This article compares the incorporation of two groups of immigrants from the former Soviet Union into the Israeli labour market.
The first group arrived in Israel in 1979 and the second group arrived in 1990. The first period was characterized by a small number of immigrants (best of times), and the second period was characterized by mass migration (worst of times).
Using data sets assembled by the Israel Central Bureau of Statistics, labour force status of the two groups in Israel were examined four years after arrival (1983 and 1994, respectively). We found no difference in rate of labour force participation but considerable differences in the rate of occupational mobility between the two groups of immigrants.
Specifically, the data reveal that immigrants were able to find employment in both periods. However, during periods of mass migration, recent immigrants had experienced higher rates of downward occupational mobility and greater loss of occupational status.  相似文献

Much has been written about the labour market outcomes for immigrants in their host countries, particularly with regard to earnings, employment and occupational attainment. However, much less attention has been paid to the question of whether immigrants are as likely to receive employer-provided training relative to comparable natives. As such training should be crucial in determining the labour market success of immigrants in the long run it is a critically important question. Using data from a large-scale survey of employees in Ireland, we find that immigrants are less likely to receive training from employers, with immigrants from the New Member States of the EU experiencing a particular disadvantage. The immigrant training disadvantage arises in part from a failure on the part of immigrants to get employed by training-oriented firms. However, they also experience a training disadvantage relative to natives within firms where less training is provided.  相似文献

The efficiency of publicly financed training measures is discussed. Findings concerning evaluation have for the most part diverged as a result of data problems. The article examines the efficiency of publicly financed training programs for East Germany which aim at reintegrating unemployed persons. The analysis is based on longitudinal data of the ?Berufsverlaufsstudie Ostdeutschland“ (occupational trajectories in East Germany) for the period 1990–1997. Analytically, the effect of training measures is split into a ?human capital“ and an ?institutional“ effect. Both effects are analyzed in a multivariate event history model. They operate in contrary directions: the institutional effect is marked by delayed reintegration of unemployed into work whereas the human capital effect results in better labour market chances due to additional credentials. In times of rapidly changing labour market structures the institutional effect overrides the human capital effect. In the East German transformation process, publicly financed training measures have not proved to bean efficient political instrument to speed up the reintegration of the unemployed people into gainful employment.  相似文献

This study focuses on the occupational component of the labor market adjustment of Hispanic immigrants. The author asks whether Hispanic immigrants assimilate with natives and what factors influence occupational attainment. The findings suggest that years since migration narrow the socioeconomic gap between Hispanic immigrants, their U.S.‐born Hispanic counterparts, and non‐Hispanic whites. The level of human capital affects the rate of occupational mobility and determines whether convergence occurs in the groups’ socioeconomic occupational status. The occupational status of Hispanic immigrants with low human capital remains fairly stable and does not converge with that of non‐Hispanic whites. However, those with high human capital experience upward occupational mobility. In part, their occupational assimilation is driven by the acquisition of human capital among younger Hispanic immigrants.  相似文献

The proportion of immigrants from countries in the Middle East living in Sweden has increased since the 1970s, and it is a well‐known fact that immigrants from the Middle East suffer from low earnings and high rates of unemployment on the Swedish labour market. There are often great hopes that self‐employment will enable immigrants to improve their labour market situation. Further, in Sweden as in many other countries, the question of whether the existence of ethnic enclaves are good or bad for immigrants’ earnings and employment opportunities has also been widely debated. This paper presents a study of the extent to which Middle Eastern ethnic enclaves and networks in Sweden enhance or hinder immigrants’ self‐employment. The results show that the presence of ethnic enclaves increases the propensity for self‐employment. Thus, immigrants in ethnic enclaves provide their co‐ethnics with goods and services that Swedish natives are not able to provide. The results also show that ethnic networks seem to be an obstacle to immigrant self‐employment. One explanation is that an increase in network size implies increased competition for customers among self‐employed immigrants. The question of whether ethnic enclaves are good or bad for the integration of immigrants into the labour market has been widely debated. The results of this paper provide us with information about the integration puzzle. Ethnic enclaves seem to enhance self‐employment propensities among Middle Eastern immigrants in Sweden.  相似文献

