Parents of disabled children face many challenges. Understanding their experiences and acknowledging contextual influences is vital in developing intervention strategies that fit their daily realities. However, studies of parents from a resource-poor context are particularly scarce. This ethnographic study with 30 mothers from a South African township (15 semi-structured interviews and 24 participatory group sessions) unearths how mothers care on their own, in an isolated manner. The complexity of low living standards, being poorly supported by care structures and networks, believing in being the best carer, distrusting others due to a violent context, and resigning towards life shape and are shaped by this solitary care responsibility. For disability inclusive development to be successful, programmes should support mothers by sharing the care responsibility taking into account the isolated nature of mothers’ lives and the impact of poverty. This can provide room for these mothers to increase the well-being of themselves and their children.  相似文献

In 2002 Save the Children UK carried out a study of child poverty in Uganda, as part of the on‐going Uganda Participatory Poverty Assessment Programme. Using participants from all regions of the country, the researchers asked children about their perceptions of poverty and anti‐poverty strategies, as well as questioning adult key informants about trends in child poverty, vulnerable groups and the effectiveness of government policies in tackling child poverty. This article reports on one aspect of the study, looking at the different indicators that children use to assess poverty, and comparing these with official poverty monitoring indicators. It finds that while some areas—notably, health, education and water and sanitation—are well documented, others, which may be as, or more significant to children's welfare, such as child abuse or quality of parental care, are almost totally neglected. A more holistic framework for assessing child poverty is proposed.  相似文献

Participatory research into how people living in material poverty define and experience well-being and ill-being is increasingly common in developed and developing countries. Such research highlights the importance of experiential aspects, such as being respected and able to preserve one's dignity, and having meaningful choices. Nevertheless, these findings rarely cover children's experiences and are often not contextualized or triangulated with other data. The paper will extend this exploration using data from qualitative research with a sub-sample of children aged 11–13 in three urban and rural communities, drawn from Young Lives, a long-term international research project investigating the changing nature of childhood poverty in four countries, including Ethiopia. Firstly, it addresses how understandings of a good life and what is needed to achieve one varies between communities and amongst children of different backgrounds living in those communities; for example, boys and girls and children from richer or poorer households. Secondly, the study examines how one's place in social relationships also contributes to how children perceive and understand what a good life is. The paper confirms the importance of allowing children to take at least a ‘partial role’ in measuring and monitoring their well-being (Ben-Arieh 2005, 575) and provides examples of how this might be done.  相似文献

We analyze a case study of an innovative intergenerational housing arrangement in the Netherlands as an example of how a local long-term elderly care practice evolved in response to contemporary challenges. Identified elements of the established local practice relate to the characteristics and strategies of an institutional entrepreneur and elements of the new practice that comes into being, in which reciprocity and mutual learning have a central place. These elements might benefit future elderly housing initiatives as well.  相似文献

This article investigates an empirical puzzle. Taking the case of Botswana, how is it that poverty is so high, when the country largely conforms to pro‐poor growth strategies? This article suggests that the minimal role of social‐security policies partly explains the relatively high poverty levels. This hypothesis is tested in a large‐N study of developing countries which shows that broad‐based and generous, rather than pro‐poor, social‐security policies impact strongly on poverty levels. The analysis further alludes to other obstacles to poverty reduction, such as economic transformation, which may be combined with a pro‐active social‐policy agenda. Thus, poverty‐alleviating strategies should be refocused to allow for a wider and more coherent role for social‐security policies.  相似文献

After five decades of rapid expansion of microfinance worldwide, little is known about its aggregate effects and whether the “microfinance promise” of poverty reduction holds at the macro level. Challenging questions have arisen. Here we explore the dynamic response of microfinance on economic growth, financial deepening and income inequality. Countries are grouped into three broad clusters (stable, moderate and poor) based on macro‐institutional variables. Our results show that microfinance has a significant long‐term ability to affect the broader economy. However, the impact and dynamics of microfinance differ substantially across macro‐institutional environments. It grows in weaker environments, reaches its peak in developing economies, and then gradually “dies out” in more stable economies. While there is evidence of a positive impact of microfinance at the aggregate level, the response is different depending on whether countries are poor, moderately developed or economically stable. Once countries climb up the macro‐institutional “ladder,” microfinance can take a different shape and its relationship with other macroeconomic fundamentals can change. Our results indicate that microfinance has the strongest effect when the external environment is supportive and proactive; in weak environments, microfinance cannot grow sufficiently. Therefore, more attention should be given to supporting the socioeconomic dimensions of economies.  相似文献

