Of the instruments available in the anti-corruption arsenal of nations, civil society usually plays an ambivalent role. It may or may not be decisive in helping to counter corruption, depending on other circumstances, although in developed societies with a strong tradition of rule of law it can make a definite contribution. In post-communist Ukraine, where political leadership for reasons of self-interest has been reluctant to pursue anti-corruption policy effectively, and where agencies created specifically for the purpose have been compromised by political interference, infighting, and lack of co-ordination, the question urgently arises whether civil society could compensate for these shortcomings so as to make a significantly positive change. Is civil society Ukraine’s “last best hope” to control political corruption and salvage the legitimacy of the regime? For this to happen, according to the theory put forward by Marcia Grimes and applied here, press freedom, political party competition, and government transparency must all be at a high level. Without these critical sources of support Ukrainian civil society cannot be counted on to manage the struggle against corruption successfully alone. Even when the domestic political system has undergone reform, it sometimes seems unlikely that any outside force can introduce enough of a “carrot and stick” approach to persuade a country to maintain momentum. This article is concerned with understanding the cultural peculiarities of fighting corruption and building civil society in Romania, where despite the tough EU monitoring and domestic anti‐sleaze efforts, corruption, and low trust remain significant problems. Many of the theorists in the post‐communist literature argue that socioeconomic factors and the communist legacy have weakened post‐communist civil society in the region. This article explores the question whether corruption has replaced the legacy of communism as a factor undermining trust in others and government in Romania and presents an examination of the association between corruption and post‐communist civil society. The article argues that future research needs to switch focus from discussing Romanian social, political, and cultural behaviors from a longue durée perspective to evaluating the impact of political corruption on trust and, hence, civil society in Romania.  相似文献

This article examines the challenges and opportunities of implementing the CRPD's rights-based model in China, especially the effects of the diminishing space for civil society on the nascent disability rights movement. A disability rights movement emerged as a direct result of the CRPD’s adoption in 2008. Two recent restrictive civil society legislations, however, undermined this process. While the diminishing space of civil society has posed great challenges to the movement by marginalizing the rights advocacy approach, it has created an opportunity for service-oriented disability associations to thrive. While service-oriented associations are often ignored by disability studies scholarship and the disability rights movement, I argue that, through these organizations, persons with disabilities in China have done critical identity work and substantively increased their level of independence in their daily lives. As a result, a disability rights consciousness continues to be built in China, despite governmental hostility to political advocacy.  相似文献

There is growing interest about the ways in which the public relations field can contribute to democratization and civil society initiatives. Some scholars see enormous potential for public relations by non-governmental organizations (NGOs) to help get important social issues on the public agenda in transitional nations while other scholars have critiqued the practice of public relations in newly formed nations as a form of hegemony that privileges Western ideas, values, and standards of practice. One thing is certain: more scholarly attention is required if the field of public relations is to truly understand its evolving role in civil society. The purpose of this paper is to explore how the public relations–media relationship contributes to civil society development in Kosovo. The researcher interviewed media professionals, public relations/organizational spokespersons, and civil society experts about the opportunities and challenges of the public relations function in building civil society in Kosovo. The findings suggest that “protocol journalism” is the guiding metaphor for explaining and critiquing the public relations–media relationship in Kosovo. The implications of protocol journalism for media development and public relations credibility are discussed.  相似文献

The violent outburst of Owerri's civil society in September 1996 arguably signaled a new order in the fighting of corruption – through self‐help efforts. This outburst was a demonstration of public discontent over the activities of a few rich citizens in that town who were believed to have been involved in varied corrupt practices in making “fast” wealth. It was also a vociferous indictment on the State and its agents for ineptitude in fighting corruption, and complicity in criminal acts. Drawing from both primary and secondary sources in social research, this study critically examines the chain of events preceding, and the dynamics of the developments surrounding the societal conflicts in Owerri, Nigeria, popularly dubbed “Otokoto Saga.” It analyzes the varied dimensions of the societal conflicts, the authentic roles of civil society agency in a “self‐help strategy” and the responses of the State (and its actors) to the inadvertent eruptions. It further shows how Owerri's civil society agency “forced” the state to take critical steps towards the restoration of sanity in the town. The paper argues that civil society's critical awareness of its own roles in maintaining a corrupt‐free society was instrumental to their violent reactions. It concludes that deep‐seated fear and frustration underlined the reactions of the civil society, while moral panic and outrage triggered such reactions.  相似文献