"The present study contributes to the literature on international migration by examining social, demographic and contextual factors that influence modes of labor market incorporation and occupational cost among new immigrants during their first years after migration. The data for the analysis were obtained from the 1983 Census of Population conducted by Israel's Central Bureau of Statistics. The analysis focuses on men who immigrated to Israel between 1979 to 1983.... The data reveal that the likelihood of finding employment, the mode of labor market incorporation, and the size of the occupational cost are significantly affected by geocultural origin, occupation in the country of origin, and individual-level demographic and human capital resources. The meaning of the differentiated effects are discussed in detail. The findings point toward two central aspects that should be examined in the study of labor market incorporation of new immigrants: employment status and occupational cost."  相似文献

In light of the continuing discussions about the recruitment of a highly-qualified labour force in Germany, this article explores the determinants of immigrants?? investments in official recognition of their education, and the labour market effects of this recognition. We examine both research questions with the help of the dataset extending to immigrants from the former Soviet Union. Results of the propensity score matching analysis show that level of education, occupational status in the country of origin, employment in professions that in Germany require specialized authorization, and language proficiency all positively affect immigrants?? investments in education recognition. Conversely, age at migration exerts a negative effect. Recognition of education certainly pays off in the German labour market, particularly when concerning high-status employment entry. Penalties associated with a partial recognition of education seem to be of minor importance. The biggest losers appear to be immigrants who attempted to get their education recognized but failed altogether. Not attempting to get one??s education recognized, on the other hand, seems to be a rational strategy largely on the part of less educated migrants who are more interested in investing into a quick labour market entry without much concern about the status of their employment.  相似文献

The economic integration of immigrants is a salient social issue in Japan. Although the US immigration literature has stressed the importance of host-country-specific human capital over country-of-origin human capital for immigrants, previous studies in Japan have shown mixed results about the effects of these two types of human capital on the economic integration of immigrants. The mixed results might be because previous studies focused on only specific immigrant groups (with regard to nationalities, cities, and visa status), human capital variables, and dimensions of economic achievements in the Japanese labor market. The segmented nature of the Japanese labor market structure and immigration policies create different pathways to “economic achievements” of immigrants depending on the dimension of “economic achievements” studied. By conducting a nationally representative social survey of Japanese immigrants, we examined the association between the two types of human capital (i.e., country-of-origin and host-country-specific) and the three indicators of labor market success: employment status and firm size, occupational status, and income. Our results indicate that host-country-specific human capital in the form of higher education and language proficiency is important for all three indicators of economic achievement in Japan, while country-of-origin human capital in the form of higher education and vocational skills is transferable to some extent. Our results suggest that the significance of human capital in immigrants' economic success is determined not only by the structure of the labor market but also by immigration policies.  相似文献

