This paper introduces the special issue of the British Journal of Sociology on the subject of the transnational aspects of Olympic and world sport. The special issue is underpinned by the perspective that because sport provides a space for the forging of transnational connections and global consciousness, it is increasingly significant within contemporary processes of globalization and the making of transnational society. In this article, we examine in turn eight social scientific themes or problems that are prominent within the special issue: globalization, glocalization, neo-liberal ideologies and policies, transnational society, securitization, global civil society, transnational/global public sphere, and fantasy/imagination. We conclude by highlighting five 'circles' of future research inquiry within world sport that should be explored by social scientists.  相似文献

This paper argues that periodic waves of crowding‐in to ‘hot’ issue fields are a recurring feature of how globally networked civil society organizations operate, especially in countries of the Global South. We elaborate on this argument through a study of Indian civil society mobilization around climate change. Five key mechanisms contribute to crowding‐in processes: (1) the expansion of discursive opportunities; (2) the event effects of global climate change conferences; (3) the network effects created by expanding global civil society networks; (4) the adoption and innovation of action repertoires; and (5) global pressure effects creating new opportunities for civil society. Our findings contribute to the world society literature, with an account of the social mechanisms through which global institutions and political events affect national civil societies, and to the social movements literature by showing that developments in world society are essential contributors to national mobilization processes.  相似文献

Recent articles appearing in communication outlets such as Human Communication Research and Public Relations Review celebrate the emancipatory power of civil society projects as the solution to the primitive forms of totalitarian governance in Third World nations, suggesting the central role of public relations scholars and practitioners in development communication. Having embraced the mantra of civil society, these public relations scholars suggest that the concept of civil society offers a paradigm shift in the field of development communication by facilitating "true" participatory communication. This article takes a critical approach to the rhetoric of civil society and points out that the civil society trope is not a novel innovation in the field of development communication. Using the narratives of the Philippines, Chile, and Nicaragua, it is demonstrated that civil society serves the goals of the transnational elite and actively participates in the marginalization of the Third World participant; the subaltern subject in the Third World exists outside the realm of civil society in its cracks and fissures. The author takes a political economic approach to problematize civil society efforts and draw out the linkages among civil society, colonialism, and transnational market hegemony. Finally, subaltern studies are offered as an alternative point for communication scholars interested in understanding the communicative practices in the marginalized spaces of the world.  相似文献

This article compares the emerging concept, practice, and context of social enterprise across seven regions and countries of the world. Broadly defined as the use of market-based approaches to address social issues, social enterprise provides a “business” source of revenue for civil society organizations. However, within these broad parameters, world regions have come to identify different concepts and contexts with the social enterprise movement in their areas. Largely lacking in the social enterprise literature are explanations of what these regional differences are, and whether and how socioeconomic context may play a role in these variations. Drawing on social origins theory, recent social enterprise comparative research, and socioeconomic data, this article examines the different factors shaping social enterprise in seven regions and countries. It finds that variations in socioeconomic contexts appear to account for international differences in social enterprise. These findings have practical implications for the development and transfer of social enterprise internationally.  相似文献

This paper explores, through a case study of the World Bank's pursuit of universal basic education, the gulf between the Bank's dialogue with international civil society elites and its treatment of grassroots civil society in its development practice. It argues that the World Bank is pursuing a conscious program to build a global elite governance system similar to Bank vice-president J. F. Rischard's concept of global issues networks, in which experts from business, government, and civil society will set globally binding social and economic policies. There is a risk of co-optation of international NGOs into this autocratic global managerial system.  相似文献

