Quality of Post-1965 Asian Immigrants   总被引:1,自引:1,他引:0  
The reliance on an overall average approach to the labor market quality of immigrants could generate misleading information and biased policy recommendations. Focusing on Asian immigrants, this article demonstrates that much insight into immigrant quality can be gained via a diversity approach. Using the 5% PUMS data of the 1990 U.S. census, this paper shows that a common perception that the quality of post-1965 immigrants is lower than natives and earlier immigrants is invalid for post-1965 Asian immigrants. Unlike their Latin American counterparts, post-1965 Asian immigrants are generally more educated and skilled than natives. The educational level of post-1965 Asian immigrants surpasses that of their pre-1965 counterparts, despite their disadvantage in occupational attainment due to their shorter time of adaptation. Diversity also characterizes educational and occupational attainment across major post-1965 Asian immigrant groups and within each Asian immigrant group before and after 1965. Gender does not alter the advantage of post-1965 Asian immigrants over natives and their pre-1965 parallels in education, but it does complicate their occupational status. This paper seeks to extend assimilation scholarship by focusing on the impact ofimmigrant receptivity attitudes. We test the hypotheses that receptivity attitudestoward immigrants held by citizens of metropolitan and regional labor marketswill have a direct impact, and/or interact with the educational human capital ofimmigrants, in explaining the occupational attainment of male and female immigrantworkers. Multi-level modeling is used to test the impact of aggregated immigrantreceptivity attitude measures, derived from the General Social Survey, which arespatially merged with immigrant worker human capital, individual-level assimilation,and area labor market indicators to predict managerial/professional and service/laboroccupation attainment of immigrant workers from a merged 1995–97 CurrentPopulation Survey data file. The results provide support for the receptivity attitudesthesis with statistically significant effects on service and labor attainment, but showminimal effects on managerial and professional occupational attainment. The keyreceptivity dimensions affecting occupational attainment are native-born citizens'attitudes concerning the impact of immigrants on American society, and attitudeson English-only language policies. The results show no systematic support for thereverse causation hypothesis that the occupational patterns of immigrants determinethe immigrant receptivity attitudes of citizens.  相似文献

This paper analyzes the labor market integration of non-European refugees originating from middle- and low-income countries for the period of 2009–2018 in Austria. We assess their probability of being employed relative to Austrian natives and compare it with that of other non-European migrants and European refugees and other immigrants from low- and middle-income non-EU countries. We draw on a register-based panel dataset covering the complete labor market careers of all individuals residing in Austria. We control for macrolevel explanatory variables (e.g., the labor market situation at the time and the place of settlement) and individual characteristics. The analysis shows that initial refugee employment gaps relative to natives are large in the first years, when labor market access is difficult. After a period of 7 years, the unconditional gap between refugees and natives declines to 30 percentage points, similar to that of other migrants, but the gap is still decreasing. After controlling for a set of explanatory variables, the conditional gap amounts to only 10 percentage points at that time. Moreover, our analysis provides insights into differences in employment gaps across population subgroups of immigrant groups and natives by gender, age, education level, and types of employment.

Cross-sectional estimates of immigrant wage growth have painted an optimistic picture of the ability of immigrants to adapt to the U.S. labor market: Studies using cross-sectional data have generally found the wage growth of immigrants to exceed that of the native born. This optimistic picture of immigrant economic assimilation was challenged by the important finding that compared to earlier immigrant cohorts, recent immigrants started at much lower wages. As such, the high wage growth of immigrants relative to the native born measured in cross-sectional data may simply be the spurious result of declining immigrant earnings ability. In this paper, we match Current Population Survey samples so that the wages of individual immigrant and native-born men can be followed for one year. We find that the wage growth of immigrants does exceed that of the native born. The general finding of faster immigrant wage growth also holds when imposing the foreign-born geographic distribution upon natives, but not when imposing the native-born geographic distribution on the foreign born—a result consistent with some theories of immigrant assimilation. In each comparison, however, the actual wage growth of immigrants relative to natives is similar to the predictions of cross-sectional regressions. This similarity suggests that either there is no cohort quality bias in the cross-sectional estimates of immigrant wage growth, or that there has been a coincidental increase in immigrant wage growth as the entry wages of immigrants have fallen.  相似文献

