Significant developments during a period of transition for the labor movement in Mexico are described, including general declines in union membership; expansion of the maquiladora system accompanied by determined opposition to union-ization; and the effects of global labor markets, as reflected in limited ability of unions to raise wages and improve working conditions. Effects of the end of the 70-year rule by the Institutional Revolutionary Party in which party-aligned unions exploited their own members are examined. The development of independent unions and federations are described as significant forces which, along with reformed unions previously aligned with the PRI, now provide alternatives for legitimate representation of the interests of their members.  相似文献

In this article the following hypotheses are tested using the Hungarian Household Panel Survey and the SOCO data: (a) Poverty is more likely to be felt by ‘unemployed’ households (i.e. households in which one or more members are unemployed) than by ‘non‐unemployment’ households (i.e. households in which none of the members are unemployed); and (b) A household is more likely to be poor if the head of the household becomes unemployed rather than if the spouse or one of the elder children do. The analysis shows that unemployment is closely related to all aspects of poverty (e.g. income, expenditure, and subjective‐poverty), but this association is especially strong in the case of income. It also demonstrates that poverty is more likely when the head of the household, rather than any other member of the household, becomes unemployed. After controlling for all variables we see that when the head of the household becomes unemployed the probability of being poor increases only with regard to income‐ and subjective‐poverty. Wealth‐ and housing‐poverty are not influenced by unemployment in the household. By comparison, in the other Central European countries, when the head of the household becomes unemployed, the probability of being poor increases in all aspects of poverty. This finding suggests that unemployment in Hungary seems to be less devastating than in other post‐socialist countries.  相似文献

Unemployment has consequences for individuals, but its impacts also reverberate through families. This paper examines how families adapt to unemployment in one area of life-time in housework. Using 74,881 observations from 10,390 couples in the Panel Study of Income Dynamics, we estimate fixed effects models and find that individuals spend between 3 and 7 hours more per week in housework when unemployed than when employed, with corresponding decreases of 1 to 2 hours per week in the housework hours of unemployed individuals' spouses. We are the first to show that unemployment is associated both with a reallocation of housework to the unemployed spouse and an increase in the family's total household production time. The results also provide evidence for gender differences in adjustments to the division of labor during unemployment, with wives' unemployment associated with an increase in housework hours that is double the increase for unemployed husbands.  相似文献

Conventional wisdom holds that in liberal industrialized countries, times of economic recession and high unemployment create pressures for restrictive immigration legislation, proposals which will be supported by trade unions as a means of safeguarding their interests. Drawing on a case study of British trade union opposition to the 1996 Asylum and Immigration Act, this article argues that trade unions, which traditional interpretation suggests support such protectionist measures, are actually at the forefront of opposition to them. We suggest that the increased transnationalization of labour markets, combined with the particular nature of the legislative response, had led unions to adopt this apparently paradoxical position.  相似文献

Economists have identified two principal adverse effects of unemployment. One is the output foregone that could have been produced if unemployed workers had been productively employed. The second is the psychological damage suffered by unemployed workers and their families. Psychologists have offered theories to explain how experiences such as Joblessness may lead to a deterioration in mental health. They also have designed and validated survey instruments capable of measuring various aspects of emotional health. Unfortunately, their efforts to document the psychological impact of unemployment have been plagued by data limitations, while economists largely have ignored this task. The purpose of this study is three-fold. First, we discuss why unemployment and Joblessness are likely to influence an individual's perception of personal efficacy, locus of control, and hence psychological well-being. Second, we discuss and critique existing efforts to examine the relationship between labor force experiences and locus of control. Third, we investigate the relationship between Joblessness and its component parts—unemployment and dropping out of the labor force—on personal locus of control, using observations from the NLSY and an alternative methodological framework. The NLSY is a longitudinal data set that contains detailed information on the personal characteristics of individuals in the sample, their labor force experiences and a specific personal locus of control. In discussing the results we also attempt to shed some new light on the debate between Clark and Summers (1979) and Flinn and Heckman (1982, 1983) over the question of whether being out of the labor force and being unemployed should be thought of as distinct states. We add further insight into this issue by examining whether there are psychological differences, as measured by locus of control, between otherwise comparable members of these two groups. Finally, we reconsider the Ellwood and Ruhm exchange over whether joblessness and unemployment lead to “psychological” scarring. We find that labor force experiences fail to influence personal locus of control for male youths. There is evidence, however, that perception of personal efficacy is altered by joblessness among young women. As the duration of a current unemployment spell lengthens, the likelihood of holding beliefs of personal efficacy decline for young women. There is also some evidence of scarring among women. For females who in the past have spent time both unemployed and out of the labor force, the greater the duration of their joblessness the more likely is a reduction in feelings of personal efficacy and more aggravated one's self-perception of helplessness. We also offer psychological evidence on the relative emotional well-being of the unemployed and labor force drop outs that largely supports the position of Clark and Summers that these conditions are largely indistinguishable.  相似文献