Hosting mega sport events, especially the Olympics, demands an extensive engagement with global civil society given the voluntary, highly mediated exposure of host cities and nations to the world. The philosophy of Olympism requires ethical authority in demonstrating 'fitness' to host the Games, so demanding intensive strategic image management. Offensive and defensive mobilization of image-dependent 'species of power' in the field of sport (in a Bourdieusian sense) in conducting 'wars of position and movement' (following Gramsci) within global civil society are, then, crucial features of competitive manoeuvres around staging major sport events. The main empirical focus of this article is on the case of the Sydney 2000 ('Millennial') Games, in illustrating the socio-political dynamics of bidding and hosting in the context of a major civil societal matter of concern - Australia's continuing failure to achieve reconciliation with, and equality for, its indigenous peoples. Ironically, though, it was in the domain of human rights that Sydney had an advantage over its closest competitor in the 1993 bidding process - China. The strategies deployed to secure the consent of Australian Aborigines to the Games are addressed in analysing the means by which the Sydney 2000 Games avoided major disruption and international criticism. A second, briefer case analysis is then presented of the disputation concerning Beijing's successful bid for the 2008 Olympics, which saw them influentially described by one (US) political activist as the 'Genocide Games' and the subject of international protests surrounding the Torch Relay. It is concluded that the contrasting levels of public, mediated discord in these two Olympiads in which human rights were key issues related, significantly though not exclusively, to the Chinese authorities' difficulties in 'winning consent' through strategic incorporation of the most conspicuous, non-state oppositional forces within Western-dominated global civil society in its most immediate, unruly, and mediatized form.  相似文献

Studies on transnational social movements in world risk society tend to emphasize their centrality and effectiveness as the result of two major transformations: the decline of the nation-state as a primary locus of power and sovereignty, and the rise of assertive civil societies' subpolitics. Drawing on the ‘Vanunu affair’ (the Israeli technician who was sentenced to eighteen years in prison for making public Israel's nuclear secrets), and the reactions it elicited at the local and global levels, the article analyzes the obstacles that may prevent the effective influence of anti-nuclear transnational social movements, and their difficulties in contributing to global framing. These obstacles are related mainly to the cultural politics of a ‘secret state’ that constructs national sovereignty, and mobilizes the local civil society, by means of nuclear secrecy and opacity.  相似文献

The research examines the way in which the economic structure of the Arab labor market in Israel, coupled with gender-linked occupational segregation affects gender differences in socioeconomic attainment. The analysis is based on the 1983 Israeli Census of Population. The concept of ethnic labor market is discussed in a comparative perspective, shifting the focus to public sector employment which is central to the Arab labor market in Israel. The analyses led to a twofold conclusion: first, the Arab labor market in Israel operates as a protected labor market, and second, it interacts with gender in the determination of socioeconomic outcomes. In the absence of competition minority workers are able to achieve in the ethnic labor market high status occupational positions that are typically denied them in the wider society. The occupational advantages are especially pronounced among Arab women. For men, employment in the ethnic labor market increases occupational status but provides lower earnings than employment outside.  相似文献

Post‐2000, the deterioration of Zimbabwe's socioeconomic and political conditions is widely acknowledged as phenomenal and unprecedented. Consequently, government and local authorities are struggling to provide basic services. At the same time, civil society initiatives are promoting transparency and accountability in service delivery. The article explains how civil society coalitions and citizens are promoting and demanding accountability in the delivery of public services by local authorities. In particular, it focuses on four critical issues; namely local authority–citizen engagement, social accountability focus areas, social accountability tools and emerging social accountability issues. The article concludes that civil society‐led social accountability initiatives are effective under conditions of civil society capacity, institutionalization of social accountability by local authorities, and negotiating local political dynamics.  相似文献

In this introduction to the special themed section, ‘Theorizing transnational labour markets: economic‐sociological approaches’, I introduce the reader to the topic and give an overview of the four contributions. The terms ‘global labour market’ and ‘transnational labour market’ are broadly used to account for contemporary social phenomena as diverse as the ever‐closer integration of China or India, with their huge labour forces, into the world economy, the off‐shoring of specific operations of MNCs to countries with cheap labour, or cross‐border labour migration. In most of these cases, the existence of global or transnational labour markets is taken for granted by the media, consulting agencies and other economic actors. However, scholars in labour market research and cross‐border migration alike have largely ignored the categories of global or transnational labour markets. Thus far, it remains unclear what these terms really mean and how we should address them theoretically. The aim of this themed section, therefore, is to view cross‐border labour migration through an economic‐sociological lens and thus bring into dialogue migration and labour market scholarship. By introducing a transnational perspective into labour market research, we hope to make a useful contribution towards theorizing on cross‐border labour markets and thereby overcome the methodological nationalism that seems to have crept into this area of scholarship.  相似文献