Combining unique, annual, bilateral data on labor flows of highly skilled immigrants for 10 OECD destinations between 2000 and 2012, with new databases comprising both unilateral and bilateral policy instruments, we present the first judicious cross-country assessment of policies aimed to attract and select high-skilled workers. Points-based systems are much more effective in attracting and selecting high-skilled migrants than requiring a job offer, labor market tests, and shortage lists. Offers of permanent residency, while attracting the highly skilled, overall reduce the human capital content of labor flows because they prove more attractive to non-high-skilled workers. Bilateral recognition of diploma and social security agreements foster greater flows of high-skilled workers and improve the skill selectivity of immigrant flows. Conversely, double taxation agreements deter high-skilled migrants, although they do not alter overall skill selectivity. Our results are robust to a variety of empirical specifications that account for destination-specific amenities, multilateral resistance to migration, and the endogeneity of immigration policies.  相似文献

We use monthly Survey of Income and Program Participation data from 1996–1999 and 2001–2003 to estimate the determinants of differentiation in intercepts and slopes for age/earnings profiles of low-skill immigrant and native male workers. Our findings provide further depth of understanding to the“mixed” picture of earnings determination in the low-skill labor market that has been reported by others. On the positive side, many immigrants are employed in similar occupations and industries as natives. Both groups show substantial wage gains over time and generally receive similar returns to years of schooling completed. Immigrants also receive substantial returns to acculturation, measured as age at arrival and English language skill. These results cast doubt on the strong version of segmented labor market theory, in which low-skill immigrants are permanently consigned to dead-end jobs with no wage appreciation. On the negative side, immigrants earn approximately 24% less than natives and are less likely to occupy supervisory and managerial jobs. Latino immigrants receive lower returns to education than do white immigrants. Furthermore, age at arrival and language ability do not explain the lower returns to education experienced by Latino immigrants. These results suggest that Latino immigrants in particular may suffer from barriers to mobility and/or wage discrimination. Whether these negative labor market experiences occur primarily for illegal immigrants remains unknown.  相似文献

This study asks whether immigrants suffer more from unemployment than German natives. Differences between these groups in pre-unemployment characteristics, the type of the transition into unemployment, and the consequences of this transition suggest that factors intensifying the negative impact of unemployment on subjective well-being are more concentrated in immigrants than in natives. Based on longitudinal data from the German Socio-Economic Panel Study (1990–2014; N = 34,767 persons aged 20 to 64; N = 210,930 person-years), we used fixed-effects models to trace within-person change in subjective well-being across the transition from employment into unemployment and over several years of continued unemployment. Results showed that immigrants’ average declines in subjective well-being exceeded those of natives. Further analyses revealed gender interactions. Among women, declines were smaller and similar among immigrants and natives. Among men, declines were larger and differed between immigrants and natives. Immigrant men showed the largest declines, amounting to one standard deviation of within-person change over time in subjective well-being. Normative, social, and economic factors did not explain these disproportionate declines. We discuss alternative explanations for why immigrant men are most vulnerable to the adverse effects of unemployment in Germany.  相似文献

We study the employment assimilation of the recent wave of immigration in Spain for the period 2002–2006. We differentiate the immigrants by their year of arrival in Spain. Following Shimer (Am Econ Rev 95(1):25–49, 2005) and using data from the Spanish Labor Force Survey, we calculate the job finding and the job exit rates. Throughout the period, immigrants show higher job finding and job exit rates. We also present a search and matching model with search intensity, where natives, new immigrants, and old immigrants compete in the labor market. The simulated model is able to reproduce the differences observed in their job finding and unemployment rates.  相似文献

