"舆论搭车"是社会公众基于"共情"产生的关注舆情事件、引发舆情目标转移、倒逼公权力介入的现象。一些领导干部舆情事件应对能力不足,在面对"舆论搭车"时出现了不作为、不配合、不妥帖、不矫正等问题。政府"双微联动"能够引导"舆论搭车"趋向,增强舆论传播的快速性和精准性,形成舆论传播的集群效应,规避和弱化"舆论搭车"现象及其负面影响。为此,应进一步优化政府"双微联动",构建立体化政务信息传播新格局,提升政府"双微联动"的运营能力,搭建政府"双微联动"实施框架,更好地巩固意识形态工作领导权。 相似文献

This paper analyzes the presence of different managerial approaches in a public organization, the Tuscany Region of Italy. In particular, it highlights the phenomenon of the plurality of frameworks working in the organization, namely Old Public Administration (OPA), New Public Management (NPM) and Public Governance (PG). The transformation and coexistence of the above-mentioned models is tested with a content analysis based on the perspectives of policy makers and top-level managers expressed in interviews and on the context of administration planning and control systems found in documents. This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially
a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability
influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and
utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that
changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

Planning theory and practice derived from corporate experience, management science and rational decision theory have had little influence on decision-making in the public sector. The political environment and organizational complexity of public decision making render conventional approaches to objective, rational, comprehensive planning of limited value in government agencies and in private corporations involved in public policy making. A more effective approach to strategic planning and management must be based on an understanding of the political dynamics through which policies are made. It must adopt a variety of styles directly related to major functions in the policy making process and use a variety of political intervention and influence techniques that facilitate the implementation of plans and policies. 相似文献

Within a parliamentary democracy, both the Executive and Legislature have key roles in ensuring public accountability for budgetary decisions. The internal budgetary processes of the United Kingdom Government have developed the PESC system of planning public expenditure over a rolling five year period at constant prices. At the same time, the effectiveness of parliamentary financial procedures, far removed from the decision processes, has further declined. The key weaknesses are identified as: (1) the almost complete divorce between parliamentary discussion of expenditure and that of taxation; (2) the manner in which the Government's survival might be imperilled by defeat even on minor items, which limits the activities of Government backbenchers; (3) the unequal knowledge and resources of Government and Parliament, accentuated by British traditions of official secrecy; and (4) the failure of Parliament to seize those opportunities which are available (e.g. debates on the annual Public Expenditure White Paper). Proposals have been made for reform of financial procedures and for a new system of select committees by the Expenditure and Procedure Committees. These are evaluated and given a cautious approval. The emphasis is on the aim of integrating parliamentary debate of the expenditure and revenue sides of the public budget. A single budgetary document is proposed. Multi-year tax forecasts, and the underlying medium term economic assessment, should be published. ‘Tax expenditures’ should be carefully costed and linked to the relevant expenditure programmes. These reforms would provide a more coherent and comprehensive framework for public debate of budgetary decisions. 相似文献

从20世纪70年代末起在中国大地开始进行的历史性变革到现在已经超过20年了。在这场变革中 ,以经济学为代表的许多社会科学学科做出了重要的贡献。随着中国改革的深入与发展 ,随着改革重点从提高效率为主到效率与公平兼顾 ,从市场经济体制的建设向民主与法制社会的转变 ,越来越多的改革实践问题向中国的社会科学领域的学者 ,尤其是向公共管理领域的学者 ,提出了挑战。如果说经济学在中国前一时期的改革与发展中成为社会科学领域中的带头学科 ,那么中国未来的改革与发展则迫切要求公共管理加入到带头学科的行列之中。随着公共管理专业硕士 (MPA)学位教育在中国的开展 ,更多的人们开始了解公共管理这个学科领域在中国改革与发展中的重要地位与作用 ,开始关注这个学科的工作及成果。本刊自2002年第2期开始 ,创办“中国公共管理论坛”这个栏目 ,就是希望能够在中国公共管理领域的学者之间 ,在公共管理领域的学者和实践者之间 ,搭起一座桥梁 ,提供一个学术交流的园地 ,使公共管理不辱使命 ,承担起历史的重任 ,为中国进一步的改革与发展做出其应有的贡献。本栏目的创办得到了清华大学公共管理学院的大力支持 ,他们还专门为本期组织撰写了首篇文章 ,旨在理清国内外公共管理学科的历史发展脉络 ,对有关公共管理学 相似文献
