Objectives. Partisanship should affect evaluations of Congress just as it affects evaluations of the president, and these institutional evaluations should affect political trust. We argue that the relationship between partisanship and trust is dependent on partisan control of Congress and that much of party identification's influence on trust occurs indirectly through approval of governmental institutions. Methods. Using data collected before and after the 2002 congressional elections by the Center for Survey Research and Analysis at the University of Connecticut, we examine changes in frequency distributions and mean values for trust and institutional approval. We use multivariate regression models and a path model to estimate the causes of political trust and self‐perceived change in trust. Results. We find evidence that party control of government and party identification are important in explaining trust and institutional approval. The Republican takeover of the Senate led Republicans to evaluate the Senate more favorably and to become more trusting of the government, while having the opposite effect on Democrats. Conclusions. The changes in approval and trust resulting from the 2002 elections suggest that at least some segment of the population is cognizant of changes in the political environment and updates its views of government when the political environment changes.  相似文献

本文利用CGSS2010的数据,考察市场化背景下中国居民政治价值观的变化及其对政府信任的影响。研究发现:第一,随着市场化的推进,居民权威主义的政治价值观明显趋于弱化,但民主主义的政治价值观没有统计上的显著变化;第二,中国居民政府信任水平的东、中、西区域差异显著,市场化进程与居民政府信任水平呈线性递减关系;第三,权威主义的政治价值观对居民的政府信任水平有促进作用,但这种正向影响会随着市场化进程愈发弱化,而民主主义的政治价值观对居民的政府信任水平不具有统计上的显著影响。文章最后指出,中国居民当前的政治价值观可能正处于过渡期,这种“过渡型”政治价值观既包含对传统权威主义的高度认同,也隐含现代民主主义精神。此外,在市场化改革背景下,理性思维日益占据主导地位,因此,提升政府信任的最直接途径可能还在于提高政府工作绩效。  相似文献

This paper looks at the challenges facing voluntary and community organizations (VCOs) within the new policy context of English “regionalism”, drawing primarily on an empirical study in one of the emerging Regions. Barriers to voluntary and community sector (VCS) engagement with the new regional governmental organizations and the new regional policy agenda are identified. The role of VCS “infrastructure” organizations in facilitating relationships with regional levels of government is also considered. The concepts of exchange, ownership, trust and legitimacy are then employed to analyse and explain the implications for English VCOs of working with a new tier of government at regional level. The paper concludes by reconsidering the nature of the relationship between VCOs and “government” in the light of the new policy context presented by English regionalism combined with central government interest in building the capacity and infrastructure of the voluntary sector.  相似文献

Objectives. Studies of Western settings, in general, argue that social capital, defined as a set of civic norms and social networks among ordinary citizens, nurtures democratic governance at various levels. Does such a social capital exist in a transitional society such as China? If so, what kind of role does social capital play in affecting individuals' attitudinal and behavioral orientations toward fledging grassroots self‐government in that society? This study is intended to answer these questions, which are crucial for our understanding of China's sociopolitical development as well as for the application of social capital theories in non‐Western societies. Methods. This study is based on the data collected from a representative survey conducted in an urban area in China in 2004. Results. The findings from this study indicate that social capital among urban residents was abundant, and it nurtured the grassroots self‐government system through residents' attitudinal and behavioral orientations toward the system. Conclusions. These findings have strong implications for the future of local democratic governance and applicability of social capital theories in China.  相似文献

This paper critically evaluates the debate on what makes local governments more effective, higher social capital (such as trust, reciprocity, and informal social networks) or stronger institutional structures (such as democratic processes, ombudsman, and social audits). Empirical analysis of a decentralized welfare scheme in India, the Andhra Pradesh Rural Employment Guarantee Scheme (APREGS), using the latent variable path analysis modeling approach reveals that creation of formal democratic institutional channels in itself does not impact governance performance. Rather, it is mediated by complex institutional and social capital issues. For example, formal information dissemination activates social capital, leading to effective local governance. However, this (higher social capital and better institutions) does not automatically lead to empowerment or trust in the local government. The influence of the economically and politically powerful mediates this relationship. These and other results, cumulatively, highlight the complexity involved in the effectiveness of government empowerment initiatives. The paper calls for a fresh and wider debate on decision‐making dynamics in rural India, especially the interaction between government institutions, social capital, and the historical societal dynamics.  相似文献

