The impact of labor unions on the passage of economic legislation   总被引:1,自引:1,他引:0  
This paper examines the political power of labor unions. A model of the decision of an interest group to contribute to a political campaign is developed and tested. The empirical evidence indicates that interest groups, and unions in particular, use political contributions in a systematic and coordinated manner. Unions give money to candidates with relatively little seniority (who might otherwise not be elected) and to candidates from districts with about the average number of union members. Such candidates might otherwise not vote as the union would desire. The influence of campaign contributions and of union membership on the voting of congressmen on issues of interest to unions is also investigated. Union membership is sometimes significant and campaign contributions are always significant in explaining voting on minimum wages, wageprice controls, benefits for strikers, and OSHA and CETA appropriations. The indirect economic effects of labor unions — those effects which occur because unions influence legislation — may be as important as the direct effects which occur through collective bargaining.  相似文献

Public sector employees are highly engaged in civic and political life, from voting to volunteering. Scholars have theorized that this political activity stems from “public service motivation,” or the selection of publicly oriented individuals into public work. We build on this work by analyzing the role of public sector unions in shaping participation. Unions are central mobilizing organizations in political life, and one in three public sector workers are unionized. Special supplements of the Current Population Survey provide data on various forms of participation, sector, union membership, and union coverage. Logistic regressions find that unionized public sector workers have much higher odds of engaging in a range of activities compared to non‐union public workers, including protest, electoral politics, and political communication. Union membership impacts service work to a lesser extent, suggesting that unions are more central to political lives. These findings have implications for the consequences of union decline, including the class, race, and gender composition of who participates in democratic life.  相似文献

The authors reexamine the role of open shop legislation in affecting union outcomes. New indices of union success are employed which include election voting behavior, the size of newly certified units, and the rate of union decertification. Three competing hypotheses are empirically tested: (1) the free rider argument predicting lower membership levels in right-to-work (RTW) areas; (2) the saturationist hypothesis predicting a higher level of organizing activity in RTW areas as a result of large concentrations of unorganized workers; and, (3) the hypothesis that legislation is vitiated by distinct organizing behaviors in RTW and nonRTW areas. Empirical results, based on SMSA data from 35 states, tend to provide support for hypotheses (2) and (3). Recently, RTW areas have experienced more prounion outcomes, and the union returns to regional attributes (measured by Chow tests) are found to be distinct in the two areas.  相似文献

This study uses moderated regression analysis and two major sources of individual data to examine gender differences in union membership, pro-union voting intent, union instrumentality, and relative confidence in union leaders. Some specific male-female differences are noted, particularly involving union-related variables. Overall, however, the authors report a minimal role for gender as a determinant of the alternative union-related measures examined. A changing labor relations climate has caused many national unions to merge with smaller independent unions in recent years. One aspect of the merger process concerns the willingness of independent union members to support affiliation with a national union (Chaison, 1986). This article examines the determinants of indivudual-level voting behavior using data gathered from members of an independent union who rejected a proposed affiliation with a national union in a membership referendum. Logistic regression results indicate that affiliation supporters perceived the affiliation as improving union effectiveness, were influenced by social support among co-workers in favor of the merger, and perceived the saliency of the independent union’s support for the affiliation proposal. Conversely, affiliation opposition was influenced by the employer’s “vote no” campaign and by perceptions that affiliation would lead to an increased probability of strikes and to future increases in dues.  相似文献

