ABSTRACT

Research focusing on young people’s career trajectories has emphasised ‘graduate employability’ with much less attention being afforded to the employability strategies used by disadvantaged youth, including the social, political and labour market contexts in which these emerge. This study explores how young people enrolled in entry-level, vocational training courses in Australia attempt to enhance their employability. Interviews explored perceptions of individual employability, the strategies utilised to improve employability, and the economic, personal and employment consequences of these strategies. Three main employability strategies were identified: gaining qualifications to meet employment expectations; securing work experience in a competitive labour market; and addressing economic and social challenges to secure and sustain employment. The study reveals how the dominant narratives of employability in education and employment policy are misaligned with the economic, social and labour market challenges faced by disadvantaged job-seekers with respect to notions of career and ‘fit’ between the individual and the labour market. Policy responses need to take account of the diverse ‘bottom up’ experiences and circumstances of different cohorts of young people.  相似文献

No single institution can reduce (long‐term) youth unemployment. Welfare and labour market institutions function as “bundles”, through multiple inter‐institutional synergies. Based on a focused literature review for theory and on cluster analysis for empirics, the author identifies five such regimes across the EU‐27 and estimates their effects on the youth unemployment ratio and on long‐term youth unemployment. The most helpful institutional arrangement for young people in the labour market would be a combination of strong dual apprenticeship embedded in a corporatist labour market regime with high levels of social security, active labour market policy, and spending on education and childcare.  相似文献

This paper discusses one strategy that Chinese crewing agencies adopt to compete with each other in the global seafarer labour supplying market. This strategy is related to Chinese seafarers’ social insurance participation. It shows that crewing agencies utilised a dual workforce – ‘company-owned seafarers’ and ‘externally hired seafarers’. Externally hired seafarers, though in precarious employment, are offered higher salaries in place of social insurance coverage. By contrast, company-owned seafarers are paid less, though enjoy social insurance arranged by agencies. This strategy serves to segment the seafarer labour market, conceal the level playing field and help agencies recruit seafarers cost-effectively, though in violation of labour rights. This paper argues that this strategy grows out of the competitive landscape co-shaped by the national regulatory and institutional settings and the global structure of the shipping industry.  相似文献

This study investigates socio-economic and ethnic inequalities in social capital and their effects on the process of the labour market entry. We use longitudinal data about the transition from school to work of lower- and middle educated young people in Belgium. Social capital is measured with three robust position generator measures. In line with previous studies, there are substantial socioeconomic and ethnic inequalities in the access to social capital. Ethnic differences in social capital are, however, due to the socio-economic deprivation of ethnic minority groups in Belgium. Among the specific population of lower- and middle educated youth, knowing more people from the working class leads to a higher likelihood of entering the labour market versus continuing in education, whereas knowing more people from the higher service class results in a lower likelihood of entering the labour market. Especially the resources of strong ties such as relatives and friends are important for these decisions. In addition, once entered the labour market, social capital has an impact on the likelihood of getting a job. Lower- and middle educated labour market entrants who know more people from the working class are more likely to find work, whereas knowing people from the lower service class decreases the job chances. However, there is no evidence for social capital effects on the occupational status of the job among our population.  相似文献

Post-Fordist employment is characterised by the demand for new forms of labour in which workers are expected to make personal investments in their work and to mobilise their embodied subjectivities in the practice of labour. Whilst employment insecurity is well documented in the sociology of youth, theoretical development in this area has yet to contend with the role of changes in the nature of labour itself in the production of youth. This paper draws on theories of labour under post-Fordism to explore the practice of ‘affective labour’ amongst young people performing ‘front of house’ bar work in a large metropolitan service economy. The paper theorises the role of youth subjectivities – including capacities for relationality and leisure, gendered embodiment, and tastes – in the practice of contemporary labour. The paper describes how young people doing bar work contribute to the production of affective atmospheres, or sensations of ease, pleasure and enjoyment that are offered to clientele of boutique bars. In this, we suggest that affective labour mobilises young subjectivities at work in ways that are currently unrecognised within youth studies. The paper concludes by suggesting a new research agenda that goes beyond the existing focus on youth transitions through employment to explore how youth is produced as part of the social dynamics of post-Fordist labour.  相似文献

Labour market responses to past business downturns across countries have been ambiguous and paradoxical, including both pro- and counter-cyclical reactions. In the absence of adequate social safety nets, including unemployment insurance, counter-cyclical employment rates could signal distress rather than productive employment opportunities. Juxtaposing household employment- unemployment data with the recommendations of the 19th International Conference of Labour Statisticians on labour underutilization, this article critiques existing data on underemployment in India and calls for the review of data collection methods to better inform labour market policies.  相似文献

ABSTRACT

The paper reports on a mixed methods study that sought to analyse determinants of youth labour market and educational disengagement in Peru. It begins by questioning the widespread focus on NEET – youth not in employment, education or training – as a measure of youth vulnerability in countries with extensive informal labour markets where labour precarity can be as problematic as unemployment for young people’s futures. A broader category of ‘urban vulnerable’ youth, including both NEET and precarious workers, is proposed and used as the basis for analysing the factors that influence young people’s trajectories. Key factors and shocks in youth trajectories are identified through qualitative life histories, and are tested using cross-section and panel survey data. Findings from the study have implications for the analysis of youth labour market vulnerability in the Global South, as well as for the policies that seek to address this problem.  相似文献

