进一步完善创业板退市制度,健全市场退出机制,是创业板市场持续、稳定、健康发展的重要制度保障,不但有利于增强对劣质公司的威慑力和制约力,提升创业板公司整体质量,强化市场约束,净化市场环境,从而真正建立优胜劣汰的市场机制,而且有利于引导投资者牢固树立审慎的投资理念,进行更理性的投资,切实增强投资者的风险意识,警惕创业板的退市风险,从而维护投资者尤其是广大中小投资者的合法权益。通过考察海外证券市场退市制度改革的发展趋势,阐述我国创业板退市制度的主要特点,然后分析了我国证券市场现行退市制度存在的主要弊端,最后有针对性地提出了完善我国创业板退市制度、健全市场退出机制的政策建议以及相关的配套措施。  相似文献

This paper uses unique population‐level matched employer–employee data on monthly wages to analyse class‐origin wage gaps in the Swedish labour market. Education is the primary mediator of class origin advantages in the labour market, but mobility research often only considers the vertical dimension of education. When one uses an unusually detailed measure of education in a horizontal dimension, the wage gap between individuals of advantaged and disadvantaged class origin is found to be substantial (4–5 per cent), yet considerably smaller than when measures are used which only control for level of education and field of study. This is also the case for models with class or occupation as outcome. The class‐origin wage gap varies considerably across labour market segments, such as those defined by educational levels, fields of education, industries and occupations in both seemingly unsystematic and conspicuous ways. The gap is small in the public sector, suggesting that bureaucracy may act as a leveller.  相似文献

An organization with a strong evaluative culture engages in self-reflection, evidence-based learning and experimentation. It sees evidence as essential for managing well, but building such a culture is challenging. Community service organizations seek to provide effective services for their clients. To build an evaluative culture, they need to acquire basic monitoring and evaluation capabilities, be provided with opportunities for using these capabilities and be adequately motivated to care about evidence as a means to improve services to their clients. Leadership along with a phased in approach are key in bringing about these behaviour changes.  相似文献

Since the 1970s, social scientists have argued that general pro‐environmental attitudes have diffused throughout American society, rendering socio‐demographics largely irrelevant in predicting support for such issues. The public reaction to the issue of climate change, however, is an exception to this narrative. While media bias, ideological framing, and business influence are often invoked to explain public apathy, I argue that ignoring class and culture in determining why climate change is so divisive is a potentially significant oversight. Using the cultural theory of Bourdieu, I examine how the conception of and reaction to climate change varies with economic and cultural capital using data from 40 interviews of Boston‐area respondents. The results suggest that climate change may indeed be a ‘classed’ issue – both in how the respondents conceive of it in the first place, and how they speak of social class in the context of it. The results suggest that social scientists should go beyond rational‐choice and media framing explanations, to take two prolific examples, in exploring how disagreements on the importance of climate change persist in the US.  相似文献

On the grounds of borrowing and reforming Hirschman’s terminology, ‘exit, voice, loyalty’, we show both a conceptual and a methodological framework that can be used to raise questions in transitology studies. These issues include the following points: are there any models being developed concerning the transition countries?; are there any similar models in Western Europe?; is there any convergence between the models of both Eastern and Western Europe? If the answer to the last issue is yes, then in which areas? Or if it is a no, is it true that a special economic, social and also political system is developing in Eastern Europe? Another issue concerns how strong the growth potential of the different models is. It also examines which are the successful models and which are not, and what is the role of the economic and political elite in the development of these models. This paper raises a number of important issues relating to legal and economic development concepts. It concentrates on the supply constraints affecting land development decisions of both private and public landowners in releasing land for development purposes. With reference to the indigenous land rights in Kuala Lumpur, this paper focuses on the restrictions in interest, which may limit the land from being transferred in the open market. With a limited market, the indigenous land achieves a lower value in the market place because transactions are limited within a particular group of people only. As a result, the market forces are restricted and the land development process for urban regeneration often comes to a halt. In examining the role of the indigenous land market in the redevelopment process of Kuala Lumpur, the study uses an institutional analysis to show the way in which these restrictions in interest affect landowners’ decisions and, thus, restrict the supply of land to real estate redevelopment. In conclusion, the paper shows various causes for land supply constraints and ways to improve these with the aim to undertake urban redevelopment initiatives considering pressure for more land in the market.  相似文献

