ABSTRACT

The launch of the post-2015 Agenda and its Sustainable Development Goals (SDGs) by the United Nations (UN) initiates a new set of global priorities to replace the Millennium Development Goals (MDGs). Over a three-year process, governments and civil society representatives at the UN planned and negotiated the post-2015 Agenda and a set of SDGs and targets. Unlike the MDGs which focused almost entirely on developing countries, the new agenda is intended to be universal and therefore applicable to Europe and North America. The goals address a wide range of issues including poverty and inequality, health, international trade, climate change and gender, with a strong emphasis on the environment. This article will provide an overview of the post-2015 process and explore the implications of this agenda for social work globally and locally. It will highlight areas of particular interest to the profession, especially prospects for addressing growing global inequality within and between countries, and concerns over the role of human rights protection. The advantages and limitations of linking social work’s global agenda to the new UN priorities will be assessed.  相似文献

ABSTRACT

Since the 1950s, American sociologists have developed a substantial literature on poverty in urban American communities. This literature review examines some of these sociological theories of poverty and identifies four major explanations of urban poverty: social stratification, (including segregation and racism); lack of access to social capital; cultural and value norms; and social policies. The literature review concludes with a conceptual framework that focuses on multiple relationships that link theory to practice related to the reduction of poverty in inner-city communities.  相似文献

SUMMARY

This review focuses on conceptualizations of nonshared environment and on four areas of research that should be targeted for future growth. It is argued that there are at least two different approaches to the study of nonshared environment. “Experience-oriented” researchers center on sibling differential experiences in the family and their role in children's development. “Outcome-oriented” investigators focus on the search for environmental origins of individual differences in outcomes. Turkheimer and Waldron's (2000) concept of objective versus effective nonshared environment and Reiss and colleagues' (2000) notion of single-system versus multi-system nonshared environment processes are also discussed. Four topics for future research are outlined: (1) age-related changes and development; (2) the role of the self; (3) the role of context; and (4) the importance of extrafamilial experiences. More work in these areas will lead to useful theories of how nonshared environment processes are linked to sibling and individual differences in behavioral development and adjustment.  相似文献

Abstract

The year 2015 was meant to be a seminal year in global geopolitics due to the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). This transition was significant because the MDGs, even though they raised global consciousness around the need to combat poverty, remained indicator-based, and thus, they did not adequately address socio-economic inequalities and power imbalances in global affairs. For this reason, much of the discussion surrounding the definition of the SDGs and the post-2015 global development agenda contextualized sustainable development within the framework of ‘transformation’, specifically prioritizing concepts such as equity, security, justice, and rights. While these debates correctly discussed power imbalances and relational obstacles to human development they remained abstract because they focused only on the international level. In this regard, discussions did not adequately examine mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor did they address specific policy proposals to link environmental justice to human development strategies. Thus, this special issue introduction argues that human and environmental security should be framed in terms of transnational discussions rather than being limited to international debates. The special issue undertakes an examination of the interactions between human and environmental security, border studies, and comparative regional integration; and interactions between competing globalizations. The articles in the special issue address the relationships between international norms, transnational human and environmental security issues, and the regionalization of governance.  相似文献

ABSTRACT

This special issue of the International Journal of Sexual Health is devoted to the issues of the United Nations Millennium Development Goals and the effort by the World Association for Sexual Health to argue that the promotion of sexual health is an essential strategy for attaining those goals. Recently, the World Association for Sexual Health has published Sexual Health for the Millennium: A Declaration and Technical Document (2008). This special issue of the IJSH contains the background papers which served as a foundation for the development of the declaration and technical document. These articles argue that sexuality is a fundamental aspect of being human, that human development must be premised on the promotion of sexual health and is a basic human right for all citizens. Public policies designed to promote human development must make the promotion of sexual health an essential strategy. This special issue is designed to stimulate more interest in the Sexual Health for the Millennium: A Declaration and Technical Document, encourage further analysis and research which will support the statements in the declaration, provoke more advocacy for sexual health, and, most importantly, to stimulate sound and effective public policies to create a sexually healthier world.  相似文献

Abstract

Social work education can help students to reach a higher understanding of the impact of information poverty on the Latino community by systematically integrating this content into social work curriculum areas of information society, information poverty, and Latino communities. The authors examine the prospects for poverty and inequality in the Latino community as the United States emerges into the information economy and suggest that the Latino population may continue to be at risk for poverty in the information age. This article reviews indicators such as education, access to computers and network communications that may influence access to the emerging economic order and offers technology-based practice strategies, such as community net works and e-commerce, to create local empowerment. This paper describes the long-term global trends in education inequality since 1870. Inequality in years of schooling is shown to have mechanically decreased along with the decline in the share of illiterate people. In search of a monetary equivalent of years of schooling, we turn to Mincer (1974) human capital ineq uality. Within countries, we find evidence of an inverted U-shape curve for human capital inequality over time, namely a Kuznets curve for human capital. At the global level, the world inequality in human capital has followed a similar trajectory, first increasing from 1870 to 1970, then decreasing.  相似文献