Using data from the Korean Panel Study on Children in Out-of-Home Care, this study examined the impact of placement characteristics on aggressive behaviors among children in out-of-home care by placement type. The sample was divided into three groups based on placement type: institutional care (n = 118), group homes (n = 95), and foster care (n = 212). Results from hierarchical multiple regression analyses indicated that the length of stay in out-of-home care significantly influenced aggressive behaviors amongst children in institutional care, such that increased duration of out-of-home care decreased the level of aggressive behaviors. Perceptions of stigma/discrimination also significantly influenced aggressive behaviors displayed by children in institutional and foster care. Children with a higher perception of stigma/discrimination were more likely to exhibit severe aggressive behaviors than were their counterparts. On the other hand, placement characteristics had no significant influence on aggressive behaviors of children in group homes. The study findings suggest that children's mental health problems and disabilities should be considered during the placement procedure and interventions focusing on decreasing stigmatization should be developed and provided for children in out-of-home care.  相似文献

This article reviews the most up to date evidence on the prevalence of child poverty in Britain. It traces how child poverty has changed over the last 20 years, and how child poverty in Britain compares with that in other countries. Then there is a brief section describing the characteristics of poor children. It then reviews evidence of the impact of poverty on the well‐being of children drawing on the ESRC Children 5–16 programme project—Poverty: the Outcomes for Children (Bradshaw, 2001a). The UN Convention on the Rights of the Child mandates (Articles 19 and 20) that alternative care be available to protect children from maltreatment by parents and caregivers. Increasingly, countries around the world have recognized the benefits to child well-being of family-based care as an alternative to institutional care. The special if not extraordinary needs of children separated from parents because of abuse, neglect, and maltreatment and placed with foster families requires a commensurate effort to develop foster families who have special if not extraordinary skills. Methods that are effective and replicable across countries offer significant advantages, reducing investments in policies and practices that otherwise would have to be developed independently, country by country. This case study describes the factors that contributed to the transfer of knowledge in the assessment, selection, and training of foster parents and the impact to date.  相似文献

ObjectiveThe outcome of institutional youth care for children is heavily debated. This multilevel meta-analysis aims to address the outcome of institutional youth care compared to non-institutional youth care for children of primary school age and early adolescence in economically developed countries. A gain of knowledge in this area may help the decision for referral of children to institutional youth care or other types of care (e.g., foster care or community-based care), and improve outcomes for children in youth care.MethodsOf 19 controlled studies (15.526 participants), 63 effect sizes of behaviour problems (externalizing, internalizing, and total), skills (social and cognitive) and delinquency were computed based on comparisons between institutional Evidence-Based Treatment (EBT), institutional Care As Usual (CAU), non-institutional EBT, and non-institutional CAU.ResultsInstitutional CAU showed a small-to-medium negative significant effect compared to non-institutional CAU (d =  0.342). Furthermore, children in institutional care showed slightly more delinquent behaviour compared to children in non-institutional care (d =  0.329). Significant moderating effects were also found for study design, year of publication and sex of the child.ConclusionsChildren receiving non-institutional CAU (mostly foster care) had slightly better outcomes than children in institutional CAU (regular group care). No differences were found between institutional and non-institutional care when institutional treatment was evidence-based. More research is needed on the conditions that make established treatment methods work in institutional care for (young) children.  相似文献

The developed world's population is aging, due to trends of increased life expectancies and decreased fertility rates. These trends are predicted to increase demand on long-term care services. At the same time, the long-term care workforce is in shortage in most of the developed world. Moreover, such shortages are expected to increase due to parallel socio-demographic factors. The increase in demand for longterm care, coupled with shortage in supply of care workers, has promoted some attention from policymakers. The current paper provides an international review of institutional arrangements for long-term care in different developed countries and in particular explores different strategies used or proposed to resolve the shortage in the long-term care workforce.  相似文献

Abstract

This paper highlights the problem of children being at risk for placement by public child welfare systems into substitute care. It focuses on one state, Illinois, which has had considerable success in reducing its caseload. Risk factors are hypothesized. It presents research involving regression analysis of data for the city of Chicago. A cross-sectional design is utilized for a division of the city into nine regions. Results indicate that children being wards of the state is impacted significantly by demographics (being African-American) and teen-age pregnancy. The effects of poverty were not as hypothesized. This paper discusses how far local authority anti-poverty strategies consider the impact of poverty on children. After outlining some findings on child poverty and linking these with current debates on children's rights, it examines a selection of anti-poverty strategies. Although examples of good practice are highlighted, the paper concludes that in general issues affecting children living in poverty are insufficiently addressed and that anti-poverty strategies should be refocused to take account of the needs and rights of children.  相似文献

Mixed in with national data on declining poverty rates are other signs that poverty, economic hardship, and inequality continue unabated. This essay examines: (a) the scope of poverty and the growing disparity in income and wealth; (b) the consequences of poverty of adults and children; and (c) strategies for improving their resilience. It is suggested that resiliency will be enhanced more by keen attention to national economic policies than by focusing upon individual personality characteristics, family attributes, or even unique community features. Drawing on a public health analogy, a focus on prevention (through sound economic redistribution policies) could significantly strengthen families and improve their well‐being.  相似文献