This paper examines why the use of social networking sites (SNSs) leads to different results in cultivating bridging and bonding social capital for different groups of people. Based on in-depth interviews of 45 university students in Hong Kong, I find that Mainland Chinese students studying in Hong Kong actively use SNSs for seeking practical information about offline matters, and they obtain substantial enacted support from other Mainland students of the same university through SNS use. As a result, they accumulate both bridging and bonding social capital. Local Hong Kong students, however, use SNSs mainly for social information seeking and are only able to accrue limited bridging social capital through SNS use. Drawing on the theory of network domains, I argue that the different offline network structures in which students are located – namely, homogeneous and closed networks versus heterogeneous and open networks – explain this difference. Students with closed offline networks have defined expectations of online ties; they think of their online activities as practical and leading to real changes in their status among peers. Those with open networks have indefinite expectations of their online audience; thus, they interpret online activities differently, thinking of them as recreational, and they are playful in their online behaviour. These different outcomes of online activities consequently lead to diverse results in social capital accrual.  相似文献

Participatory approaches are frequently recommended for international development programs, but few have been evaluated. From 2007 to 2010 the Andean Change Alliance evaluated an agricultural research and development approach known as the “Participatory Market Chain Approach” (PMCA). Based on a study of four cases, this paper examines the fidelity of implementation, the factors that influenced implementation and results, and the PMCA change model. We identify three types of deviation from the intervention protocol (lapses, creative adaptations, and true infidelities) and five groups of variables that influenced PMCA implementation and results (attributes of the macro context, the market chain, the key actors, rules in use, and the capacity development strategy). There was insufficient information to test the validity of the PMCA change model, but results were greatest where the PMCA was implemented with highest fidelity. Our analysis suggests that the single most critical component of the PMCA is engagement of market agents – not just farmers – throughout the exercise. We present four lessons for planning and evaluating participatory approaches related to the use of action and change models, the importance of monitoring implementation fidelity, the limits of baseline survey data for outcome evaluation, and the importance of capacity development for implementers.  相似文献

People’s connection to land is an important contributor to identity in traditional southern society. In small southern communities, to know where someone lives is to know who someone is because place assigns biography. Studies have investigated the physical and economic implications of landscape change in the South, but comparatively little research focuses on the impacts to culture of urban growth. We consider how sense of place (as an indicator of culture) may be impacted, over time, by physical and structural changes in a locale. This point of departure examines the temporal dimension of sense of place, or how place perceptions may vary as familiar places and practices are altered by landscape moderations. We review the literature on sense of place and changing Southern landscapes and also offer a conceptual framework for analyzing sense of place over the long-term.

Despite government interest in promoting birth registration, more than a third of Indonesian children do not have a birth certificate, affecting the realisation of both their human and citizen rights. While barriers to registering children's births in Indonesia have been assessed, there is limited research on how communities perceive the importance of having a birth certificate. This study used focus group discussions to explore parental motivations around birth registration. The results of a thematic analysis found that perceived use of birth certificates, perceived control over the application process and social norms related to certificate ownership affect the intention to apply.  相似文献

Child Development Accounts (CDA) aim to open savings accounts in childhood as a way to lay a foundation for building assets in young adulthood and beyond. Mainstream banks may be key partners in opening the accounts in which children can build assets. While children may have limited savings to invest initially, they may increasingly invest over time by accumulating assets and debts through mainstream banks. Mainstream banks may benefit from children's increasing investments. This paper uses propensity score weighted, longitudinal data from the Panel Study of Income Dynamics and its supplements to examine savings, assets, debt, and net worth accumulation of young adults and whether or not they accumulate more when they have savings accounts as children. Young adults accumulate a median of $1000 in savings accounts, $4600 in total assets, $965 in debt (excluding student loans), and $4000 in net worth (excluding student loans). Young adults accumulate more savings and total assets when they have savings accounts as children. They accumulate less debt and more net worth when their households accumulate high net worth.  相似文献

Few researchers have examined how organizational environments and framing processes simultaneously influence the diffusion of organizational practices. This article combines insight from major perspectives on the diffusion of organizational innovations and from social movement studies, and shows that the adoption of a program to address global climate change by U.S. municipalities is shaped by social contagion and organizational linkages, as well as by the actions of change-promoting agents. The findings emphasize the potential as well as the limitation of the strategic efforts on the part of innovation promoters to frame adoption in a way that will appeal to potential adopters.