Two separate cohorts of immigrants to Australia are compared in order to assess the potential role of immigrant selection criteria, labor market conditions, and income-support policy in facilitating the labor market adjustment of new arrivals. Although these two cohorts entered Australia only five years apart, their initial labor market outcomes varied dramatically. The results indicate that changes in immigration policy may have led to increased human capital endowments that in turn resulted in higher participation rates and reduced unemployment. At the same time, improvement in Australian labor market conditions and changes in income-support policy over the 1990s – which most likely altered the returns to human capital – were probably instrumental in reinforcing the effects of tighter immigrant selection criteria. As much as half of the fall in unemployment rates among women and one third the decline among men appears to have occurred as the result of changes in the returns to demographic and human capital characteristics. This paper studies the efficacy of immigrant selection based on skill requirements in the Canadian context. The point system results in a much higher skill level than would otherwise be achieved by family preferences. This positive selection is achieved by directly selecting higher-skilled principal applicants who are assessed by the point system and also indirectly through higher-skilled spouses. However, due to difficulties in transfer of foreign human capital, immigrants admitted for their skills do not necessarily perform better in the labor market and important factors used to assess admissibility have very limited power to predict short-term labor market success.  相似文献

The public concern that immigrant families might be using a disproportionate share of social benefits and transmitting some form of public dependency to their children, combined with the rising levels of immigrants entering the country, fueled the passage of the Personal Responsibility and Work Opportunity Reconciliation Act in 1996, which limited public assistance to many immigrant families. This paper uses the National Longitudinal Survey of Youth 1997 to explore the association between exposure to welfare and young adult outcomes of high school graduation, college enrollment and labor force participation with a focus on parental nativity status as well as broad country of origin group. Results indicate a persistent negative association between welfare legacy and high school graduation; a negative association that is most pronounced for children of natives. Results also show the largest positive effect of welfare receipt among the most disadvantaged group, the young adult children of immigrants from Mexican and Central American countries. The main finding of this study suggests that the negative impacts of welfare receipt might be lessened and in some cases reversed among the young adults from immigrant families. Such findings challenge the common notion that immigrant families use welfare as a crutch across generations and raise serious concern about U.S. immigration and welfare policies.  相似文献

Prior literature has found that immigrants have no effect on the wages and employment of natives. However, this literature has not accounted for the possibility that immigrants contribute to employment growth in the areas where they locate. Research on internal migration has found that internal migrants contribute to local area employment growth. In this paper I compare the effects of natives and immigrants on county employment. Results show that the overall immigrant population contributes more to increases in employment than the overall native population. Recent immigrants and recent internal in-movers have similar effects on employment growth. The net contribution of immigrants to employment growth is confined to nonmanufacturing employment.  相似文献

Immigrants living in new destinations in 1995 were 2.5 times more likely to have migrated to another labor market by 2000 as immigrants living in traditional places. The researchers look at two competing explanations for immigrants’ differential internal migration patterns, namely that immigrants prefer areas with relatively large nativity concentrations which provide them with social support versus immigrants are target earners who prefer robust labor markets with strong employment growth and high wages. Utilizing confidential Census data for 1990 and 2000, the authors develop new destination classifications for 741 labor markets that take into account the differential growth and composition characteristics of 24 Asian, Latin American and Caribbean immigrant groups living in those markets. The empirical analysis of labor market out-migration indicates that immigrants do not see internal migration as an either/or choice between economics and social support but prefer residence places that allow them to maximize both conditions.  相似文献

