Abstract

The question of this paper is: what factors explain the decisions of state governments to fund research on science and technology? The theoretical problem underlying the research question is patronage in the classical sense, that is, the support by one person or group for the activities of another person or group. Three models of explanation are proposed: “budget incrementalism,” a “rational” model, and a power model. The models are evaluated with information from a case study of a state government program in Michigan. The rational model best explains the state's selection of some proposals out of all the proposals submitted by each state university for funding. The power model best explains the overall allocation of program funds among Michigan's public universities. The budget incrementalism model helps explain the considerable stability from year to year in funding both for the entire program and for each university's share.  相似文献

ABSTRACT

This article is a first-hand report of a participant and leader of a number of underground initiatives within the “refuseniks’” community which aimed to encourage Jewish studies. These underground initiatives involved seminars (scholarly as well as public), excursions through Jewish historical sites, and the publication of a samizdat journal. In short, these initiatives sought to recover and disseminate knowledge of Jewish history and culture.  相似文献

BackgroundLittle is known about how tobacco use varies among youth of different racial and ethnic groups and how these patterns are related to levels of nicotine dependence.ObjectivesThis study investigated the tobacco use patterns of White, African American, and Hispanic high school students. We further explored whether tobacco use patterns were associated with levels of nicotine dependence and gender.MethodsData were analyzed from the 2014 National Youth Tobacco Survey (NYTS) of high school students who endorsed at least one form of tobacco use in their lifetime (n = 4691). Three separate latent class analysis (LCA) models were estimated using seven different types of tobacco products as indicators. Also, the level of nicotine dependence was compared with one class to another class in three racial/ethnicity groups.ResultsFour classes of White youth were identified: (1) “Non-user” (67%), (2) “Polytobacco” (6%), (3) “Chewing Tobacco” (8%), and (4) “(E-)Cigarettes” (19%) classes. The “Polytobacco” class had the highest nicotine dependence followed by “Chewing Tobacco,” “(E-)cigarettes,” and “Non-user.” Among African American youth, two tobacco patterns were identified: “Non-user” (91%) and “Cigarette/Cigar” (9%). The “Cigarette/Cigar” class had greater nicotine dependence than the “Non-user” class. Among Hispanic youth, three subgroups were identified: “Non-user” (78%), “(E-)Cigarette/Cigar” (14%), and “Hookah” (18%). “(E)Cigarette/cigar” had the highest nicotine dependence in Hispanic youth followed by the “Hookah” and “Non-users” classes.ConclusionWe found distinct classes of youth tobacco use by race/ethnicity. Although poly-tobacco use was common, White, African American, and Latino youth used different tobacco types, suggesting that racially and ethnically targeted prevention strategies may be indicated.  相似文献

ABSTRACT

“Big data” initiatives that aim to bring together and mine data from multiple databases across government and non-government agencies promise new insights into the delivery of social services. However, as debates in other disciplines have shown, big data poses challenges as well as opportunities. This article provides an overview of the ethical issues in relation to big data, which extends into an examination of the practice issues for big data applied to the social welfare sector. In particular, the claims for objectivity made for big data are problematised through an exploration of what data are available in social welfare and the processes of big data collection and analysis, which are different from, but related to, data integrity. The aim is to stimulate debate within the sector in order to contribute to the development of a critical, cautious, but open approach to social work's latest “electronic turn”.  相似文献

Summary

Advantages of computer-based alcohol education over traditional written materials in improving alcohol related behavior are presented in this article. The program, “Ben's Grille” was created to promote public awareness of issues relating to the use and abuse of alcohol The program is described in detail along with directions for use. One component of the program, an interactive drama, is the focus of this article. Characters from which a play can select to play are described. Methods used in obtaining feedback about the game are specified. The author concludes that both students and teachers have had positive reactions to the program.  相似文献

ABSTRACT

The Community Practice Pilot Project tested an approach for preparing students for work in organizations in which no social workers were employed. Field placements were clustered in a small geographic area. Classroom learning was linked with field instruction, advising, and Experiential Learning. Goals included integrating content on community-based practice into the foundation curriculum, exposing students to community building initiatives, and influencing the master's curriculum. The Project provided some evidence that early exposure to community initiatives has a positive influence on increasing student enrollment in macro concentrations and courses. Implications for social work include viewing the “environment-surrounding-the-person” as a starting point for instruction in foundation methods courses.  相似文献