Objectives. The objectives of this article are to examine the impact of acculturation on the levels of trust in both the national and local governments in a long‐term minority‐majority community and to consider the effect on Mexican Americans' level of trust of long‐term co‐ethnic control of local government. Methods. Ordered probit is applied to measures of local and national political trust derived from the National Election Studies. Data were drawn from a sample of Latino respondents residing in the predominantly Mexican‐American region of south Texas. Independent variables include a language‐based measure of acculturation, a measure of interethnic social interaction, and items dealing with respondents' evaluations of the honesty, efficiency, and beneficiaries of governmental policies. Clarify is then used to estimate the real‐world impacts of these variables. Results. Acculturation has a significant and negative impact on trust in the national government. This effect vanishes, however, at the local level. Moreover, co‐ethnic control of government appears not to be related to trust. Conclusions. Trust in the national government is significantly reduced by acculturation, while trust in local government is unaffected. Moreover, trust in government is not enhanced by co‐ethnic control of the levers of political power.  相似文献

Participation in voluntary groups is potentially an important way to create health promoting social capital. This paper investigates women's participation in voluntary groups, utilising data from a postal survey of 968 female respondents and in‐depth interviews with 30 women. Logistic regression was conducted to examine factors associated with frequency of women's group involvement. Not working full time, living in a married relationship, and having a university education were all significantly associated with regular involvement. The qualitative data further illustrated some of the ways in which these three factors were linked with women's involvement in groups. We conclude that women who were able to regularly participate were those who already enjoyed levels of social and economic privilege. Policies to promote social capital via participation might focus on identifying what types of group involvement benefit women's health, and increasing the accessibility of such groups to include diverse groups of women.  相似文献

Canada and the USA share a common cultural source in the British Empire, yet within shared democratic traditions, very different political structures, policy processes, and values have been identified. Canada is seen as having a more deferential culture more supportive of government while Americans have been argued to be more individualistic and cynical about the role of government in society. Using a political culture framework, this study examines the degree to which Canadian and U.S. civil servants perceive societal respect for their public sector jobs, and the impact of those perceptions on individual job satisfaction. It is argued that if civil servants feel more valued by society, they are more likely to have higher levels of public service motivation, which then contributes to higher levels of individual job satisfaction. This study employs surveys of Oregon, Washington and British Columbian civil servants conducted in 2011 and 2012 to investigate this relationship. Findings suggest that British Columbian civil servants feel more valued by society when compared to Oregon and Washington civil servants, and these perceptions of positive societal support are associated with higher levels of individual job satisfaction.  相似文献

The article departs from the argument that research on welfare attitudes is, so far, dominated by large‐scale survey‐studies, which allow for generalizable insights into citizens' preferences and evaluations, but are necessarily limited in their ability to capture the dynamic and contextual aspects of attitude formation. In order to broaden the horizon of welfare attitudes' research, this article introduces a new qualitative method, namely deliberative forums. In these large group discussions—originally developed for participatory decision‐making—attitudes, opinions, and preferences are core aspects of the deliberation process, and the article argues that by observing deliberation, we can observe attitude construction “in vivo ”. The evidence from a two‐day German deliberation event illustrates in an exploratory manner how information, reasoning, and group processes can influence people's evaluations and expressed policy preferences with regard to redistribution. By linking participants' answers from a survey before and after the event to their statements during the discussions, the article not only shows that the preferences for redistribution people expressed in the survey answers are often higher after the deliberative event, but also seeks to make sense of attitudinal dynamics on the basis of the qualitative material by pointing towards the role of information, reasoning, and group processes.  相似文献

ABSTRACT

Using a data set combining two surveys that were conducted by Birzeit University in Palestine, the study investigates the role that trust in government plays in the provision of social services in Palestine (N= 1,314). The relationship between trust in government and selected sociodemographic characteristics is also explored. Results from the bivariate and regression analyses performed reveal that perceived trust in government is significantly related to government performance and a respondent's gender, income, education, and political affiliation. Implications for practice and future research are discussed.  相似文献

Objectives. This article tests the hypothesis that social capital—measured in terms of civic group involvement, social and racial trust, and political engagement—leads to charitable behavior by individuals. Methods. I introduce measures of the “social capital elasticity of giving,” which facilitate comparisons between the effects on charity of different social capital types. Using data from the 2000 Social Capital Community Benchmark Survey, I estimate these elasticities with tobit regression models. Results. I find strong links between changes in social capital stocks and changes in giving levels. Furthermore, I find that different social capital types have differing levels of impact on giving. Conclusions. Charitable giving appears to be a beneficial consequence of some types of social capital.  相似文献

Objective . Many have written about the public's low opinion of the federal government; however, the theoretical sources and consequences of political trust have been empirically elusive. Drawing on the procedural justice framework, this study investigates the structure and consequences of people's mistrust of the federal government. Methods . Using data from various years of the National Election Study (NES), this research investigates the relationship between policy, procedural, and personal concerns and support of government. Results . Judgments about policy outputs, the process by which these policies develop, and the people involved in this process are shown to be sources of governmental trust, and certain aspects of trust are shown to have important behavioral consequences. Conclusions . These findings help to explain the failure of previous research into the causes and consequences of political trust. The various policy and process judgments that the NES Index combines play important independent roles in explaining political trust itself and its relationship with political behaviors and other attitudes.  相似文献

