Analysis was undertakento investigate if experience of parental presence in conferences.length of professional experience, and occupational differencesaffected views towards parental involvement. Summary This paper presents the findings of a major follow-up studyof independent living schemes (ILSs) for people with mentalhealth problems and people with learning difficulties. The surveywas undertaken in four local authority areas and covered 171schemes accommodating 481 residents. Information was gatheredon the characteristics of the schemes and their occupants, withparticular reference to the suitability of the ILSs in meetingresidents' needs. It was found that mixed-sex ILSs and ILSsrun by voluntary bodies in cooperation with statutory agencieshad higher than average success rates.  相似文献

Summary This paper presents some of the findings from the Kirklees RelocationProject, an evaluation of a local community care programme forpeople leaving long-stay mental handicap hospitals and socialservices hostels. It concentrates on the views of movers interviewedbefore and after the move using an innovative ‘visualgame’ technique. Summary This paper traces the theory and practice of group living inhomes for the elderly in the literature and in the field. Itreviews the current state of research and calls for more workon the comparative evaluation of outcomes. It describes andpresents the results from a longitudinal study of matched samplesof residents in group homes and traditional homes which assessedthe relative changes in their personal functioning over time.The findings suggest that group living arrangements have beenoversold—in so far as they promise more than they deliver.  相似文献

Correspondence to Brian Corby, University of Liverpool, Department of Sociology, Social Policy and Social Work Studies, Eleanor Rathbone Building, Myrtle Street, PO Box 147, Liverpool L69 3BX Summary Parental participation and, to a lesser extent, that of childrenat child protection conferences is seen as an important elementin resolving some of the conflicts that beset child protectionwork. Using data from a study of participation in one metropolitanborough, those outcomes that are generally regarded as positivein this respect are critically examined. Our findings suggestthat the optimism of advocates of participation is not whollyjustified. While at a basic level, parents are better informedthan before, their involvement in all aspects of the decision-makingprocess remains very limited. We conclude by arguing that thereis a need for more realism about the extent to which all parentscan be actively involved in making decisions about the futureprotection of their children. We point to the need for greaterrecognition of conflicts of interests between parents, professionalsand children and to the need for changes in the child protectionconference system in order to ensure more ethical and effectiveparticipation.  相似文献

Welfare rights take-up activityhas become an important feature of provision by local authoritysocial services departments, frequently targeted on particulargroups of clients known to experience problems in claiming fullbenefit entitlement. Users of home care services are such aclient group. Take-up work with home care clients is also, however,a product of the impact of community care policy changes andof financial pressures on local authority social services. Thesehave resulted in the introduction of charges for home care servicesby many authorities, and the use of rebates from such chargesto protect low income service users. Welfare rights work hasthus become an important feature of the reconciliation of thesenew charging policies with the continued service needs of poorhome care clients. The research examined a successful take-upinitiative, linked to home care charges, in Sheffield and contrastedthis with similar activities in other authorities throughoutthe UK. The conclusion is reached that levels of non-take-upof social security benefits are particularly low amongst homecare clients and that benefit checks can secure significantadditional income for them, which may also have the indirecteffect of increasing the income to social services departmentsfrom the charges for home care services.  相似文献

Summary Child protection guidance at a national level has predominantlyfocused on the investigation and assessment of child abuse andneglect. Post-registration practice has received little attention,resulting in a variety of local responses. This paper describesthe findings from a national study designed to identify theimpact of the lack of national guidance on local post-registrationframeworks for practice. Data collected indicate that very fewArea Child Protection Committees (ACPCs) have developed policies,procedures or practice guidance which would provide a structurefor post-registration practice. This position is aggravatedfurther as individual professionals are confused about theirown roles and responsibilities and those of colleagues. We considerthe impact of these findings on practice and conclude by suggestinga macro level framework that can be utilized by ACPCs who wishto develop practice in this area.  相似文献

Summary Many Social Services Departments have opened their files totheir clients or intend to do so. This reflects the incomingtide of concern about citizens' rights and client participation,but what effect might the opening of records have on the practiceof social work? The paper summarizes the findings of a small scale study inwhich a team of social workers opened their case recording toa selected number of clients. The workers’ and clients‘views of this process are described, along with the implicationsfor practice. The study suggests that a focus on shared recordingcan begin to alter the kind of work done by the social worker,helping to promote a partnership between the worker and theclient. Finally, the paper argues that a policy of client access enforcedonly as a right is prone to sabotage or a fall into disuse.A seven point training programme is outlined in order to helpsocial workers use Open Records as an opportunity to promotea partnership in their work with clients.  相似文献