Abstract

If NGO employees are facilitating change for self-empowerment, such behavior must be modeled for successful transmission, as suggested in self-efficacy models of behavior change. Rural NGOs in India often depend on employees from the local population who are as likely to be marginalized as their clients. This may cause a gap between what the employees may be trained to “preach” and what they “practice,” thereby diminishing their effectiveness. We examine the employees of a successful rural NGO in India to establish if this gap exists. Using three empowerment instruments, we find that employees indeed “walk the talk.”  相似文献

PurposeEvidence-based program registers (EBPRs) are important tools for facilitating the use of evidence-based practices or programs (EBPs) by state statutory agencies responsible for behavioral healthcare, broadly defined as substance misuse, mental health, HIV/AIDS prevention, child welfare, and offender rehabilitation. There are currently no data on the purposes for which such state agencies reference EBPRs on their official websites.MethodA webscraping method was used to identify and classify relevant “hits”, defined as a state behavioral health webpage with single or multiple references to a study EBPR. A total of 778 hits (unique combinations of webpage and register) were coded. Up to three codes were applied to each hit for the “reasons for the EBPR reference” (EBPR use) dimension, one code was applied to each hit for the “purpose of the EBPR reference” and “intended audience of the webpage containing the hit” dimensions, and up to two codes were applied to each hit for the "funding mentions” dimension.ResultsThree EBPRs out of 28 accounted for 73.6% of the hits. The most frequent reason for referencing EBPRs were as a resource for selecting EBPs or validating existing programs and practices. The references tended to appear in reports from the state, in training materials, or guidelines. The references tended to address broad groups of behavioral healthcare professionals. EBPRs were frequently referenced in the context of federal block grants or other federal funding.ConclusionsIncreasing state agencies’ awareness and use of the entire range of existing EBPRs may improve implementation of EBPs nationally.  相似文献

Abstract

This paper argues that “post-modern” societies generate movements for cultural change in models “of” and “for” identity and consciousness, rather than traditional kinds of social movements aiming at structural changes in institutional arrangements. The distinctive and crucial unit in comtemporary cultural movements is what we have termed the “ideological group.” These groups are similar to the “ideological informal groups” which recruited members of traditional social movements on the basis of personal contacts and confidence, and which rested on shared “inner convictions.” Like other, earlier, ideological groups, they focus on the construction and legitimation of a shared symbolic interpretation, and ideology of a dissatisfying reality as well as their own personal and collective identity in relation to it. However, contemporary movement groups have been influenced considerably by the sensitivity training-encounter-group dynamics techniques associated with the intensive group movement. The result is a new interest in artificial primary relations among sociologically homogeneous peers for joining socio-cultural analyses with psychological interpretations of common personal experiences. The processes generated in these ideological primary groups lead to the collective construction of new or modified ideological interpretations of reality which contain different, more satisfying, models “of” and “for” personal and group identity, and “consciousness.”  相似文献

The role of the child custody evaluator and the principle of “best interests” have been well contemplated in the literature. This article suggests that the “best interest principle” serves the purpose of providing fill for gaps in the court systems engaged in the work of child custody planning. Using sociologist Dorothy Smith's research approach, Institutional Ethnography, the writer unearths the purpose of these potholes using a concept Smith coined as “Ruling Relations.”  相似文献

ObjectiveTo conduct a system-wide assessment using social network analysis (SNA) to examine how 14 important issues (e.g., consent; racism) are addressed through education, training, and programming at a university.MethodsEvaluators conducted interviews with campus departments responsible for educating/training on the 14 issues. Interviews revealed which programs (n = 52) were offered that addressed the 14 issues, and data on audience characteristics, date of delivery, and which issues were covered in each program were collected. SNA was used to calculate degree and create visualization graphs illustrating patterns of content-coverage across all 52 programs.ResultsThe average degree was 19.38 (SD = 9.70), meaning programs overlapped in topic area with nearly 20 other programs, on average. Most programs (n = 36; 69.2 %) were attended by audiences of 500 people or less. “Diversity and inclusion” represented the topic area with the most programs (n = 23), whereas “suicide” and “bullying/hazing” had the least number of programs (n = 3). Degree was negatively correlated with attendance numbers (r=-.310, p < .001), indicating the more a program overlapped in content with other programs, the smaller the audience.ConclusionsThis study supports the use of network analysis in conducting systemic evaluations of programs offered at a university, complementing the work of ongoing, local-level program evaluations.  相似文献

