In many Third Wave democracies large classes of people experience diminished forms of citizenship. The systematic exclusion from mandated public goods and services significantly injures the citizenship and life chances of entire social groups. In democratic theory civil associations have a fundamental role to play in reversing this reality. One strand of theory, known as civic engagement, suggests that associations empower their members to engage in public politics, hold state officials to account, claim public services, and thereby improve the quality of democracy. Empirical demonstration of the argument is surprisingly rare, however, and limited to affluent democracies. In this article, we use original survey data for two large cities in Third Wave democracies—São Paulo and Mexico City—to explore this argument in a novel way. We focus on the extent to which participation in associations (or associationalism) increases “active citizenship”—the effort to negotiate directly with state agents access to goods and services legally mandated for public provision, such as healthcare, sanitation, and security—rather than civic engagement, which encompasses any voluntary and public spirited activity. We examine separately associationalism’s impact on the quality of citizenship, a dimension that varies independently from the level of active citizenship, by assessing differences in the types of citizenship practices individuals use to obtain access to vital goods and services. To interpret the findings, and identify possible causal pathways, the paper moves back-and-forth between two major research traditions that are rarely brought into dialogue: civic engagement and comparative historical studies of democratization.  相似文献

Discussions about user involvement in the mental health services tend to throw up four major areas of concern: the capacity of service users to participate, their lack of participation skills, the need for a positive organisational culture and the need for arenas of participation. This article presents evidence from participatory action research with Irish mental health service users which explored how they could more equally participate in advisory committees. Participants identified barriers to their equal participation due to unequal cultural, physical, mental and economic resources, time, power, ‘stigma’(prejudice) and lack of respect for their experiential knowledge and emotional expression. These barriers fall within the ‘equality of condition framework’ developed by Baker and colleagues. Enabling equal user involvement in strategic decision‐making requires more than arenas of participation – it requires comprehensively addressing service users’ structural disadvantages throughout the process of involvement.  相似文献

Studies of political participation typically analyze voting, contentious collective action, or membership in voluntary associations. Few scholars investigate a more mundane—but highly consequential—form of neighborhood politics: requests for basic city services. We conceptualize city service requests as a direct, instrumental contact with local government that alters the geographical distribution of public goods. We hypothesize that rates of service requests vary with the ethnic and immigrant composition of neighborhoods, due to differences in these communities’ expectations of local government. We test this hypothesis using administrative data from the City of Boston. We find neighborhoods with high concentrations of first‐generation immigrants less likely to request services, relative to need. The concentration of African Americans, however, is associated with large increases in neighborhood service requests. We conclude with implications for the study of race, inequality, and political incorporation.  相似文献

Little is known about social work practice via public libraries. Faced with patron needs, libraries seek creative ways to provide social services. One suburban library carried out community engagement using a community-university partnership. Students reviewed literature, surveyed 32 library patrons, and conducted interviews with five staff members. Patrons identified need for services related to children’s success in school as well as resources needed for health care, food resources, and employment services. They also identified concerns with homelessness, mental illness, and unemployment. Implications support the provision of social work practice at this library to address opportunities to maximize quality of life.  相似文献

There have been remarkable changes in female labour force participation in the past century. In Australia, the first wave of change included the introduction of equal pay and the softening of attitudes towards married women at work and the second wave of change introduced anti‐discrimination legislation and family‐friendly working conditions. Arguably a third wave of change is emerging, as labour market pressures — caused in part by an ageing workforce — require further efforts to increase the participation of underrepresented groups such as women. The existing literature considers how age affects female participation but not the reverse question of how increased female participation has affected the age of the workforce. This research begins to fill this gap. Using an indicative study of an Australian public service, it explores increases in female participation and the associated increases in age in the case study public service, with a particular focus on the first wave of reforms in the 1970s and the second wave of reforms in the 1990s. The research demonstrates an association between increased female participation and the increasing age of public workforces — in a period of 25 years, the case‐study public service was transformed from being predominantly young and male to being predominantly older and female. Policymakers need to reconsider whether the ageing public workforce is a problem or simply a side effect of worthwhile employment reforms that supported female participation.  相似文献

This article analyzes the panorama of care provision in Sweden from the informal carers' perspective. We consider informal care, publicly financed services, for-profit agencies and voluntary organizations, using a survey conducted in 2009. Most cared-for persons with minor needs living in a separate household are helped also by others, but only a tenth use public services or other providers. About half of cared-for persons with major needs living in a separate household receive care also from other informal carers as well as public services. Only 1 in 10 of them relied on no one else beyond the carer interviewed. Among intra household carers—a minority of all persons cared for—it was common that the carer was alone in his/her commitment, without any contributions from public services or others. For the large majority of informal carers it is not a solitary undertaking as the commitment is often shared with family members and others and/or public services. The results suggest that ideal types about complementarity and substitution may understate the complex interplay between informal care and the public services (and potential other providers). The findings may suggest a need for more empirical research about ‘Care Cultures’ and expose simplistic representations of welfare societies; informal care plays a major—and increasing—role also in Sweden, a country with extensive public services.  相似文献

