Charities, Authority and Disabled People: a qualitative study   总被引:1,自引:1,他引:0
Disabled people are greatly under-represented in positions of authority within traditional charities. Using qualitative data from original empirical research, this paper identifies some of the causes of their exclusion. The values, attitudes and beliefs of those who govern traditional charities accord largely with the 'personal tragedy' or medical model of disability, and a major consequence of this perspective is that disabled people are confined to roles in which they have little opportunity to exercise power in the traditional voluntary sector.  相似文献

This paper describes how medical students in an innovative educational setting adopt a cloak of competence as a critical part of the professionalization process. Faced with inordinate and variable expectations to develop and display competence, students professionalize by distancing themselves from those they interact with and by adopting and manipulating the symbols of their new status. Students were observed to engage in impression management to convince others and themselves that they are competent and confident to face the immense responsibilities of their privileged role. The data were collected by means of participant observation and interviews.  相似文献

The issues of response and responsibility are woven into the center of dialogic ethics (Levinas, 1996, 1998, 1999; Schrag, 1986 Schrag, C. O. 1986. Communicative praxis and the space of subjectivity, Bloomington: University of Indiana Press.  [Google Scholar]; Hyde, 2001, 2006), yet quietly embedded persists a hidden but presupposed prior action-that of listening-about which the philosophy of dialogue falls, ironically, silent. The idea of the response as related to ideas of reply, answer, and reaction as well as its etymological derivation from the Latin spondere ‘to pledge’ (promise, offer, sacrifice) stresses only the speaking of an ethical actor. The act of listening is itself concealed and rendered invisible. This paper suggests that the answer to the ethical call of conscience is not a speaking, but a listening. It is, moreover, a listening otherwise that suspends the willfulness of self and fore-knowledge in order to receive the singularities of the alterity of the other. To say that ethics arises from listening is thus to subordinate speaking to a kind of listening that speaks—a listening that is awakened and attuned to the sounds of difference rather than to the sounds of sameness. Thus it's rarely a question of whether or not the voice of ethics speaks, for the voice is always speaking. The question is whether we are listening.  相似文献

Whilst the Disabled People's Movement has necessarily evolved from a consciousness of disability as central to its participants' identities, and a critique of disablism as endemic to institutional discrimination, academics and activists in various civil rights movements are increasingly perturbed by the personal and political dangers generated by an adherence to 'identity politics' simpliciter. The actual complexities of social life-in particular, the multiple dimensions of identities and the matrices of interlocking discriminationshave propelled us towards a politics of difference. Since a shift of premises and even paradigms is the prerequisite of such a politics, it will inevitably encounter resistance from some sections of our respective movements. This article addresses some aspects of this emerging politics of difference with reference to the self-organised groups in UNISON, the UK's public sector trade union, where the disabled members' group co-exists with groups for women, black people and lesbians and gay men, so that the politics of identity is always already entwined with the politics of difference. Three main themes are pursued-the attempts to transform occasional inter-group collaborations into sustainable inter-group coalitions; the mobilisation of differences across groups in the service of enhancing democracy within groups; and the struggles to accommodate to a burgeoning intra-group diversity.  相似文献

The hypothesis in this study asserted that independence is an infinitely variable self concept, unique to the individual which concerns control and choice rather than any absolute measure of competence. The study involved interviewing six disabled people who had lived in institutional care for at least three years and had lived in the community for a minimum of one year. The comparative data between life in an institution and living in the community was explored in relation to the concept of independence. The interviewees were able to determine, quite precisely, what independence in the community meant to them. Independence involved choice, control and power in, and over, the management of their lives and the environment in which they lived.  相似文献

Contemporary disability discourse is marked by a struggle between medical and social meanings and models. The latter reflects the aspirations and youthful radicalism of the disability movement, while the former regards itself as the legitimate voice of truth in all matters associated with bodily function and process. This paper argues that the battle lines between these two camps need not be redrawn. Despite hints to the contrary, the proposed extension of the social model to accommodate a sociology of impairment does not involve a rapprochement with the medical model. On the contrary, a sociological account of impairment seeks to augment the armoury of the social model by developing one of its weaknesses, namely the cultural critique of medicine. This paper examines some of the ways in which medicine has been involved in the 'aesthetic invalidation' of disabled people and proposes that 'geneticization' is an important current contributor to this form of disability discrimination.  相似文献

The independent living (IL) paradigm proposes that the presence of environmental barriers affects critically the level of independence of people with disabilities. This study refines the IL paradigm and evaluates empirically the role that the environment plays in independent living, especially the influence of home adaptations and other housing variables on disabled people and their families. The results of this research indicate that housing adaptations have a variety of impacts upon the productivity of disabled people. Other housing issues are very important to individuals with disabilities, particularly tenants. This paper concludes by presenting implications for theoretical development and recommendations for housing policies which are responsive to the needs of disabled people.  相似文献

The 1990 NHS and Community Care Act requires social services departments in Britain to involve representatives of service users in the preparation of their annual community care plans. This paper gives a critical account of the different ways in which the views of disabled people are sought and represented in community care planning; and of the organisational and practical barriers which disabled people and their organisations are likely to encounter in representing their views to service planners. People with learning disabilities, older disabled people, people with sensory impairments and disabled people from Black and ethnic minority communities are particularly likely to be excluded from current consultation procedures. The paper concludes that present methods of representation place considerable burdens on both individual disabled people and on their organisations. Consequently, disabled people may increasingly question the effectiveness and usefulness of their involvement in community care planning, in the light of the many other issues which are important to them.  相似文献

