ABSTRACT

In this introductory essay we examine through a ‘temporally inflected lens’ some of the complex entanglements of learning, senses, and sense making; body-sensory experience and practice; and culture and society. We thereby aim to bring into dialogue inter-/multisensorial approaches to education as a project and praxis and processes of ‘enculturation’, which have always, in one way or the other, involved ‘embodied’ learning (and imaginaries thereof), rather than mere ‘mental processing’. We first situate the ‘turn’ to the senses, across a range of disciplinary fields, brought on by a growing interest in ‘modes of meaning-making’, including the visual, aural, audio-visual, material, bodily, and spatial. Secondly, we investigate the explanatory potential of enculturation and embodiment as seemingly entangled notions. From this, we derive the concept of ‘embodied enculturation’ for the study of situated, historical entanglements of sensory learning and education. We link this proposed research paradigm to incisive scholarship on ‘cultural learning’ through sensorial lenses, after which we tease out six key questions or concerns emerging from a review of relevant, recent research. These key concerns help to contextualize state-of-the-art ‘sensuous education scholarship’ introduced in the final section of the article and elaborated further in the ensuing contributions to this special issue.  相似文献

This article draws on a one‐year study visit to the University of KwaZulu‐Natal, South Africa, interviews with field supervisors and students in Japan and reviews of the national frameworks of education in Japan and in South Africa. In doing so, the authors identify the similarities and differences in social work education across the two countries and they explore some of the historical and socio‐cultural factors that might account for the differences. There are some identifiable peculiarities in social work education in Japan, especially with the coalescing of care work and social work education. The lack of differentiation between care work and social work makes it difficult to narrow the scope of social work education and practice. National social work standards have been approved in South Africa and regulatory frameworks for social work education and practice have been long accepted, thus rendering ‘social work’ a protected title and a profession that is more entrenched compared with social work in Japan. The codes of ethics in Japan and South Africa are discussed with specific reference to their control functions in South Africa. The article concludes by discussing these comparisons in relation to the Global Standards for Social Work Education.  相似文献

This year marks the 100th anniversary of Nelson Mandela’s birth. The reason the global media reacted strongly to the news of Mandela’s death five years ago can be found in his lasting contributions and his immortal spirit. Mandela’s spirit is characterized by the noble ideals of opposing apartheid and achieving democracy, freedom and equality; by his philosophy of reconciliation, marked by magnanimity and forgiveness; by his principled stand for peace and justice in Africa and the world; by his political wisdom in summing up the situation and meeting the challenges of the times, evinced in his quitting office at the peak of his political life; by his thankfulness for help and concern for vulnerable groups; and by his personal charm, as reflected in his magnanimity, sense of humor, sincerity and sense of equality. These six qualities are closely connected and constitute a dialectical unity. South Africa is the birthplace of Mandela and the soil in which the Mandela spirit grew. The fact that South Africa produced a Mandela is closely connected with his historical era and the social environment, as well as the influence of countries around the world and the international support he received. Above all, however, Mandela’s rise was closely tied to his noble ideals and outstanding character. In a word, the internal and external origins of the Mandela spirit complement and illuminate each other. The Mandela spirit is rooted in South Africa, yet it belongs to the whole world and the whole human race. Its radiant reason, dynamism and strong personal influence will continue to illuminate our world with an eternal charisma. The world of today needs the Mandela spirit more than ever.  相似文献

Transracial adoption was legalized in South Africa through legislative reform as South Africa moved into a post-apartheid era of non-racialism. Transracial adoption offers one option of placement for Black children in need of alternative care. However, adoption continues to face obstacles to implementation, including cultural obstacles which impact on placement of Black African children. This paper reports on adoption statistics on national adoption in the period 2013–2021 and a documentary analysis of the current legal and policy framework governing transracial adoption. We cover international instruments, local laws, including the Children's Act of 2005, and relevant policy documents designed to facilitate the implementation of adoption. We show that the law is supportive of transracial adoption, but that policy documents offer a somewhat contradictory stance to the practice. The lack of success of transracial adoption as a child protection strategy does not lie within the legal framework but may lie in the difficulties in interpreting and implementing the range of different policies by those implementing these policies. More research into the implementation practice of these bureaucrats is required to understand the underutilization of transracial adoption as a placement option for Black children in South Africa.  相似文献

