Building a National Lottery: reviewing British experience   总被引:2,自引:0,他引:2  
The launch of the United Kingdom's National Lottery at the end of 1994, was one of the most significant developments in both the funding of Britain's cultural sector and the British gambling sector since 1946. Thus in the 1995 financial year National Lottery ticket sales exceeded £5 billion of which 28% went to five specified good causes. This paper presents an overview of the National Lottery's launch and growth to date using published material and data. The lottery's establishment and regulatory regime are discussed, together with its impact in terms of both economic activity and the wider betting and gaming market within the UK. The National Lottery is then considered within the broader international context, and the incoming Labour Government's restructuring plans aimed at creating a People's Lottery are discussed. Thus the paper provides an overview of the development of a major new national institution.  相似文献

Abstract

Despite the popularity of bingo, it is a little studied gambling behaviour. This study was conducted in order to obtain general information regarding the gambling behaviour of current UK bingo players. A total of 412 bingo players completed questionnaires about their gambling behaviour. The majority of participants (57%) played once or twice a week with a small percentage (3%) playing five or more times a week. A large percentage of participants also played the National Lottery (82%) and bought National Lottery scratchcards (40%), but very few ever gambled in a casino (6%). An analysis by age revealed that older bingo players were significantly more likely to play more often. However, younger players are more likely to spend more per bingo session. This paper adds significantly to a sparse literature. The data collected add to our understanding of the bingo phenomenon in the UK.  相似文献

The study examined adolescents' accounts of the UK National Lottery and scratchcards. Q-sorts were used to examine the views of 62 participants aged between 11 and 15 years of age. Findings identified four distinct accounts in relation to the National Lottery (Moral Opposition, Luck Seeking, Rationalist, & Uncertainty), and four distinct accounts in relation to scratchcards (Scepticism, Thrill-Seeking, Rationalist, & Libertarian). Some of the accounts identified described the UK National Lottery and scratchcards as bona fide forms of gambling. Reports indicated that adolescents were pessimistic about the chances of winning large sums of money, while other accounts demonstrated gambling misperceptions particularly in relation to their belief in luck and the laws of probability. It is argued that to fully understand why adolescents take part in these activities it is important to consider the diverse ways that adolescents represent these activities. These differing representations will have consequences for measures aimed at reducing, preventing, or treating adolescent problem gambling. The utility of Q-sorts as a technique for examining the views of problem and non-problem gamblers is also discussed.  相似文献

The paper reports secondary analysis of data from the 2010 British Gambling Prevalence Survey, a household survey of a representative sample of the population aged 16 years and over (N = 7756). Responses to questions about frequency of gambling and average monthly spend on each of 15 forms of gambling, and responses to two different problem gambling screens (DSM-IV and PGSI), were used to derive estimates, for each form of gambling separately, of the percentage of (1) all days play (two estimates), and (2) all spend (four estimates), attributable to problem gamblers. Although these estimates must be treated as approximations only, they demonstrate that problem gamblers make a far greater contribution to total gambling attendances and losses than problem gambling prevalence figures would suggest. There are certain forms of British gambling to which problem gamblers may be contributing as much as 20–30% of all days play and spend, and moderate risk gamblers a possible further 10–20%.  相似文献

Playing instant scratchcards has become a popular activity among a significant minority of the UK population since their introduction by the National Lottery operators (Camelot) on March 21, 1995. This study examined scratchcard gambling in a group of adolescent males. A total of 204 boys from two secondary schools in Birmingham (aged 11 to 16 years; mean age 13.6 years) were administered a questionnaire on their scratchcard gambling behaviour. Ten classes (five in each school) took part in the survey with one class from each year group selected at random by the headteacher. Within each class almost all the children took part. Forty-two percent of the sample (n=86) had bought their own scratchcards since their introduction in March 1995. Ten children (12% of the gamblers who had bought scratchcards themselves) met an adapted version of the DSM-IV criteria for pathological gambling on scratchcards. Furthermore, a significant relationship was found between parents buying scratchcards and the child's scratchcard purchasing behaviour.  相似文献

