The Organic Law on the Improvement of the National Education Quality (Ley Orgánica de Reforma de la Calidad Educativa) readdressed one of the most significant educational issues: educational policies related to immigrant students. Therefore, this is an appropriate moment to evaluate these types of policies in three singular Spanish regions: Madrid, Catalonia and Andalusia. This article presents an analysis of the measures taken in three Spanish regions: Madrid, Catalonia and Andalusia in response to students’ reception, acceptance and enrolment of immigrant students. A qualitative methodology based on the comparative method is used. Diverse similarities, but also specific characteristics and differences, can be found among the three models associated with each region. There are several significant differences that can be appreciated, such as the institutional role, as well as other specific measures. However, singular features are also identified, such as the diverse policies for the use of the vehicular language in each of the cases. Finally, the comparisons highlight various critical aspects, such as attention devoted to the students’ native language and progress towards intercultural education in school strategies and planning.  相似文献

Bilingual education programs, which consist of doing a substantial part of the instruction in a language different from the native language of the students, exist in several countries like the United States, India, and Spain. While the economic benefits of knowing a second language are well established, the potential effects over the learning of other subjects have received much less attention. We evaluate a program that introduced bilingual education (in English and Spanish) in primary education in a group of public schools of the Madrid region in 2004. Under this program, students not only study English as a foreign language but also some other subjects (at least Science, History, and Geography) are taught in English. In order to evaluate the program, a standardized test for all sixth grade students in Madrid on the skills considered “indispensable” at that age is our measure of the outcome of primary education. Our results indicate that there is a clearly negative effect on the exam results for the subject taught in English, for children whose parents have less than upper secondary education. This negative effect is a composite of two phenomena: the effect of the program on the student's knowledge of the subject and a reflection of the student ability to do the test in their native language when English is the medium of instruction. Although we are not able to separate quantitatively these two effects, the composite effect has a relevant interest, because the results for exams taken in Spanish are the measures that determine academic progression in the Spanish system. In contrast with the previous result, there is no significant effect for anyone on mathematical and reading skills, which were taught in Spanish. (JEL H40, I21, I28)  相似文献

Deemed “model minorities,” second‐generation Chinese‐Americans have, on average, high levels of educational attainment and, as a result, they have experienced more upward mobility than other groups. Yet, on the other side of the Atlantic, a strikingly different story about Chinese immigrants and their offspring emerges. Based on analysis of the Longitudinal Study of the Second Generation in Spain, findings from this study show that Chinese youths in Spain have substantially lower educational ambitions and attainment than youths from every other nationality. Met with discrimination at school and in the labor market, yet finding financial success in niche markets as small business owners, I argue that the Chinese in Spain have, at least temporarily, forged an alternative pathway of mobility based on entrepreneurial endeavors rather than educational accomplishments – a formula passed on from immigrant parents to their offspring. The way Chinese youths in Spain have calibrated their ambition represents a form of strategic adaptation to the barriers put up against immigrant minorities in Spanish society.  相似文献

During the past decade, Gitano students’ school success and its cultural, social and emotional consequences have been largely unexplored, particularly in a new context: the deep economic crisis in Spain. This study reviews and analyses the evolution of the research production and the changing contexts of policy trends affecting the ‘Roma education issue’ as they have developed in Spain during the past decade (2004–2014). The authors take as a starting point the groundbreaking study published in 2004 that focused on trajectories of educational achievement and continuity among Gitano youth, and go on to reconstruct the approaches undertaken by qualitative, quantitative and evaluation research since then, in relation to their contributions to improve policy recommendations. The role played by Spanish and European social and educational strategies addressed to the Gitano/Roma population is critically explored to challenge the controversial notion of a ‘Spanish model of Roma integration’. Finally, the authors argue that the deterioration of public education and the virtual disappearance of social benefits in recent years, in addition to the worrying actions taken against Roma citizens in the EU, are to account for the interrupted aspirations of a whole generation of Gitano/Roma youth.  相似文献

In recent years, the Spanish prison system has undergone major changes, with a marked increase in the number of immigrant inmates. Thus, educational interventions in prisons must be set against this backdrop of ethnocultural diversity, especially if the aim is re-education and reinsertion into society. This paper focuses on the design, implementation and evaluation of a comprehensive educational intervention programme for closed prisons, adaptable to diverse prison situations and educational aims. Particular attention is paid to the relationship between immigration and crime, the potential for educational intervention in this context, and possible strategies favouring intercultural communication within prisons.  相似文献

