社会工作作为职业概念已经在中国内地(尤其是上海)得到一定程度的普及和认可。本文从社会学的角度出发,分析社区社会工作作为职业的异化过程。通过对专业社工进驻社区和开展工作这一系列进程的个案分析,得出结论:社区社工的异化原因在于社工职业目标和从事具体工作的个人目标的分离。其解决办法在于社工职业的长远发展“非政府化”以及近期目标的“彻底政府化”,并分析了目前社会现实下“政府化第三部门社工”的不稳定性。  相似文献

城市流动儿童是城市一个特殊的弱势群体,专业社工机构在城市流动儿童教育服务中大有作为.南宁市X机构运用专业的社工理论与方法,从家庭、学校、社区和政府四个层面介入南宁市万秀村流动儿童阅读教育,取得了一定的成效.但是,在实践中发现专业社工机构介入城市流动儿童教育还存在诸多问题,主要表现在政策不完善、经费不足、专业社工人才缺乏、专业社工机构发展缓慢、社会认同偏低等.为此,要促进专业社工机构介入城市流动儿童教育服务,在政策上要让社工机构有更广阔的舞台,在经费上要不断完善以政府购买社会工作服务为主体、多种筹资方式并存的筹资模式,在社区层面应坚持扎根社区、依托社区、回归社区的工作理念,在人才方面应培养职业化、专业化的社会工作人才,在机构方面应发展专一化的社会工作机构.  相似文献

When are parents “unfit” to care for their own children? As in many other countries, social workers in England and Sweden have the unenviable task of forming such judgments. On behalf of society at large, social workers must balance the rights of parents to provide continuing care with the responsibilities of the state in ensuring adequate care of children. They are involved in professional judgments which are also inherently political. In both England and Sweden social workers are able to seek legal orders which, if granted, permit compulsory removal of children against the wishes of parents. In such cases social workers are centrally involved in processes which remove ordinary rights of citizenship from their fellow members of society. The rights of parents and children, together with the responsibilities of the state to each class of citizen, are clearly in focus: intervention in family life requires both grounds and legitimation. But what is the basis of intervention in the two societies? Social work practices in Sweden and England suggest very different answers to this question. In explaining these differences it is necessary to address much broader variations of social and political culture in the two societies. In so doing, variations in social work practice can be located in different cultural values and systems of legitimation. Instabilities and pathologies of professional practices can also be identified within both England and Sweden. These too are quite different in the two societies.  相似文献

A model of social empathy is described where social empathy is defined as the ability to more deeply understand people by perceiving or experiencing their life situations and as a result gain insight into structural inequalities and disparities. The three components of the model—individual empathy, contextual understanding, and social responsibility—are explored and explained. Social empathy provides a framework for more effective social policies that address disparities and support social and economic justice for all people. Social workers are well positioned to enhance social empathy, and application and suggestions for further enhancement and research are provided.  相似文献

Summary Self-determination is a controversial principle in social workpractice. On the one hand it is accepted as being central tosocial work and stems from the broader philosophical issuesof autonomy and respect for the individual. On the other hand,there are many doubts about its implications for practice. Thisarticle examines how the Western social work principle of self-determinationis influenced by cultural beliefs and expectations in India. Twenty-six social workers participated in a qualitative studyon the influence of culture on casework practice in Bombay,India. Open-ended questions and case studies were used to examinehow culture specific problems were handled and how workers interpretedand used some of the principles of social work practice. Social workers believed that Indian clients expected to be guidedin a therapeutic relationship. Further, clients were generallyapathetic and fatalistic about circumstances in their lives.Indian social workers came across as being maestros at bridgingeast-west differences. They subtly fulfilled social and culturalexpectations and at the same time enabled clients to assumeenough autonomy to handle their own problems.  相似文献

Social work in the United Kingdom is preoccupied with what social workers cannot do due to having limited time to spend with service users. Yet remarkably little research has examined what social workers actually do, especially in long‐term relationships. This paper draws from an ethnographic study of two social work departments in England that spent 15 months observing practice and organizational life. Our findings show that social work some of the time has a significant amount of involvement with some service users and the dominant view that relationship‐based practice is rarely achieved is in need of some revision. However, families at one research site received a much more substantial, reliable overall service due to the additional input of family support workers and having a stable workforce who had their own desks and were co‐located with managers in small team offices. This generated a much more supportive, reflective culture for social workers and service users than at the second site, a large open plan “hot‐desking” office. Drawing on relational, systemic, and complexity theories, the paper shows how the nature of what social workers do and culture of practice are shaped by the interaction between available services, office designs, and practitioners', managers', and service users' experiences of relating together.  相似文献

This paper discusses ways in which social group work can be implemented in behalf of American Indian clientele. Social workers should be aware of the value that American Indians have placed on the use of groups within their own culture, and the importance of understanding the impact of American Indian culture on each individual Amcrican Indian client and tribal group. Effective practice in a global world requires knowledge and understanding of diverse cultures. Most social workers around the world are committed to values and policies that enhance the well‐being of especially vulnerable populations and that protect their human rights. However, not all cultural practices or policies place the same value on human rights and the protection of vulnerable populations, a situation that may result in conflicts for social workers, who have an ethical obligation to advocate for human rights as well as to be sensitive to their clients' cultural contexts. Based on multidisciplinary research and contemporary examples of gender discrimination, forced marriages, child labor, and female genital mutilation, this article proposes resolutions to this conflict. It concludes by suggesting practices and policies that might help social workers to strike an effective balance between cultural diversity and the promotion of human rights. Key Practitioner Message: ● Social workers are best placed to understand individuals and communities within their various cultural contexts; ● Social work practice and policy should be sensitive to cultural practices that may undermine human rights and the well‐being of vulnerable populations; ● Guided by professional values and ethics, social workers can assume the roles of educator and advocate in enhancing the rights of individuals.  相似文献

The average temperature in Alaska and the North American Arctic has risen at twice the rate of the global average due to climate change, causing changes to the natural environment that affect the physical, social, and emotional well‐being of people and communities. Social workers must be prepared to respond. Using a non‐probability, convenience sample, this study surveyed 159 social workers in Alaska to assess their attitudes and their perceptions of the effects of climate change on their clients and constituents. Results indicate that social workers in Alaska believe that climate change is happening, that human activities are responsible, and that it is a large threat to people in Alaska. Over 75% believe that climate change is dangerous for their clients now or will be dangerous in 10 years. Social workers report that in the past year their clients or constituents have experienced multiple climate change‐related problems with community infrastructure, health, and mental health.  相似文献