While the traditional assumption is residents have more confidence in governments that are closest to them, empirical studies supporting this claim remain limited. In this study, we test the claim that ‘small is beautiful’ by comparing citizen reactions to similar types of decisions affecting Utah residents made by political leaders at different levels of governance. Our primary goal is to test the claim that trust is higher for local governments. Our secondary goal is to examine potential determinants of trust and whether they vary across levels of governance. The central finding from this study is that, despite claims to the contrary, citizens are not necessarily more trusting of government closer to the people and higher levels of government can engender as much trust as more local levels of government. Our findings also emphasize that regardless of the level of governance considered, interrelations exist between residents’ views of procedural justice and trust in these officials.  相似文献

在当代中国,自然灾害如何在短期内影响公众的政治信任,其作用机制如何?本文使用在汶川大地震发生前后收集的调查数据,试图通过自然实验设计来回答上述问题。本研究发现:在时间维度上,外生的自然灾害会在短时间内提升公众的政治信任;在结构上,地震对公众政治信任的边际增长效应呈现差序性特征,即对区县政府政治信任的正向作用最强,而对中央政府政治信任的强化作用最弱。在此过程中,国家主导的媒体宣传起到了关键的中介作用,即公众接收官方媒体信息的频率越高,其政治信任在短时间内提升的幅度越大。研究表明,灾后短期内的政府动员与鼓舞性的媒体议程设置是提升公众政治信任的重要影响因素,但从长远来看,切实加强政府的长效治理能力建设始终是巩固政治合法性的关键。  相似文献

Why would you give money to strangers? That is the fundamental question posed by a new body of research into the relationship between social trust and willingness to accept high taxes and extensive welfare states. The literature argues that generalised trust causes and upholds universal welfare state institutions, an entirely plausible explanation of the Scandinavian social democratic welfare states. However, it cannot explain the presence of very large welfare states in Continental Europe, where the level of generalised trust is much lower than in Scandinavia. The article adds to the existing literature by arguing that the ‘bumblebee’ of conservative welfare states is characterised by particularistic trust and familiaristic welfare institutions, which are functional equivalents to the mechanisms found in Scandinavia. Future research into the trust–welfare state relationship should therefore focus on the trust profile of a country to understand how the welfare state provides its citizens with benefits.  相似文献

Objectives. This article explores the impact of email on the network structure of small, voluntary associations. By focusing on the density and centralization of associations, we illuminate how the Internet affects their cohesiveness and democratic character. Methods. Based on network data collected from 41 community‐based associations that are comparable on a variety of factors known to influence network structure, we employ multiple regression techniques to explore the impact of increased email use on group‐ and individual‐level network measures. Results. We find that the technological nature of email as well as the background, interests, and intentions of its users interact to influence density and centralization. Individuals employ electronic mail differently from other communication modes such as phone and face‐to‐face communication. Network density increases, and network centralization either increases or decreases, depending on the distribution of email use in the association. Conclusions. These effects on associational structure are likely to have significant long‐run impacts on the cohesion, efficacy, and democratic character of voluntary associations.  相似文献

中国正处于制度变迁的特殊历史时期,转型期下的民众,一方面根据现代正式制度,采用新的观念模式和行动策略评估政府,一方面又受制于传统人情因素,对政府行为作主观评判。这种状况使得政治信任状态呈现明显的不稳定因素。整合民众、政府及制度等因素,能够解释制度如何通过影响民众对环境的预期及其对政府的判断,最终影响政治信任的基本状态。通过改变分析框架中的制度因素,可以探索当制度发生变迁时,人们对政府的信任状态如何随之变化,由此构建基于制度的政治信任的变迁机制。  相似文献

One important aspect in the design of social protection is coverage. In Peru, as in most Latin American countries, social security coverage is mandatory only for workers in the formal sector. This article investigates the determinants of voluntary affiliation to Peru's individual accounts pension system. It is found that married males with more than high-school level education living in high income households and with other family members already affiliated to the individual accounts pension system have a higher likelihood of voluntary affiliation. Although the results suggest that family-based safety nets might be substitutes for voluntary participation in the individual accounts pension system, nonetheless, extending pension coverage and addressing poverty remain as challenges for government involvement.  相似文献

任何一个社会都是由精英来治理的。由精英主导村庄治理,并不与“村民当家作主”有必然的矛盾,相反,村治精英引导了村庄民主的发展,而村庄民主实践也为精英的培养提供了舞台。民主的要义并不在于由谁来掌握权力,而在于权力是否用来为人民群众谋利益,并接受人民群众的监督和制约。因此,要保证精英主导下的村庄治理的民主取向,需要构建起村干部、草根志愿性组织以及村民“三位一体”的村治模式。  相似文献
