This paper discusses the impact of central government's rent restructuring policy on social housing in rural areas in England. It examines the effect that restructuring will have on the rents set by social landlords in a set of case study areas then considers some of the likely impacts on affordability and on new investment in rural social housing. One of the primary aims of rent restructuring policy is to reduce unjustifiable differences between the rents of similar dwellings in the local authority and Registered Social Landlord sectors locally. This aim seems likely to be achieved. In doing so, it is likely that affordability will be reduced in the local authority sector but enhanced for tenants of some RSLs. However, the reduction in real RSL rents that improve affordability may further constrain RSLs’ ability to invest in new social housing in rural areas. The paper concludes that rent restructuring by itself will not materially improve the housing prospects of the less well off in rural areas.  相似文献

Drawing on data relating to some 500 households, taken from local government records and questionnaire surveys, this paper examines the processes of migration and social change associated with the resale of former local authority dwellings in a rural part of the East Midlands, England, UK. Legislative change principally stemming from the Housing Act (1980) has given tenants a `right to buy’ their rented dwelling from the local authority landlord. By focussing on the longer term impact of this process the findings of this study reveal a radical discontinuity with the past, as new households with contrasting characteristics to previous occupants move in when these dwellings are resold on the open market. The study shows that the relative affordability of the dwellings in a highly competitive rural housing market is creating an opportunity for comparatively young, dual-career and largely urban families to move to the countryside. Their movement into former local authority dwellings has important implications for the future provision of local needs housing in rural areas.  相似文献

This paper explores the provision of homes for less wealthy households in rural England. By allowing ‘exceptions’ to UK planning law to provide low-income housing for local residents, the national government seeks to secure dwellings for the less wealthy and so sustain socially mixed rural villages. This paper explores how the production of homes through the exception policy is not conducive to the construction of many new houses. The particular emphasis in the paper is on how responsible agents are discouraged from being more active in erecting new village homes for low-income households. Empirically, the paper draws on documents, interviews and a social survey in the counties of Bedfordshire, Cambridgeshire and Norfolk to investigate the process of delivering rural exception homes. It is concluded that, despite Government assertions that a socially mixed countryside is desirable, the decision-making criteria that dominate the worldviews of agents in social housing provision work against this outcome.  相似文献

This paper investigates the discursive and practical policy issues relating to homelessness in rural areas of England and Wales. It begins with the argument that such homelessness does represent a significant but under-emphasised problem in rural areas. Official government counting of rural homelessness itself underestimates the scale of the problem, but provides a starting point for an understanding of more hidden forms of homelessness. We suggest a number of ways in which rural homelessness is less visible than its well-publicised urban counterpart, relating to the morphology of rural areas, social-cultural constructs of idyll-ic rural living, and conceptual assumptions which render homelessness as out-of-place in purified rural spaces. We then report on findings from a survey of local authority homelessness officers in England and Wales and in-depth interviews with officers in the counties of Somerset and Gloucestershire. Seeing the issues through the eyes of these practitioners clarifies a number of strands of the invisibility of rural homelessness, and points to very significant interconnections between ‘housing’ and ‘homelessness’ discourses in the local rural policy process.  相似文献

Abstract Many Americans believe that small rural communities are ideal places to live. They assume that small rural communities offer a safe environment, a supportive community, and affordable housing. In contrast, research indicates that rural households are more likely to live in unsuitable or inadequate housing and have lower incomes, making affordable housing difficult to obtain. Although there are data highlighting regional or urban-rural differences, very little research has been conducted on the housing situation among small rural communities. The research presented here explores housing availability and affordability in 589 Midwestern communities. Findings indicate that, based on the community's growth and location, there are significant quantitative housing affordability and availability differences among small communities. However, these differences were contradicted by focus group discussions that indicated key similarities of housing concerns across small communities. The findings have potential impacts for public policy implementation in small communities.  相似文献

This paper examines the differential response of two rural districts of England (Fenland and Waveney) to changes in council house provisioning in the 1980s. It is situated in a decade when major policy shifts in social housing policy were occurring at the national level with local governments devising new social housing strategies in response. Against a fast moving legislative background, the study examines the extent to which Stoker's categorisation of policy-making behaviour helps us to understand the diversity of policy-making influences at work in rural areas. In displaying a resentment of outside influence and a vision grounded in local considerations that offered minimal support for housing association activity, both Fenland and Waveney both exhibited attributes of what Stoker (The Politics of Local Government, second ed., 1991, Macmillan, London) called a ‘traditionalist’, Conservative stance. However, contrasts in the social housing policy of each authority over the decade revealed the limitations of this categorisation. In Fenland, pressures for housing growth led to increasing problems for those on low-incomes. Nevertheless, the District's social housing policy was dominated by fiscal conservatism and a reluctance to maintain financial support for either construction or the maintenance of council housing. By contrast, the social housing policies adopted by Waveney were characterised by a paternalistic desire to maintain a higher level of support for council housing combined with a more overtly critical attitude of central government policy. By identifying different dimensions of ‘traditionalist’ Conservative behaviour, the paper underscores the need for further studies on the role played by local leadership and key actors in policy-making processes.  相似文献

