected by its promoters within the public policy administration. This paper examines the public policy value of looking at gambling from a public health perspective. The manner in which social issues are framed will either expand or curtail public policy debates. The existing and traditional frames for gambling (e.g. gambling as a matter of individual freedom, gambling as a form of recreation) fail to consider research on the social and economic impacts of gambling. Because a public health frame offers a broad viewpoint of society, it encompasses a number of social and economic impacts not considered in traditional frames. However, the existing gambling frames enjoy varying degrees of cultural, economic, and political support and, as a result, creating a higher profile for a public health framework will encounter a number of barriers. Research can play a decisive role in overcoming these barriers, as it has in a number of related fields (e.g., tobacco use, addiction and product liability, the epidemiology of AIDS). The paper concludes that research that identifies and quantifies the public health factors of gambling will substantially contribute to a public shift toward a public health frame. 相似文献

Child care denotes any arrangement used by a working parent for care of a child, including self-care. This article is concerned with the factors that influence the demand for market modes of child care by two parent families with working mothers. A unique aspect of the study is that it is able to assess the impact of a child care subsidy program. An implication of the analysis is that the demand for market care is price elastic and is therefore susceptible to considerable change through programs of increased subsidization. 相似文献

Recreation has the potential to be an important public policy priority; however, it must be reframed to address critical policy priorities. Few policymakers understand the value and benefits of recreation, requiring practitioners and advocates to closely connect recreation to issues of concern to policymakers. A significant policy opportunity to expand recreational opportunities for children and youth lies in the area of education, including the reauthorization of the Elementary and Secondary Education Act. By educating policymakers on the myriad outcomes that can result from quality recreational experiences, including the ways in which recreation can support the education of children and youth, solid,incremental progress can be made in positioning recreation as a public policy priority. 相似文献

The purpose of this article is to respond to and expand on the ideas presented by Father McGowan in The Ethics of Gambling Research: An Agenda for Mature Analysis. We provide specific recommendations for future research and public policy in the field of gambling studies. We suggest that key conceptual definitions—such as, problem, compulsive, and pathological gambling—should be clarified, established, and distinguished from one another before gambling research is conducted. Proper methodological procedures are recommended, where power analyses, pilot studies, and representative samples are appropriately conducted and analyzed. Retrospective and Prospective studies are considered and differentiated while Discrete Time Event History Analysis—namely, Life Tables Analysis and Discrete Time Logistic Regression—are proposed. 相似文献

A framework for analyzing the determinants of state labor relations policies is developed using the notion of tactics. Unions
and management have various tactical options, at both the state and local levels, for influencing employment outcomes. The
framework explicitly recognizes those options, and thus incorporates actions, such as bringing cases to courts, which have
received little attention in previous research. Consideration of local-level tactics reveals additional factors that may influence
interest group incentives to seek state-level policy changes.

To understand the relationships between changes to the family and changes to the sphere of work and employment, and how they have developed over time, requires considering a third factor, i.e. public policies, and in particular family policies. In this article, we attempt to clarify theoretically these interactions by taking into account the changes that have taken place in France since World War II. To appraise the French configuration in a special issue on Southern Europe, we begin by explaining why we consider France is following a ‘Southern path’. In a second section, we argue that family transformations are mainly the result of changes that affect work and employment. A similar process combining individualisation, flexibility and precariousness is affecting both spheres of existence. In a last section, we prose a matrix of ideas, ideologies and outcomes to understand the main family policy reforms since World War II. 相似文献

Under the pressure of the urbanizing tsunami, town planning and urban policies in Spain have given a residual treatment to public spaces in recent urban development. This work proposes a brief but comprehensive sociological analysis about social and morphological traits of public spaces – like paradigmatic social space – in order to show the city's irreplaceable role in citizen socialization processes. The network of streets and places, the city in this sense, make up the scenes of man's sociability. Research on happiness tends to follow a “benevolent dictator” approach where politicians pursue people’s happiness. This paper
takes an antithetic approach based on the insights of public choice theory. First, we inquire how the results of happiness
research may be used to improve the choice of institutions. Second, we show that the policy approach matters for the choice
of research questions and the kind of knowledge happiness research aims to provide. Third, we emphasize that there is no shortcut
to an optimal policy maximizing some happiness indicator or social welfare function since governments have an incentive to

Most U.S. parents are in the paid labor force (US Department of Labor Statistics. (2014). Women in the labor force: A databook. Using a purposive non-probability sample (N?=?415) of primarily upper-middle class, married White Democratic women, this study explores support for government regulation, funding, and provision of child care and the factors and context that may shape their beliefs. Although some respondents held reservations about government involvement, over 80% indicated that government should play a role in regulating care for children in all age categories (0–3, 4–5, and 6–12). Eighty-nine percent supported some form of government financial support for child care, and 58% and 61% saw a role for provision of child care for children age 0–5 and 6–12, respectively. Both regression analyses and qualitative responses indicated that support for a government role in child care was influenced by parents’ own difficulties finding affordable and sufficiently comprehensive care, and the number of children they had. We provide recommendations for how best to target these groups of parents to support child care advocacy campaigns, tapping into their own struggles as a source of empathy for others as well as an impetus to shift toward a more universal notion of government support for child care. 相似文献

Much of social work practice is rooted in compassion. Addressing compassion as a virtue, this article examines the possibilities for compassion to be more explicitly and purposefully built into actions at community and policy levels. We discuss the definition of compassion, examine the religious roots of compassion, describe some ways in which religion and policy intersect, and provide contemporary examples of compassion at the interface of religion and policy. In the discussion, we conclude with further thoughts about how compassion might be elevated in our collective societal actions and address the role of social work in these efforts. 相似文献
