Abstract

The growing practice of arranging and financing “foster placement” of abused and neglected children with relatives provides an opportunity to redefine relationships between extended families and the child welfare system. The dilemmas and possibilities presented by kinship care as a child welfare service challenge schools of social work to provide intellectual leadership and to prepare social workers for changing child welfare practice. The author's ideas concerning responses to this challenge focus on key mandates of the Council on Social Work Education's Curriculum Policy Statement and on five principal curriculum areas in social work education.  相似文献

Summary

Specialized child welfare MSW programs and stipend support for child welfare MSW students have been developed in several states through the Federal Title IV-E program. Thirty-seven focus groups conducted over four years with approximately 550 Title IV-E MSW students in California were submitted to qualitative thematic analysis. The intense emotional challenge of child welfare work emerged in the focus groups. A three stage cognitive-affective model of student development is proposed. This exploratory study suggests several hypotheses for further research: that students at more advanced cognitive-affective levels should be less prone to burnout, better able to make the difficult value-based decisions demanded by child welfare work, and more likely to integrate and use the emotions of themselves and others. Implications are explored for graduate programs, professors, and supervisors.  相似文献

Abstract

Social work is becoming a more politically oriented profession. In addition, social work education is including politics as a greater part of the curriculum. Still, much more can be done to increase the amount of political content in social work education. This paper describes a model for involving students in political social work without drastically altering current arrangements. The model consists of two parts: a class on politics and social work and field practica in state legislators' district offices. Following a discussion of the literature on education for political social work, we look closely at the Social Work and Politics Initiative. ABSTRACT

The disparity of African American families in the foster care system is a concern in the field of child welfare services and the social work profession. African American families experience unique challenges related to discriminatory practices and implicit biases in the child welfare system and by mandated reporters. To address these inequalities, state and local agencies have implemented prevention and intervention services to support minority families. Additionally, child welfare agencies have invested in professional development training for their workers to alleviate possible intolerant practices. This article describes implicit biases and considers how they could contribute to the disparity of African American families involved in the child welfare system. Furthermore, the article presents approaches to help social work students to identify and challenge their implicit biases to support culturally sensitive practices while working with African American families. Abstract

The National Association of Social Workers developed a methodology for conducting systematic content analysis of social work jobs and the curriculum of a social work program. Although the methodology was created so employers could respond to the declassification phenomenon, potentially it is quite valuable as a curriculum development tool in social work education. A social work program in New Zealand illustrates the usefulness of this approach in curriculum development.  相似文献

Social work field education is expected to help students transition from the classroom to the practice setting. Yet, few social work programs adequately provide career development support to increase students’ employability. This Field Note presents practical, relevant and immediate strategies for implementing the MSW to J-O-B curriculum innovation in the field practicum seminar. The purpose is to help students clarify professional goals and successfully obtain employment or career advancement opportunities following graduation. Child welfare professionals and foster parents increasingly suggest the importance of establishing clear and consistent policies and procedures to address the sexual and reproductive health of youth in foster care. The present study examines the content and context of such policies across 18 California counties through a search of publically available county policy documents, and surveys and expert interviews with child welfare professionals (N = 22). A policy framework for agenda setting and policymaking was used to guide the data collection and analysis process. Child welfare professionals were aware of multiple sources of information, support and services for foster youths' sexual and reproductive health, though few practiced in counties with formal policies that outline the resources and support that youth should receive. Participants demonstrated widespread recognition that issues of youth sexual and reproductive health were significant; posing challenges to youth, foster parents and child welfare staff. Identified policy solutions included: 1) training for social workers and foster parents; 2) collaborative partnerships with public health nurses and community providers; 3) data tracking and monitoring of outcomes to assess youth needs and evaluate the impact of programs and policies; and 4) involvement by advocacy organizations in defining problems and advocating for improved services and support for youth in care. Social workers largely perceived that support from child welfare administrators and policy leaders is necessary to prioritize this issue and initiate policy formation. Additional research is needed to further examine the impact of policy mandates on social workers, foster parents and youth in foster care.  相似文献

