Although multiracial youth represent a growing segment of children in all American families, we have little information on their well‐being within single‐mother households. This article examines multiracial children's level of poverty within single‐mother families to identify the degree to which they may stand out from their monoracial peers. Using data from the 2006–2008 American Community Survey (3‐year estimates), we explore the level of racial disparities in child poverty between monoracial White children and monoracial and multiracial children of color. Fully adjusted multivariate logistic regression analyses (n = 359,588) reveal that nearly all children of color are more likely to be poor than White children. Yet many multiracial children appear to hold an in‐between status in which they experience lower rates of poverty than monoracial children of color. The high level of variation across groups suggests that the relationship between race and childhood poverty is more complicated than generally presumed.  相似文献

Poverty in early childhood is pervasive, affecting every aspect of children’s lives. Under current government policies child poverty in the UK is predicted to rise to 40 per cent by 2022. Dominant discourses of poverty have historically focussed on an over‐arching discourse of moral responsibility, essentially relating to notions of deserving and underserving poor. This paper examines how government policy continues to significantly impact on young children and families on low incomes in early childhood and how stigmatised discourses about welfare, work are pervasive. It is argued that discourses of redistribution and children’s rights deserve greater recognition if poverty is to be addressed.  相似文献

Poverty is fertile ground for the health and educational deprivation that diminishes the prospects of poor children. Restated, the tragedy of the income gap between the rich and poor is that economic deprivation and its attendant health consequences are disproportionately experienced by the most vulnerable of citizens, children. Over 12 million children (17% of all American children) live in poverty and 39% live in or near poverty (National Center for Children in Poverty, 2001). This examination of the distribution and consequences of childhood lead poisoning reveals much about poverty policy interventions and the ongoing plight of America's powerless poor children. Since social injustice in the context of this article is construed as the failure of institutions and society to intervene on behalf of suffering populations when the resources and know how to do so exist, childhood lead poisoning provides a clear example of injustice. While the subject of this article is childhood lead poisoning, the precursors to toxicity--substandard housing, poor nutrition, restricted access to health care and polluted environments--are all representative of the dilemmas that characterize the lives of poor children.  相似文献

Sixty-one percent of the adults caring for elderly and disabled family members and 53% of parents of children with special needs are employed. Yet studies examining the experience of employed caregivers of children with special needs and elderly or disabled adult family members have not examined the impact on earnings or the workplace policies that might help reduce the conflicts between work and caregiving. This study begins to fill this gap using data from a nationally representative US survey of American adults. We find that employees who live with a child with a health problem are 48% more likely to have lost wages. Each adult with health issues that an employee is responsible for raises the chances of wage loss by 29%. At the same time, access to paid leave for family health needs reduces the likelihood of wage loss by 30%, and having a supportive supervisor reduces the odds of experiencing wage loss by 37%. Implications for employers and US policy-makers are discussed.  相似文献

Macedonia receives about 10 per cent of GDP as cash remittances per year while a third of the population faces poverty. The study aims to investigate whether remittances improve the poverty and health of individual remittance‐receivers in Macedonia. To that end, we rely on the 2008 Remittances’ Survey and a sequential structural model linking remittances to social indicators. We find that remittances have a significant effect oto consumption, in particular health consumption, hence contribute to reducing poverty. In turn, improved health consumption significantly reduces the incidence of bad health among receivers. This finding lends support to the claim that remittances serve an informal social protection in Macedonia.  相似文献

This article addresses the failure of the 1996 welfare reform act (Personal Responsibility and Work Opportunities Reconciliation Act [PRWORA]) as an anti-poverty program demonstrated by the fact that approximately half of all ‘welfare leavers’ have fallen back into poverty within a year or two of their exit. The proximate cause is that, because of “barriers to work” or insufficient demand, leavers end up working too few hours over the course of a year. To address this failure, we propose a program of jobs-of-last-resort, called Promise of a Job (POJ), based on an examination of the design, costs, and results for a large number of transitional-job and welfare-to-work programs. In this article, we estimate POJ's costs per participant and overall costs of implementation, as well as the impact such a program would have on reducing adult and, particularly, child poverty. We find, in examining past data, that had POJ been applied to just those Americans who were on Aid to Families with Dependent Children (AFDC) in 1996, it would have raised almost 7 million children above the poverty line. We argue that this result (and similar results from any other program) should appeal across the political spectrum, to conservatives and liberals alike, because of the documented general agreement that child poverty is inconsistent with a widely held American value: the provision of equal opportunity for all.  相似文献