Though sometimes overlooked, the availability, affordability, and quality of housing in rural communities are a potential barrier to transitioning from welfare to work. In this investigation we examine housing issues confronting 17 rural women and their families who were recipients of welfare benefits in 1997. Respondents' housing accounts illustrate the significance of reliance on both government housing subsidies and informal subsidies supplied by friends, family, and more distant relatives. The study focuses on concerns women have in meeting their families shelter needs and the complexities involved in doing so. The findings of the research suggest that additional housing policy initiatives, as well as a targeted research agenda are needed, especially for families whose welfare benefits are nearing termination.  相似文献

Abstract

The purpose of this research was to identify factors associated with local housing and service decisions that support aging adults in rural communities. These decisions represent de factostrategies that affect the quality of life of older residents and their ability to age in place. Data were collected from 951 informants in 134 Midwest rural communities. Analyses were undertaken to identify the role of community characteristics in predicting the availability of a group of housing options and support services. Findings support the notion that the community context is important to the delivery of key housing and service needs. Population size, proportion of community residents 65 years and older, and housing planning processes promoted gains in housing and services.  相似文献

Summary

Devolution is defined as the transfer of power or authority from a central government to a local government. This article addresses federal policies on housing for the elderly and the devolution of funding for federal senior housing and describes two aspects of devolution of federal housing policy for the elderly. One, it points out the decreasing interest in senior housing by federal authorities as indicated by the decreased amount of funds allocated for this purpose. Two, it emphasizes the need for supportive, assistive services for residents of senior housing and how federal funds have not addressed this need adequately or sufficiently. As a consequence, there have emerged Naturally Occurring Retirement Communities (NORCs) in New York State, a housing arrangement that provides supportive and health services to all eligible residents. The article concludes with a discussion of policy implications and the need for additional research before replicating this model.  相似文献

There is a notable absence in contemporary rural studies – of both a theoretical and empirical nature – concerning the changing nature of rural local government. Despite the scale and significance of successive rounds of local government reorganisation in the UK, very little has been written on this topic from a rural perspective. Instead research on local political change has tended to concentrate on local governance and local partnerships – on the extra-governmental aspects of the governance system – rather than on local government itself. In contrast, this paper draws upon strategic-relational state theory to explore the changing structures and institutions of rural local government, and analyse how these can be related to the changing state strategies of those groups which are politically powerful in rural areas. In this respect, the paper draws on current and previous rounds of local government reorganisation to illustrate how new objects of governance, new state strategies and new hegemonic projects are emerging as a consequence of such restructuring processes.  相似文献

The conventional percent-of-income standard of housing affordability is challenged as arbitrary and logically inconsistent. An alternative, sliding scale of affordability is conceptualized; households paying more than they can afford on this standard are called "shelter poor." The shelter-pover scale is operationalized for elderly households of one person an two or more persons and applied to data from the 1985 American Housing Survey. It is found that 31% of all elderly households were shelter poor in 1985, compared with 45% paying 25% or more of their incomes for housing. The shelter-poverty approach suggests that the housing affordability problem is less severe among middle-income elders than the conventional standard implies, but more severe among low-income elderly. Some of the policy implications of the findings are briefly sketched, in terms of income supports as well as housing provision.  相似文献

This article seeks to explore how the myth of the ‘rural idyll’ can be detrimental to those who currently experience some of the greatest social exclusion in rural areas — children and young people. The research explores the views and experiences of the young residents of a small town in the south‐west of England (n = 157, ages 12–18 years). The results suggest that rural policy and practice have failed to meet the needs of young people, contributing to their social exclusion in rural communities. Community engagement, facilities and youth consultation are discussed in the context of policy and practice.  相似文献