Correlates of membership and joining intentions in the federal sector, where union representation is broadly available but membership is relatively low, are examined. Key independent variables — attitude toward joining, normative influence, perceived instrumentality of joining, union activism, and satisfaction with the union — are all positively correlated with both membership and joining intentions. In regression analyses, attitude toward joining predicted both membership and intentions. Union satisfaction and activism predicted membership, but normative influence and instrumentality did not; and normative influence and instrumentality predicted joining intentions, but union satisfaction and activism did not. Other important variables include: general attitude toward unions, which predicted both membership and intentions; membership in the previous union, which predicted intentions, but not membership; race, which predicted intentions, but not membership; satisfaction with pay, which predicted (negatively) joining intentions, but not membership; and satisfaction with fellow workers, which predicted membership, but not intentions. We attempt to explain why determinants of membership might differ from determinants of joining intentions. This research was supported by a grant from the John A. Unions provide higher than competitive wages for members, but their effect on non-union wages is not clear. We investigate the effect of union density on supermarket wages from 1986 to 1993, a period of declining real wages and declining union membership. Full-information maximum likelihood techniques are used to estimate log wage equations for both the union and nonunion sectors. Decomposition techniques then separate the union wage premium into the relative effects of densities and union membership. We find a significant, positive effect of union density for both union and nonunion employees. This effect explains approximately one-third of the union-nonunion wage differential. This research was conducted while Johansson was a graduate research assistant at the University of Minnesota.  相似文献

Past research of the effects of campaign spending in Congressional elections has found, contrary to expectations, that incumbent spending lowers votes he or she receives. Our model simultaneously determines votes and spending and eliminates this anomaly. A measure comparing the incumbent's voting record to constituent preferences aids model identification. Using two-stage least squares, we find that both incumbent and challenger spending are signficant determinants of the popular vote received. Tenure and spending appear to have diminishing returns, and voters appear to punish incumbents who vote against their wishes.  相似文献

Of the 39 states that permit some form of public sector collective bargaining, union security agreements are prohibited in 19. Employees may join and pay dues to the union representing them in these states but they are not required to do so. This study of 372 state government workers compares union dues-payers and non-dues-payers on a variety of personal, positional, economic, and noneconomic variables. Workers who were exposed to more physical danger and less noise were more likely to be dues-payers; higher seniority workers and skilled craftworkers were more likely to pay dues. Results suggest that union voting and union dues-paying have different antecedents. They also raise questions about the generalizability of previous dues-paying research to blue-collar settings. Holding a union card in a right-to-work environment seems to have little to do with the traditional collective pursuit of economic power.  相似文献

The political influence of unions and corporations is examined by analyzing Senate roll-call votes on COPE-identified legislation for the period 1979–1988. Union PAC contributions and union membership both have significant positive effects on three different types of COPE legislation: Narrow Union, General Labor, and Non-Labor. In addition, corporate PAC contributions to senators’ opponents reduce their pro-union voting behavior on Narrow Union and General Labor bills. There is no evidence that the political influence of unions in the U.S. is declining.  相似文献

This study represents an extension of the human capital paradigm as it relates to an individual’s decision to migrate. It differs from previous studies by incorporating union membership, a labor market variable, into the model. In effect, the National Labor Relations Act of 1935 granted a monopoly bargaining position to unions. The theoretical implication of a union’s monopoly bargaining position is that union wage levels will increase relative to nonunion wages. The increase of relative wages results in union membership granting a property right that possesses positive net present value and hence reduces an employed union member’s probability of migrating. Additionally, the supra-competitive remuneration of union members results in a surplus of labor supplied to union firms. Employers respond by using quality screening to hire workers from the larger labor pool. As a result, unemployed union members will on average possess higher levels of human capital, which will increase their probability of migrating above that of their unemployed nonunion cohorts.  相似文献

This paper examines the determinants of intertemporal variation in the growth rate of trade union membership in Taiwan during 1960–1987. The empirical results indicate that the widely used empirical model of growth in trade union membership based largely on cyclical variables applies to the case of a newly industrialized Asian country—Taiwan.  相似文献

The union voting intention literature shows that many nonunion employees who indicate that they think unions are instrumental in increasing wages, benefits, and working conditions would vote against forming a union. Although American workers have often been characterized as pragmatic with regard to their support for unions, the “disconnect” between union beliefs and union voting intentions just described suggests that more subtle forces are at work. In this paper, it is shown empirically that union instrumentality is a limited predictor of union voting intentions for a recent national cross-section of workers. Rather, more general feelings toward unions and employers are primary. These accounted for a large portion of the variance in union voting intentions, with general feelings towards unions by far the most critical predictor. A concluding section discusses whether the results may reflect changes in union power and changes in employee views of unions. Areas for future research are discussed.  相似文献

