Social work and hospitality: An oral history of Edith Stolzenberg

ABSTRACT

Edith Richman Stolzenberg (1913–2004) was the first woman to be hired as a social worker in Hartford Public High School in Hartford, Connecticut. In a career that spanned 60 years and much of 20th-century social welfare history, she was motivated by the social justice tradition of her Jewish upbringing and the religious value of hospitality to advocate for children and families. As we enter a harsh new era for social services, this oral history explores the radical possibilities for integrating social work goals and religious values.     

Checkered Expectations: Predictors of Approval of Opening a Casino in the Niagara Community

This paper reports on the findings of a survey prior to the opening of a casino in Niagara Falls, Ontario (N= 1002 adults) on approval of the casino, expectations regarding the impact of the casino, attitudes toward gambling, gambling behaviour, and demographic information. The respondents generally had a positive attitude towards gambling. The expectations of community impact clustered into 3 factors: negative social consequences (crimes, addiction), negative environmental consequences (litter, noise, traffic), and positive economic consequences (jobs, stores, income). The majority of respondents expected economic benefits from the casino as well as a decrease in the environmental quality of the city. Expectations regarding social problems were mixed with a majority expecting an increase in serious crimes, but only a minority expecting an increase in people on welfare. Covariance structure modelling revealed that a positive attitude towards gambling and expecting economic benefits were positively related to approval of the casino, and expecting social problems was negatively related to approval. Given that more than seven in ten respondents supported the opening of the casino, the expected economic benefits coupled with a generally positive attitude towards gambling, apparently outweighed concerns about problems associated with gambling.     

A Comprehensive Policy Analysis of and Recommendations for Senior Center Gambling Trips

Abstract

Gambling is one of the fastest growing industries in America. Public support is high for legalized gambling among all age groups. Because gambling is growing in popularity as an activity among those 65 and over, many senior centers are beginning to offer group trips to casinos and other gambling attractions such as dog tracks. This paper analyzes senior center casino gambling trips, with particular attention to the number of trips offered, how trips are funded, the policy implications of offering trips, and policy alternatives for state and local policymakers. Data for the study come from personal interviews with activity directors of 16 senior centers across Massachusetts and a formal survey of 30 additional senior centers in Central Massachusetts. Benefits of a new policy option, a public education strategy, are also reviewed.     

The Social Work Outreach Service Within a School of Social Work

ABSTRACT

This article describes a unique community outreach service that is designed specifically to meet the needs of the local community, provide training ground for social work students, and experiment with the development of new practice models. Located within a school of social work, the service was born in an atmosphere in which both the university and the school were being called upon to play a greater part in the community. Since its inception in 1992, it has successfully served the local community through direct service, community organization activities, and consultation. Despite these successes in outreach to the community, internal challenges continue to exist.     

Latino youth participation in community-based participatory research to reduce teen pregnancy disparities

BackgroundCommunity-based participatory research can provide a framework to build community capacity to do health equity research, particularly from community members who may not typically participate in research design and intervention.PurposeThe purpose of this paper is to describe a community-based coalition's partnership and engagement with Latino youth throughout the research process addressing health disparities in unintended teen pregnancy rates in a local community. Israel and colleagues' components of CBPR provide a framework to develop youth participation throughout the research process.MethodHigh school and college Latino youth participated in health equity research from community assessments to design an intervention and dissemination of results.ResultsWorking with youth can improve the integrity and validity of the research process and can also provide benefits to the community and individual youth members, resulting in increased community capacity for health equity research.DiscussionLessons learned about the direct and indirect benefits and challenges are presented. Community-based partnerships working with youth should consider documenting the individual and collective impact of community engagement on the youth from the onset of participation.     