Implemented in New York City, the Child Welfare Fellowship Project is an international collaboration between social work educators in the United States and Jamaica, the West Indies, the public child welfare agency, and selected community-based agencies. This model educational program prepared selected Masters of Social Work (MSW) Fellowship students for exemplary child welfare practice with English-speaking Caribbean families by providing enhanced programs designed to support culturally competent skill development and a preventive approach to child welfare practice. These educational enhancements, combined with academic course work, increased professionalism, self-efficacy, and culturally competent skill development among participants and averted foster care placement for families seen over the duration of the project.  相似文献

This article examined the application of the Transtheoretical model of behavioral change to the welfare to work transition with public housing residents. Both quantitative and qualitative data were gathered and analyzed to demonstrate that the welfare to work process may indeed be considered a change process. These findings have implications for social policy development and public worker training in both the public housing and publicwelfare systems.  相似文献

Summary

Systems change in child welfare and cross-systems change involving other service sectors are needed in response to two developments: (1) New policy mandates (e.g., TANF, AS FA) and (2) Research on the co-occurring and interlocking needs of many child welfare families. A four-state initiative was structured in response to these needs. Collaborative learning and action research groups called design teams were structured to identify competencies and to develop new service delivery systems. Faculty facilitators representing social work education programs were assigned to these teams and charged with their development and evaluation. Facilitators served as linkage agents for university-communitystate agency partnerships, and they promoted curriculum change. These study reports two sets of findings related to these design teams: (1) Findings from semi-structured interviews of design team members; and (2) Findings from the participatory action research completed by two faculty facilitators. Key themes related to design team processes are presented. Drawing on these emergent themes, components that help explain effective design team processes are identified. The welfare reforms of 1996 changed the administration of public assistance to children and families. One of the key provisions, requiring parents to join the workforce, resulted in an expanded need for child care. Prior research demonstrates that welfare recipients, particularly in rural areas, utilize informal child care arrangements. Further, recipients in rural communities face greater challenges due to a lack of transportation, geographic spread, and less access to services. This qualitative study examined the child care selection experiences of 33 welfare recipients in six rural Northern California counties. More families selected home-based than center-based child care. During their search processes, welfare recipients utilized both formal and informal routes to locate child care providers. Parents took advantage of their connections with the social service system, but also accessed their social networks for recommendations. Rural families also reported that their choices were constrained by the available programs, transportation, and by the quality of the programs they were able to access. Given the high rate of utilization of home-based arrangements among families in welfare-to-work programs, quality of care in such programs should be improved. Recommendations for increasing quality and access, as well as supports for welfare to work participants, are discussed.  相似文献

Abstract

Child welfare work is a key field of practice for social work graduates and for graduates of a growing range of disciplines. In the present paper, the authors drew on a survey of 208 child welfare workers and interviews with 28 senior personnel in child and family welfare agencies to analyse perceptions of the educational preparation of social workers and other human science graduates for this field of practice. The findings indicated that child welfare workers and employers are ambivalent about the value of social work and other generic social science and human services programmes as preparation for tertiary or statutory child protection practice, which involves investigation, assessment, and intervention in child abuse and neglect. The authors argue that the social work profession must better balance generic and specialist aspects to prepare graduates for practice in specialist fields of high social work involvement, particularly in tertiary child protection work.  相似文献

Summary

The Asian financial crisis (1997) has created a social care crisis resulting in rising unemployment, poverty, income inequalities and homelessness. Although faced with dwindling public finances, the Hong Kong Special Administrative Region (SAR) government had been compelled to tackle these problems. However, it has been attracted to the neo-liberal recipe: changing the subvention system to a block grant, curbing social spending, and tightening eligibility for social assistance. Notably, the introduction of the Intensive Employment Assistance Projects (IEAPs), which are the first welfare to work programs in East Asia, has become a major policy tool. This paper reports on a study of the impact of the projects, one of the key pillars for welfare to work programs. The IEAPs were found to have brought about positive changes in welfare clients' motivation to work and sense of self-reliance. Social workers from both traditional and progressive NGOs have etched, in various ways, their place in the welfare to work programs and contributed to the debate on welfare reform in Hong Kong.  相似文献