"The conditions for young immigrants in the Swedish labour market have been widely discussed in recent years. One hypothesis put forward is that young immigrants tend to remain in jobs with low wages, high risks of unemployment and bad working environments, and their mobility out of such jobs is low.... Because composition of the immigrant group, through immigration and re-emigration, changes over time, the use of longitudinal studies is especially useful. However, only a few such studies have been conducted in Sweden, none of which gives special attention to the labour market careers of immigrant youth. The aim of this paper is to remedy this deficiency by using comprehensive longitudinal data for the period 1970 to 1990. In this paper, the transition from firm-based vocational training into the labor market is compared for East and West Germany in the first half of the 1990s. Special attention is given to the extent of unemployment after finishing training and its impact on the following entry into the first job. The paper aims at answering the following questions: How big are East-West-differences at the entry to the labour market? Did these differences decrease towards the middle of the 1990s? Are discrepancies between East and West related to diverging structural labour market conditions and individual differences of the leavers of the training system? By comparing the patterns of entering the labour market in both parts of the country, the paper aims at answering the question whether the dual system of vocational training has been established successfully in East Germany during the first half of the 1990s or whether an ongoing disorder at the ‘second threshold’ points towards a (temporary) failure of the ‘transition regime’ to the labour market. This article analyses the Hebrew language proficiency, probability of employment, and labour market earnings of immigrants in Israel. It uses the 2010/11 Immigrant Absorption Survey conducted by the Israeli CBS. In addition to standard immigration, demographic, and human capital variables, the analysis includes unique features: the study of long-duration immigrants, analyses of males’ and females’ primary reasons for immigration, the subsidized intensive Hebrew language training programme, Ethiopian Jews, and Jewish and non-Jewish immigrants from the Former Soviet Union. Results from multivariate analyses largely accord with the “standard theoretical model” of language proficiency regarding the mechanisms of “exposure”, “efficiency”, and “economic incentives”. Acquaintance with the local language increases the likelihood of being employed and has positive earnings outcomes. We discuss implications of the findings for public policy which can improve the adjustment of these new immigrants to their new society, hence also moderate inter-group tensions.  相似文献

This article studies whether the durations in unemployment and employment for immigrants and natives respond differently to changes in economic conditions and to the receipt of unemployment benefits. Using Spanish administrative data for the period 2000–2011, we estimate multi‐spell duration models that disentangle unobserved heterogeneity from true duration dependence. Our findings suggest that immigrants are more sensitive to changes in economic conditions both in terms of unemployment and employment hazards. The effect of the business cycle is not constant but decreases with duration at a higher rate among immigrants. We provide evidence that the higher job separation rates and lower capital‐labor complementarity of immigrants are mechanisms that are possibly compatible with these results. We also find evidence of a disincentive effect of unemployment benefits on unemployment duration, which is stronger for immigrants, but only at the beginning of the unemployment spell, especially under good economic conditions. Finally, unemployment benefits increase job match quality only for native workers with temporary contracts. (JEL J64, J61, C23, C41, J65)  相似文献

Since the early 1990s the Polish economy has, in the move towards a market economy, undergone substantial economic reforms which resulted initially in a severe recession and notably in widespread unemployment. In a country where women have traditionally played a major role in the workforce it is pertinent to ask how their role has been affected during the early years of transition to a market economy, what factors explain this, and what their employment prospects are likely to be in a free market economy. After sketching the key features of women's employment in Poland pre-transition the article then addresses these questions using data drawn mainly from the Labour Force Surveys of 1992 and 1994. It finds that women's labour market position has been changing and in 1994 could be said to be mixed: while on the one hand it seems to be deteriorating (rising rates of inactivity and unemployment, the feminization of part-time work), on the other women seem to have been relatively protected from the worst effects of marketization and are in a better position than men according to some unemployment indicators. Prospects for women's employment under a free market economy also appear to be mixed, with much depending on whether the Polish government introduces a framework of national measures to support and encourage women who enter into paid employment.  相似文献

The men’s unemployment rate first exceeded the women’s during the recession of the 1980s, a pattern repeated in the 1990s recession. During non-recession years, this gender difference disappeared. We use data disaggregated by occupational categories and show that occupational distribution is critical for explaining the behavior of gender unemployment rates. Although women’s rates are consistently higher than men’s within occupations, the gender distribution across occupations favor lower rates for women. In recessions, the unemployment rates rise for both genders, but the occupational distribution shifts in favor of women’s employment. For expansionary periods, these two effects are offsetting.  相似文献