A central plank in the transformation of children's services in England and Wales is the creation on a statutory footing of Local Safeguarding Children Boards in every local authority area. The focus of the boards will be on the promotion, multiagency coordination and scrutiny of services to safeguard and promote children's welfare. They replace Area Child Protection Committees, which were judged to be ineffective. This paper presents the origins, ingredients and applications of an audit and preparation Toolkit designed to support the establishment of the new boards. The Toolkit was developed from the findings of a survey of 204 members of 16 ACPCs by the first author, and has been tested and refined through work with a large number of ACPCs. This survey identified problematic aspects of interagency collaboration that will need remedying if the new boards are to succeed where the previous committees failed. These include: the board's strategic relationship to wider children's planning fora; operational definition of the term ‘safeguarding’; collective accountability; level of membership; performance management capacity; service user consultation. The ingredients of the Toolkit are described in relation to the findings of the survey. The paper concludes with a discussion of the applications and approaches to be considered in using the Toolkit. Moves are afoot across the UK to change the mechanisms for managing local inter‐agency child protection policy and practice. This is being achieved through the development of Safeguarding Boards in England and Wales and guidance on Child Protection Committees that took effect from August 2005 in Scotland. Following our review of one Scottish Child Protection Committee (the SCPC), we are concerned that these changes focus almost exclusively on structure and pay scant attention to process and relationships. The study we undertook was an in‐depth evaluation of the functioning of the SCPC and used a range of qualitative methods. The main findings were that the size of the committee, its coverage of three local authority areas, and its patterns of working meant that some aspects of its work were highly developed and effective, such as the guidelines and multi‐agency training, while others, such as links with practice and the management of information systems, were poor. Considering these findings in the light of systems theory suggests that improving the effectiveness of child protection committees, and similar bodies, may need to be based on greater attention being paid to issues of authority, trust and negotiation among their members. We consider small committees which have to elect one of three alternatives using the simple plurality rule. Committee members have common, state-dependent preferences and receive imprecise private signals about the state of nature prior to the election. We are interested in whether the committee decision is efficient, that is whether the probability with which the committee elects the correct alternative is higher than the probability with which one single individual alone—on behalf of the others—would. It has been shown that there exists a unique efficient equilibrium in elections with two alternatives. We show that this result does not extend to elections with more alternatives. Multiple equilibria may exist for the same committee, and there may be both efficient and inefficient ones. Informative voting may or may not be an equilibrium. Also contrary to two-alternative elections, there exist responsive equilibria in which voters vote ‘against’ their signal. As a consequence, only two alternatives receive positive expected vote shares and the outcome is inefficient.  相似文献

Abstract

This article describes the running of four Living Libraries on a UK postgraduate social work course. A Living Library is a metaphoric remodelling of a conventional library where people, as authors of their experiences, provide specialist knowledge based on authorial areas of expertise. In the Living Libraries discussed here, ‘Living Books’ carried stories of social work—their narratives were of lived experiences as people using social care services; as carers in personal relationships with others who use social care services; or, as social work practitioners. The focus of this article is on those Living Libraries involving the participation of the first two of these groups. Drawing on social psychology, phenomenology and human geography, we propose that a Living Library can act as a connective space within social work education by engendering a discursive forum where all participants—people with experiences of services, students, practitioners and social work educators—are given both the freedom and obligation to talk openly about their differential experiences, fears and hopes for social work. Through this process, opportunities are created to consider how improvements that meet all stakeholders’ interests may be achieved.  相似文献

Observations were conducted in three county councils to find out whether the government’s ambition to develop Learning Disability Partnership Boards (as expressed in the White Paper Valuing people) are being realized. All the partnerships practiced various inclusive activities in order to involve people with learning disabilities in public service strategies. However, there appeared to be limited opportunities for citizens to be involved in recommendations or decision‐making for their area. This concurs with other research elsewhere on the involvement of citizens in state provision, i.e. public participation in civic affairs remains in the control of public sector managers. The lack of opportunities for citizens to direct the allocation of resources and strategies at a local level, regardless of their ability to process information, emphasises the limits of New Labour’s citizen–public sector partnerships.  相似文献