Summary This article presents the findings from a major survey of staffattitudes and caring practices in homes for the elderly in Fife.The survey was carried out in the wake of the Wagner Reportto examine the diffusion of good practice ideas among residentialstaff and to see how far these ideas are reflected in actualcaring routines. The study points to the existence of a ‘coolingeffect’ whereby adherence to good practice lessens thecloser one gets to operational reality. Summary The following is a discussion paper prepared for a researchteam engaged in a project funded by the Joseph Rowntree MemorialTrust. The problems it sought to address concerned how the teamcould derive a clear statement of clients rights from broadformulations of professional values, and the extent to whichresearch can measure the realization of these rights in socialwork practice. It was found in the research that the practical wisdom (commonsense) of social workers is frequently assumed to be based onprofessionally agreed values, and that—in the pressuresof daily work —values are seldom articulated in ways whichchallenge the procedures and solutions dictated by common sense.Thus, an initial purpose in preparing the paper was to commenton ways in which matters concerned with values become obscuredin practice, and to find ways of linking together values. rightsand practice more strongly. Summary Advocacy for promoting user participation in the helping processof social work has been reported in the literature since the1970s, but the practicality of the concept for different clientelesof social work has been rarely explored. This paper presentsa recent qualitative study on exploring the applicability ofuser participation in work with high-risk youth in the streetswho are usually regarded as immature and low in both self-confidenceand the ability to make the ‘right’ decisions. Thefindings of the study support the promotion of the concept ofuser participation in working with high-risk youth. Positivechanges and growth were observed among this group with the applicationof user participation in the helping process. Ways for promotingthe implementation of this concept in work with high-risk youthare suggested.  相似文献

Scopus, Jerusalem, 91905 Israel Summary Recent trends in social policy and administration encouragecitizen representation. This is based on the ideological assumptionthat representation yields participation and citizen participationultimately secures the interests of the poor and less visiblegroups in the community. In the Israeli network of CommunityService Centres (Matnas) citizen involvement was establishedby selecting or inviting residents to represent the communityalongside other delegates forming a local Board. Research findings indicate that the resulting ‘representativeparticipation’, operated contrary to expectations. Thelay local representatives who were presumed to represent thedisadvantaged of the community reported them as last priority,whereas the professionals representing various organizationson the Mamas Boards claimed to represent them as first priority.Meeting attendance records of the different representatives(a measure of participation) support this finding.  相似文献

Child protection case conferences (CPCCs) are a fundamental part of child protection processes within the United Kingdom. They provide a mechanism for professionals and families to share information, enter an assessment dialogue, and develop a plan for intervention and support. The participation of parents is a core feature of U.K. and Scottish CPCCs. This reflects an international trend that recognizes the rights of family members to participate in the decision‐making processes of child protection. This article reports on the analysis of 11 qualitative interviews with parents who had attended CPCCs in Scotland. The findings highlight that parents were profoundly affected by these meetings, which were experienced as distressing. Parents lacked clarity about the purposes of CPCCs and found the large number of professionals in attendance intimidating. The discursive practices and structural arrangements of CPCCs acted to privilege professional voices and marginalize the voices of parents. The findings of this study raise important questions about parental participation in CPCCs in the contemporary context of child protection practice.  相似文献

Summary This paper is concerned with children's involvement in decisionsand with what happens when adults communicate with childrento discover their thoughts and feelings. It is based on a studyof the participation of children aged between 8 and 12 in decisionswhen they are looked after by local authorities. The paper brieflydescribes the research and its main findings, before going onto describe aspects of the methodology in more detail. Thisleads to a discussion of the relationship between the methodsused in the research and those used in the social work practicethat was in part the subject of the research. The paper arguesthat, both in research and in practice, a commitment to involvingchildren in decision making must go with a determination tofind methods of communication that enable children to demonstratetheir competence.  相似文献

Summary The aim of this paper is to propose a strategy for the managementof activist-volunteers' participation in the cycle of a communitycrisis. The proposal, as outlined in the paper, is based ona nominal group process of 45 activist-volunteers, employeesand directors along the confrontation line with Lebanon on thenorthern border of Israel. Participants were all veterans ofprevious crises. The nominal group process examined eight participationcharacteristics: areas of participation, level of influence,selection of activist-volunteers, definition of the organizational-politicalsystem, level of decentralization, participation forum and itssize, use of tactics and intensity of participation. These werematched to four phases of community crisis (warning, shock,organizing and change). The findings of the study show thatthere is a need to build a variable participation strategy,composed of a different mix of components of the selected participationcharacteristics.  相似文献

E-mail: J.Harris{at}warwick.ac.uk Summary Marshall's formulation of ‘social citizenship’ embodieda depoliticized understanding of what was seen as a given, progressiveand irreversible stage of societal development, which encompassedthe provision of state social work. A consequence of this approachwas the failure to situate social citizenship in a specificpolitical and policy context; in Marshall's case, the post-warBritish social democratic welfare state. Within this, a morecentral position was secured for state social work, throughits unification and incorporation into bureau-professional regimeswhich were made responsible for responding to citizens' socialneeds as clients of the state. The New Right's attack on theinstitutionalization of social citizenship in bureau-professionalregimes included the accusation that state social work had infringedservice users' rights and produced a passive, dependent clientele.The New Right's alternative formulation of the ‘consumer-citizen’led to the development of a new political consensus on socialcitizenship. Beginning from an acceptance of this consensus,procedural rights are seen as one way of extending social citizenshipin state social work and as a precursor to the possibility ofwider participation by service users in its provision.  相似文献

Summary Parents with learning difficulties form an underserved needsgroup whose numbers are steadily increasing and are likely tocontinue to do so as a result of deinstitutionalization, communitycare and the acceptance of ‘ordinary life’ principlesas a basis for service provision. This article reviews the researchliterature on parenting by people with learning difficultiesin order to draw out the lessons for practitioners and to assistthem in developing a clearer view of their aims and approachwhen working with these families. Case vignettes from an ongoingstudy of mothers and fathers with learning difficulties areused to illustrate the common themes. The authors conclude thatservice providers still have much to learn about how best theycan secure and uphold the citizenship rights of these parentsas well as protect the welfare of their children.  相似文献