We review the literature on determinants of ethnic/national self-identities and self-esteem as a prelude to examining these outcomes among a large, statistically representative sample of second generation adolescents in Madrid and Barcelona. While these psycho-social outcomes are malleable, they still represent important dimensions of immigrant adaptation and can have significant consequences both for individual mobility and collective mobilizations. Current theories are largely based on data from the USA and other Anglophone countries. The availability of a new large Spanish survey allows us to test those theories in an entirely different socio-cultural context. The analysis concludes with a structural equations model that summarizes key determinants of national identities and self-esteem among children of immigrants in Spain. Theoretical and practical implications of these findings are discussed.  相似文献

This work analyses the communicative competence and the factors that facilitate and perturb the socialisation of immigrant students in primary education. It provides greater knowledge concerning the relationship between the immigrant student's social and linguistic competence. It also analyses the presence of difficulties in the different language components (morphology, syntax, semantics and pragmatics). The sample is made up of a total of 326 immigrant students between 6 and 12 years of age, attending 10 different schools. The study demonstrates that immigrant students possess a low level of linguistic dominion. All the linguistic components analysed are affected, although greater difficulties are evident in morphology and syntax than in semantics and pragmatics. The relationship between linguistic competence and the factors that facilitate and perturb socialisation is underlined. This work concludes that there is a significant relation between semantics and pragmatics and several socialisation factors (leadership, aggressiveness–stubbornness and anxiety–shyness). The educational centres should be aware of the complicated learning process that immigrant students have to go through.  相似文献

Abstract

The Latino population has grown in recent decades due to increased immigration. This group is largely urban, disproportionately young, and typically enters American society with a low socioeconomic status, which has implications for urban schools. Using data from a three-year investigation of the bilingual education program at Maya Angelou Elementary in Texas, this study examines the integration of Latino students into the educational system. More specifically, I utilize a sociological framework which incorporates structural and sociocultural factors of immigrant adaptation to investigate bilingual education at Angelou and the broader context of educating Latino English Language Learners (ELLs). At Angelou, I find evidence of commitment to bilingualism, yet structural constraints in the school undermine this commitment. However, these challenges are minimal in comparison to the broader policy environment concerning the ELLs' education. On this front, Angelou must confront teacher shortages, scarcity of materials, and high-stakes standardized testing. Conclusions indicate the treatment of Spanish language and Latino culture as subordinate despite the school's efforts to serve their students.  相似文献

This article analyses the issue of immigrant students’ adaptation in Israeli schools, as perceived by their parents and teachers. The study integrates data from two qualitative, phenomenological studies: one explored immigrant parents’ perceptions of Israeli education and their children’s adaptation in school, while the other studied teachers’ perceptions of immigrant students’ education and their practices in the field. The data was gathered from in‐depth interviews with 17 parents and 20 teachers. The analysis yielded a list of themes related to parents’ and teachers’ views of the children’s adjustment, and their own roles in this process: their personal experiences in the field, the challenges and difficulties in interpersonal interactions between parents and teachers, and policy issues related to the educational integration of immigrant students. Findings emphasize the vital importance of parent‐teacher collaboration, clarification and better implementation of existing policy, and teachers’ qualifications for the successful educational integration of immigrant students.  相似文献

Globalisation has resulted in multicultural and multilingual societies where individuals, who often do not speak the official language, need to communicate with different services offered by public institutions in the host country. School plays a vital role as an education and training institution, and must guarantee that every student receives equal opportunities, and, in accordance with the principles of intercultural education, facilitate the integration of foreign students both into society and the educational context. However, linguistic and cultural barriers may sometimes prevent communication between foreign students, their families and the education centre.

The purpose of this paper is to analyse survey responses and interview talk about communication between teachers and immigrant users who do not speak or barely know the host country language, especially the methods employed and the resources available to Spanish education centres to communicate with students and families who lack the necessary host language skills. A case study will be used as example of the situation in which both educators and families very frequently have to turn to child language brokering, using methodology based on qualitative analysis of surveys and interviews carried out in two primary schools in the Madrid area.  相似文献