This article explores and analyses, with the help of both client and social worker data on 423 applications for social assistance in Sweden, (i) the extent to which social assistance benefits and labour market strengthening measures are granted and (ii) factors concerning clients as well as social workers that are associated with the granting of benefits. Considering (i), the results show that social assistance is granted in about 74% of cases while only 6% of applicants are granted additional labour market strengthening measures. With regard to (ii), the results indicate that the granting of benefits seems to depend on a broad spectrum of factors at both the client and the social worker levels. For example, more experienced social workers are less willing to grant social assistance while chances increase when an applicant is already registered at the local public employment service and/or social insurance office. Moreover, the granting of benefits also co-varies with more or less invariable factors at the client level: social workers are in general more generous towards women and people born outside Sweden, but rather less generous vis-à-vis single parents. The findings are discussed in terms of workfare and professionalization among social workers.  相似文献

The authors provide new evidence on youth earnings and labour market volatility, including flows into and out of employment, across Europe during the Great Recession. EU‐SILC data for the period 2004–13 reveal large disparities in volatility levels and trends across European countries. As expected, the Great Recession increased youth labour market volatility, offsetting the trends observed over the previous years of economic prosperity. A variance decomposition exercise points to greater exposure to worker turnover in southern Europe. Fixed effects regression on labour market institutions relates higher unemployment benefits and more stringent employment protection legislation to lower earnings and labour market volatility.  相似文献

This article aims to assess the effect of the labour market environment on university students’ labour market‐related behaviour in the Republic of Korea. Using data from the country's Graduates Occupational Mobility Survey for 2005–13, the author estimates the effect of macroeconomic variables on university students’ job market‐related outcomes. Results indicate that labour market polarization, as measured by the labour market polarization index developed by Chung and Jung (2016), has a significant effect on both the nominal and masked (through extension of university enrolment and university transfers) unemployment of university students. These findings imply that the labour market structure is a key element in understanding youth unemployment.  相似文献

Several countries in Latin America are expanding their social‐protection systems. There is an on‐going debate about the trade‐offs implied by these expansions, and by the resulting interactions between contributory and non‐contributory programmes with informality in the labour market. This article analyses the potential incentive effects for formal and informal employment from a set of social‐protection reforms implemented in Uruguay in the 1990s and 2000s. It presents empirical evidence of the expansion of health insurance to formal workers' dependants, and finds that this reform significantly increased formal employment. Finally, it discusses possible alternatives to extend social‐protection systems while maintaining incentives for formal work in Latin America's labour markets.  相似文献

In this article, we examine the problem of youth underemployment and how it is conceptualised, operationalised and understood within wider sociology, with particular focus on the sociology of youth and youth studies literature. We outline the contours of this body of work, showing how in most cases underemployment is undefined and used as a general term to describe the challenges and inadequacies of the contemporary labour market for young people. Further, we show how despite a lack of clarity, most researchers in this field contend that underemployment is increasing for young people, becoming a normative experience, cutting across class, ethnicity and gender. For some, however, underemployment is a ‘choice’, but as the literature shows, how different groups of young people respond to underemployment varies. In addition, we show how overeducation, another form of underemployment, is being understood by both researchers and young people as a ‘new normal’ rather than being challenged as another flank in the on-going neo-liberalisation and massification of education. We conclude with a call to think through the ideas presented and to develop new understandings of youth underemployment that can facilitate change. The sensitising concept of less(er) employment is proposed as best placed to facilitate this reanimation.  相似文献

A recent yet common concern to historians and sociologists has been the relationship between work and community. Attempts by historians to understand how communities functioned in the past have revealed a wealth of evidence with respect to one area of this relationship: the connection between labour markets and the communities in which they operate. This article draws together this growing body of research which suggests the linked operation of labour markets and communities. Personal or group paradigms of appropriate behaviour within the labour market are socially shaped and are not simply an expression of economic rationality. The community is a key area where workers and management develop perceptions of the labour market. The notion of community used here rests on the identification of mutual responsibilities and obligations. These ties may have a critical bearing on the reproduction of social relationships which are produced in the workplace. Community values, and patterns of social organisation originating in the neighbourhood, help determine how workers experience job entry and influence their career expectations. Social historians have emphasized aspects of labour markets which are bound up with community based forms of association. The following are examined here: employer actions, the role of the family and gender relations, and the social bases of worker combinations. Whilst attention is drawn to the continuity between work and community which is implied by labour market concepts, the connection is not seen as invariably unbroken nor always complementary.  相似文献