ABSTRACT

This article explores the case of ‘illegal’ immigration at the end of the Second World War and, specifically, the events that unfolded at the Italian port of La Spezia. In April 1946, 1014 visa-less Jewish refugees, who were attempting to reach the British Mandate of Palestine, were detained on a vessel by Italian authorities under the instruction of the British. Rather than conceding to Whitehall’s rejection of entry visas, the Spezia refugees remained defiant, threatening collective mass-suicide and staging hunger strikes until passage was finally granted. The Spezia narrative has, however, remained on the periphery of academic scholarship, with the case of the ship Exodus 1947, which set sail the following year, dominating historiographical accounts. This article demonstrates the impact of the La Spezia Affair on post-war migratory movements and, most notably, the importance of refugee agency within the context of forced migration. Analysing the events at La Spezia from the port itself recasts the narrative through a ‘local’ lens, recovering the role of the refugees which has been largely overshadowed by state-level responses. In so doing, traditional perspectives from ‘above’ are confronted with those from ‘below’, reconfiguring our historical understanding of refugees and transnational migration in the twentieth century.  相似文献

The pre‐democracy negotiations between the African National Congress (ANC) and the National Party (NP) established nine provincial forms of government to replace the four provinces of the apartheid era. The nine provinces contrasted with the historical goal of the ANC to create a ‘democratic, non‐racial and unitary South Africa’. The NP wanted nine new provinces to prevent centralized state power under an ANC government and saw possibilities for winning electoral power in the Western Cape. The ANC conceded following political pressure from the Inkatha Freedom Party, which threatened civil war, and a policy shift after examining the German federal governance system. The article analyzes the history, politics, process and outcomes of the establishment of the nine provinces for social policy delivery in South Africa. It explores the contention that the nine provinces re‐fragmented service delivery (although not on a statutory racial basis) and created a system of fiscal decentralization with serious implications for social policy: weakening bureaucratic capacity, institutional capability and political accountability. The provincial governance mechanisms and fiscal institutions created a particular ‘path dependency’ which, 18 years after democratic, rule still impacts negatively on service delivery and more equitable policy outcomes. This is in part due to the undermining of provincial governance mechanisms and fiscal institutions by a significant minority of corrupt and incompetent provincial civil servants. The corruption of these provincial governance mechanisms and fiscal institutions erodes the egalitarian values aimed at creating a non‐racial, non‐sexist, democratic and unitary South Africa which historically underpinned the policy agenda of the ANC. It also has weakened social citizenship on a geographical and ultimately racial basis given the continuing co‐incidence of race and place in a democratic South Africa.  相似文献

ABSTRACT

This article addresses the use of audio recordings and oral memory for the critical engagement with colonial pasts in ethnographic museums by focusing on the traveling exhibition What We See, curated by Anette Hoffmann (2009). Specifically, it draws on Jeffrey Feldman's notion of colonial “contact points,” i.e. material traces of colonial encounter, to highlight the exhibition's ability to convey and critique the sensory experience of colonial contact. In What We See, this colonial contact consisted in an anthropometric project conducted in South-West Africa, today's Namibia, in 1931, resulting in an archive of anthropometric measurements and photographs, life-casts, and phonographic recordings. The exhibition proposed an innovative way of reworking this archive by staging an intricate interplay between sound and sight, thereby disrupting conventional ocularcentric forms of display. However, this multisensory approach provoked highly divergent reactions at its various exhibition venues. This article argues that the divergent reactions in Cape Town, South Africa, and Vienna, Austria, were due to different levels of what Ann Stoler describes as “colonial aphasia”—that is the context-dependent difficulty of addressing disquieting colonial pasts and its sensory dimensions.  相似文献

