We report on laboratory experiments on voting. In a setting where subjects have single-peaked preferences, we find that the rational choice theory provides very good predictions of actual individual behavior in one-round and approval voting elections but fares poorly in explaining vote choice under two-round elections. We conclude that voters behave strategically as far as strategic computations are not too demanding, in which case they rely on simple heuristics (under two-round voting) or they just vote sincerely (under single transferable vote).  相似文献

There are many situations in which mis-coordinated strategic voting can leave strategic voters worse off than they would have been had they not tried to strategise. We analyse the simplest of such scenarios, in which a set of strategic voters all have the same sincere preferences and all contemplate casting the same strategic vote, while all other voters are not strategic. Most mis-coordinations in this framework can be classified as instances of either strategic overshooting (too many voted strategically) or strategic undershooting (too few). If mis-coordination can result in strategic voters ending up worse off than they would have been had they all just voted sincerely, we call the strategic vote unsafe. We show that under every onto and non-dictatorial social choice rule there exist circumstances where a voter has an incentive to cast a safe strategic vote. We extend the Gibbard–Satterthwaite Theorem by proving that every onto and non-dictatorial social choice rule can be individually manipulated by a voter casting a safe strategic vote.  相似文献

In this paper we describe a simple model of individual voting behavior and present its implications for the candidate positioning problem under both vote and plurality maximization. Under our assumptions, some voters at the extremes of the ideological spectrum typically will not vote because they are alienated by the equilibrium location of candidates. There will also be some voters in the middle of the ideological spectrum who will not vote because they are indifferent between the equilibrium locations of the candidates. Both the abstention from alienation and from indifference arise explicitly from utility maximization. Once we allow for alienation and indifference, the two alternative candidate objective functions (vote maximization and plurality maximization) yield different outcomes. In particular, we show that under vote maximization the Median Voter (or Minimum Differentiation) outcome will not arise. Based on an administrative census of the 267,116 migrants registered for the 2017 presidential elections and a survey applied to 4771 migrants, we conclude that (1) the electoral participation of migrants shows a significant gender gap, with women participating in a higher proportion; (2) migrants who registered earlier in the electoral registers, are more likely to vote compared to the rest; (3) when migrants come from countries that implement compulsory voting, they increase their likelihood of voting in the receiving country; (4) the declaration of wanting to remain in Chile and not return to their countries of origin or migrate to another country increases the probability of voting, and the same happens with married migrants, with Chilean children, with a Chilean partner, and with a better economic situation; (5) social capital has a positive influence on electoral participation.  相似文献

I analyze voters’ incentives in responding to pre-election polls with a third party candidate. Third party supporters normally have an incentive to vote strategically in the election by voting for one of the major candidates. But these voters would vote third party if the third party candidate is doing surprisingly well in the polls. Because voters are more likely to vote third party if the third party candidate is doing well in polls, voters who like the third party candidate best have an incentive to claim they will vote third party in the polls so that more voters will ultimately vote third party in the election. The differing incentives faced during polls and elections accounts for why third party candidates do better in polls than in elections.  相似文献

A poorly devised exit poll question undermined meaningful analysisof voters’ concerns in the 2004 presidential election.Twenty-two percent of voters picked "moral values" from a listof "issues" describing what mattered most in their vote, morethan selected any other item. Various commentators have misinterpretedthis single data point to conclude that moral values are anascendant political issue and to credit conservative Christiangroups with turning George W. Bush’s popular vote defeatin 2000 into his three million–vote margin of victoryin 2004. We suggest, rather, that while morals and values arecritical in informing political judgments, they represent personalcharacteristics and ill-defined policy preferences far morethan any discrete political issue. First by conflating moralsand values and then by further conflating characteristics andissues, the exit poll’s "issues" list distorted our understandingof the 2004 election. In this article, we examine the flawsin the 2004 National Election Pool exit poll’s "most importantissue" question and explore the presumed rising electoral importanceof moral values and the conservative Christians who overwhelminglyselected this item. Using national exit poll data from 1980through 2004 and other national surveys, we find that the moralvalues item on the issues list cannot properly be viewed asa discrete issue or set of closely related issues; that itsimportance to voters has not grown over time; and that whencontrolled for other variables, it ranks low on the issues listin predicting 2004 vote choices. The aggregated exit poll dataalso show that the voting behavior of conservative Christiansis relatively stable over time, and these voters were not primarilyresponsible for Bush’s improvement in 2004 over 2000.  相似文献