Young disabled people are still rarely involved in the research process, despite an increasing emphasis on their inclusion as participants. The Participation in Education (PIE) project examined how disabled children with little or no speech could be involved in their education. The project team worked with an existing group of young disabled people to develop ways in which they could take part in the research process. The group was involved in developing the methodology, group work, observation, commenting on findings and in the dissemination process. Their involvement undoubtedly enriched the research and the benefits of working with an established group were manifold.  相似文献

The article traces the importance and development of the concept of ‘community’ in Robert Nisbet’s sociological theory. Community and voluntary associations were key components of his view of civil society, because they stood between the individual and the state as bastions of personal liberty against authoritarianism. This idea was taken from Alexis de Tocqueville’s analysis of America democracy and developed by Nisbet as a critique of modern America. The article examines the conservative underpinnings of Nisbet’s sociology and compares his perspective on civil society with the idea of civil religion in J-J Rousseau and Robert Bellah. Nisbet’s perspective is criticised because not all voluntary associations have beneficial effects on civil society. The article considers how far his views on authority and community are still relevant and concludes by making a distinction between ‘sticky societies’ that are hard to join and difficult to leave and ‘elastic societies’ that are easy to join and cost-free to leave, and asks whether community is possible when the Internet has transformed sticky relationships into elastic, thin and dispersed relationships.  相似文献

This paper considers the contrasting ways in which disabled people seek to overturn socio-attitudinal, political and physical barriers to their mobility and access requirements in the built environment. In particular, the paper documents how disabled people are attempting to influence the form and content of local authority access practices and policies in the UK, through the context and contours of access groups. I begin by briefly outlining some of the key factors inhibiting and facilitating disabled people organising as effective political groupings, relating the material to access issues in the built environment. Then, using case studies of two contrasting access groups, the paper explores some of the practical barriers, problems and opportunities connected to disabled people's activities in seeking to influence local authority access policies and practices. I conclude by discussing how some of the wider structural and agency-level constraints on disabled people's political and policy interventions in access issues might be removed.  相似文献

This is an article by an historian about the work of an American anthropologist and social scientist who has for many years observed, recorded and participated in the lives of the mentally handicapped. It had its origins in a dissatisfaction with existing histories of retardation and a desire to seek out twentieth century sociological perspectives with relevance to and resonances for earlier periods.

The paper falls into three sections. The first describes and analyses the polarity-social competence and incompetence within given cultures-which is central to Edgerton's conception of what he terms 'socio-cultural retardation'. This is followed by an evaluation of The Cloak of Competence [1], which concentrates on the interactions between deinstitutionalisation, stigma and passing for normal. A concluding section returns, by means of an examination of the validity of the notion of a 'retarded community', to a final interrogation of the causes as well as the meanings and contradictions implicit in 'socio-cultural retardation'. Attention is also briefly given to the ways in which historians, and explicitly historical methodologies, can contribute to further research within the general paradigm which Edgerton has pioneered.  相似文献

Malaysia is one of the fastest developing countries in the world and by the year 2020 it will become an industrialised nation according to the Malaysian government's strategic plans. This dynamic situation poses numerous opportunities and challenges for disabled people in Malaysia. Two positive outcomes are opportunities in the employment sector as well as infrastructure developments. However, there are new challenges especially with regards to mainstreaming of educational and vocational training along with the need for a dynamic placement service. The rise in industrial accidents creates a new challenge, along with the changing demographic trends which could have a negative impact on disabled people. What is striking is that disabled people and their organisations are beginning to articulate these changes and making a claim for inclusion in Malaysian society.  相似文献

This paper explores the role of race and class in post-industrial economic decline and revitalization in a predominantly white town in the northeastern United States. Ethnographic research in this small town revealed that residents commonly identified lazy, welfare-dependent substance abusers as the source of local problems. At the same time, they lauded workers, drawing on a national white hard worker mythology. Poor and underemployed workers themselves thus negotiated between the problem people and white worker ideals. I argue that the white worker myth provides a symbolic escape hatch, which reinforces hegemonic whiteness and the US racial order despite the lack of material payoff for economically marginalised white workers. As such, I call for a shift away from measuring degrees of white privilege towards an analysis of how people in various classed and gendered positions mobilise or contribute to white power differently.  相似文献

This paper addresses the general subject of the representation of disabled people. The purpose is to show why disabled people need to speak for themselves, how they can work with other organisations, and how disabled people's organisations are, and can remain, truly representative. The paper discusses: (1) the representation of disabled people; (2) how do disability groups relate to able-bodied organisations, policy-makers, etc?; and (3) how can disabled people's groups remain truly representative?  相似文献

Disabled people are excluded in various ways from a wide range of social privileges, activities and institutions. Voluntary and charitable organisations promote themselves as champions of disabled people in their struggle for access to the ordinary choices and opportunities of everyday life. This paper reports the findings of an empirical study which demonstrate that in voluntary agencies governed by able-bodied people, disabled people are excluded from positions of power and influence, and they experience the same sorts of barriers and constraints as those with which they are confronted in the wider world. Furthermore, the development of agencies governed by disabled people themselves is constrained by their lack of access to money, staff and other resources.  相似文献