Social networks have long been identified as crucial to migration flows and the economic behaviour of immigrants. Much of the literature on international migration and economic sociology specifically focuses on the role of interpersonal ties in influencing migration and economic action, such as finding employment. Using the case of Gujarati Indian migration to New York and London, the life histories of these immigrants illustrate that specific configurations of network ties result in different migration flows and occupational outcomes. These configurations include organizational, composite, and interpersonal ties that link local labour markets transnationally and channel immigrants to particular destinations and into particular occupations. The findings clarify the role and meaning of networks as they affect different types of migration and the occupational outcomes of migrants. The prominence of these network mechanisms also challenges the role of human capital in producing distinct outcomes for immigrants.  相似文献

The study examines the early market experience of recent immigrants to Israel from the former Soviet Union (FSU) and their mobility patterns a few years after migration. The Labour Utilization Framework, proposed by Clogg and Sullivan (1983), was analysed to identify the employment difficulties immigrants experienced upon arrival, their short‐term mobility in the labour market, and the income consequences of their disadvantaged position in the market. Using a panel study of immigrants who arrived in Israel during 1990, we found that although most of them found employment, only a minority did not experience employment hardships. Four years after their arrival, most immigrants were still employed in occupations for which they were over‐qualified, and only a small portion of the group managed to find adequate employment. Women had more severe employment hardships and a lower rate of mobility into the better positions. For men and women alike, almost any deviation from a stable adequate employment entailed wage penalties.  相似文献

Our purpose in undertaking this research is to methodically map the labour market circumstances of the main immigrant groups in Greece. We classify all of the Districts of Greece into three categories (Diverse, Mixed and Unmixed) according to the ethnic composition of each District. We measure how the employment status of the immigrants varies (1) according to the ethnic group and sex of the immigrant, and (2) according to the ethnic composition and economic structure of a District. In general, the majority of immigrants exhibit lower unemployment and higher economic activity rates than the indigenous Greeks. Three immigrant groups (Albanians, Bulgarians and “Other”), which make up two‐thirds of the foreign‐born population of Greece, have lower unemployment rates than the national average, and lower rates than Greeks as well. The poorest labour market outcomes are observed in Unmixed and Mixed Districts, whereas Diverse Districts are better off. At the regional level, the most disadvantaged Geographical Department is the Ionian Islands, since it presents the highest unemployment rates for the general population for both sexes. With regard to sex‐differential unemployment across immigrant groups, we found that women exhibit higher unemployment than men in almost every ethnic group.  相似文献

We utilise a rich set of regional labour market variables to explain regional variation in Norwegian manufacturing wages. In particular, regional indicators of labour market conditions are computed from survey data in which respondents are asked to evaluate local employment opportunities. We find that average reported satisfaction with local job prospects and other survey-based indicators perform better in regional wage equations than traditional labour market variables, including the regional unemployment rate. Our results suggest that subjective measures of employment opportunities provide useful information about wage pressure.  相似文献

The enlargement of the European Union (EU) in May 2004 produced a very significant wave of immigration to the United Kingdom that is likely to continue to impact its labour market in forthcoming years. Polish migrants were by far the largest cohort of the new entrants. This paper complements previous work that has begun to establish the characteristics and labour market performance of migrants from the new member states who have entered the United Kingdom. This paper uses a unique micro‐level data base to investigate the labour market evolution of Polish migrants in the UK labour market. We find that in the first UK job returns to human capital were negligible. However, for the current job an extra year of education increases the weekly gross wage by 3.2 per cent. There is evidence of a gender differential in pay in both jobs and that older workers are paid more than their younger counterparts but this effect becomes insignificant in the current job. We find that hours worked is a significant factor in wage determination. However, the influence of hours worked on wages declined by approximately 38 per cent between the first and current job. Results from multinomial logit models suggest that over‐time there is some “match” between the occupational groupings that these workers were attached to in Poland and the United Kingdom. We also find evidence that the use of employment agencies by some of these workers increases the likelihood of employment in skilled manual and non‐manual occupations. Workers who have had supervisory responsibility in the United Kingdom are more likely to be in professional or intermediate occupations.  相似文献