Analysis of a large micro-data set shows that state public-sector bargaining laws significantly influence state and local government union membership in several ways. Membership probability is lowest where a right-to-work law is present; it is greatest when there are mandatory agency shop provisions. Compulsory arbitration leads to a significantly greater probability of membership than does the right-to-strike. Simulations based on model estimates indicate that policy changes along the lines of proposed national public bargaining laws could lead to major changes in public-sector union density. Among individual and demographic characteristics, membership probability is significantly affected by full-time/part-time status and the statewide extent of private-sector unionism. Although non-whites and males are more likely to be union members, race and gender membership differentials are shown to be relatively small. This paper extends recent research on the determinants of the decline in union membership in the United States. Using biennial state-level data for a set of years between 1958 and 1982, my model tests “union organizing,” “structural,” “management opposition,” and “public policy” hypotheses concerning union membership and suggests improved specifications of each of these hypotheses. The paper also examines the relative importance of each factor in explaining the decline in unionization. The results support each of the hypotheses and confirm previous findings that changes in the structure of the labor force are most important in explaining union membership decline.  相似文献

I examine influences of technological opportunity on a set of factors determining inter-industry variation in union membership density. A data set of 239 U.S. manufacturing industries is divided into subsets of “technologically progressive “ and “technologically unprogressive “ industries, and my unionization model is estimated for each subset. The study confirms recent findings indicating that innovation activity and industry concentration have significant negative effects on union membership density. However, these results are obtained only for the subset of “technologically progressive industries and not for the “technologically unprogressive “ industries. These findings suggest that estimation bias is imparted to interindustry studies of the extent of union membership through the influence of technological opportunity on the interrelationships between innovation output, industry concentration, and union membership density. Using data from a national survey of pharmacists who are members of the American Pharmaceutical Association, we examine the union voting intentions of employee pharmacists. We find that union instrumentality regarding professionalism is a primary predictor of union voting intent among these employees. In addition, this predictor mediates the relationship between the level of professionalism at a pharmacist’s current employment situation and his or her expected union vote. Also important to union voting intent are respondent beliefs about union instrumentality regarding pecuniary issues, prior union experience, as well as overall job satisfaction. Implications for employers, unions, and researchers are drawn. Against the background of heavy membership decline, the increasing importance of women as a source of members for unions and union efforts to attract women into membership, this paper explores the nature of women's union activism. The focus is on why women stay active in unions. The paper employs Klandermans' model as a framework for examining senior union women's activism. This study suggests that the model is gendered in that women's experiences and perceptions of trade unions are highly gender specific and further that their union activities are underpinned by a feminist paradigm. The women in the study expressed a strong desire to ensure that the union works for women, indicative of the gendered nature of their commitment to the union. They revealed gendered bargaining priorities and thus gendered perceptions of union instrumentality. Their social integration within the union is shown to be highly or partially contingent upon, formal and informal women's support networks.  相似文献

This study builds on the strike-militancy literature by examining the determinants of the union member’s decision to cross a picket line during a 29-day university faculty strike. As hypothesized, voting behavior in authorization and ratification elections significantly predicted crossing behavior, suggesting that strike voting may provide information about the level of support for the strike and, in turn, the level of bargaining power. In addition, satisfaction with the administration, union commitment, attitudes toward unions, co-worker social support, and the perceived cost of striking were significantly related to crossing behavior.  相似文献

This paper examines the effects of “Right-to-Work” laws on union membership and on the earnings of union and nonunion members. Using regression analysis, we find that once the simultaneous equations bias between the degree of unionization and RTW laws is eliminated, RTW laws have no statistically significant influence on union membership. Similarly, using a human-capital earnings model, we find that RTW laws have no significant influence on the wages of all workers, union workers, or nonunion workers. However, we did find evidence that such laws may promote aggressive union wage policies resulting in a larger union/nonunion relative wages advantage in RTW states than in non-RTW states.  相似文献