A correlation between socioeconomic disadvantage and child maltreatment has long been observed, but the drivers of this association are poorly understood. We sought to estimate the effects of economic factors on risk of child maltreatment after adjusting for other known influences using the Australian Temperament Project, a population-based birth cohort of 2443 individuals and their parents. We used logistic regression to estimate associations of childhood economic factors (parental education, occupation, and unemployment; type of housing; and retrospective perception of poverty) with retrospective reports of perceived child maltreatment (physical abuse, sexual abuse, emotional abuse, neglect, and witnessing of domestic violence), controlling for demographic factors, parental mental health and substance use, and child health. We then used these estimates to approximate the proportions of child maltreatment—population attributable fractions—that are theoretically preventable by addressing childhood economic disadvantage. Economic factors were associated with all types of child maltreatment. For the most part, these associations diminished only partially when controlling for noneconomic confounders, supporting hypotheses of causal relationships. Jointly, economic factors were significant predictors of physical abuse, sexual abuse, and witnessing of domestic violence but not of emotional abuse or neglect. Retrospective perceptions of childhood poverty were, in particular, strongly associated with most forms of child maltreatment but not with sexual abuse after accounting for other economic factors. We estimated that 27% of all child maltreatment was jointly attributable to economic factors. These findings suggest that strategies that reduce economic disadvantage are likely to hold significant potential to reduce the prevalence of child maltreatment.  相似文献

We develop a dynamic overlapping generations model to highlight the role of income inequality in explaining the persistence of child labor under declining poverty. Differential investment in two forms of human capital—schooling and health—in the presence of inequality gives rise to a nonconvergent income distribution in the steady state characterized by multiple steady states of relative income with varying levels of education, health, and child labor. The child labor trap thus generated is shown to preserve itself despite rising per capita income. Policy recommendations include public provision of education targeted toward reducing schooling costs for the poor or raising the efficacy of public health infrastructure. Welfare receipt often is correlated negatively with children's cognitive and behavioral outcomes. Yet, virtually all children in households that receive public assistance are poor, prompting the question of whether poor outcomes are an effect of welfare, a spurious relationship between welfare and child outcomes, or a result of welfare selection. Using the NLSY-CS, these possibilities are examined by controlling for poverty and for selection into welfare. Controlling for child and maternal characteristics accounts for the majority of bivariate associations between welfare and outcomes among Black children. Controlling for poverty does little to change the relationship between welfare and outcomes for Black or White children. Controlling for selection into welfare further reduces the relationship between welfare receipt and outcomes among White children and has little discernible effect among Black children.  相似文献

This project focuses on children growing up in impoverished life circumstances, originating from an increasing level of poverty in Germany. There are two perspectives in social work research on children living in poverty: first, current research on childhood recognises that children are social agents in their own practices of life; second, research on poverty draws attention to the issue of social inequality, and broaches the question of the structural constraints and limitations of daily life. We report on current German research on children living in poverty, and focus on the role of peer relationships in coping with discrimination. This research is substantiated with the results of our own research project. We find that children develop strategies to mitigate the effects of poverty. The family can also help by providing the child with an interpretation of their poverty, and through daily coping mechanisms. Additionally, children can gain support from their peers. However, bridging social capital and gaining access to other social milieus is seldom successful. We conclude with a discussion of strategies that point the way out of child poverty. Such an optimistic goal, however, would require an alliance of practice, research and policy in the field of social work.  相似文献

A cost of illness (COI) study was undertaken to estimate the magnitude and range of lifetime effects associated with child maltreatment in Australia, using an incidence-based approach. Costs were primarily estimated through calculation of population attributable fractions (PAFs) to determine the marginal effects of child maltreatment on a range of outcomes. PAFs were then applied to estimates of expenditure, inflated to 2014–15 Australian dollars, projected over the life course, according to a baseline age of incident cases for child maltreatment in 2012–13, and discounted at 7% per annum. Sensitivity analysis was conducted using a best and lower bound estimate of incidence of child abuse. The best estimate of the total estimated lifetime financial costs for incident cases of child maltreatment in 2012–13 was $9.3 billion (a cost per child maltreated of $176,437), with a lower bound of $5.8 billion. The best estimate of lifetime costs associated with reduced quality of life and premature mortality (non-financial costs) for all incident cases of child maltreatment in 2012–13 was $17.4 billion, or $328,757 per child maltreated. The considerable lifetime costs associated with child maltreatment warrants an expansion of existing investment in primary and secondary prevention and targeted support services for children and families at risk.  相似文献