Abstract

Within a Theory and Practice of Social Work module, prior to embarking on practice placements, social work students practised professional communication skills with people who had used social work services. They undertook role-played interviews with service users about real issues, which had led individuals to seek assistance in the past. Using principles of co-production, the workshop was developed in partnership with members of the University’s social work service users and carers’ group. Care was taken to safeguard service users’ well-being, as well as developing an effective learning opportunity. Drawing on evaluations by students and feedback from service users, this paper discusses the process of planning and delivering the workshops, as well as perceived outcomes for both groups. Findings indicate that students valued the opportunity to engage with service users, gaining key learning about their own practice skills. Service users described a boost to self-esteem through contributing to students’ learning. The workshop provides an example of how service user involvement in social work education has evolved from a primary focus on sharing personal testimonies to active participation in student skill development. It underlines the importance of investment in service user involvement to achieve an appropriate context for such projects to develop.  相似文献

This article provides a framework for understanding disadvantaged young people from a youth citizenship perspective that includes social inclusion principles and a rights based approach to service delivery. This paper will argue that a rights based and inclusive practice approach can help to enable the self-confidence, resilience and capacities of marginal youth in efforts to counter social exclusion. A social inclusion strategy that is derived from the European Union helps frame inclusive practice and is explicitly linked to an emerging national human rights and inclusive agenda for marginalized youth in Australia. Elements of inclusive service practice include youth participation in services, issues of access and equity, service responsiveness, joined-up services and user-led accountability. These elements provide a basis for bringing a citizenship framework into services, and for professional learning and education in work with marginal youth. A framework is suggested that seeks to recognise and respond to highly disadvantaged youth that includes the marginalizing ‘intersections’ of gender, racial and disability identities. Brief excerpts of secondary qualitative data on two highly vulnerable youth populations-homeless youth and Aboriginal youth-are used to highlight the need for a citizenship approach that listens and responds to these vulnerable young people in both research and practice.  相似文献

This article considers the impact of service quality initiatives on the role of professional academic librarians.1 It is argued that these initiatives—by asserting the dominant role of ‘sovereign’ consumers—offer a powerful legitimating device which is currently being used to support radical changes in professional work. One possible outcome of this is a weakening of professional autonomy and power to unilaterally determine levels and standards of service. The case of academic librarians is adopted to illustrate these points. Firstly, two ideal types of library and professional organisation, developed from a review of the librarian literature, are compared. These are the ‘traditional’ and the ‘service quality-led’ models. Following this, a case study of an academic library which has recently adopted various quality improvement strategies is discussed. The results of this investigation suggest that not only have service quality initiatives provided a legitimation for radical change, but they have also generated a number of unintended consequences and hidden costs for the users of library services. Finally, some of the wider problems associated with service quality initiatives in the public sector are discussed.  相似文献

The objective of this paper is to analyze the historical roots and contribution to human development of civil society organizations in marginalized communities based on fieldwork undertaken in seven informal settlements of the City of Buenos Aires, Argentina. The paper provides evidence of a dense network of organizations whose principal function is the provision of social services, especially food assistance, through a complementary relationship with the state. The current effectiveness of the settlements’ representative organizations—the principal vehicles through which community members voice their collective demands—is limited by a mix of factors intimately related to civil society–state relations, including irregularities in election processes, conflicts between organizations, and lack of transparency in the allocation of public resources. The paper concludes that true empowerment of these communities to act as a unified force for change requires the strengthening of neighborhood organizations and greater government openness to civil society participation in public decision-making processes.  相似文献

This essay explores the activism and resistance of the women abolitionists and runaways associated with vigilance committees. Vigilance committees were urban antislavery organizations dedicated to helping slaves along the Underground Railroad. Women intervened decisively in all the activities of the committees. Hundreds of female fugitives revealed to committee members the specific ways slavery oppressed women. Women activists, fugitive, and free, did most of the work for the committees both aboveground and underground. In the process, these activists taught other abolitionists that the resistance and experiences of enslaved women were central to the abolitionist movement and to the early women’s movement.  相似文献

Children conducting research and engaging in ‘adult’ domains such as urban planning challenge perceptions of children as merely ‘adult becomings’ — perceptions which, along with lack of pathways for participation, have largely excluded children from effective participation in the public realm. This paper considers two urban participatory projects in Aotearoa/New Zealand: in the first, children (10–13 years) researched peer perceptions of Auckland city life; in the second, they were consulted by Auckland Council on the redevelopment of a city square. We reflect on processes and outcomes, and the extent to which facilitating such projects may increase children's meaningful participation in urban planning.  相似文献

The NHS has emphasised the need for rigorous evaluations of preventative home-visiting support (Bull and others, 2004) in building a public health evidence base. Interdisciplinary studies involving the NHS in any capacity are subject to ethical review by NHS Research Ethics Committees. However, the current process of ethical review does not respond flexibly to research conducted by non-NHS organisations. Through documentary analysis, this paper describes the experience of a non-clinical research evaluation of a family support service offered during pregnancy and the difficulties encountered in gaining ethical approval. Implications for social science research with minimal NHS involvement are discussed and recommendations for improvements suggested.  相似文献