This article explores aspects of translation, multilingualism and language policy in the field of transnational civil society. By focusing on translation policies at Amnesty International, an international non‐governmental organisation that performs a key role in global governance, this article seeks to contribute to a globalisation‐sensitive sociolinguistics. It argues that combining a sociolinguistic approach – more precisely linguistic ethnography – with translation studies leads to an increased understanding of the language practices under study. Furthermore, the article calls for more interdisciplinary research, stating that there is space for sociolinguistics and translation studies to contribute to research in international relations and development studies by highlighting the role of multilingualism and challenging the traditionally powerful position of English in transnational civil society.  相似文献

Abstract In the 1980s and 1990s African societies responded to reduced state educational capacity by expanding the reach of civil society‐non‐state societal organizations that sought to organize individuals and mobilize local resources for education and development. In this paper, I argue that rural African families were differentially prepared to respond to these changes in state‐society relations. I develop a model of family contributions to self help schooling that integrates a range of theoretical perspectives emphasizing the importance of social capital, family economy, family background, and family structure. Then, I utilize original, household survey data to apply the model across diverse national and regional contexts. One major analytical finding points to the importance of family memberships in local civil for predicting self help schooling. Another contribution of the paper is that it demonstrates both similarities and differences in factors influencing family contributions to self help schooling across nations and regions.  相似文献

Recent articles appearing in communication outlets such as Human Communication Research and Public Relations Review celebrate the emancipatory power of civil society projects as the solution to the primitive forms of totalitarian governance in Third World nations, suggesting the central role of public relations scholars and practitioners in development communication. Having embraced the mantra of civil society, these public relations scholars suggest that the concept of civil society offers a paradigm shift in the field of development communication by facilitating "true" participatory communication. This article takes a critical approach to the rhetoric of civil society and points out that the civil society trope is not a novel innovation in the field of development communication. Using the narratives of the Philippines, Chile, and Nicaragua, it is demonstrated that civil society serves the goals of the transnational elite and actively participates in the marginalization of the Third World participant; the subaltern subject in the Third World exists outside the realm of civil society in its cracks and fissures. The author takes a political economic approach to problematize civil society efforts and draw out the linkages among civil society, colonialism, and transnational market hegemony. Finally, subaltern studies are offered as an alternative point for communication scholars interested in understanding the communicative practices in the marginalized spaces of the world.  相似文献

Civil society remains a contested concept, but one that is widely embedded in global development processes. Transnationalism within civil society scholarship is often described dichotomously, either through hierarchical dependency relations or as a more amorphous networked global civil society. These two contrasting spatial imaginaries produce very particular ideas about how transnational relations contribute to civil society. Drawing on empirical material from research with civil society organizations in Barbados and Grenada, in this article I contend that civil society groups use forms of transnational social capital in their work. This does not, however, resonate with the horizontal relations associated with grassroots globalization or vertical chains of dependence. These social relations are imbued with power and agency and are entangled in situated historical, geographical and personal contexts. I conclude that the diverse transnational social relations that are part of civil society activity offer hope and possibilities for continued civil society action in these unexpected spatial arrangements.  相似文献

This introduction explores reasons for the continuing debate on the subject of transnationalism and persistent scepticism about the significance of the topic. The basis for such disagreements has to do less with the actual existence of the phenomenon than with methodological shortcomings that led to its overestimation in the early literature and the conceptual failure to distinguish between cross‐border activities conducted by major institutions and by private actors in civil society. I explore these various problems seeking to clarify the actual scope of the phenomenon of transnationalism and its novel character. Despite recent findings that point to limited numerical involvement of immigrant groups in transnational activities, the latter remain significant because of their prospective growth and their impact on both immigrant adaptation in receiving countries and the development prospects of sending nations and communities. The evidence presented in the following articles document in detail these various aspects and indicates the multiple forms adopted by this phenomenon among immigrant groups in Europe and the United States.  相似文献