This paper was aimed to estimate how cash transfer to children could help increase access to education and health services as well as to reduce their poverty. To pursue these objectives, we first applied fixed-effect regression models with a panel data from Vietnam Household Living Standard Survey (VHLSS) in 2010 and 2012, and then used the predicted results to simulate how welfare indicators would have been changed if children were provided benefits at different levels. We found that cash transfers would have a positive effect on school enrolment and poverty. However, cash transfers would have no significant effects on both impatient admissions and outpatient visits as well as out-of-pocket spending on health care, but a significant effect on the probability of having health insurance. From these findings, we proposed some policy recommendations such as promoting cash transfer program for more vulnerable groups of children would provide opportunities for them to further reduce poverty and increase access to education and health. More importantly, the research emphasized that quality of services to be provided along with cash transfers should also be guaranteed, so as to make sure that the current benefits will be fully translated into socio-economic development of Viet Nam.  相似文献

This article argues that key values of child protection work are not the appropriate point of departure for contemplating the welfare of children in professional care. Central values, such as ‘comfort’, ‘recognition’ or ‘appreciation’ say very little about the social practices of residential care. Using data from an ethnographic study in Denmark, the article demonstrates that ideas about the needs of troubled children are realised in dissimilar ways, creating highly different living environments for institutionalised children. The principles behind these construction processes are explored, and the profound ambiguity of values in childcare is discussed as an effect of residential care’s being an ‘institutional’ or ‘human service’ type of organisation.  相似文献

There are increasing calls for more child specific measures of poverty in developing countries and the need for such measures to be multi‐dimensional (that is not just based on income) has been recognised. Participatory Poverty Assessments (PPAs) are now common in international development research. Most PPAs have been undertaken with adults and there are still relatively few PPAs with children. The objective of the current study was to understand adults' and children's perceptions of the causes and consequences of child poverty in rural Vietnam using a variety of participatory methods. Poor children are perceived by poor children as those who lack basic needs such as food, clothes, and safe shelter. Poor children feel they do not receive enough attention from their parents, have to work and have no safe place to play.  相似文献

In this article the following hypotheses are tested using the Hungarian Household Panel Survey and the SOCO data: (a) Poverty is more likely to be felt by ‘unemployed’ households (i.e. households in which one or more members are unemployed) than by ‘non‐unemployment’ households (i.e. households in which none of the members are unemployed); and (b) A household is more likely to be poor if the head of the household becomes unemployed rather than if the spouse or one of the elder children do. The analysis shows that unemployment is closely related to all aspects of poverty (e.g. income, expenditure, and subjective‐poverty), but this association is especially strong in the case of income. It also demonstrates that poverty is more likely when the head of the household, rather than any other member of the household, becomes unemployed. After controlling for all variables we see that when the head of the household becomes unemployed the probability of being poor increases only with regard to income‐ and subjective‐poverty. Wealth‐ and housing‐poverty are not influenced by unemployment in the household. By comparison, in the other Central European countries, when the head of the household becomes unemployed, the probability of being poor increases in all aspects of poverty. This finding suggests that unemployment in Hungary seems to be less devastating than in other post‐socialist countries.  相似文献

We use data on Turkish immigrants in two European welfare states, Denmark and Germany, and data on Turks at home. Unlike in most studies of immigrant poverty, we thus control for the differences in immigrant composition. Denmark and Germany have different welfare state types, labour market structure and institutions. We find that in both countries Turkish immigrants have much higher poverty rates than natives. We perform Fairlie decompositions to find that in Denmark, compared to Germany, a larger part of the native‐immigrant poverty difference is explained by market valuation of characteristics and by unobservables. Finally, we decompose poverty by subgroups and find that certain immigrant subgroups (such as families with children and the elderly) are especially vulnerable in both countries and that not much has changed in the two countries between 2008 and 2013 in terms of the vulnerability of these sub‐groups to poverty risk.  相似文献

Since the inception of the Scottish children's hearings system, an increasing concentration of child care and protection referrals has emerged. Data on 225 children referred on care and protection grounds are examined. Children faced a double jeopardy of personal adversity against a background of social and economic disadvantage. A smaller group of children were also victims of an offence by an adult. A significant proportion of children had multiple referrals suggesting a recycling of some children. Social adversity in the backgrounds of children has been found in other child welfare studies. The significance accorded to this by social work agencies and the links between neglect and poverty may be overlooked. The importance of policy that provides comprehensive public assistance and services, as found in other European countries, is an inescapable conclusion.  相似文献