Previous studies of lottery play have tended to adopt one particular approach, concentrating on demographic, personality, cognitive, or social aspects of play. Using the recently introduced United Kingdom National Lottery, this study investigated variables associated with all of these approaches within an overall integrative framework. In a community sample (N = 160), Lottery play was positively correlated with friends' Lottery play, Instants Lottery play, frequency of other gambling, and misunderstanding of Lottery probability, and negatively correlated with level of education. In a regression analysis, friends' Lottery play, Instants Lottery play, and education level were significant unique predictors of Lottery play, and a combination of these and other variables accounted for 38% of the variance in playing behavior. The results are discussed predominantly in terms of the nature of lotteries as a social activity.  相似文献

This article examines the determinants of household gambling expenditures in Ireland and the effects of the recession on these expenditures using a large micro data-set, the Irish Household Budget Survey (HBS). Two gambling expenditures are examined, bookmaker tote betting and spending on the national lottery. Households with an older and a less educated head of household participate in and spend more on both forms of gambling while the presence of children in the households tends to reduce participation and spending in gambling. There is also evidence to suggest that households with an unemployed head of household have a higher likelihood of participation in gambling. The recession has affected the two forms of gambling in different ways. Lottery expenditures appear resilient to the effects of the recession. This is demonstrated in the estimated expenditure elasticities in particular. Bookmaker/tote expenditures have changed from a necessity to a luxury good, while lottery expenditures have increased in their necessity status. This can be explained by the fact that playing the lottery requires less time, knowledge and risk and has potentially greater benefits attached to it in comparison to bookmaker/tote betting. This paper summarizes the degree to which different forms of legal gambling contribute to Problem and Pathological Gambling (PPG) in Canada. Legal gambling activities were compared using meta-analysis of publicly available data concerning Canada’s legal gambling industry. The majority of revenues in the decade spanning 2002–2012 were drawn from Video Lottery Terminals and casino slot machines. Population surveys indicated that three quarters of Canadians reported some form of past-year gambling participation, but most did not play Electronic Gambling Machines. Annual revenues divided by estimated numbers of participants in various gambling activities showed that Video Lottery players spent more money on average than did participants in other forms of gambling. The relative risk of PPG was higher among Video Lottery players than it was for other common forms of gambling. Results from a community study of frequent Video Lottery players showed that the risk of frequent players reporting symptoms of PPG was elevated if they reported playing weekly, spending $50 or more per session, or playing for more than an hour per session. These studies provide converging evidence that Video Lottery is more hazardous to consumers than other forms of gambling that are commonly practised in Canada.  相似文献

Long term trends, based on findings from twenty independent prevalence studies surveying middle and high school youth in North America, suggest that within the past year two out of three legally underage youth have gambled for money. In the United States and Canada as many as 15.3 million 12–17 year olds have been gambling with or without adult awareness or approval, and 2.2 million of these are experiencing serious gambling-related problems. Lottery play dominates legalized forms of gambling among juveniles in both the United States and Canada. Trends between 1984–1999 indicate a substantial increase in the proportion of juveniles who report gambling within the past year, and a parallel increase in the proportion of juveniles reporting serious gambling-related problems. Yet, there continues to be little public awareness or concern about the extent, or the potential hazards associated with juvenile gambling. A composite profile of juveniles reporting numerous gambling problems is contrasted with their peers who reported few or none. Future prospects concerning this growing problem are offered.  相似文献

Using newly-constructed estimates of state revenue or its equivalent from casino-type and lottery gambling and panel data set regression techniques, a small but statistically significant bankruptcy effect is found. Assuming a linear relationship between gambling and the rate of personal bankruptcies, casino-type gambling increases bankruptcies by about 2%. Lottery gambling, while less potent per dollar of revenue generated, has about the same total effect.  相似文献

