Assertive mental health outreach to homeless persons, which operates under the premise that mental illness must be understood and treated within the individual's social and economic environment, points towards the goals of community membership and 'citizenship'—a connection to the rights, responsibilities, roles, and resources that society offers through public and social institutions and informal 'associational life'—for homeless persons. We argue that the concept of citizenship is a useful framework for approaching these goals. We review the principles of assertive mental health outreach and relevant aspects of contemporary citizenship theory; present a case example of outreach leading to a 'citizenship project'; and discuss the potential benefits and pitfalls of a citizenship framework, including strategies and recommendations for program administrators, researchers and policy makers.  相似文献

Many voluntary organizations depend greatly on the unpaid services of older volunteers, a significant number of whom are women. At the same time, shifts in welfare policy have been towards emphasizing individual economic autonomy and self-provisioning, often to the detriment of older, more vulnerable members of society. Using data from an organization working for and with older people in the North-East of England and through in-depth qualitative interviews, our study found that volunteering is an expression of citizenship for older people. In our analysis, we identify two strands in the meanings of citizenship for older people: volunteering as leisure and work, and volunteering as care and civic consciousness. These correspond with liberal conceptualizations of citizenship and republican models of citizenship. Data from our in-depth interviews demonstrate a strong commitment to society and fellow citizens among older people that counterbalances individualistic and instrumental reasons for volunteering promoted by the state and market. Our findings suggest that government views of volunteering as a route to paid work, as a panacea for society and therefore needing to be more 'work-like', are discordant with the perspectives of older volunteers. Rather than the neo-liberal views of the 'citizen-worker' or 'citizen-consumer', citizenship that is based on the 'common good' and feminist perspectives of 'caring citizenship' are arguably more beneficial to society. Finally, we describe the pressures and constraints facing older people that could discourage formal volunteering in the future.  相似文献

It has been hived offinto self-referential legal and professional discourses concerningthe principles that should inform social workers' conduct. Thelacuna concerning the significance of confidentiality in widerdebates is made more remarkable by the shift towards consumercitizenship, a shift that has ostensibly emphasized serviceusers' rights, including their capacity for active participationin service provision. The rights discourse, as a component ofactive consumer citizenship, is considered in relation to theperspectives of ‘interests’ and ‘will’.The arguments that support moving in the direction of a critical‘will’ perspective, through deliberative processesthat involve service users in developing and framing informationrights, are highlighted and linked to data from a small-scaleempirical study. This perspective is regarded as consistentwith a politically dynamic formulation of social citizenship.Such a formulation involves seeing citizenship as a practicethat requires on-going debates about claims to rights, movesin the direction of seeking to rectify imbalances in power andrecognizes the capacity of service users to act in their owninterests as citizens.  相似文献

In this paper we suggest that there is a need to examine what is meant by “context” in Social Psychology and present an example of how to place identity in its social and institutional context. Taking the case of British naturalisation, the process whereby migrants become citizens, we show that the identity of naturalised citizens is defined by common‐sense ideas about Britishness and by immigration policies. An analysis of policy documents on “earned citizenship” and interviews with naturalised citizens shows that the distinction between “elite” and “non‐elite” migrants is evident in both the “reified” sphere of policy and the “common sense” sphere of everyday identity construction. While social representations embedded in lay experience construct ethno‐cultural similarity and difference, immigration policies engage in an institutionalised positioning process by determining migrants' rights of mobility. These spheres of knowledge and practice are not disconnected as these two levels of “managing otherness” overlap—it is the poorer, less skilled migrants, originating outside the West who epitomise difference (within a consensual sphere) and have less freedom of mobility (within a reified sphere). We show that the context of identity should be understood as simultaneously psychological and political.  相似文献

In this paper we examine the relationship between citizenship, civic engagement and property ownership in Australia. We draw upon nationally representative survey data to examine this relationship by focusing upon empirically accessible issues. We examine the civic implications of different housing tenures, or what Troy (2000) refers to as the level of ‘citizen competence‘, and the tension between (private) ownership and (public) engagement in terms of membership and participation in a range of clubs and organisations. Lower levels of participation in charitable organisations among mortgage holders compared to people in other housing tenures questions the link between home buying (that is equated with private ownership), and a strengthening of community life. However, low participation rates in a clubs and organisations by public tenants, indicates that levels of social exclusion are higher in ‘residual’ public housing communities.  相似文献