Casino self‐exclusion programmes: A review of the issues 1

Abstract

Casino self‐exclusion is a procedure by which individuals can have themselves banned from entering a casino. One of the purposes of this paper is to present information about the availability and features of these programmes. A second purpose is to make recommendations about how to best operate them based on cross‐jurisdictional analysis and lessons from the addiction literature. The first section of the paper describes the typical casino self‐exclusion programme, outlining the features common to most policies. The second section provides a detailed overview of the programmes operating in Canada in order to give the reader an appreciation of the procedural variations that exist. The third section discusses the effectiveness of self‐exclusion programmes. Finally, the fourth section contains recommendations on ways to improve effectiveness. When properly implemented, self‐exclusion can be a valuable tool in helping to curb problem gambling.     

Social Capital and Local Economic Development: Implications for Community Social Work Practice

Summary

Although the concept of social capital has direct relevance to community practice, it is not widely known in social work. This paper defines the concept, traces the development of social capital theory, and examines ways in which community social workers can promote local economic development by enhancing social capital. It contends that community social workers can make a major contribution to local economic development by implementing projects that mobilize social capital and promote the material well-being of local people.     

Bridging the Fragmented Community

ABSTRACT

In the global era, with the retrenchment of welfare states, people have to turn to their community, a major component of civil society, for support. In this paper, a fluid concept of community is proposed in response to the fragmentation and diversity caused by globalization in the local community. It is argued that to bridge different interests in the community, settlement houses, as a third sector organization in the community, is an effective community-building mechanism. This paper provides a brief history of the success of the settlement house in building solidarity and generating social capital in the local community. The author identifies implications for the role of the social work profession in revitalizing the settlement house as a community-building approach.     

Not in my backyard: Las Vegas residents protest casinos

Casino gambling is becoming increasingly attractive to jurisdictions facing severe fiscal crises. Evidence suggests that casinos bring jobs and increased government revenues. However, attitudes and concerns of local residents regarding the location of casinos in their community should be considered in decisions regarding casino legalization. This paper analyzes the importance of factors associated with the selection of homes by persons living in the Las Vegas metropolitan area. A random survey of 967 recent home purchasers was analyzed. Proximity to a casino is of some importance to home purchasers. As expected, purchasers of more expensive homes and those with children in the household were more concerned about casino locations than others. But casinos were not the only concern of purchasers. Crime, industrial plants, and potential nuclear waste route locations were of greater concern than casino proximity. On the other hand, casino locations were of greater concern than shopping centers and fast food restaurant locations.This research project was supported in part by funds from Clark County through U.S. Department of Energy project grant # DE-FG08-89NV10819, and the College of Business and Economics (U.N.L.V.) Attitudes of Community Leaders in New Casino Jurisdictions Regarding Casino Gambling's Effects on Crime and Quality of Life

Interviews were conducted with 128 key individuals in seven communities that are new casino jurisdictions. The individuals interviewed are community leaders (mayors, members of the city council, leading members of the business community) or work in areas (banking, law enforcement, social services) which would provide insight into the positive and negative effects that casinos have on communities. A series of core questions were asked of all 128 respondents followed by additional questions designed to elicit specific information based on the individual's position. A content analysis was conducted comparing responses both within and between communities by leadership position. Findings indicate that a clear majority (59%) of those interviewed are in favor of the casino in the community, believe the casino enhances the quality of life in the community (65%), and believe that the casino has a positive effect on the economy (77%). Although a majority of the community leaders interviewed view the impact of casinos favorably, responses vary both by community and by position within the community. Finally, since ths group of community leaders was not selected randomly, it is possible that unintended interview bias shifted these results in a positive direction.     

Passing a Mental Health Levy

ABSTRACT

The “devolution revolution” has decreased federal and state roles in the funding of social services and increased the burden on local sources, both public and private. This article describes how a community passed an initially unpopular property tax levy earmarked to support local drug, alcohol and mental health services. The article illustrates how social workers employing specific community practice knowledge provided leadership to the successful campaign. This example of community practice leadership includes building and maintaining coalitions, managing group tension and conflict and demonstrating fundamental social work values.     