ABSTRACT

Sexual violence is multi-faceted. Three (overlapping) categories can be distinguished: violence that is sexual in nature, gender-based violence, and sexuality-based violence. The latter refers to violence against persons because of their sexuality and/or their (presumed) sexual behavior. Being female, young, poor, and living in a sexually conservative culture and/or in conflict areas appear to be important risk factors for sexual violence. Sexual violence is widespread (one in five girls worldwide are sexually abused in childhood and up to three-quarters of women in some countries have been victimized by a partner), but prevalence figures around the globe are hard to compare. Both the individual and society suffer from sexual violence. The eradication of sexual violence is directly relevant to achieving the Millennium Development Goals (MDGs) related to infant and maternal health and mortality, and combating HIV/AIDS. And certainly no less important, it is very closely linked to the MDGs related to gender equality and the empowerment of women, poverty, and primary education for all. Campaigning against sexual violence against women has been presented as one of the ‘quick wins’ in progress towards achieving the MDGs by the UN Millennium Project. Many good practices have been employed in political-legal, awareness raising, prevention, and health care domains, but important setbacks are noteworthy as well. Priority number one for the World Association for Sexual Health now seems to be to adequately and strategically contribute to the continuous efforts to integrate sexual health into the Millennium Development framework.  相似文献

Abstract

The Millennium Development Goals (MDGs) are often critiqued as a strategy of social engineering. This analysis would seem to be supported by the case of the Millennium Villages Project (MVP), the world's leading programme for the achievement of the MDGs. At the level of its discursive articulation, the MVP appears as a scientific ‘proof of concept’ for the comprehensive engineering of neoliberal social orders. But its evaluation methodology has been widely criticised for a lack of scientific rigour, and field research that I conducted in the Ruhiira Millennium Village in Uganda in 2013 revealed serious problems of implementation. I argue that the MVP is better understood not as a strategy of social engineering but as the staging of a social fantasy in which the constitutive antagonisms of capitalist development are concealed. In this fantasy space, the MDGs function to fill the gap between the promise of development and the impossibility of capitalism without poverty.  相似文献

This article explores a series of events in the global discourse on development and governance: the emergence of ‘the poor’ as a class of identifiable individuals rather than an abstract category; the preference for targeted development interventions; the organisation of beneficiaries into groups which are then used as sites for application of ‘governmentality’; and the Millennium Development Goals, which have necessitated national and local poverty lines corresponding to the global poverty line. One implication is that those below the poverty line may constitute a particular type of citizens: more subject to attempts to reform their rationality and conduct, and less the autonomous individuals that are presupposed by liberal democracy.  相似文献

Abstract

In this article, I develop a critical analysis of the Sustainable Development Goals (SDGs) agenda and its commitment to ‘leave no one behind’. The Preamble to the Resolution on the SDGs adopted by the United Nations General Assembly stated the following: ‘We are resolved to free the human race from the tyranny of poverty and want and to heal and secure our planet. (…) As we embark on this collective journey, we pledge that no one will be left behind’. Through a close examination of the SDG initiative—and aligned concrete policy proposals—I demonstrate that the project to ‘leave no one behind’ rests on specific ideological premises: it is designed to promote and consolidate a highly contested neo-liberal variant of capitalist development. The SDGs are framed as a universal project, with quite substantial institutional monitoring mechanisms aimed at ensuring the successful implementation of aligned policies. Indeed, as I demonstrate, the implementation of highly contested neoliberal policies are themselves explicit goals of the SDG agenda. In this respect, the SDGs differ significantly from the Millennium Development Goal initiative. The argument I develop demonstrates that the SDG agenda may be aimed in part at undermining political struggles that aspire for more socially just and ecologically sustainable approaches to development. Overall, I argue that the explicit commitment to ‘leave no one behind’ is a discourse that is strategically deployed to justify the implementation of a highly problematic political project as the framework of global development. This is a framework that privileges commercial interests over commitments to provide universal entitlements to address fundamental life-sustaining needs. Political struggles over development will continue against the ideology of the SDG project and for transformative shifts for actually sustainable development.  相似文献