Abstract

Bachelor of Social Work (BSW) curriculum design is generally considered a collaborative process involving educators, students, practitioners, and employers. The social agency contributes in critical economic, pedagogical, and political ways. The literature is ambiguous, however, regarding compatibility of educators' and practitioners' views on curricula, homogeneity of perceived training needs, and societal changes necessitating curriculum revision. In this study, 77 agency personnel reported their views of 56 BSW curriculum items. The development of communication competence, the mastery of content on socialization and the small group, and the cultivation of basic social work values were commonly viewed as essential. BSW program directors, graduates, and potential employers generally had compatible views. Practice conditions—especially service position (direct or indirect), field of practice, and client age group—influenced curriculum priorities. Changes in educational priorities across a decade were minor, with increasing emphasis on ethical practice, especially as related to confidentiality.  相似文献

Abstract

This study examined situational and demographic characteristics in a sample of 47 children missing person police reports obtained from a law enforcement agency to identify the service needs of runaway youth and their families. Results show that runaways represented the only category of missing children contained in the data. The present findings are consistent with national data which suggest that: a typical runaway youth is most likely engaging in acting out rebellious behavior; more girls than boys ran away; most were 14 or 15 years old and most had a prior history of running away. These results support the need for a comprehensive integration between social work research and practice and are used to provide recommendations for the service needs of runaway children and their families. Social work practice recommendations include: (1) community campaigns, (2) training, and (3) increased collaboration between law enforcement and child welfare agencies.  相似文献

The primary goal of welfare reform is to move recipients from welfare to work. Several factors influence the employment of welfare recipients. The purpose of this content analysis is to offer a comprehensive understanding of employment characteristics and important personal, family, and employment characteristics that either promote or deter employment among current and former welfare recipients. Social workers need a comprehensive understanding of these factors in order to design policy and social work interventions. This article is a content analysis of the results of empirical research studies. Implications and recommendations are offered based on the review of empirical research on current and former welfare recipients.  相似文献

Summary

Title IV-E provides resources that allow social work education and state child welfare agencies to collaborate to provide an educational experience that prepares students to move quickly into a complex practice experience. In 1998-1999 all BSW programs that were accredited and in candidacy were surveyed to see if they were using Title IV-E funds to provide support for students who would agree to work in public child welfare programs after graduation. The questionnaire used was based on Zlotnik's earlier survey (Zlotnik & Cornelius, 2000) of all programs receiving IV-E funds. Of the 464 BSW programs surveyed, 282 replied, 59% of these were public institutions, the rest private. Forty-eight schools reported receiving some type of IV-E funding for students. Results indicate a number of models are used to support collaboration between the schools and their state agencies. These include differences in the requirements of students while they are in school and after graduation and in the amount of funding available to students. In addition, institutions not receiving IV-E funds were asked to describe why they were not. Implications for BSW programs are discussed.  相似文献

ABSTRACT

Chemical addiction is a significant factor in child abuse and neglect (U.S. Department of Health and Human Services [DHHS], 1999). Although research has indicated that an alliance between the child welfare and alcohol and other drugs (AOD) treatment fields is the best way to effectively address chemical addiction within families, collaboration has not generally been established. The lack of collaborative relationships between the child welfare and AOD fields can be attributed to a number of different factors. Similarities in proposed interventions for collaborative efforts between AOD treatment and child welfare agencies can be found throughout the literature. The establishment of a truly collaborative partnership between AOD treatment and the child welfare system is a necessary step towards achievement of functional and healthy families, a goal common to both disciplines.  相似文献