Most schools in today's Europe have a high percentage of immigrant students. This percentage has increased in typical immigration countries such as Switzerland, Luxembourg, Belgium, Germany, France and the UK. However, this is also true for countries such as Sweden or Spain. Aware of this multicultural picture, in this paper we present the methodological approach of a European Comenius project, "Eurokid", based on the template "Britkid" (see www.britkid.org), which addresses intercultural education and anti-racism. Three countries are involved in the project: the UK, Sweden and Spain. The project is an educational and innovative tool and a learning and teaching resource for students and teachers in secondary schools. How? Through websites where a group of adolescents (minorities and majorities) "meet" and "talk" about issues of acceptance, difference, racism, mixed cultures, (multiple) identitie, and integration. Their "talks" in the three websites--written in each country's language(s) and in English--as well as the characters, are based on original research (via interviews and questionnaires). The project's objectives, content, pedagogical approaches and authentic classroom material, created to facilitate and promote dialogue among minorities and majorities, form the basis of this paper.  相似文献

Since 1989 nearly one million immigrants from the FSU have arrived in Israel. Although well‐educated on average, most of these immigrants lacked economic means. The purpose of the present study is to examine whether the presence of immigrants in schools affected the educational achievements of their Israeli‐born peers. We analyzed data pertaining to 8,288 Israeli tenth graders who attended 208 schools in 1994. Respondents' records were obtained from the Ministry of Education and the Bureau of the Census. Using hierarchical models we examined the effects of the proportion of immigrant students in a school and of their parents' education on the probability that Israeli‐born students in the school would earn matriculation certificates. Results did not yield evidence of any negative spillover effects on the educational achievements of the native students. Moreover, the presence of many immigrant students with high educational backgrounds increased the likelihood of Israeli‐born students earning matriculation certificates.  相似文献

The results of an immigrant student census in a California port-of-entry school district are used to describe the educational backgrounds of Mexican immigrant students and to distinguish types of Mexican immigrant students by school entry patterns. Interviews with recently arrived Mexican immigrant parents reveal the educational and occupational expectations they hold for their children in the US. The study findings are used as a basis for raising policy questions and generating research issues. The most notable observation from the study is that the children of Mexican immigrants in La Entrada do not migrate once they are in school. Parents may be migrating back and forth between the US and Mexico, but children once in La Entrada do not leave the school to return to school in Mexico. The study suggests that the parents of immigrant students do not know how the US educational system works but they are interested in helping teachers educate their children.  相似文献

The Spanish Roma population have co-existed with the broader population of Spain, under the same laws and regulations for more than 500 years, but they exhibit very different fertility patterns. The aim of this paper is to determine whether there are factors other than income or education that can explain the larger number of children in Spanish Roma families. Our analysis reveals that the existence of a family business, which is highly labor-demanding, appears to be associated with parental decisions concerning the number of children. Since parental authority, in Roma families, holds sway over children even after their own marriage, the future labor contributions of children are particularly beneficial to the family business.  相似文献

The purpose of this article is to analyze the precarious situation concerning undergraduate public relations education in Spain, despite the existence of a Degree in Advertising and Public Relations. In addition to core subjects, which are set by the government and required on all university curricula, the Spanish system allows universities to complete their curriculum with other compulsory and elective courses. Given this freedom, universities have failed to come up with either the specific contents for public relations or for liberal arts, social sciences and business courses that will enable students to enter the profession. In light of the future restructuring of degrees through the Bologna Process, this situation is a serious threat to the continuity of public relations teaching in Spanish universities.  相似文献

The school-to-work transition in Spain has become much more difficult and extended than before, with many young people today experiencing long periods of temporary employment, unemployment or inactivity. This article investigates the main socio-demographic characteristics of Spanish young people not in education, employment or training (NEETs). It also aims to compare them with their non-NEET counterparts in terms of social capital and family background. Analyses were based on a representative sample, corresponding to the year 2016, of Spanish young individuals ages 18–35 years (n?=?1.826). All analyses were stratified by gender and age group. Overall, the Spanish NEETs had lower educational levels, were mainly unemployed and married, except for NEETs between 18 and 24 years, who were rather inactive and single. They also experienced previous unemployment, had more unemployed friends, and were coming from poorer family backgrounds in comparison with their non-NEET counterparts.  相似文献

This paper presents the results of a case study looking at the views of teachers and other educational professionals pertaining to the academic progress and general integration of immigrant schoolchildren in multicultural schools in the province of Huelva (Andalusia, Spain). It is organised into three sections: first, the geographical and social context of the study is described, focusing in particular on the impact on schools of migratory trends within the province associated with strawberry cultivation. This is followed by a presentation of the results of a field study into the educational panorama of immigrant pupils from various countries, drawing on verbal reports by teachers and school administrators. Finally, some conclusions are suggested for possible categories of analysis with a view to opening new lines of research in the future.  相似文献
