In long-term care facilities, the participation of older people relates to individual care provision (individual level) and to policy decisions that affect all residents in a care organization (collective level). In the Netherlands, resident councils are set up in order to improve resident participation on a collective level. However, our research shows that managers and resident councils are faced with mutual frustration and ineffective interaction. This article investigates the extent to which Habermasian communicative action (herrschaftsfreie Kommunikation) between resident councils and managers in residential elderly care is actually possible by examining the interaction between resident councils and managers in two case studies. We conclude that resident councils find themselves between lifeworld and system. There is communicative action between resident councils and managers, but it is easily dominated by strategic action. Therefore, space for communicative action needs to be deliberately created in order to support resident council participation and influence.  相似文献

ABSTRACT

One way in which urban community organizations attempt to improve neighborhood health is through cleaning and greening efforts. Few studies have evaluated how such efforts are related to changes in both residents’ perceptions of neighborhoods and objective community-wide cleaning and greening indicators over time. Drawing upon quantitative and qualitative data collected during an evaluation of a community-building initiative in two communities, results show how neighborhood changes in cleaning and greening were reflected in perceived and objective measures and how these measures compare across different time periods and sub-groups of residents within the two target communities. We provide suggestions for additional ways that future evaluations of urban cleaning and greening efforts can examine the impact.  相似文献

This article reports a survey conducted in schools in Great Britain and Northern Ireland during 1997–8 with 2,272 students aged seven to 17 years. The 24‐page booklet questionnaire included six groups of questions about school councils. The question of whether pupils who have a council see it as effective was cross‐tabulated with a range of other questions, in order to examine associations between students' views about their school councils with their views on other aspects of school. About half the students reported that they had a school council. Of these, the ones who thought their council was effective generally had positive views about their school's social and academic activities, whereas the ones who said their council was ineffective generally had more negative attitudes. Some schools find that creating an effective school council can considerably improve standards of behaviour, but this process has to involve further changes in systems and relationships in the school. We present the collaborative development of a web-based data collection and monitoring plan for thirty-two county councils within New Mexico's health council system. The monitoring plan, a key component in our multiyear participatory statewide evaluation process, was co-developed with the end users: representatives of the health councils. Guided by the Institute of Medicine's Community, Health Improvement Process framework, we first developed a logic model that delineated processes and intermediate systems-level outcomes in council development, planning, and community action. Through the online system, health councils reported data on intermediate outcomes, including policy changes and funds leveraged. The system captured data that were common across the health council system, yet was also flexible so that councils could report their unique accomplishments at the county level. A main benefit of the online system was that it provided the ability to assess intermediate, outcomes across the health council system. Developing the system was not without challenges, including creating processes to ensure participation across a large rural state; creating shared understanding of intermediate outcomes and indicators; and overcoming technological issues. Even through the challenges, however, the benefits of committing to using participatory processes far outweighed the challenges.  相似文献

Israel's establishment of what is to be the first in a network of child advocacy councils is discussed in relation to child advocacy efforts in the United States. The work and structure of the Jerusalem Children's Council and its Ombudsman for Children is described. It is suggested that Israel's experience in establishing a well-functioning local child advocacy council provides a model for implementing the recommendation of the Joint Commission on the Mental Health of Children to establish a network of local child advocacy councils in the United States.  相似文献

 In Tanguiane (1991, 1993, 1994) we have introduced quantitative indicators of representativeness, with which we have estimated the capacity of individuals and limited groups to represent a collective preference. We have studied three forms of representation: (a) single representative (president); (b) cabinet which consists of representatives personally responsible for certain domains of competence (government); and (c) council which makes collective decisions by means by voting (parliament). In this paper we examine the appointment of president and vice-president. In our model it corresponds to the appointment of a cabinet with two members. We show that it may be impossible to make an optimal appointment successively, finding first the most representative president, and matching the vice-president afterwards. The only way which guarantees their optimal appointment, is choosing them together as a team. We prove, however, that successively chosen president and vice-president, as a cabinet with two members, have the indicators of representativeness greater than or equal to 75% of their maximal value. Besides we investigate a recursive construction of cabinets and councils by optimally adding new members one by one. We prove that the indicators of representativeness of such a recursively constructed cabinet with k members are greater or equal to (1–2-k) ⋅ 100% of their maximal value. This estimate has the same exponent as that for the optimal cabinets, meaning that such a recursive construction provides, if not optimal, still rather good results. The recursive construction of representative councils is restricted to particular cases, so that an optimal council should be chosen simultaneously. ABSTRACT