Reacting to migrants’ many, ongoing involvements with their home communities, sending states have increasingly adopted policies designed to resolve the problems of citizens living abroad and to respond to expatriates’ search for engagement, doing so in ways that best meet home state leaders’ goals. This article seeks to understand the factors shaping this interaction between sending states and emigrants abroad by studying two contrasting aspects of the Mexican experience—expatriate voting, a relatively new development, and provision of the matrícula consular, a long-standing component of traditional consular services, though one that has recently been transformed. Focusing on the complex set of interactions linking migrants, sending states, and receiving states, the article identifies the key differences and similarities between these two policies. Both policies suffered from a capacity deficit inherent in sending state efforts to connect with nationals living in a territory that the home country cannot control; both also generated conflict over membership and rights. Nonetheless, Mexico’s efforts to resolve the immigrants’ identification problems in the receiving society proved useful to millions; by contrast, a tiny proportion of emigrants took advantage of the first opportunity to vote from abroad. These diverging experiences demonstrate that sending states can exercise influence when intervening on the receiving society side, where the embeddedness of the immigrant population provides a source of leverage. By contrast, the search to re-engage the emigrants back home encounters greater difficulties and yields poorer results, as the emigrants’ extra-territorial status impedes the effort to sustain the connection to the people and places left behind. In the end, the article shows that extension to the territory of another state yields far more constraints than those found on home soil as well as unpredictable reactions from receiving states and their peoples, not to speak of nationals who no longer perceive the migrants as full members of the society they left.  相似文献

Three decades ago, Sweden extended municipal and provincial voting privileges to non‐citizen residents arguing that it would increase political influence, interest and self‐esteem among foreign citizens. The aim of this paper is to explore the act of voting as a measure of social inclusion by comparing voting propensities of immigrants (people born outside Sweden), their descendants (born in Sweden) and native Swedish citizens (those who have citizenship through jus sanguine) while controlling for a range of socio‐economic, demographic characteristics, contextual factors and a set of “hard” and “soft” social inclusion related variables. In particular we focus on the impact of citizenship acquisition ‐‐ does the symbolic act of attaining citizenship result in increased voting participation on the part of Swedish residents who are not citizens by birth. We use the Swedish 2006 electoral survey matched to registry data from Statistics Sweden to assess the correlates of voting by Swedish‐born and immigrant residents. Using instrumental variable regressions we estimate the impact of citizenship acquisition. We find that acquisition of citizenship makes a real difference to the probability of voting. Immigrants who naturalise are in general far more likely to vote than those who do not.  相似文献

In the 2003 California gubernatorial recall election 2,775,785absentee ballots were cast, representing about 30 percent ofall voters statewide. Given the number of absentee ballots andthe increasing propensity for voters in California and elsewhereto choose this voting method, we some basic questions: Who areabsentee voters, and are they different from polling place voters?To answer these questions, we fielded a statewide survey ofabsentee voters in the days before the October 7 recall election,asking respondents why they voted absentee, their partisan andideological preferences, demographic characteristics, and otherrelevant questions. We find that absentee voters do not differsignificantly from the overall state electorate in terms oftheir vote preferences, despite being older and better educated.For example, 56 percent of absentee voters in our survey voted"yes" on the recall, compared with 55 percent for the entirestate, according to official returns. Further, absentee votersfavored Arnold Schwarzenegger over Cruz Bustamante by a considerablemargin, similar to the overall election results. We found partyregistration among absentee voters to be nearly identical tostatewide partisan registration.  相似文献

Countries that elect their policy-makers by means of Plurality Voting tend to have a two-party system. This observation can be explained by the strategic behavior of voters. This article derives two broad classes of voting procedures under which strategic voting behavior induces a two-party system under standard assumptions on voter preferences. One class consists of the voting procedures with unique top-score, i.e., under which a voter can cast a top-score vote for only one candidate (e.g., Plurality Voting, Borda Count). The other class consists of the voting procedures that permit truncated ballots, i.e., under which voters do not have to cast all their votes (e.g., Approval Voting). This analysis suggests that the key for strategic voting behavior to induce a two-party system is that voters can always cast a different score for the two candidates they rank first and second on their ballots.  相似文献

A committee of people with common preferences but different abilities in identifying the best alternative (e.g., a jury) votes in order to decide between two alternatives. The first best voting rule is a weighted voting rule that takes the different individual competences into account, and is therefore not anonymous, i.e., the voters’ identities matter. Under this rule, it is rational for the committee members to vote according to their true opinions, or informatively. This is not necessarily true for an anonymous voting rule, under which members may have an incentive to vote non-informatively. Thus, strategic, sophisticated voters may vary their voting strategies according to the voting rule rather than naively voting informatively. This paper shows that the identity of the best anonymous and monotone (i.e., quota) voting rule does not depend on whether the committee members are strategic or naive or whether some are strategic and some are naive. One such rule, called the second best rule, affords the highest expected utility in all cases.