This article aims to contribute to a better understanding of the role of youth organisations in enhancing the employability of young people through the development of different forms of capital: human, social and psychological. Instead of asking questions about who access extra-curricular activities that may provide young people with positional advantages in the labour market and the class biases that arise in access, the article explores whether the benefits obtained from participation vary by socio-economic background. We make use of the Youth organisations and employability (YOE) database, which contains data from over 1000 young people in more than 40 European countries on the effects of involvement in youth organisations on different forms of capital: human, social and psychological. We find positive effects of involvement on all three forms of capital. The analysis suggests that the characteristics of the involvement in youth organisations are better predictors of its outcomes than are personal characteristics, and find no significant effects of socio-economic background on the reported benefits of participation in our sample. Policy implications are derived from these findings, calling for greater policy support to increase opportunities for the involvement of young people from lower socio-economic backgrounds in youth organisations and for better informing young people of the benefits of sustained involvement with youth organisations.  相似文献

Since the Great Recession, US policy and advocacy groups have sought to better understand its effect on a group of especially vulnerable young adults who are not enrolled in school or training programs and not participating in the labor market, so called ‘disconnected youth.’ This article distinguishes between disconnected youth and unemployed youth and examines the spatial clustering of these two groups across counties in the US. The focus is to ascertain whether there are differences in underlying contextual factors among groups of counties that are mutually exclusive and spatially disparate (non-adjacent), comprising two types of spatial clusters – high rates of disconnected youth and high rates of unemployed youth. Using restricted, household-level census data inside the Census Research Data Center (RDC) under special permission by the US Census Bureau, we were able to define these two groups using detailed household questionnaires that are not available to researchers outside the RDC. The geospatial patterns in the two types of clusters suggest that places with high concentrations of disconnected youth are distinctly different in terms of underlying characteristics from places with high concentrations of unemployed youth. These differences include, among other things, arrests for synthetic drug production, enclaves of poor in rural areas, persistent poverty in areas, educational attainment in the populace, children in poverty, persons without health insurance, the social capital index, and elders who receive disability benefits. This article provides some preliminary evidence regarding the social forces underlying the two types of observed geospatial clusters and discusses how they differ.  相似文献

ABSTRACT

The precarity of young people’s transitions to work has been a longstanding focus in youth studies. As Furlong and others have demonstrated, processes of social, political and economic restructuring have led to a pronounced instability for young people entering the labour market. While the notion of labour market precarity has gained attention, the ‘contamination’ of precarity into other spheres of life such as leisure has been less developed. This article seeks to extend these debates through interrogation of the concept of ‘leisure precarity’. Drawing on a qualitative study of youth leisure in Glasgow, it argues that temporal anxieties have reframed young people’s experiences and understandings of leisure such that young people have come to fear ‘empty’ or unproductive time. The pressures of juggling work and study, or looking for work, meant that most participants in our research had limited time free for leisure, and temporal rhythms became fragmented between past, present and future. The paper argues that these multiple and contradictory leisure dispositions reveal new forms of individualisation and uncertainty, as well as traditional patterns of inequality, thereby bringing youth transitions into dialogue with the study of precarity in the twenty-first century.  相似文献

The role of labour in global production networks (GPNs) requires further theoretical and empirical research. Through the case of the qualifying industrial zones (QIZs) in Egypt and Jordan, I look at how different production and labour control regimes have emerged in the two countries to exploit preferential access to the US market. I analyse how the requirements of US buyers necessitate the building of a flexible, low‐cost, geographically mobile production and labour‐control regime that can meet the needs of buyers in terms of cost, time to market, fluctuations in demand and shifts in sourcing policy. Migrant labour from Asia and the formation of an associated dormitory labour regime facilitated the establishment of such a regime in Jordan. The social embeddedness of workers in Egypt, by contrast, hindered this process.  相似文献

Despite predominantly lower social class origins, the second generation of established immigrant groups in the UK are now attaining high levels of education. However, they continue to experience poorer labour market outcomes than the majority population. These worse outcomes are often attributed in part to their disadvantaged origins, which do not, by contrast, appear to constrain their educational success. This paper engages with this paradox. We discuss potential mechanisms for second-generation educational success and how far we might expect these to be replicated in labour market outcomes. We substantiate our discussion with new empirical analysis. Drawing on a unique longitudinal study of England and Wales spanning 40 years and encompassing one per cent of the population, we present evidence on the educational and labour market outcomes of the second generation of four groups of immigrants and the white British majority, controlling for multiple measures of social origins. We demonstrate that second-generation men and women's educational advantage is only partially reflected in the labour market. We reflect on the implications of our findings for future research.  相似文献

When the usefulness of social ties for the improvement of an individual’s labour market position is analysed, the unemployed are hardly ever considered. In this article it is shown how Granovetter’s “strength of weak ties”-theory (1973) can be modified to examine the likelihood of labour market entry of initially unemployed people with low incomes. Using longitudinal data of the German lowincome- panel (“Niedrigeinkommens-Panel”) 1998–2002, it is found that almost one third of the formerly unemployed respondents got their new job through social contacts. Event History Analyses show that a) the more strong social ties jobless have and b) the more heterogeneous their relationships are, the higher the probability that they find a job within the observed period. The significant positive effects of social network features also hold when well-known predictors for labour market performance such as duration of unemployment, health, education, gender, age and support by public employment services are controlled for.  相似文献