Green technological innovation is the subject of much current research because it is expected to serve ‘competitiveness’ and ‘ecological modernization’. Research needs to be extended to cover institutional innovation and the combined socio‐political impacts of the new environmentalism. One entry into this area is to examine the links between science, environmental protection, innovation, and the distribution of political power. It is argued that institutionalized science — or the research‐cum‐consultancy enterprise — thrives on the claim that it is able to solve fashionable’ problems, especially future ones, by technological progress. There is little historical reason to reject such claims. However, these claims make science, and especially the environmental sciences, of immediate interest to those seeking new powers or defending existing privileges or markets. Proposed solutions tend to be threats to vested interests and distributions of wealth and influence. But the power of science reaches beyond responding to the concerns of the day, it strives to select those problems for society which create markets for planned research agendas and technologies still on the computer screen. The research enterprise, at the root of much technological and technical innovation, is not likely to succeed in imposing its choices on society without support in the market place or from government. It therefore becomes an important, if neglected, political actor, influencing and persuading not only with appeals to rationality, but also with promises of enhanced security, health and wealth. Having identified and selected problems, these are presented to society with pleas for remedial or preventive action. This paper reflects on the impact of these pleas on contemporary world politics. It is concluded that political systems must learn to evaluate and judge scientific claims more cautiously because research networks and the informal influence of science entrepreneurs on ‘the public’ tend to turn environmental change into policy problems. Once technological fixes’ are offered simultaneously, potential implementor and enforcers form alliances demanding state intervention to resolve the alleged problems. How real is the global environmental problem — the allegedly evergrowing ökologische Problemdruck? Does the seeking of green competitiveness in the ‘North’ in the name of preventing catastrophe, whilst de facto opposing industrialization and resource developments in the ‘South’ in the name of ‘sustainable development’, represent the essence of global politics of the 1990s?  相似文献

Recent research on the geography of NGOs in Global Civil Society yearbooks has emphasized a north-west European bias. This has been taken to imply that global civil society is but a pale geographical shadow of the power concentrations in global economy and governance. Using an interlocking network model and data on 74 global NGOs with offices across 178 cities, NGO connectivity values for cities show that there is a ‘global South’, especially sub-Saharan African, geographical bias. Nairobi is the most connected world city with respect to NGO activities. This marked contrast to recent received wisdom implies a diffuse network power relationship. To the extent that global NGOs reveal the new geography of global civil society in a space of flows, these results support a positive interpretation for NGOs contributing to an emancipatory global agenda.  相似文献

This paper argues that the current academic debate about global civil society has reached a point where some assessment or reflection could be useful for informing the course of future research in the field. Behind this call for an assessment is the very nature of the debate and emerging gaps and weaknesses that together produce a potential slow-down in generating new knowledge and understanding of global civil society. There are several shortcomings to the current research approach: the failure to take account of other civil society traditions; the failure to address the relationship between global civil society, conflict, and violence; and, most critically, the neglect of the notion of civility, both conceptually and empirically. The balance of the paper then explores the implications of this new assessment of global civil society research.  相似文献

Scholars have theorized that public relations contributes to societies and communities by bringing attention to pressing public issues and fostering social capital in civil society networks. However, the extant research has studied civil society networks of NGOs, donors, and the media in transitional countries. This study extends the public relations model of civil society in two ways. First, it broadens the scope to an international context. Second, it draws from the multi-stakeholder issue network perspective to conceptualize a civil society network as a space where stakeholders of an issue mix their interests as they collectively address a pressing public issue. The literature on international and multi-stakeholder networks suggest that the international scope and the mixing of interests across sectors may restrict the production of social capital. The results from the social network analysis suggests that the mixing of interests across sectoral and geopolitical boundaries did not restrict the production of social capital. Rather, the patterns of the relationships among those on the core and those on the periphery of the network restricted the production of social capital. Such finding demonstrates how public relations’ functions like relationship building can have profound influences on social capital and civil society networks. The implications for public relations theorizing and research are discussed.  相似文献