Unexamined and unjustified assumptions are the Achilles’ heel of development programs. In this paper, we describe an evaluation capacity building (ECB) approach designed to help community development practitioners work more effectively with assumptions through the intentional infusion of evaluative thinking (ET) into the program planning, monitoring, and evaluation process. We focus specifically on one component of our ET promotion approach involving the creation and analysis of theory of change (ToC) models. We describe our recent efforts to pilot this ET ECB approach with Catholic Relief Services (CRS) in Ethiopia and Zambia. The use of ToC models, plus the addition of ET, is a way to encourage individual and organizational learning and adaptive management that supports more reflective and responsive programming.  相似文献

The social model of disability acknowledges the impact of impairments but argues that disablement is socially constructed. Taking a theoretical perspective, underpinned by the social model of disability and elements of social identity theory, we investigated the relationship between impairment, disablement and identity change in adults living with an acquired neurological impairment. Through the thematic analysis, three themes emerged: changing self described the personal factors for identity change in people acquiring impairment; changing communities explored the contextual factors creating both socially constructed disablement and identity change; and influencing identity change considered strategies adopted by individuals to both counter socially constructed disablement and promote exploration of identity. A systemic change towards acknowledgement and valuing a disabled identity may counter socially constructed disablement and support enablement and social inclusivity.  相似文献

Abstract

The extent to which opportunities afforded by e-learning are embraced by an institution can depend in large measure on whether it is perceived as enabling and transformative or as a major and disruptive distraction. Most case studies focus on the former. This paper describes how e-learning was introduced into the latter environment. The sensitivity of competing pressures in a research intensive university substantially influenced the manner in which e-learning was promoted. This paper tells that story, from initial stealth to eventual university acknowledgement of the relevance of e-learning specifically to its own context.  相似文献

Education has been restructured in many Western post‐industrial nation states during the 1990s. The Australian Technical and Further Education sector (TAFE) has been particularly susceptible to discourses of responsiveness to the market and the new entrepreneuralism. This article explores how women have been repositioned in contradictory and ambiguous ways as the new entrepreneurial middle managers by existing and emergent discourses that circulated in and through TAFE organizations. In turn, it points to how discourses of change management and client responsiveness took on particular readings within specific institutional and professional cultures of the eight Technical and Further Education institutions (TAFEs). At the same time, the restructuring that arose from the corporatization of TAFE, in a highly gendered process, through the twin strategies of marketization and the new managerialism produced new possibilities for individual women educators who moved up into middle management. Yet these individual women were positioned within highly masculinist ‘neo‐corporate bureaucratic cultures’ that co‐opted their passion for the capacity of education to make a difference and incorporated these new entrepeneurial work identities.  相似文献

The federal government's massive spending on nuclear weapons materials and research generated tens of thousands of jobs and pumped billions of dollars into a small number of regions during the 1940s and 1950s. This concentration of financial and physical resources caused the almost overnight formation of small urban centers in what formerly had been remote, rural areas, and made the economies of the regions that surround the two physically largest sites at Hanford and INEEL heavily dependent on nuclear-related government funding. With the end of the Cold War and global agreement to reduce nuclear arsenals, most of these facilities have been made obsolete. More than 10,000 jobs have been recently eliminated and thousands more were lost at private companies providing support services to these facilities and the displaced workers and their families. Further reductions will likely occur within the next 7–10 years. Our research looked at how local leaders in the still largely rural regions surrounding these two Department of Energy (DOE) sites responded to these economic changes, how have the communities reacted to the likelihood that these facilities would never again be a significant economic engine for the region, and what actions are being taken to reduce the impact of significant DOE cutbacks expected in the future? The results raise critical questions regarding the long-term economic future of the two regions and whether a more aggressive multi-faceted effort is required to stave off a long-term decline.  相似文献
