Deinstitutionalisation: What Went Wrong

‘Deinstitutionalisation’ has been the twin policy to ‘community care’ and has been a key welfare strategy in Britain for some 30 years. In the 1980s considerable political and professional activity was focused upon the shortcomings of community care, but relatively little attention was paid to the failure of ‘deinstitutionalisation’. Why has it proved so difficult to close long-stay hospitals? This article examines the gulf between official strategies on closure and the reality of continuing institutionalisation. It seeks explanations not only in terms of funding crises, but also in inter-professional, inter-organisational and inter-governmental relations. It concludes that the problems are deeply entrenched and that if deinstitutionalisation is to succeed, a major new initiative will be needed at the central level.     

What Nonprofit Executives Want and What They Get from Board Members

In theory, nonprofit boards of directors exist to perform mission‐setting and oversight functions that help to ensure organizational accountability. Yet there is evidence that board behavior often falls short of this ideal. Using survey data from a sample of 241 executive directors of nonprofit agencies, we investigated whether nonprofit boards are meeting executive directors’ expectations, and if not, what factors explain this? We find that although board behavior tends to align closely with executive directors’ preferences for involvement in administration and management tasks, there is a greater disconnect between board behavior and executive directors’ preferences for involvement in mission‐setting and oversight duties. Factors that mitigate this gap include organizational professionalization and stability, whereas more extensive reliance on government funding exacerbates it. Female executive directors experience a greater disconnect in their preferences for board involvement and actual board involvement than male executive directors. We conclude by discussing the implications of our findings for both theory and practice.

Alcohol Use after Combat-Acquired Traumatic Brain Injury: What We Know and Don't Know

Military personnel engage in unhealthy alcohol use at rates higher than their same age, civilian peers, resulting in negative consequences for the individual and jeopardized force readiness for the armed services. Among those returning from combat deployment, unhealthy drinking may be exacerbated by acute stress reactions and injury, including traumatic brain injury (TBI). Combat-acquired TBI is common among personnel in the current conflicts. Although research suggests that impairments due to TBI leads to an increased risk for unhealthy drinking and consequences among civilians, there has been little research to examine whether TBI influences drinking behaviors among military personnel. This article examines TBI and drinking in both civilian and military populations and discusses implications for clinical care and policy.     

What’s Wrong with Us? Sexual Misconduct and the Discipline of Political Science

ABSTRACT

Sexual misconduct matters not only when it is perpetuated by political actors in political institutions. It matters wherever it happens and whomever it happens to, because it is, at its base, political. Politics is fundamentally about power: who gets what, when, and how. As political scientists it should be at the heart of what we study, but it isn’t. Our discipline creates artificial (and somewhat arbitrary) boundaries about which studies of politics count as meaningful research and which do not. We discourage research that explores more expansive notions of how politics is practiced in broader society. As academics we have the luxury of speaking out. I argue here that political scientists ought to embrace an expansive definition of politics to address the real questions of power, its abuse in our society and in our profession.     

What Disability Civil Rights Cannot Do: employment and political economy

The Americans with Disabilities Act is both a liberal civil rights bill and a labour economics bill meant to increase the employment of disabled persons. It identifies the source of unemployment in discriminatory attitudes of employers and physical barriers in the work environment, and promotes inclusion through the establishment of regulations that are intended to create 'equal opportunity' in the labour market. Such liberal reforms primarily focus on 'irrational' discriminatory attitudes. Operating within an individualist framework, civil rights have not given sufficient attention to structural barriers, which 'rational' business practices, the economic system and class power relationships erect. This paper will both micro- and macro-economic realities of US capitalism, which directly impede disabled peoples' employment and perpetuate a disabling society. The failure of rights legislation to increase disabled people's employment exposes the contradictions of promoting equal opportunity in a class-based (unequal) society.