This article seeks to explore the relationship between the British labour movement, the Left and the Labour party. It does so through the intellectual prism of debates around citizenship and civil society. In this respect, I seek to recover a critical politics around questions of class from the New Left who were always critical of more mainstream ideas of citizenship. However, I also point to the limitations of those who have argued that meaningful forms of citizenship can no longer be connected to political parties and only occurs outside of state organizations. Political parties continue to need intellectual narratives to legitimate their role in society and to connect with the broader civil order. The Labour Party in this respect has seemingly broken with ‘New Labour’ and is searching for a new narrative. The rise of an intellectual grouping around ‘Blue Labour’ has made considerable headway recently and I seek to take a critical view of some of their ideas and ethical frameworks. Here I argue that changing class formations and a more pluralistic society potentially ask difficult questions of those who seek to revive the labour movement in troubled times.  相似文献

This article contributes to the growing literature on the synergic production of civil society in newly democratized countries. State sponsorship can be effective when clientelism, as a form of social dominance, continues to frustrate purposive organization from below. Three elements are necessary for this scenario. First, a group of reform‐minded officials must be able to pursue an independent agenda that deviates from local elites. Second, reformers have to create new institutional avenues to channel resources downward by bypassing local politicians. Lastly, civil society organizations must be capable of effectively responding to the initiatives from above. I use Taiwan’s community movement to understand the logic and consequences of sponsoring civil society. State endorsement is critical to legitimatize community organizations’ presence in local politics. With a detailed analysis of a local case, the Qiaodou community movement, I argue that state sponsorship is critical for the growth of civil society organizations. Sponsored movement activism maintains its political independence by leveraging the incoherence in bureaucratic division of labor, and its professional expertise offers an advantageous bargaining position when facing officials.  相似文献

The current study uses the Wukan protest as a case study to assert that the Chinese farmers involved in the incident demonstrated “instrumental civil rights consciousness” in their protest. Civil rights is a means by which farmers strive for their economic rights and not an end in itself. Without real “rights consciousness,” the Wukan protests resemble “institutionalized participation” more than “rightful resistance.” The grassroots elections and self-governance that have resulted from the protest are not so much a harbinger of the emergence of bottom-up civil society as top-down initiatives by the central government. The central government has incorporated opposing powers into the existing institution to adjust state–society relations. By using bottom-up institutionalized participation, the central government has managed to strengthen its supervision over local governments, fight corruption, and stabilize its authority.  相似文献

Few communities are immune to organized crime and corruption. What has not been fully explored is how education in lawfulness can be introduced into the curriculum of primary and secondary schools to confront the influences of criminal life styles that continue to be romanticized byfactions within a community. This paper reports on such efforts in Sicily, Hong Kong, Russia, and Mexico. Each community is vigorously seeking to repel negative influences from traditional strongholds of organized crime, which continue to exert powerful and pernicious effects on those societies.