Our purpose is to examine the level of reservation wages among older unemployed (45+), and investigate what happens to the level of reservation wages as the length of unemployment increases. Using data from questionnaires completed by unemployed, we examined the reservation wages of 364 individuals and asked whether they would be willing to compromise in terms of their occupation, profession or geographic location to find a job. 112 of the participants responded to two questionnaires over a three-month period to determine the changes in their expectations over time. Additionally, we conducted qualitative interviews with 10 unemployed. We found that older people experienced longer periods of unemployment, and had a greater willingness to reduce salary expectations. The study establishes an innovative connection between older unemployed, reservation wages and the duration of unemployment, showing that higher reservation wages among older unemployed is the cause of prolonging their unemployment.  相似文献

During the late twentieth century, the US social safety net was transformed to incentivize work by providing generous wage subsidies for low-income workers and reducing federal assistance to able-bodied unemployed adults. Following the transformation and during the economic boom of the 1990s, welfare rolls and annual poverty rates plummeted, especially for children. Despite the economic boom, there were still many persistently poor children living with parents who did not work, and little is known about how the reforms impacted these children's finances. In this paper we compare rates of persistent child poverty before and after the welfare reforms and examine how federal assistance received by persistently poor children changed as a result of the reforms. We find that federal assistance to persistently poor children declined following the reforms, but with divergent results depending on parental employment. While persistently poor children with employed parents benefited from increased income via the Earned Income Tax Credit, those with chronically unemployed parents did not and also experienced substantial reductions in cash welfare and food stamps. These findings demonstrate how persistently poor children fared financially in the years following the reforms and suggest possible implications for the current period of high unemployment.  相似文献

This paper analyzes the relationship between time allocation decisions of the unemployed, gender, and regional unemployment rates. Using two cross-sections from the 2002–2003 and 2009–2010 Spanish Time Use Surveys, we find that higher regional unemployment rates are associated with increases in the time devoted to study by men. Regional unemployment rates are also associated with more time devoted to household production, particularly for unemployed men and women living in a couple, and to less time devoted to leisure, particularly for unemployed men with a working partner and unemployed women not living in a couple. We interpret our findings as evidence favoring consumption smoothing. Higher regional unemployment rates imply a lower availability of jobs for the unemployed, it reduces individual expectations of finding a job, and thus households may try to increase their time spent on household production to reduce market expenditures and thus maintain their consumption constant. Increases in the time devoted to household production during business cycles need to be considered in the analysis of the wellbeing of the unemployed. Consumption smoothing may imply increased wellbeing, but more time devoted to household production is associated with lower experienced utility of individuals throughout the day.  相似文献

This paper reports on research designed to investigate the nature and implications of the social segregation of the long term unemployed in a Northern UK town suffering high rates of unemployment. The project is designed to test the hypothesis that the social polarisation identified by Pahl (1984), confirmed by this writer's small scale research, and apparent in national statistics, reaches beyond the household to the extended family, and to friendship and neighbourhood contacts. Work history evidence from a sample of 791 married couples is used to establish the importance of informal information flows in shaping employment prospects, and additional material is presented which shows concentrations of unemployment in particular kinship and friendship networks. These data, together with evidence that employed informants are the most effective means of job access, demonstrate that a complex of factors will act together to reduce the chances of the long term unemployed finding work.  相似文献