This study examined gambling behavior in the context of a newly opening casino, comparing disordered gamblers to non-disordered gamblers, in a population of individuals involved in methadone maintenance treatment. Disordered gamblers (N = 50) and non-disordered gamblers (N = 50) were surveyed before and after the opening of a new casino on gambling behaviors, substance use, and psychological symptoms. No statistically significant changes in gambling behaviors were observed for disordered gamblers or non-disordered gamblers across time points; however, non-disordered gamblers demonstrated non-significant increases in horse and dog race betting, electronic games, and casino table games. As expected, disordered gamblers were found to spend significantly more money on electronic games and casino table games (p < 0.05) and demonstrated higher rates of drug use and impulsivity than non-disordered gamblers. The introduction of a new casino did not appear to have a major impact on gambling behaviors of individuals attending methadone maintenance treatment, though the non-significant increases in gambling among non-disordered gamblers may indicate that this population is preferentially impacted by the opening of a new casino. Future investigation into the longer term effects of opening a new casino on this population may be warranted.  相似文献

Expenditure is a dependent variable frequently used in gambling research to index involvement and intensity. However, as a previous study found, self-reported expenditure estimates are ambiguous and imprecise. This paper attempts to (a) replicate the original study, and (b) investigate if specific instructions on methods used to calculate expenditure lead to differences in reported estimates in response to the question, ‘How much money do you spend gambling?’ A total of 637 participants were randomly assigned to one of three groups: Group 1 with no instructions; Groups 2 and 3 with instructions on calculating net and turnover. Results revealed that when heuristics were not specified, half the sample used net expenditure and the remainder used turnover. When heuristics were clearly specified, 30% failed to comply with instructions in calculating estimates. Results undermine the validity of reported gambling expenditure data and support the need for clear instructions on methods used to calculate expenditure.  相似文献

The rapid expansion of legalized gambling in the United States has produced tremendous demands for information about the number and characteristics of problem gamblers in the general population. This paper examines the results of prevalence studies of problem and pathological gambling that have been carried out in the United States. The discussion is largely chronological, with a focus on comparative findings from the 15 United States jurisdictions where prevalence studies have been completed since 1980. The results of diese studies verify findings from clinical and experimental studies as well as suggesting important avenues for future research. In 2008, the Institut national de santé publique du Québec (INSPQ) undertook a research programme on lotteries. The preliminary qualitative exploratory component enabled us to observe the diversity and ubiquity of lottery advertising to which the vast majority of the population is exposed, including minors and non-players. The aim of a second component was to better comprehend the relationships between exposure to lottery marketing, lottery purchasing habits, attitudes towards gambling, and socio-economic vulnerability indicators. The study's data was collected by a polling firm from a representative sample of adults in the Québec population (n = 2001). Our survey revealed significant links between exposure, gambling behaviour and certain socio-economic indicators: for example, individuals with lower levels of education more often play the lotteries and spend the most on them. In addition, a greater number of people who are less educated and from a low-income household considered that lottery advertising was very or excessively present in their daily lives and that the amount of advertising has increased in recent years. From the perspective of creating healthy environments and protecting vulnerable populations, legislative measures to control the quantity, location and contents of gambling marketing would be promising preventive measures.  相似文献

Four hundred and eighty-five people were asked about their intentions to play the National Lottery in England a week prior to the introduction of a new midweek draw. We predicted that those people who played the Saturday game with a regular set of numbers would be more inclined to play the new midweek game than those who had not established a routine of using the same set of numbers. We further predicted that their motivation to play would derive from a feeling of 'anticipatory regret'—a sense that they would find it intolerable to discover their regular numbers had been drawn when they hadn't purchased a ticket. Results supported both of these predictions, and an interpretation of the data is given in terms of the circumstances most likely to trigger such counterfactual reasoning.  相似文献