The article suggests a formal model of a two-tier voting procedure, which unlike traditional voting systems does not presuppose that every vote counts the same. In deciding a particular issue voters are called in the first round to assign categories of their fellow-citizens with differential voting power (or weights) according to the special position or concern individuals are perceived to have with regard to that issue. In the second stage, voters vote on the issue itself according to their substantive view and their votes are counted in the light of the differential weights assigned in the first round. We address a common criticism directed toward models of expressive voting that they are ad hoc in nature. To that end, we propose a foundation for expressive behavior that is based on a novel theory of social preferences under risk. Under our proposal, expressive considerations in behavior arise from the particular way in which risky social prospects are assessed by decision‐makers who want to interpret their choices as moral. To illustrate the scope of our framework, we use it to address some key questions in the literature on expressive voting: why, for expressive considerations, might voters vote against their self‐interest in large elections and why might such elections exhibit a moral bias. Specifically, we consider an electoral set‐up with two alternatives and explain why, when the size of the electorate is large, voters may want to vote for the alternative they deem morally superior even if this alternative happens to be strictly less preferred, in an all‐inclusive sense, than the other. Online voting platforms have been introduced in some locations as the solution to the many barriers to political participation that disabled people continue to face. Reading the experiences of disabled student voters on university campuses alongside broader trends in electoral reform taking place in jurisdictions across Canada allows us to attend to the dangerous ways in which conversations around access have been limited through virtual solutions that encourage the physical absence of disabled voters. This article situates these absences alongside other categories of exclusion – including groups who are formally disenfranchised – and recalls many unstated values that are active in shaping citizenship cultures. Probing online voting through a critical disability angle, we present a critique of techno-fixes that builds upon broader notions of accessibility and inclusion.  相似文献

White working‐class citizens who vote for the Republican Party have been fodder for much political discussion and speculation recently, and a debate has arisen about the role that “moral values” played in the political decision making of this segment of voters. In this article, we defend a version of the moral values claim. We show that although the Republicans’ policies are unpopular, they are bundled with an overarching moral framework that is extremely resonant to this set of voters, and we use in‐depth interviews to uncover this framework. A key feature of this framework, on which in the 2004 presidential election George W. Bush scored high and John Kerry scored low, is the appropriate attitude to wealth, which serves as an indicator for a candidate’s general moral philosophy and as a heuristic about whether the candidate will govern with working‐class voters’ interests in mind. National Election Studies data support the argument that this was a key influence on the voting decision in 2004, even controlling for voters’ partisan identification.  相似文献

In the United States, voter turnout rates have been declining for the last 4 decades; however, this pattern differs substantially by region. Southern states have actually seen a fairly dramatic increase in turnout since the 1950s and currently the South and non‐South have almost identical rates of voter registration and turnout. Using a series of Heckman probit models, which examine voting as a two‐step process of registering and casting a vote, we systematically investigate differences in rates of registering and voting across regions and test explanations for regional convergence over time. Using data from the American National Election Studies (1956–2000), we find that regional convergence in voter registration is primarily due to the removal of formal and informal barriers to registration and voting in the South and declining efforts to mobilize potential voters in the non‐South. In addition, we find some fairly distinct differences in which predictors are important to each stage of the voting process; for example, race is a better predictor of registering to vote than voting. We conclude with a discussion of the implications of these results.  相似文献

Theoretical analysis suggests that enlargement of a voting body may affect the balance of power between the original members even if their number of votes and the decision rule remain constant. Some of the existing voters may actually gain, a phenomenon known as the paradox of new members. We test for this effect using laboratory experiments. Participants propose and vote on how to divide a budget according to weighted majority voting rules, and we measure the voting power of a player by his average payoff in the experiment. By comparing voting power across voting bodies of varying size, we find empirical support for the paradox of new members.  相似文献

At the time of the research, Khartoum was a multi-ethnic and multinational metropolis of 8 million people. A considerable part of the population consists of Southern Sudanese migrants and displaced persons that came during the 20 years plus of civil war in South Sudan to the capital. These people were categorised after the Comprehensive Peace Agreement (CPA), as displaced people regardless as to whether they come to the capital as labour migrants, students or because of the war to the capital. The notion of displacement assumes that they are people who are ‘out of place’: thereby assuming a former situation of being in place, a place that can be called ‘home’. After the CPA from 2005, this frequently only imagined home became a real place for the IDP’s to which they are supposed to go back. Yet, many migrants and displaced people are reluctant to move to Southern Sudan. Their decision about going to the South or staying in Khartoum depends not only on the opportunities and perspectives in their respective ‘home’ areas but also on the perceptions of belonging and identity. The imaginations and aspirations about the future life in South Sudan, which I analyse in this article, reflect this ambivalent positioning.  相似文献

Prosopographic analysis of three gender-inclusive civic associations, the Union pour l'Action Morale (later Union pour la Vérité), the Société de Sociologie de Paris, and the Société pour l’Éducation Sociale, demonstrates that at the turn of the twentieth century intellectual sociability and the networks it fostered enabled certain well-connected women to practice citizenship without the right to vote. If gender inclusive, these enterprises were far from egalitarian. But their social composition and the sociability that characterized them facilitated women's access to the public sphere, an important dimension of citizenship. For this reason, the article concludes, models of citizenship without voting rights that emerged during the period appealed to contemporary women, to whom they seemed much less contradictory than we find them a century later.  相似文献

ABSTRACT

The houses that educated migrants from highland Madagascar build in their home villages are generally large in scale and modern in style. They are also usually empty and in a very poor state of repair. This article is about how these houses articulate the ambivalent relationship of migrants to their ancestral land and the family they have left behind there. The argument goes beyond analyses of émigrés' houses that simply see such constructions as ways of maintaining links to their point of origin and suggests that they also act as means of attenuating such connections. In fact, they embody and symbolize a range of contradictions and tensions typical of the migrant experience, such as presence and absence, connection and separation, individual ambition and communal obligation.  相似文献