This article analyzes the concepts of bounded and nonbounded solidarity. It first reviews some fundamental propositions from the sociological literature and then looks at Amnesty International's conception of solidarity. A third part discusses solidarity as it applies to social work with groups. This article first identifies citizenship as an ambiguous con-cept with changing and contested meanings. Next it discusses the methodological commitment of a study conducted in 2001 exploring the conceptions of citizenship permeating learning disability services. The third section identifies four themes linked to the citizenship of disabled people: work, participa-tion, community and consumption. Lastly, the article looks to locate the citizenship of people with learning disability within the framework of governmentality. The analysis of interview material from the 2001 study suggested that there was no coherent idea of citizenship operating through the services. However, the analysis of governmentality provides a richer picture. The different discourses of citizenship, while produc-ing contradictory positions for individuals with learning disability, do nevertheless provide positions to be had when less than half a century ago no such positions existed. This paper examines the implications of welfare reform for the meaning of social citizenship in Australia. Australian welfare reform has been under way since the late 1980s, and reflects the themes of activity and participation that are shaping social policy in many advanced industrial nations. The paper suggests that Australian welfare reform is following a liberal trajectory of change which places a continuing emphasis on market and family as the preferred institutions for social support with a newly salient appeal to moral ideas about the responsibility of citizens to be self-sustaining. The paper argues that welfare is being transformed from a limited social right to support provided on condition, and from treating the claimant as a sovereign individual to a subject of paternalistic supervision. Together, these changes are redefining the meaning of equality in Australian social citizenship.  相似文献

ABSTRACT

This study compared exits between citizen and noncitizen heads of household from the Temporary Assistance to Needy Families (TANF) program. With longitudinal monthly administrative data and a Cox proportional hazard model, the study examined how the economy and recipients’ personal characteristics affected their exits. The sample consisted of 28,308 families headed by citizens and 2,547 families headed by a noncitizen on TANF. Key findings reveal that families on TANF exit the rolls primarily during the first 8 months after entrance. Results showed that families headed by a noncitizen remain on TANF longer than families headed by a citizen. The roles of minimum wage and unemployment in shaping the risk of exit for noncitizen compared to citizen families were explored. Suggestions for further research and how to serve recipients best in times of economic downturns are provided. Similar research needs to be conducted in states where temporary TANF time limits do not exist.  相似文献

The paper discusses historical and emerging dimensions of citizenship within Aotearoa/New Zealand. Drawing on Turner's work, it explores the utility of Marshallian distinctions of civil, political and social citizenship. These evolutionary notions are seen as problematic, given the historical treatment of the Chinese community, and the abrogation of the Treaty of Waitangi with respect to European–Maori relationships. Ideas of the "worker citizen", "military citizen" and "parent citizen" are discussed in relation to historical foundations of entitlement and their contemporary challenges. Considerations include a shift to non-standard employment, reconceptualization of New Zealand's role as a Pacific nation, and demographic and value shifts. The non-governmental sector as a "fourth" route to entitlement is examined, including notions of community capacity-building with particular respect to Maori. The paper concludes with a commentary on current debates around the nature and shape of New Zealand nationality, identity and citizenship. Ecological debates include the use and guardianship of natural resources and the opposition of public opinion to genetic modification. Indigenous developments include the assertion of Treaty rights by Maori in relation to land, language and economic and social development. Cultural dimensions include the changing population structure as reflected in the growth of Pacific Island nations, Asian populations and the refugee community. The interplay of these ecological, indigenous and cultural dimensions will help define emergent citizenships for Aotearoa/New Zealand in the twenty-first century.  相似文献

Mafalda, the acutely sensitive little girl well-known to both Argentinian and other Latin American readers, has been used by Quino, her creator, as the vehicle to comment on national foibles and pretentions. David Foster analyzes several strips to show how Mafalda's cleverness is based on literary strategems of what he calls “judicious inuerosimilitude.” While he asserts that Quino's work is a remarkably accurate representation of the details of Argentine bourgeois daily life, the dominant Buenos Aires sociodialect, and patterns of behavior that underlie social and ethic values, the strip is also singularly inverosimilar in its handling of sociological types. The object o f the strip thus is artful verbal and visual representation. Readers familiar with literary criticism will be interested in Foster's employment o f some general semiological principles to highlight the complex ironies which pervade Quino's work and to show how much of the strip's worth derives from contrasting Mafalda's unique perceptions and the stereotypic behavior of those around her.  相似文献