This article demonstrates that American historiography has ignored the concept of Fascism as a category of analysis to help explain and understand the American interwar period. It makes the case that incorporating this concept can help us understand American history in transnational and comparative terms, as part of a larger global history of interwar politics. It is a propaedeutic analysis of existing scholarship – one that does not survey a recent trend in American historiography so much as suggest a new one. Through a textual reading of historical scholarship on American political extremism, and a parallel reading of comparative fascism scholarship from non-American contexts, the article sheds light on the usefulness of a comparative approach. It concludes that Fascism as a category of analysis, when applied to a national-historical context that has long overlooked it (except as a symptom of particularist German-American or Italian-American immigrant identities), will help us recognize that there was a discernibly ‘native’, ‘all American’ fascism in the United States between the wars – one that clearly failed, but was still a real force in American politics and society.  相似文献

Since the late 1960s social policy scholarship has been concerned with the distribution of the resources or benefits across social gradients. This article presents a review of the literature on one mechanism by which inequity might be produced – activism by middle‐class service‐users enabling them to capture a disproportionate share of resources. The review used the methodology of realist synthesis to bring together evidence from the UK, the USA and Scandinavian countries over the past 30 years. The aim was to construct a ‘middle‐theory’ to understand how and in which contexts collective and individual activity by middle‐class service‐users might produce inequitable resource allocation or rationing decisions that disproportionately benefit middle‐class service‐users. The article identifies four causal theories which nuance the view that it is the ‘sharp elbows’ of the middle‐classes which confer advantage on this group. It shows how advantage accrues via the interplay between service‐users, providers and the broader policy and social context.  相似文献

Abstract

Providing examples from the islands of the Indian Ocean Region, this article focuses on the multisensory nature of storytelling and listening. Drawing on anthropological fieldwork in the region (1998–2016), the author proposes a sensuous epistemology that turns on listening to “sense”. She reveals that storytelling can be a profoundly sensuous experience that elicits emotional and physical responses in both the teller and listener. The sensuous quality of stories enable the listener to fully encounter politically inscribed, complex social experiences. Ultimately, the article advances a notion of listening as sense-work, thereby deepening sensory scholarship’s recent, politically reflexive analysis on listening to hear.  相似文献

This article critically interrogates the depth and quality of change of post‐apartheid welfare policy and social work practice towards a social development paradigm against the background of inequality and poverty in South Africa. It asks several questions: what kind of welfare system has the current welfare dispensation created? How far has it moved from a residual, ameliorative system to an institutional developmental system, in keeping with the developmental welfare paradigm? To what extent can residual provisions be transformed into developmental processes? What conditions are necessary for this to happen? The answers to questions such as these provide the basis for assessing South Africa's new developmental processes. The article highlights the fundamental contradictions in social development policy imperatives, which call for a marriage of economic and social considerations, and the internal contradictions across and within various welfare policies. Further, it argues that the government does not have the political will to bear the costs of the substantive change that the move towards developmental social work requires, choosing instead limited, individually targeted and ameliorative measures, such as increased social security spending. Thus, it suggests that ideological critique, consciousness raising and participation in public policy debates remain crucial for those who seek long‐term solutions to inequality and poverty in South Africa.  相似文献

Abstract

To illustrate the overall content and historical significance of Xun Zi’s political philosophy, this paper proceeds as follows. First, it reviews previous research on ideas of li (ritual and social norms) and discusses why Xun Zi’s theory of li has been undervalued. Second, it briefly introduces my earlier study of this issue, The Confucian Quest for Order: The Origin and Formation of the Political Thought of Xun Zi. Third, it proposes an analytical framework that highlights the intellectual characteristics and historical role of li in the Xunzi. This framework analyzes li in the broad sense, differentiating between the theory of li, li as an institution and li as a way to the restoration of order. Fourth, it describes some intellectual characteristics of the Xunzi’s theory of li as a way to order. Based on these discussions, this paper argues that Xun Zi’s theory of li as a way to order is a political philosophy with a broad vision which goes beyond the framework of a single dynasty or state to cover the history and modes of existence of human society as a whole.  相似文献