ABSTRACT

The Extraordinary Chambers in the Courts of Cambodia (ECCC) has been slow to address sexual and gender-based violence (SGBV) crimes perpetrated during the Democratic Kampuchea regime. However, there appears to have been a tentative “shift in attitude” at the ECCC toward the investigation and prosecution of these crimes. This article draws on feminist institutionalist theories, first to explain the ECCC’s initial failure to prioritize SGBV and then to explain how and why this may have changed. The article suggests that such change has not arisen from the ECCC’s formal rules. Instead, various actors working with and around these “old rules” have drawn on these provisions, civil society initiatives and international and national gender norms to modify “informal” practices concerning the prosecution of SGBV at the ECCC. Sensitivity to SGBV is particularly important in hybrid, or internationalized, international criminal structures, which may be hindered by prohibitive practices emerging from both the international and national components of the institution.  相似文献

Abstract

An increasing interest in positive youth development has led to the creation and expansion of programs and initiatives related to youth involvement and engagement. This article focuses on the Community Development for Healthy Children initiative, which envisions making Kansas the best state in the nation in which to raise a child. The initiative includes three primary strategies: A multi-media campaign; technical assistance and support to local communities; and mini-grant opportunities. The paper provides examples of activities from across the state that promote youth involvement. Outcomes across four areas are examined, and the benefits and challenges of this initiative are also discussed.  相似文献

ABSTRACT

This study examined the relationship between Connect, a telephone-based information and support system, and the use of outpatient substance abuse treatment services. Regression models were formulated to examine the relationship between use of substance abuse treatment services and Connect. The results indicate that Connect use was not significantly related to the likelihood of using treatment (N = 240). However, an inverse relationship was found between Connect and use of treatment services (n = 123). The findings raise the conceptual issue of whether one introduces technology as an “add-on” to or as a “substitute for” traditional substance abuse treatment services.  相似文献

Abstract

Based on concerns about the common social challenges in Asia and the desire to bridge this part of the world with the established intergenerational field, the Asian MetaCentre for Population and Sustainable Development Analysis at the National University of Singapore organized the first international conference in Asia on intergenerational programming in Singapore in March 2002. This conference, entitled “Re-engaging the Generations: Intergenerational Programming in Social Services,” attracted participation from both government and non-governmental agencies in Singapore, Malaysia, Thailand, Philippines, China, Hong Kong, Vietnam, and Japan, as well as representatives from the U.S. and Sweden.

The Singapore conference is used as a “data source” by which to examine the terrain of intergenerational programs and possibilities in Asia. Highlights are drawn from the presentations conducted at the conference and from the interaction and discussions that took place among the participants. Particular attention is paid to conference participants' efforts to ascribe meaning to the concept of intergenerational programming in their respective societies. In describing the conceptions and models of inter-generational programming highlighted at the conference, this article aims to address some of the common challenges related to intergenerational program development in many Asian countries and underscore some of the distinctive aspects of programs found in this region.  相似文献

Abstract

The author responds to Hill et al.'s “Gender Identity Disorders in Childhood and Adolescence: A Critical Inquiry” and Moser and Kleinplatz's “DSM-IV-TRand the Paraphilias: An Argument for Removal.” The author sees the paper as raising the issue of whether there are any cases for which sexual and gender identity diagnoses are appropriate. The author believes a central issue is how does one decide that something is just unusual (normal variation) or something is disordered (pathological). The author believes the concept of “medical disorder” can be applied to human behavior and gives examples to support that view. The author supports an essentialist view that some “things” (like being human and modes of sexual expression) have properties or qualities that are invariable and represent the true essence of the “thing.” From this perspective, the author finds the arguments for eliminating the categories of GID and paraphilias from the DSM as weak at best.  相似文献

Abstract

Built on the assumption that both rational and nonrational thought go into problem solving, but only rational approaches have been presented as appropriate technology for program development, this article offers an alterative way of designing social programs. We call this approach “emergent planning.” Our aim is to provide a conceptualization of planning processes that will be useful regardless of culture, mission or goals of the human service organization within which planning and service occur. Our hope is to deconstruct what constitutes rational thinking in program planning in order to critically consider alternative ways of thinking and planning within the context of multiculturalism and globalization. The goal is recognition of a subjugated model of planning so that those who do not plan rationally are not automatically assumed to lack competence to engage in “real” planning and effective problem solving.  相似文献