This paper examines the decentralisation of decision-making processes in local government. Empirically, I analyse how Brazilian housing movements are included in participatory processes by examining the ways in which participatory models integrate social movements in spaces of decision-making. I argue that the rules and focus on incremental policy-making limits the participation of social movements. Findings suggests that unequal power structures at local councils, barriers to the participation of citizens, and the lack of transparency of government decisions all prevent social movements from having a more influential voice in decision-making. Although previous studies in Brazil examined the integration of citizens in government institutions, this paper contributes to the literature in two ways: firstly, it provides new evidence on the impact of decentralisation in local government. Secondly, by examining the attitudes of housing council members towards popular political participation, it provides new insights into the limits of decentralisation and participatory governance in contemporary Brazil.  相似文献

Summary

Although generational co-residence continues to be the dominant form of housing and care for Indian elders and only 1% live in old-age homes, the numbers and types of these homes are growing. This article describes a recent study of 48 old-age homes in different parts of India, approximately 12%-15% of all homes. They included the more traditional free homes for the aged poor who have no family to care for them and the more recent for-pay homes for the middle-class. A small number of day-care centers, also a new phenomenon, were investigated. Two- to three-hour structured interviews were conducted with managers, supervisors, and trustees, augmented by a checklist of environmental and neighborhood features. Most homes house small numbers of residents, have common spaces for dining, TV and prayer, have access to medical care and transportation, provide meals and some assistance with activities of daily living, and are open to all castes. All are run by non-governmental organizations (NGOs), only one-third with any government assistance. Free homes tend to be bigger and older, serve non-aged clients, have less privacy and emphasize occupational therapy and income-generating activities, and are more like board-and-care homes. For-pay homes have more privacy and western-style amenities, focus on local community outreach and provide fewer meals. The gradual increase of all old-age homes has given rise to debates about their appropriate roles in Indian society and about their quality. Government grants to NGOs for homes and day-care centers (often considered more appropriate support for elders) are limited. With the National Policy on Older Persons looking to NGOs and village councils to be the primary sources of non-familial aged care, several ways to build their capacity are suggested.  相似文献