In the last few decades, nongovernmental organizations (NGOs) have become influential actors in creating awareness of international social, political, environmental and economic causes in global society. However, NGOs have not received much attention in research on international public relations. This study contributes to filling that gap by analyzing how NGOs manage public relations according to the generic principles of excellence in global public relations and how they coordinate strategic communication between headquarters and local units. An online survey of 440 practitioners revealed 2 excellence clusters and 4 clusters of organizations with differing degrees of centralization. Excellent NGOs were found to assign more resources to public relations and more frequently considered cultural context in their communication programs. Thus, the study gives significant insights into international public relations practice in the global civil society sector and reveals further need for modifying and extending public relations theory in that respect.  相似文献

The idea of the public sphere is integral to the scholarship and practice of Women in Development. Unlike the private sphere, it is constructed as that space in society that provides enabling conditions for women’s emancipation. With the advent of neoliberal development and the consequent re-organization of relationships between individuals, states and markets, traditional views on the public sphere are beginning

to falter. There is a growing need to investigate the usefulness of the notion of the contemporary public sphere for women’s emancipation. This article unpacks the construct of the public sphere: the spaces it refers to, the peculiarity of its ideologies and the constructions of women’s emancipation. It reviews two bodies of scholarship, western feminist political theory and gender critiques of neo-liberal development, and

examines the recent theoretical debates on women’s political identity within the public sphere. The article highlights that emancipation of women (their political identities) in the time of neo-liberalism is a complex interplay of gender constructions within and between states, markets and civil societies.  相似文献

Abstract Temporary staffing has joined the ranks of the globalizing service industries. The largest agencies have now established a presence in more than sixty nations, where they are placing employees in temporary positions across a range of occupations, from clerical, cleaning and light industrial work through to accountancy, law and IT. The opening up of new occupational and geographical markets around the world has been driven by the imperative to sustain growth in sales volumes, in this business of tight margins and fierce competition. The most lucrative of the staffing industry's ‘emerging markets’ are found in the actively deregulating economies of the global North ‐ including Spain, Germany, Italy and Japan. While exploring how the staffing industry has been active in the construction of these markets, we argue that this fast‐growing business has become an important agent of labour market liberalization.  相似文献

Studies on ethnic movements have largely overlooked the global dimensions of ethnic social movements. Drawing on social movement theories and the world culture approach, I argue that linkage to global civil society gives rise to ethnic mobilization because it diffuses models of claim-making based on human rights ideas, while intergovernmental networks suppress ethnic mobilization as they enhance state power and authority. Tobit analyses on violent and nonviolent ethnic mobilizations show that, controlling for domestic factors, linkage to global civil society raises the potential for ethnic social movements, while intergovernmental networks do not have a strong impact on ethnic mobilization.  相似文献

This article1 addresses a paradox in the public communications of liberal democracies and suggests an easement of the social tensions created by it. Communication by public relations (PR) is an unavoidable consequence of such democracies, yet PR produces communicative inequalities, which offend the egalitarian and libertarian ethos of their civil societies and freely accessed markets. PR in this way renders itself into weak propaganda: historically and currently more available to principals rather than to subalterns. This is a conclusion most PR academics and practitioners reject. The former also distance themselves from persuasion and in their attachment to communicative symmetry they have ironically weakened the role of ethics in PR production. We seek to restore propaganda, persuasion and ethics to the centre of PR thinking. Our restoration begins with the establishment of propaganda detectors and regulators in the EU. We call them institutes for propaganda analysis after the example of the American Institute for Propaganda Analysis 1937–1942. These whistleblowers will measure the flows of PR propaganda amongst organisations and groups in the political economy and civil society; and counter-intuitively, will provide PR resource subsidies for those wanting to be heard in public via a PR ‘voice’ but who lack the capacity to produce it. In this way, a minimal communicative equality of PR production capacity will be created and European citizens and consumers given a more level playing field of information sources. PR propaganda is constitutive of liberal democracy, their civil societies and of capitalist markets but it needs reformation in the interests of equality of communication resources. This is a worthy and legitimate public policy goal to work towards.  相似文献

In the 21st Century global public relations professional community, the need for a postmodern reformation is compellingly evident. Most theorizing begins with basic assumptions about the three main social actors for which public relations has been practiced: (1) corporations, (2) nongovernmental and civil society organizations (NGOs and CSOs), and (3) governments. Questions about society itself are rarely examined, but when they do come up, scholars and practitioners tend to assume generally accepted values and mores. Neglected has been a robust criticism of the concepts upon which such paradigms have been built.  相似文献