Two alternative federally financed plans are presented as modelsfor a program which would make child care of acceptable quality"affordable" for millions of American families. Taking a cuefrom currently operating state programs, care is defined as"affordable" if it costs parents no more than 30 percent ofthe amount by which their income exceeds the poverty line. Thefirst plan would cost the government $25 billion per year andwould concentrate help on families with incomes up to twicethe poverty line. The second would cost $39 billion per year,would provide higher quality care, and would allow all UnitedStates families to have access to care that was "affordable"by our definition. Costs of these magnitudes preclude financingof any significant part by employers or philanthropies. Whilesome government savings might result from the beneficial effectsof these programs, the main rationale for them rests, not onthe calculation that they will save the government money (althoughthey might), but on the fact that they will prevent considerablemisery to children and their families. Making quality childcare affordable to all families would result in safer, moreeducational, and more enjoyable care for children, and wouldgive a financial boost to families pitifully short of resourcesin a non-stigmatizing way. It would reduce child poverty andreduce enrollment in welfare-type programs. It would also giveparents a chance to particiopate in the world of work and toachieve the gains in resources and status that such a participationwould alllow.  相似文献

Because hepatitis A and B occur most commonly in young adults, the authors examined the cost effectiveness of college-based vaccination. They developed epidemiologic models to consider infection risks and disease progression and then compared the cost of vaccination with economic, longevity, and quality of life benefits. Immunization of 100,000 students would prevent 1,403 acute cases of hepatitis A, 929 cases of hepatitis B, and 144 cases of chronic hepatitis B. Hepatitis B vaccination would cost the health system $7,600 per quality-adjusted life year (QALY) gained but would reduce societal costs by 6%. Hepatitis A/B vaccination would cost the health system dollar 8,500 per QALY but would reduce societal costs by 12%. Until childhood and adolescent vaccination can produce immune cohorts of young adults, college-based hepatitis immunization can reduce disease transmission in a cost-effective manner.  相似文献

In the current paper, we employ the most recent Programme for International Student Assessment (PISA) data to calculate a less-biased estimate of poverty on US achievement. The PISA was specifically chosen as it is an assessment removed from a specific curriculum and instead focuses on concepts that students should know in order to participate in a global economy. Using a propensity score matching approach, our findings suggest that US students in poverty have notable educational attainment deficiencies compared to a matched group of students who are not in poverty. In other words, when we select two students who have a great deal in common but for the fact that one comes from a poverty background, the student in poverty is expected to perform nearly 28 points, or about a quarter of a standard deviation lower, on the PISA assessment. In real terms, this puts math achievement for children not in poverty on-par with the Organisation for Economic Co-operation and Development (OECD) average, while children in poverty are well below the OECD average.  相似文献

It is argued that Intensive Family Preservation Services (IFPS) often fail to prevent the out-of-home placement of children because family poverty impedes long-term effectiveness of the interventions. Current research is examined to demonstrate that families with lower socioeconomic status have higher rates of substitute care placement and that many IFPS families do not have the minimum income commonly assumed necessary to facilitate successful therapeutic interventions. Research also shows that poverty contributes to child abuse and neglect, to mental health problems, and to juvenile delinquency, resulting in a disproportionate representation of poor children in the three child systems. Until family poverty is significantly reduced, IFPS will continue to have disappointing results for a sizeable portion of their clientele.  相似文献

This paper examines the relationship between measures of income poverty, undernourishment, childhood undernutrition, and child mortality in developing countries. While there is, as expected, a close aggregate correlation between these measures of deprivation, the measures generate some inter-regional paradoxes. Income poverty and child mortality is highest in Sub Saharan Africa, but childhood undernutrition is by far the highest in South Asia, while the share of people with insufficient calories (undernourishment) is highest in the Caribbean. The paper finds that standard explanations cannot account for these inter-regional paradoxes, particularly the ones related to undernourishment and childhood undernutrition. The paper suggests that measurement issues related to the way undernourishment and childhood undernutrition are measured might play a significant role in affecting these inter-regional puzzles, and points to implications for research and policy. This review of international literature assesses the impacts that the relationship breakdown of parents has on children and factors that can provide support should this occur. The parental separation process causes significant albeit short‐term distress for most children, with a minority reporting longer‐term outcomes such as socio‐economic disadvantage, behavioural problems, poor educational achievement, and physical and emotional health problems. Factors increasing the likelihood of sustained disadvantage include: poverty; poor parent–child relationships; continuing parental conflict, multiple transitions in family formation; and poor maternal mental health. Supporting the factors that can improve child outcomes, exploring opportune ways to strengthen couple and family relationships, and integrating the views of children (for example, in court‐based dispute resolution) are the leading implications for practice and policy.  相似文献

This paper examined the extent of child poverty in urban China, and how the structural and individual risk factors impact on child poverty in urban China using China Health and Nutrition Survey data. Child poverty is measured using a multidimensional deprivation approach. Eight dimensions that are indicative of children's basic rights as ratified in UNCRC (1989) are used to identify poor children, including nutrition, water, sanitation, health, education, information, participation and protection. The empirical results show that the hukou type of the family and parents' work units as the structural risk factors exerted the greatest influences on child poverty in urban China. These structural barriers for realising children's basic rights should be removed in order to achieve the Chinese government political goal of eradicating poverty in China in the next five years before 2020.  相似文献