Background and purposePrevious studies report that foster care placement is associated with an increased risk of delinquency. Yet it remains unclear which aspects of the placement experience increase the risk of delinquency. The current study addresses this knowledge gap. This study investigates the relationship between geographic neighborhood change and the risk of delinquency for adolescents in foster care settings. Based on findings from the neighborhood effects literatures, we hypothesize that moving to a neighborhood characterized by concentrated disadvantage and residential instability is associated with increased risk of delinquency.MethodsThe design for the current study is longitudinal. The sample is comprised of 145 foster youth from two birth cohorts, one born in 1983 and one in 1984, in Chicago, Illinois. The sample was 92% African American and 52% male. Overall, 11% had an official juvenile arrest. We used data from multiple sources, including the 1990 census data and administrative data from the Illinois Department of Children and Family Services and the Cook County Juvenile Court. To measure neighborhood change, we calculated a difference between children's home and placement neighborhoods on ten census variables: percentages of households in a given neighborhood that were below the poverty line, neighborhood households on public assistance, female-headed households, unemployed population, and persons < 18 years old, African American, Latino, foreign-born, residents living in the same house as five years earlier, and owner-occupied homes, all of which are commonly used in neighborhood studies. We identified two factors within the neighborhood variables—concentrated disadvantage and residential instability,—and used the two-factor scores in the following analysis. We conducted a Cox regression to model time to first arrest.ResultsThe results indicate that moving to a neighborhood with high residential instability significantly increases an individual's risk of juvenile delinquency. In addition, two subgroups—male foster youth; and all foster youth with an experience of neglect—are significantly more likely to be associated with a formal delinquency petition.Conclusions and implicationsThe current study is unique and builds the knowledge base with regard to the placement of children and adolescents in substitute care settings. The findings indicate that the neighborhoods in which children are placed do matter in terms of their outcomes, and thus they should be considered in the placement decision process. Two measures, the weight of coalitions and the probability of situations in decision making, are used to characterize the representativeness, i.e. the capability of individuals to represent the social preference. It is proved that there always exists an individual who represents a majority on average, and an individual who represents a majority in most cases. This result is applied to Arrow's social choice model. It follows that there always exists a dictator who is a representative of the society rather than a dictator in a proper sense. After the concept of dictator has been refined to a dictator in a proper sense, Arrow's axioms become consistent. The idea of optimal representation is extended to limited groups of representatives which make decisions on behalf of the whole society. We consider the cabinet (named by analogy with the cabinet of ministers) which consists of a few representatives with delimited domains of competence, and the council which makes decisions by means of voting. It is shown that the representativeness of optimal cabinets and councils tends to 100% of maximally possible values as the number of their members increases, independently of the size of the society. We suggest a geometric interpretation of optimal representatives, cabinets, and councils, based on approximation formulas for the indicators of representativeness derived for the model with a large number of independent individuals. Finally, for cabinets and councils we establish the consistency of different concepts of optimality with respect to different indicators of representativeness. Our consideration is applicable to multicriteria decision making. An appointment of a cabinet or a council corresponds to selecting a few partial criteria. Therefore, the obtained results can be used for reducing the set of partial criteria to a certain sufficient minimum. The concepts of dictator, cabinet, and council can be understood as models of president, government, and parliament, respectively. Thus our results justify reducing social choice to individual choice or small group choice. Although it is in use in all democratic systems, its acceptability is not evident at all. In other words, we justify the demoncraticity of such forms of political power as the president, the parliament, and the government.  相似文献

This study describes the phenomenon of framed participation, which constrains children's participation frameworks within a confined area of decision-making. It draws on interviews and focus groups with 32 children who participated in eight Israeli municipal youth councils, ranging in age from 13 to 18. In addition, five interviews were conducted with adult leaders of youth councils. The study showed that council activities remained confined to the particular municipal department responsible for them and comprised mostly the organization of leisure activities, such as parties, performances, and group trips for youth. Yet, almost all the children participating in the study perceived the organization of leisure activities as “meaningful” participation, which “succeeds”, “empowers”, and “leads”. The adult leaders acknowledged the framed participation and, while critical of it, preferred to remain within the comfort zone of their professional responsibility. We argue that when framed participation entails the organization of popular activities, in which the municipality invests considerable resources, the ensuing positive experiences may frame the children's rights consciousness and critical thinking. We also discuss the institutional conditions that may shape framed participation, and the role of human rights education in building children's capacity to mobilize their participation rights.  相似文献

Abstract

This article gives an analysis of Betty Shamieh’s Roar and The Black Eyed. In these plays, Shamieh presents Arab Americans as victims of Orientalism. She puts Arab Americans within the context of immigrants’ sagas in the United States in an attempt to give their experience validity and identification within larger ethnic experiences. Conversely, Arabs in the two plays are presented as victimizers and politically blamed. This confusion over the representation of the cultural and the political results mainly from Shamieh’s reluctance to offend the wide/white readership market, which is more interested in reading and watching the western stereotype of the Arab. Shamieh’s failure to stage a coherent positive picture of Arab America confirms that Arab Americans are still looking for artistic freedom and that literary censorship is still limiting their productions.  相似文献