Recent research has shown that there is a substantial skill difference in Sweden between natives and second-generation immigrants. The objective of this study is to find out whether there exists a relationship between immigrant school segregation and the individual’s human capital. The variation in immigrant concentration rate between cohorts within a school generally does not affect the individual’s human capital outcome. However when estimating specific peer influences between different immigrant groups (first-generation immigrants, second-generation immigrants with two foreign-born parent and second-generation immigrants with one foreign-born parent) the study shows three major findings. First, for men (both natives and second-generation immigrants) there is a general negative effect of having a large share of first-generation immigrant schoolmates. Second, for both men and women a large share of schoolmates with a completely foreign background (non-native parents) has a negative influence on the Swedish grades of second-generation immigrants with two foreign-born parents. Third, for men there seem to exist specific and positive peer influences within the groups of second-generation immigrants with either one or two foreign-born parents.  相似文献

Empirical research on US immigrants is reviewed: their productivity and assimilation; their contribution and use of public services; and their impact on native Americans. I discuss the characteristics of cohorts of immigrants that enter the United States at different times, and then quantify the assimilation of immigrants, typically in terms of economic productivity of immigrants compared with natives. Few have found quantifiable negative effects of immigrants on native wages or unemployment in local labor markets, but a more general equilibrium approach than has been empirically implemented may be needed to draw any conclusions regarding the distributional consequences of immigration. For the Norwegian economy, 2003–2013 was a period of large growth and big business cycle fluctuations. The aggregate uv-curve reflects this and shows a reduction in both the vacancy rate and the unemployment rate from 2003 to 2013, suggesting improved labour market matching over the period. The inclusion of Eastern European countries in the European Union in 2004 and 2007 caused an increasing influx of foreign job seekers. I quantify regional and occupational mismatch, and make a distinction between natives and immigrants. Indicators show no reduction in mismatch over time, which therefore cannot account for the increased labour market efficiency that the uv-curve suggests. However, ‘footloose’ immigrants seem to have adapted better than ‘rooted’ natives to the structure of labour demand in the regional dimension, and thus to have contributed to a lower level of mismatch than would have resulted without immigrants. In the occupational dimension immigrants made no significant difference. Levels and differences in employment and unemployment among and between immigrants and natives were not well explained by their education levels or types.  相似文献

The potential adverse effect of immigrants on job opportunities for natives continues to influence debate about immigration policy in the United States. Many studies have examined wage and employment outcomes; by contrast, we examine internal migration. We ask whether or not natives are more likely to depart from or less likely to move to metropolitan areas with high concentrations of immigrants. After controlling for other influences on migration, we find that metropolitan areas with higher concentrations of immigrants have only slightly lower rates of inmigration of natives. Such metropolitan areas also exhibit slightly lower rates of out-migration, contrary to expectation. This paper examines the economic impact of the second great immigration wave (1945–2000) on the US economy. Our analysis relies on a computable general equilibrium model combining the major interactions between immigrants and natives (labor market impact, fiscal impact, capital deepening, endogenous education, endogenous inequality). Contrary to recent studies, we show that immigration induced important net gains and small redistributive effects among natives. According to our simulations, the postwar US immigration is beneficial for all natives cohorts and all skill groups. Nevertheless, the gains would have been larger if the US had conducted a more selective immigration policy.  相似文献

Research on segregation of immigrant groups is increasingly turning its attention from residential areas toward other important places, such as the workplace, where immigrants can meet and interact with members of the native population. This article examines workplace segregation of immigrants. We use longitudinal, georeferenced Swedish population register data, which enables us to observe all immigrants in Sweden for the period 1990–2005 on an annual basis. We compare estimates from ordinary least squares with fixed-effects regressions to quantify the extent of immigrants’ self-selection into specific workplaces, neighborhoods, and partnerships, which may bias more naïve ordinary least squares results. In line with previous research, we find lower levels of workplace segregation than residential segregation. The main finding is that low levels of residential segregation reduce workplace segregation, even after we take into account intermarriage with natives as well as unobserved characteristics of immigrants’ such as willingness and ability to integrate into the host society. Being intermarried with a native reduces workplace segregation for immigrant men but not for immigrant women.  相似文献