The social science discipline of political science focuses on the study of political systems and political behavior. While political science has not developed a comprehensive theory of poverty, this article reviews political science perspectives related to the causes of poverty (culture of poverty and neo-Marxist theories of class), the role of government in addressing poverty (theories of distributive justice and public support for antipoverty policies), and political participation. The article concludes with recommendations for future research and implications for Human Behavior and the Social Environment curriculum.  相似文献

ABSTRACT

Digital inequality is a burgeoning field of study across disciplines, yet few papers address categorical digital inequality in cross-national samples. Using the only available cross-national data on access to Information and Communications Technologies (ICTs) disaggregated by gender from the International Telecommunications Union (ITU), I add to existing literature by examining factors associated with women’s unequal access to mobile phones across 51 countries. The largest of such samples, the ITU data demonstrates that the type and levels of gender inequality in mobile phone use are not consistent throughout countries. In fact, the distribution is quite variable, from incorporating a small-sample of nations where women have marginally higher access, to sub-samples close to parity, to a larger sub-sample where women are at a substantial disadvantage. Using Quantile Regression Methods to assess these variations, I test how major gender and international development theories inform inequality patterns. My findings suggest that women’s wellbeing, as measured by their access to modern contraception (i.e., reproductive autonomy), overwhelmingly promotes women’s relative access to mobile phones, regardless of preexisting levels of access. Other perspectives like the growth imperative and world polity theory show some staggered associations along the distribution that remain substantively inconclusive.  相似文献

Abstract

The person-in-the-environment concept has largely been interpreted by social workers to indicate social networks and relationships, ignoring the physical environment and its complex impact on human health and wellbeing. This article examines the environmental domain, noting the critical role social workers can have in this field as a consequence of climate events and global warming. The article notes the significance of gender as a key factor in vulnerability to disasters and outlines the need for social workers to consider gender as a critical indicator in their work in this emerging area. Embodiment, connection to place, poverty, and cultural awareness are also significant, but often overlooked, factors in a social work response to environmental disasters. Ecological and ecofeminist theories give a direction for social work theory and practice in the postdisaster space. The article challenges social workers to reconsider the person-in-the-environment as a complex and critical emerging domain of social work theories and practice, a domain where gender awareness is fundamental.  相似文献

Summary

All over the world, micro-enterprise development initiatives are demonstrating that they are a viable response to poverty. This paper discusses a field study of 40 slum-dwellers, 17 of whom had taken out a loan for a micro-enterprise, conducted in Calcutta in 1995. This study helps demonstrate the crucial elements of the Gra-meen model of micro-lending. Findings show there is a significant difference in income of borrowers versus non-borrowers, and that micro-enterprises create a culture that has rippling effects on the community. Lessons learned are relevant for social workers promoting micro-enterprises for community economic development in the United States.  相似文献

Summary

This paper argues that human services educators involved with computer literacy should consider societal patterns of gender inequality in computer use. These patterns are examined in four institutions: the leisure industry, the media, education, and the family. This examination indicates that males receive greater support and encouragement to be computer users in these institutions. Far from revolutionizing society, the computer has conformed to society, becoming another element of the status quo. It is suggested that human services programs make a concerted effort to encourage females to train for and seek positions which involve the use of computers.  相似文献

Between January 2006 and April 2008, the prices of most agricultural products rose considerably in international markets. Empirical studies show that this spike in world food prices increased the number of poor households in developing countries, but the extent was not the same in all countries. This article assesses the impact of rising rice prices on poverty and income inequality in Burkina Faso, using a methodology based on the concept of compensating variation combined with the net benefit ratio (NBR) developed by Deaton (1989) and a living standard survey (QUIBB, 2003). The results show that higher prices have a negative impact on income and poverty in the regions with a large proportion of households that are net buyers of rice. The poverty rate increases by 2.2 to 2.9 percentage points depending on the assumptions, the increase being higher in urban areas than in rural areas. Rising rice prices also increase income inequality, which increases particularly in urban areas and in relatively rich regions, but decreases in poor regions with a large proportion of rice producers.  相似文献

Much of the research on globalization conceives of the global economy as structured by networks among places, while separately organizational research has examined the role of networks among firms in structuring competition, collaboration, and cooperation. In both cases, position and centrality within the network confers certain advantages and disadvantages, the distribution of which defines a hierarchy. In this article, I explore the idea of dual networks of world cities and firms, then use Breiger's approach to define two such networks: one among 313 world cities, another among 100 advanced producer service firms. Comparison of the degree of inequality in the hierarchies implied by these networks suggest that world city hierarchies are steeper than firm hierarchies (that is there is greater inequality among cities). Thus, even under conditions of footloose global capitalism, place still matters: where a producer is located has more impact than who provides support services.  相似文献