Professional associations are operating in a context of uncertainty and change, with which their traditional governance structures struggle to manage. After describing this context and presenting a brief overview of relevant governance literature, a project aimed at supporting the redesign of governance structures and procedures among five professional associations in the United Kingdom is outlined. Three specific governance issues are examined: size of councils (council is the term used for a governing body of a U.K. professional association), their composition in relation to electoral processes, and the development of inner councils, or executive boards, within councils. Finally, we present a normative model, the cupped hands model, that has arisen from the research. This model offers a possible means of balancing the representation required by their status as membership associations with the requirement that professional associations become more strategic and proactive.  相似文献

ABSTRACT

Neighborhood and urban conditions have long been shown to have a strong impact on residents’ feelings of safety and fear or crime. Researchers, however, have not tested the relationship between neighborhood conditions and perception of safety among refugees groups. Comparisons between a general sample of Louisville residents and refugees from the former Soviet Union indicated that refugees were less satisfied with their neighborhoods than the general sample, yet had significantly higher levels of perception of safety. These findings are contrary of previous research that has shown that less satisfaction is associated with lower perception of safety and are explained in terms of the contextual shifts in the management of risk. The relative and subjective meanings of social change may be of greater importance in understanding refugees’ perception of safety than relationships to immediate neighborhood settings.  相似文献

Abstract

The desire for home ownership and saving to accumulate wealth are two hallmarks of the “American Dream” that are typically associated with middle class values. Much urban research has suggested that continual exposure to neighborhood poverty has produced attitudes and behavior that differ dramatically from these values. In this study, we examined whether residents in poor urban areas embraced these tenets of the American Dream. Based on the Urban Poverty and Family Life Survey of Chicago, logistic and multivariate analyses were used to assess the relationship of neighborhood poverty, race/ethnicity, household economics, and social variables to attitudes and behavior about home ownership and saving. The effects of “ghetto poverty” and neighborhood poverty “tipping points” were evaluated. Findings showed varying effects of race / ethnicity, neighborhood poverty, and social indicators depending on whether attitudes or behavior were under consideration. We also found that household economic status consistently was better in explaining participation in these tenets of the American Dream than variables that directly measure neighborhood poverty.  相似文献

Often the consent of worker representations, such as works councils, is required before firms are allowed to install technologies that monitor workers' behavior. Absent monitoring, workers produce low output, while at the same time receiving an information rent. To gain the works council's consent to the installation of a monitoring technology, firms need to compensate workers for the lost information rent. Hence, by making it more costly to produce high output, works councils can serve firms as an instrument to commit to low output levels. Since 90% of older adults prefer aging in place (Wang, Shepley, & Rodiek, 2012), it is important that neighborhood design supports successful aging. Beyond basic needs, research indicates quality interaction is associated with positive health and well-being benefits, particularly for older adults. In this, design supporting social relationships plays an essential role. This study's purpose was to identify New Urbanist neighborhood and social space design attributes supporting older residents' physiological and social needs. This case study used keyword-in-context analysis with focus group interview data to identify domains supporting social interaction for residents aging in place including: location factors, social factors, design factors, and programmatic factors.  相似文献

Since the 1980s, many scholars have focused on the promise that dialogue holds to get beyond essentializing discourses. Based on the observation of a yearlong dialogue intergroup encounter between two groups of Israeli citizens, Jewish and Palestinian, this article shows that dialogic encounters between groups in a situation of structural inequality and domination may solidify essentialist discourses of culture and identity. The interpretative analysis of specific moments of the intergroup dialogue shows that throughout the dialogue process, self and other essentializing strategies recurred. The attempt of the Palestinian students to clear a space that would enable them to talk about their status as second class citizens while simultaneously presenting claims for equal access to citizenship was met with declarations about "Arab" culture by the Jewish students. In this process, both groups, albeit for different reasons, reinforced their monological conceptions of culture and identity.  相似文献

Abstract

This paper presents a case study of a neighborhood based coalition formed by two major participants, a neighborhood association formed by white and older neighbors and a school based parents association formed by younger Latino neighbors. Differences in their communication and organizational sales emerged after an external agency brought them together to form a substance abuse prevention coalition. This paper explores emerging themes as two different communities attempt to organize around shared community concerns. Challenges and guidelines for developing multiethnic urban coalitions are also provided.  相似文献