Pacific people living in New Zealand are less likely to participate in gambling activities than the general population but those who do gamble are at greater risk of being problem gamblers. This difference remains when socio-economic variables are controlled for. To date, little research has investigated the reasons underlying these differences. The present exploratory study investigated Pacific people's thoughts about gambling through a series of focus groups involving 97 participants, including Pacific gamblers, non-gamblers, gambling venue workers, gambling treatment providers and church leaders. The results suggest that some Pacific people draw a distinction between ‘community’ and ‘commercial’ types of gambling, that gambling is understood by some to be an easy way in which to make money, and also that familial and church obligations can motivate gambling behaviour. These findings inform possible unique features of gambling in Pacific cultures in New Zealand and internationally. Moreover, together with the research approach the results inform further research on Pacific peoples' relationship with gambling, as well as those of other cultural groups.  相似文献

Previous research has shown that poker players spend significant time, large amounts of money and have a high prevalence of gambling problems. While some studies have examined the association between gambling behaviours and passion, none have explored this association specifically among poker players. This study aims to examine the relationships between two types of passion (i.e. harmonious and obsessive) and severity of gambling problems among poker players. A sample of 159 poker players was recruited from across Quebec, Canada. The outcome variable of interest was participants’ scores on the Canadian Pathological Gambling Index and the predictive variable was the Gambling Passion Scale. Multiple logistic regression analyses were conducted to identify independent risk factors of at-risk poker players. Severity of gambling problems is positively associated with obsessive passion (p < .05). However, harmonious passion is not associated with gambling problems. These results align with previous findings obtained for other gambling activities. Thus, passion could be considered a useful tool when approaching players to talk about risk-taking.  相似文献

Both suicide and problem gambling among youth are two growing areas of public health concern, though studies have yet to characterise the relationship between these issues. Youth report higher prevalence rates of problem gambling than adults, but no studies to date have investigated whether they are likewise prone to higher risks of gambling‐related suicidality. This article explores the relationship of depression, suicidality, and problem gambling in youth in three studies of middle and high‐school students (total N = 3,941; males n = 1,937, females n = 2,004) conducted in 1996, 2000, and 2001 in Quebec and Ontario. All studies reported significantly higher rates of suicidality among problem and pathological gamblers as compared to non‐gamblers and social gamblers, irrespective of gender, grade, or level of depression. In recent years, public opinion towards gambling has become a more important factor in shaping public policy. Using a national public opinion survey conducted in Australia in 2011, this paper examines public opinion towards gambling in general and towards the government regulation of gambling in particular. Australia is an important case study because of the internationally high prevalence of gambling among the public, combined with a strong regulatory framework. Public opinion is measured by a reduced form of a scale first developed in Britain. The results confirm the generally negative views that the public holds towards gambling, which have been found internationally. In addition, the Australian public is open to the introduction of further restrictions on gambling. Overall, the public views the liberalization of gambling as having moved as far as most citizens find acceptable; to meet public expectations, future policies need to address more adequately the negative social consequences associated with problem gambling.  相似文献

Socio-economic status has been shown to be significantly related to both problem gambling and mental health problems. Additionally, forms of psychopathology such as mood and anxiety disorders have been shown to correlate with problem gambling across a variety of settings. However, relatively little research has been conducted examining whether the connection between mood and anxiety disorders and problem gambling is consistent across different levels of socio-economic status. This study examines gambling-related problems among a representative sample of Canadian adults using the 2008 Canadian Community Health Survey (N = 28,271). Generalized linear modelling is used to analyze the data. A moderation effect is found that shows the relationship between anxiety disorders and problem gambling severity varies significantly across socio-economic status. This study shows that social setting has an important influence on the assumed relationship between psychopathology and gambling problems that is downplayed in current problem gambling research. A discussion of the need for greater inclusion of socio-economic context when making assumptions about the connections between problem gambling and psychiatric disorders is made in light of the responsibilities of gambling providers and regulators.  相似文献