This study examines housing quality among three groups of single-parent women: white, African-American, and Hispanic. Three indicators of housing quality—crowding, affordability, and satisfaction—are used to discover the extent to which these groups experience housing problems. This study also explores differences and similarities in the factors that precipitate problems in housing quality for these three groups of single parents. Findings suggest important differences and similarities in the nature of housing quality problems among white, African-American, and Hispanic single-parent women. The specified variables explained about 20% of the variance in crowding, housing affordability, and housing satisfaction. On measures of objective and subjective housing quality, white single mothers are better housed than their African-American or Hispanic counterparts. Hispanic single mothers have the largest housing cost burden and average more persons per household than the other groups. African-Americans are twice as likely as either group to live in low-quality housing and reported the lowest average satisfaction with their housing. Her research interests include housing and neighborhood assessment and women and public policy issues. She has recently published articles inUrban Affairs Quarterly andHousing and Society on housing and neighborhood assessment criteria among black urban households and the housing cost burden of various groups of female-headed households. She received her Ph.D. from Ohio State University. Her research interests include the housing adjustment behavior of women and public policy. She has recently completed her thesis on the role of noncustodial parents in determining the quality of life of their children. She is also the recipient of the Tessie Agan Award for research excellence from the American Association of Housing Educators for a paper titled “Unterstanding Constraints and Residential Satisfaction among Low-Income Single-Parent Families.”  相似文献

I model the relationship between aspects of the housing market influenced by housing policy and couple stability for cohabiting couples in Sweden. Using data on 3,851 cohabiting couples obtained from the Swedish Family Survey of 1992, I examine the effects of housing market characteristics on couple outcomes. I focus on three housing variables, including the affordability of housing, the availability of detached housing, and the profitability of ownership. I link these variables to the transitions from cohabitation to marriage or separation in Sweden. Policy relevant aspects of the housing market are shown to have significant effects on the stability of couples in Sweden. Greater affordability increases couple stability. Intriguingly, greater availability of detached housing significantly weakens couple stability.  相似文献

This paper compares the home-moving patterns of Hong Kong citizens in the periods of 1996–2001 and 2001–2006, highlighted by economic downturns, population reformations and subsequent housing policies adjustments during the second period. It is first shown in the findings that the supply of public housing, instead of its tenure, dictates home-moving propensities and patterns. Then, housing needs among elderly and pre-elderly people appears to be overwhelmed by social needs such as attachment and existing social networks, along with direct or indirect financial constraints. Besides, spatial lock-in appears to be more prevalent among Chinese immigrants as compared to non-Chinese immigrants, owed to the former's ties to local Hong Kong residents and subsequent eligibility for government assistance. Yet, despite the availability of jobs and schools, the recent trend of people moving out of new towns gradually turns these areas into marginalized communities clustered with poor people, alienated within and in a sense excluded from the city landscape altogether. A variety of policy implications, from public finance, allocation of social resources, to land use planning of rural areas and potential social conflicts, are discussed in response to the trend of population aging and immigrations from the Mainland.  相似文献

The EC White Paper — The Future of Rural Society — identifies three “standard problems” of rural areas, but the first, which characterises areas associated with “the pressures of modern development”, receives little attention in the remainder of the document. This paper explains why it is particularly important that the peri-urban areas are not ignored in the development of rural policy. In the first place, the problems of these areas are inextricably linked to those of areas of rural decline and if such links are ignored the resulting partial analysis of rural problems may cause some important policy-options to be overlooked. Second, there continue to be pockets of disadvantage within the peri-urban areas where deprivation is likely to be increased by close proximity to an affluent majority. Finally, the paper analyses the Rural Community Strategy for Berkshire, a nonstatutory document prepared by a group drawn from governmental, quasi-governmental and non-governmental organisations in one peri-urban area of southern England. This shows that while the broad agenda of rural policy issues (covering employment, housing and services), may be very similar to that found in areas of rural decline the rationale for intervention is somewhat different, and transport issues may lie at the heart of the “standard problem” of these areas.  相似文献

One of the most pressing questions in the rural gentrification literature is whether rural residents face difficulties in finding a home within their locality due to the influx of more wealthy newcomers. In this paper, we investigate the extent to which intended local movers and intended non-local movers have realised their rural residential preferences in their preferred municipality. We perform multilevel multinomial logistic regression analysis on data from two housing surveys for the Netherlands that are enriched with register data from the longitudinal Social Statistical Database (SSD). Our results show that, despite of their lower income, intended local movers are more likely to find homes within their preferred rural location than are intended non-local movers. Intended non-local movers move more often to a location other than that initially preferred, with urbanites facing a higher likelihood to move to an urban area. The findings suggest that ties to the residential environment are more important in successfully finding housing in one's preferred rural location than are financial resources.  相似文献

Rural often is viewed as a setting for study rather than an object of study. Often a priori definitions of rural are used; these definitions may bear little resemblance to residents' understanding of the concept. A cognitive mapping experiment to explore the meaning of rural is undertaken in this paper. Results indicate that urban residents could readily identify rural areas on a blank map of Pennsylvania. Their responses to the question varied, however, with some respondents indicating urban areas or writing images on the map. A discussion of these thought processes and implications from these varying responses are presented. Then, the cognitive maps are compared to three commonly accepted definitions of rural. Population density was found to best approximate the areas that urban residents perceived as rural. The paper concludes by discussing policy implications of the findings.  相似文献