During the 1990s attempts to identify a feminist trade union agenda have focused on both the content and process of such a potential agenda. In a period in which trade unions have changed significantly, the general national agenda appears to be changing, acknowledging issues of importance to women. UNISON, Britain's largest trade union, has enshrined proportionality and fair representation in its constitution, developing national initiatives aimed at improving opportunities in work and in the union for women, black workers, manual workers, disabled workers, etc. who traditionally have been less well represented. Many issues affecting women generally have moved to centre stage, yet issues affecting women ancillary workers seem as excluded as ever. Through a study of cleaners in the National Health Service this article argues that workplace interests reflect wider social divisions, but in a variety of patterns depending on the social organization of work. Despite thewidening trade union agenda, particular interests — more specifically the workplace interests of working‐class women and black women — continue to be neglected.  相似文献

Exploiting the variation in education induced by a reform that compelled individuals to obtain additional schooling in Turkey, and using administrative unemployment insurance (UI) records, we show that high-educated unemployed workers, compared to their low-educated counterparts, use unemployment benefits longer, and they are less likely to find employment before their benefit periods expire. This suggests education increases one's selectiveness over jobs. We also show benefit generosity impacts the high- versus low-educated differentially. Extended benefits increase low-educated workers' probability of finding employment more than the high-educated. Our findings highlight the importance of considering worker attributes when designing the UI system.  相似文献

Research shows that unemployment negatively affects a person's wellbeing, which in turn can impair their ability to regain employment. Studies also suggest a person's ‘psychological capital’ (PK) (personality traits that influence the productivity of labour) influences the impact of unemployment on wellbeing and facilitates re-employment. This paper combines various economic and psychological theories of unemployment, and using 2004 cross-sectional data from Australia, tests the hypothesis of a simultaneous relationship between employment status and wellbeing and the mediating role of PK. Results support a simultaneous relationship and the partial mediating effect of PK. Individuals with poor PK are at greater risk of being unemployed.  相似文献

The Danish welfare system inadvertently provides a good opportunity for young creative people to pursue their dreams in creative fields such as art, acting, music while being on unemployment benefits. As Michael, one of the participants, puts it: ‘I consider unemployment benefit entrepreneurial support’. The subversive practice is illegal. This qualitative study investigates how young unemployed people who choose to be unemployed in order to engage in innovative projects in creative fields understand and justify their practice. Analysis of in-depth interviews with six young unemployed persons shows how the understanding and management of responsibility is pivotal in the self-understanding and legitimization of receiving unemployment benefits by choice, not out of need. This creative group reflects the contours of a new type of unemployed that has received very little attention in the research literature. The group challenges the traditional representation of the unemployed and portrays themselves as innovative, competent and able to cope with financial insecurity even though it is psychologically distressing and a risky path to go down. We characterize them as strategic self-managing as they use educational systems and unemployment benefit systems for something entirely different from what they are intended – they use it to create their own artistic life courses. This study tentatively points to a categorization distinguishing between personal, social and societal responsibility by which we can improve our understanding of responsibility in neoliberal contexts.  相似文献

In summary, I do not see a major change in American unions over the next decade. The exception is further consolidation of national unions through mergers and affiliations which will change the makeup and increase the effectiveness of the unions involved. It behooves us all who love freedom and democracy to do what we can to assure strong and viable unions in America. We in the labor movement do not believe that we can have a free society and a high standard of living without free and effective unions. In this regard, I conclude with a statement made in 1945 by my first boss, Philip Murray, president of the United Steelworkers of America and the Congress of Industrial Organizations: “American democracy cannot survive in an atmosphere of insecurity, joblessness, and poverty. When people are at work at high wages, prosperity is continuous. To return to an era of low wages is to invite unemployment and catastrophe from which no segment of the population, no matter how apparently secure, will escape. We dare not allow mass misery and unemployment to overtake us again.”  相似文献