Challenging organized crime requires more than governmental regulatory responses. Civic, business, labor, religious, social, and educational organizations all have a role in mitigating the scourge of lawlessness. A central question is to consider the ways in which a civil society can foster a culture of lawfulness. Promoting a set of beliefs and mobilizing the legal norms and institutions for changing, administering, and enforcing laws will enhance and protect “quality of life” is a task that some primary and secondary schools have begun to explore. One approach involves moral education, explicitly and directly teaching children and young people about the rewards and obligations in making moral and ethical decisions. It is only in the last twenty years that there has appeared a field of civil organisations with a significant degree of autonomy from both state and church. But there are trends pointing to changes in the centralising, authoritarian tradition in government policies towards the non-profit sector in Brazil. This is occurring in parallel with the creation of conditions for change in this sector's negative image in public opinion. While, on the one hand, private social welfare organisations currently appear to public opinion in the worst possible light, being seen to be at the centre of the political crisis triggered by revelations of corruption, on the other hand there is a strong climate of moralisation and institutional democratisation which may favour them in the immediate future. More transparent policies for government collaboration and public control in this area appear to be a major outcome of this process. Questions of the democratisation (or deprivatisation) of the state, the need for institutional reform, and the constitution of a public sphere have been raised at the centre of debates around the role of these civil organisations in Brazil, now and for the future. This article was written prior to the inauguration of Fernando Henrique Cardoso's government in 1995. This has engaged in even more dialogue with civil society organisations than the previous government.  相似文献

Since the 1970s a drift away from state corporatist solutions to social welfare problems has had its parallel in an academic rediscovery of the voluntary sector. Revived confidence in non–statutory approaches often assumes two things. Firstly, that voluntary action is a vital component in civil society and that civil society itself is an attribute of liberal democracy. These ideas are central to the perceived 'crisis of the welfare state'. They are also related to debates about political culture and the future of democracy with the institutions of civil society cast positively as 'schools of citizenship'. Secondly, it is frequently assumed that there is an opposition in principle between the voluntary and the statutory and in some quarters an assumption (reversing an earlier presumption about the rationality of state welfare) that voluntary action is the superior mechanism (at least morally). The purpose of this paper is threefold. First, I want to reflect on the revival of interest in the role of the institutions of civil society in the history of welfare provision. Second, I will survey some recent approaches to voluntary action and 'civil society'. Third, in the process of this survey I discuss the relevance of these approaches to the study of past states of welfare.  相似文献

Abstract

In this paper, I describe how feminists in countries of the Middle East and North Africa are challenging their second-class citizenship largely institutionalized in patriarchal family laws-and are calling for an extension of their civil, political, and social rights. I use the term “feminist” to denote de jureand de factofeminists working to advance women's rights. The paper seeks to make theoretical sense of contemporary rights-based movements and discourses in the region through an application of theories of citizenship. It highlights the role of women's organizations in the regional call for democratization, civil society, and citizenship and it provides an empirical content to the discussion of citizenship, state, and civil society. Data and information are gleaned from a close reading of the literature by and on women's organizations in the region, and from personal observations and interviews.  相似文献

Multi‐stakeholder groups – involving representatives from civil society, government and the private sector — are increasingly seen as a means of promoting improved service delivery and operational performance in natural‐resource sectors. Although the intention is to promote dialogue, learning and collaboration towards agreed goals and the implementation of standards for better sector governance and performance, the impact of these initiatives will be shaped by members' incentives and external constraints. This article describes how incentive incompatibilities will prevent the group from effectively addressing fundamental problems in the sectors, such as corruption. Multi‐stakeholder groups can be a viable forum for debate, but should not be expected to perform a role in fighting corruption in natural‐resource management.  相似文献

This article starts by charting the conflicting position in Nigeria's Niger Delta between its petroleum wealth and the poverty of its inhabitants before observing how government corruption has hampered development agencies from rectifying this situation. It then examines trans‐national company (TNC) Corporate Social Responsibility (CSR) initiatives via a case study of the Shell Petroleum Development Company (SPDC). It concludes that, while there are useful projects, their success is felt at a micro level that cannot supplant wider government development. Finally, the article sets out why Quad‐Sector Development Partnerships (QSDP) between an international development agency, the state, TNCs and civil society will help to neutralise the national problem of corruption so that Niger‐Delta socioeconomic development can be improved.  相似文献

Organized labor has served as a valuable element of civil society. The focus of this inquiry is how the decline of organized labor contributes to the weakening of the civil sphere. I first assess how unions have historically contributed to the positive functions of civil society. I then review the various factors that have led to the deterioration of organized labor and comment on the current state of the labor movement. I conclude with a discussion of the implications in terms of civil society and market culture.  相似文献
