Using data from the 2002–2004 waves of Survey of Labour and Income Dynamics, this article investigates the consequences of different types of temporary employment—fixed-term or contract, casual, agency and seasonal employment—for differently situated workers in Canada. Attention to intersecting social locations of gender, race and immigrant status helps capture the complex implications of temporary work for inequality. In particular, it highlights the salience of gender relations in shaping workers’ experience of insecurity in different types of temporary employment.

The term “casual work” is not well defined in the literature and can include a diversity of types of employment. In this paper, we first present an introduction and definition of concepts related to job security and economic insecurity. Second, a view on the main labour market transformations, their causes and impacts, with more accent on self-employment. We will then reflect on policy issues and on how social policies can impact on job security, and this is where we will introduce the new Québec parental leave regime, which is a welcome effort to alleviate insecurity and economic difficulty for self-employed parents, taking gender into account. We will conclude by considerations on the importance of economic security and the policies which could support this, in a context where many stress the fact that “boundaryless” or “nomadic” careers are the way of the future and that workers should simply adapt to this new context.

Analysis of casual work in British Columbia is an important issue given that the increase in casual work has been greater in this province than in other provinces in Canada and given that the labour market has been substantially deregulated since 2001. In this paper, we analyse how individuals’ casual employment status affects their economic security based on a specially designed survey undertaken by the authors. We follow the ILO’s classification of the dimensions of economic security but, based on our findings, add a further dimension—Time security—As being of particular importance to casual workers. On the basis of these results, we analyse the policy interventions that might be necessary to increase the economic security of casual workers, policies which we suggest can best be conceptualized as providing a “security quilt”.

Within the extensive food insecurity literature, little work has been done regarding (a) the depth and severity of food insecurity and (b) the food insecurity of American Indians. This paper addresses both these topics with data from the 2001 to 2004 Core Food Security Module of the Current Population Survey. To measure food insecurity, three axiomatically derived measures of food insecurity are used. As expected, given the worse economic conditions facing American Indians, their food insecurity levels are generally higher than non-American Indians. However, the magnitude and significance of these differences differ depending on the choice of food insecurity measure.

Forms of insecure employment have been increasing all over Europe in recent decades. These developments have been welcomed by those who argued that these types of flexible employment would not only foster employment but could also help women, in particular, to positively combine work and family life. This vision was questioned by others who argued that flexible employment could have negative consequences for both occupational prospects and private and family life since it is often associated with greater insecurity and poorer working conditions. Relatively little research has been dedicated to the “social consequences” of insecure employment and its specific implications for work-life reconciliation issues. This paper contributes to this topic by linking research that addresses work-life conflict to the wider body of work dealing with job insecurity. It investigates the consequences of certain employment contracts on private and family life, taking into account information on current family life, future family plans and general well-being. It provides a series of test relating to the extent to which negative consequences in these areas might be attributable to the type of employment contract and how these vary between European countries. Analysis using ESS data from 2004 for western European countries confirms that insecure employment is accompanied by more problematic “social and family” situations. These negative consequences are partly shaped by the specific context provided by the country in question.

Casualisation has both negative and positive sides, for both workers and employers. This article considers how the positive sides could be developed while allowing casual work to continue to grow. In reviewing the advantages and disadvantages of casual labour for employers, the paper depicts casualisation (and the related process of ‘informalisation’) as usually involving seven forms of economic insecurity for the worker. The modern casualisation that is taking place as part of globalisation involves a steady restructuring of social income and labour recommodification, in which many workers are finding that an increasing share of their remuneration is coming from money wages, which are a relatively insecure part of their social income. As a result, there is a need to find new ways of providing income security that could allow workers to accept the more casual work arrangements without excessive anxiety and alienation. The article is, essentially, an argument for a re-assertion of a common sense of social solidarity, in which casual work can be a normal part of a flexible labour and work system.

Temporary workers in Britain experience lower job quality. However, the proportion of employees on temporary contracts has fallen since a decade ago to just 5.5% in 2005. There have also been qualitative improvements. Many temporary workers now fall under the protection of the Fixed Term Employees’ (Prevention of Less Favourable Treatment) Regulations 2002, and the relative pay of fixed-term contract workers has since improved. In contrast, the subsequent fortunes of seasonal and casual workers with short contracts have been mixed. Furthermore, the Act excludes agency workers, and the paper calls for additional legislative action to ensure fair treatment for this group.

This paper characterizes vulnerable workers in Canada and the federal jurisdiction, based upon characteristics such as employment status, demographic characteristics, and job characteristics, and identifies areas in which labour standards may have a role. Based on this analysis, the paper evaluates the potential for labour standards to address economic vulnerability, focusing on labour standards policies aimed at wages and benefits, hours, and employment arrangements. In addition, the analysis considers the extent to which labour standards are likely to reach vulnerable workers. The results suggest several potential roles for labour standards and highlights policy implications.

This paper estimates the impact of a recent expansion in Canadian paid family leave from 25 to 50 weeks on maternal employment and transfer income. It finds the expansion coincided with increases in transfers to mothers of children age zero to one relative to mothers of children age three to four, and with decreases in returns to work in the year after birth. These changes were concentrated among economically advantaged groups of women, defined by marital status, education, and non-wage income. Despite these changes, there was no evidence of a decrease in returns to work or relative employment for mothers of children age one.