The privatisation of some essential services in South Africa has raised severe difficulties for those for whom the idea of fees for services is quite foreign and who, in any case, cannot afford to pay for services. The government has developed several initiatives to educate people about the need to pay for services provided by local government, the largest of which was the Masakhane fees‐for‐services campaign. This article describes two recent initiatives that seek to engage local citizen participation, namely, Integrated Development Plans and izimbizo (or traditional forums). These are examined along with the challenges faced by local government in promoting citizenship participation in service delivery within a decentralised system of governance. The article concludes with some recommendations on how citizen participation can be enhanced so as to make the ‘public’ visible in public service delivery and thus improve social welfare services.  相似文献

Social representations research is often undertaken by scholars who seek to ‘give voice’ to knowledge(s) that are held by socially disenfranchised individuals and groups. However, this endeavour poses a number of problems in practice, not least because it assumes that the ‘voices’ voiced by individuals and/or groups in social research will be unambiguous and uniform, and unchanged by the research encounter. Despite the growth of attention to the critical potential of social representations theory, there remains a lack of scholarship on the relationship between the theory's emphasis on the relational, or dialogical, nature of social life (the Ego‐Alter‐Object relation) and the implications of this for critical research. In this article, I argue that the dialogical epistemology from which social representations research must depart incites reflection upon (i) the design of empirical studies, which must equally attend to both ‘Ego’ and ‘Alter’, and (ii) the researcher‐researched relationship, which may itself be best viewed as an Ego‐Alter interaction. I make the case for adopting dialogical epistemology in critical social psychology, and argue that this is essential to undertaking ethical social research. I conclude by suggesting that claims to ‘giving voice’ have little place in critical social psychology in general, and social representations scholarship in particular.  相似文献

ABSTRACT

The article explores the reciprocal relationship between images and viewers by considering the relationship between the senses of sight and touch. I argue that images touch viewers at the same time that viewers touch images. Taking Casilda Sánchez video work, As Inside as the Eye can See as a point of departure, this article explores the ways in which a viewer’s encounter with the work can be understood as tactile rather than merely visual. Precisely because the work is visibly obsessed with the sense of sight it provides an intriguing entry point into discussions around the tactility of visual experience. Even though a person does not physically interact with this video by means of actual touch, our relationship with it is fundamentally tactile. In order to make this argument, I draw on theoretical positions that deal with the embodiment of perception, phenomenology and haptic visuality. Finally, with reference to Merleau-Ponty’s theories on vision as touch, I show how a viewer’s embodied response to the video contributes to its critical potential which unfolds from this rich experiential and tactile encounter.  相似文献

The article describes the policies, legislation, institutional structures and programmes of the developmental welfare system for physically disabled people in South Africa that have developed since 1994. In so doing, it examines resources and constraints and suggests ways in which improvements might be made following the experiences in the first 12 years of social development in South Africa. The author believes that it is timely to pursue this topic given the barriers experienced on the ground where social developers are attempting to empower and improve the circumstances of physically disabled people. Thus, this article should be of interest to policy makers, social planners, practitioners, human rights activists and disabled people alike.  相似文献

This article investigates ageing and the politics of pension reforms in Central Europe, South‐Eastern Europe and the Baltic States. It emphasises the importance of historical legacies, presence of veto points, trade unions' power, electoral rules and country‐specific patterns of political competition, but it also highlights the central role in institutional change played by other concomitant factors, such as those associated with the communicative actions of national and international actors. The role played by power politics, class conflicts and strategic use of social policies is also emphasised. The main argument put forward in this article is that pressures for reforms in the pension systems have not only been the response of demographic, economic and financial pressures but have also been the result of a new consensus found on new economic ideas and discourses that saw in the privatisation of the economy a new modernisation paradigm.  相似文献

This article sheds light on the positive role of power transfers or leadership successions in the democratic consolidation process in South Korea. In this study, we argue that democratic consolidation in South Korea is slowly taking place, and it is best measured by institutional rather than an individual president’s accomplishment. Therefore, democratic consolidation is not directly related to the success or failure of presidents since the transition to democracy occurred in 1987. Regardless of each president’s performance, repeated power shifts and successions through fair elections are likely to lead to the creation of a favorable political environment for democratic institutions to mature, which will support continued democratic consolidation in South Korea.  相似文献