Up to the beginning of the 1990s Sweden had been considered a paragon welfare state in its realisation of universalist principles and an institutional welfare model. This seems to be changing rapidly. Mass unemployment, welfare expenditure cuts and institutional transformation have introduced several selective mechanisms into the Swedish welfare system, adding up to a retreat from universalism. New forms of selectivity can be seen in all layers of the welfare system, both transfer benefits and social security, public personal social services and the relation between state and voluntary organisations. The shifting of burdens from universal social security and insurance-based welfare onto local means tested systems has already meant a restigmatisation of unemployment, as the unemployed lose eligibility for the insurance-based systems, and an increase in the proportion of people who have to rely on poor relief instead of rights-based welfare, and when unemployment has gone up, so have work requirements for benefits. A rising proportion of labour market programmes are now municipally organised obligations instead of state administered rights. Conditioning the right to day care, appraising needs-tested services for the elderly, like home help and care, make personal social services change in the same directions. This may endanger the classical alliance between women and the welfare state.  相似文献

Conventional theory predicts that productivity gains lead to pay hikes. Pay increases, however, can influence labor productivity. But what about the case of a corporatist economy, in which wage setting is highly coordinated? With cor-poratist cooperation between unions and management, is pay de-coupled from productivity? Using an innovative technique, this study disentangles the rela-tionship between pay and productivity in Germany. Citing high unemployment and increasingly global competition, critics have argued that Germany's brand of corporatist labor relations cannot survive. Our findings show that links between productivity and pay were different in the 1990s than in earlier years, suggesting that the collective bargaining process now works differently.  相似文献

Recent research on unemployment has not sufficiently acknowledged how unemployment reverberates within families, particularly emotionally. This article uses data from more than 50 in‐depth interviews to illuminate the emotional demands that men's unemployment makes beyond the unemployed individual. It shows that wives of unemployed men do two types of emotion work—self‐focused and other‐focused—and both are aimed toward facilitating husbands' success in the emotionally arduous white‐collar job‐search process. This article extends research on emotion work by suggesting that participants perceive wives' emotion work as a resource with potential economic benefits in the form of unemployed men's reemployment. The findings furthermore suggest that as a resource, wives' emotion work is shaped by the demands of the labor market that their husbands encounter.  相似文献

Unemployment, as a concept and as a mass phenomenon, is a relatively new thing in western society. It was largely elaborated and experienced in the period from the 1890s to the 1930s. What did it mean to be ‘unemployed’ before that time?. What was the nature of ‘the economy of the poor’, and how far did unemployment in the household and informal economy balance unemployment in the formal economy? Using largely the evidence of Poor Law policies and practices, this paper considers the attitudes to the unemployed since Elizabethan times, and what this tells us about the conditions of life and work of the labouring population in England before the public recognition and definition of the specific status of being unemployed. It then considers the period, from the 1890s to the 1940s, in which ‘full employment’ came to be inscribed on the banner of all industrial societies. Finally it considers the implications of this account for full employment in the future of industrial societies, and the extent to which we should continue to regard this as a possible or desirable aim.  相似文献

In the beginning of the eighties unemployment increased dramatically in the Netherlands. Since 1984 short-term unemployment has decreased, while at the same time long-term unemployment has continued to rise, absolutely as well as relatively. The issue of long-term unemployment is current and no solution seems to be in sight. Scientific research in the Netherlands on unemployment has put emphasis for a long time on the labor-market behavior of the unemployed. Labor-market behavior has in the 70s and 80s been investigated by researchers from various disciplines, starting from different notions of labor market behavior, applying various models and different methodologies. The disciplinary approach is therefore dominant, not only in the Netherlands but in other countries as well. In this article we have tried to elaborate a multidisciplinary model, in which economic, sociological and psychological approaches with respect to labor market behavior have been integrated into one conceptual framework. In order to do so, we have developed a non-recursive model of labor-market behavior. This model was estimated and tested applying a simultaneous estimation procedure (as implemented in the Linear Structural Relations, LISREL-program). Results show that the multidisciplinary perspective is not only theoretically appealing, but also has some empirical advantages.  相似文献

The detrimental effects of job loss and unemployment are not limited to the unemployed worker but ripple out to affect those closest to him or her. These ripple effects most notably impact the unemployed worker’s family, including a spouse or partner and/or children. Previous research related to the impacts on marital or partner relationships and families and the particular effects of unemployment on children is explored. Financial or economic stressors and strain brought about by job loss; the effects of stress and reduced mental health among unemployed workers and their spouses; and protective resources for coping with job loss are also discussed. The impact on children, in particular their mental health, development, and educational/human capital attainment are outlined. Implications for future interventions and unemployment policy are highlighted.  相似文献