This paper provides an analysis of child care subsidies under welfare reform in the USA. We used data from the 1999 National Survey of America's Families to analyze the determinants of receipt of a child care subsidy and the effects of subsidy receipt on employment, school attendance, unemployment, and welfare participation. Ordinary least-squares estimates that treat subsidy receipt as exogenous show an effect of subsidy receipt on employment of about 13 percentage points. Two-stage least-squares estimates that treat subsidy receipt as endogenous and use county dummies as identifying instruments show an effect of 33 percentage points on employment, 20 percentage points on unemployment, and no effects on schooling and welfare receipt.

This study reviewed three philosophical accounts of happiness, and then tested those accounts with the Asiabarometer surveys conducted in six Confucian societies during the summer of 2006. Statistical analyses of these surveys reveal that East Asians tend to experience happiness to a greater extent when they experience enjoyment together with achievement and/or satisfaction. The preponderance of such multi-dimensional conceptions in all those societies poses a direct challenge to a single dimensional account of happiness in the West. The analyses also reveal that positive assessments of interpersonal relationships matter more than the amount of knowledge or wealth in living a happy life in Confucian societies.

Compiling data from several government surveys, this article identifies key social indicators of economic security associated with nonstandard employment in Japan. Empirical trends of nonstandard employment are contextualized in the development of Japanese coordinated capitalism from the economic boom during the 1960s through the recession of the 1990s to the turn of the 21st Century. A case study of Japan, with its high relative and absolute numbers of nonstandard workers, can reveal what happens to economic security when neoliberalism increasingly encroaches on a highly regulated employment relations system. The dramatic increase of nonstandard employment, particularly among women, is rooted in the design of the institutional architecture supporting pillars of the Japanese employment system and its mode of regulation. Based on interviews and a review of labour laws, the article chronicles regulatory reform aimed at stimulating the growth of nonstandard employment as a cheap source of labor with few benefits and limited employment protections. The final section concludes with a proposal for reframing social policies to advance economic security in Japan.

This paper provides an approximation to the labor market effects of immigrants in Spain, a country where labor market institutions and immigration policy exhibit some peculiarities, during the second half of the 1990s, the period in which immigration flows accelerated. By using alternative data sets, we estimate both the impact of legal and total immigration flows on the employment rates and wages of native workers, accounting for the possible occupational and geographical mobility of immigrants and native-born workers. Using different samples and estimation procedures, we have not found a significant negative effect of immigration on either the employment rates or wages of native workers.

We propose a method for computing indicators of the relative success of local authorities at integrating new immigrants in the labour market, taking account of differences in characteristics of immigrants and local labour markets. The indicator for integration success is based on mean duration from date of residence permit to start of an employment spell. We apply this method to a Danish administrative dataset. Correcting for differences in immigrant characteristics and local labour market conditions has an important impact on the estimated ranking of local authorities. We investigate how robust the ranking is with respect to changes in the specification of criteria for integration success and controls.

Minorities such as ethnic and immigration groups have often been subject to exclusion through labor market discrimination, residential and employment segregation policies, business ownership regulations, restrictions on political participation, access to public services, and more. This paper studies the dynamics of minority exclusion. From the viewpoint of the dominant majority, the exclusion decision balances the motive to redistribute income in its favor and the interest in avoiding potential civic unrest or even violent confrontation with the minority. The analysis also has implications for immigration policies, suggesting that they have to take this group dynamics into account.

We use individual data from a panel of families during the depth of the peso crisis in Mexico to investigate whether the transition of the male household head from employment into unemployment affects the labor force participation of his spouse and children. We find that significant added-worker effects are in operation especially for adult females (wives), but no evidence that the labor force participation, the school attendance, and the likelihood of advancing to the next school grade of teenage males are influenced by the event of unemployment of the household head. The head's unemployment is significantly associated with a higher probability that teenage females do not attend school. However, lower attendance does not appear to impede their advancement to the next grade.

This paper examines the extent of and the mechanisms behind the penalty to motherhood in six European countries. Each country provides different levels of support for maternal employment allowing us to determine institutional effects on labour market outcome. While mothers tend to earn less than non-mothers, the penalty to motherhood is considerably lower in countries with policy support for working mothers. The paper establishes the United Kingdom and West Germany to have the least policy support for working mothers as well as the largest penalties to motherhood.

The paper reviews recent developments in the literature on wage inequality with a particular focus on why inequality growth has been particularly concentrated in the top end of the wage distribution over the last 15 years. Several possible institutional and demand-side explanations are discussed for the secular growth in wage inequality in the United States and other advanced industrialized countries.

The focus of this paper is on a microeconomic analysis of the annual transition rate from temporary to permanent work of individual workers in Canada for the period 1999–2004. Given that a large proportion of temporary employment is involuntary, an understanding of the factors associated with the transition to permanent work may inform public policy. Factors associated with the transition, namely, human capital, household structures and labour market segmentation are analyzed using data from the Statistics Canada’s Survey of Labour and Income Dynamics (SLID) for the period 1999–2004, limited to paid workers aged 20–64 years, excluding students. Among the key factors associated with the transitions are younger age and low unemployment rates. The analysis adds to the Canadian and international literature on transitions from temporary to permanent work.

This paper examines recent changes in weekly income levels and dispersion for Māori, New Zealand’s indigenous ethnic group. Changes in the Māori income distribution between 1997 and 2003 reflect rapid increases in economic growth and employment rate. A reduced proportion of people had zero or benefit-level incomes and a higher proportion had high incomes. Income inequality declined for working-aged Māori and was stable for employed Māori. The average income gap between Māori and Europeans declined. The increased Māori employment rate during this period was the single most important driver of changes in the Māori income distribution.