Winners and Losers: Segmenting a Casino Loyalty Programme

Abstract

As the competition within the gaming industry continues to grow exponentially, casinos are using players club programmes as a key component of their marketing and loyalty programmes. This study investigates the relationships between casino players’ club programmes and its members. Through the use of data collected from a mail survey of 3,000 players’ club members, analyses were conducted to explore the impacts of these programmes on the creation of behavioural and attitudinal loyalty. The findings suggest fnr a number of loyalty programme members, these programmes have little impact on creating loyalty and their subsequent gaming behaviour.     

Comments on Willis,Wells and Picou

Most research relating objective indicators of the quality of environment to subjective indicators of the quality of life has failed to find a relationship between the two. This research, by using community data, establishes an association between the local environment and perceived life quality, and in doing so, provides empirical support for focusing on local as welt as national investigations of life quality.     

Assessing the Effectiveness of a Capacity Building Intervention in Empowering Hard-to-Reach Communities

ABSTRACT

This article focuses on hard-to-reach communities with weak histories of engagement and it explores whether facilitated community interventions can empower and develop community resilience. Drawing on data from 6 communities, the article indicates a need for tailored and context-specific support that matches local needs. Implementation of community projects is not linear and the delivery of interventions in hard-to-reach communities is associated with the risk of failure. Developing community resilience among communities that do not engage requires long-term interventions, on-going input, and a collaborative approach to working with communities to support equal and harmonized development.     

The making of the global gambling industry: An application and extension of field theory

The past two decades have seen a global convergence from gambling prohibition to legalization, but also a divergence regarding how new gambling industries are structured and regulated. This article compares two cases of casino legalization exhibiting different and, given conventional understandings of the two countries, unexpected outcomes. In the United States, ethnic entrepreneurs (Indian tribes) were granted a monopoly on casinos in California; in South Africa, the new ANC government legalized a competitive, corporate casino industry. Through explaining these disparate industry structurings, two arguments are advanced. First, Bourdieu's field theory best describes the interests and strategies of industry “players” as they attempted to shape policy. Second, Bourdieu neglects the independent role of institutions in mediating between field-level dynamics and concrete regulatory outcomes. In California, Tribes converted economic into political capital through a public election. In South Africa, the ANC used a centralized commission to implement corporate gambling over public opposition, in essence converting political into economic capital. By viewing policy domains as “dramaturgical prisms” whose sign–production tools and audiences facilitate certain but not other capital conversion projects, I both explain unexpected regulatory outcomes and synthesize field and political process theories. Jeffrey J. Sallaz received his Ph.D. from the University of California-Berkeley and is currently Assistant Professor of Sociology at the University of Arizona. In addition to examining the struggles surrounding gambling legalization, he has studied ethnographically the experience of service work in the global casino industry and the politics of deindustrialization in the US rust belt. He is currently conducting research for a project analyzing the uneven diffusion of Pierre Bourdieu’s ideas into the field of American sociology over the past three decades.     

Youth-Adult Partnership in Community Organizing

Abstract

This paper presents a case study of a campaign developed around sexuality education policy by a national youth-focused organization, Advocates for Youth, and its network of youth activists. The paper provides an overview of the national sexuality education debate and the specific strategies youth and adults use in partnership to advocate for a comprehensive approach to the education. The case study of the My Voice Counts!Campaign provides insight into the creation and evolution of a youth-adult partnership approach to community organizing, beginning with an online activism campaign and resulting in local youth-led projects to improve sex education policies and curricula. Following an analysis of the Campaign's accomplishments, the paper lays out recommendations for action and research to demonstrate the positive effects of this form of community practice.     

Community Care in Taiwan

SUMMARY

This article explores the policy definitions and the funder roles of central and local governments in community care in Taiwan. The notion of community care has been adopted in Taiwan following the model of Hong Kong but the main question of the article is whether this has resulted in actual service provisions at the community level, forming an alternative to institutional care. The data has been collected from several sources: policy documents, official statistics, surveys, general reports, funding provision reports, and empirical studies. The results show that neither central nor local authorities are seriously involved in caring for elderly people or persons with disabilities in Taiwan's communities. In Taiwan, community care for these groups of people still means, in practice, informal care provided by female family members without any support from public policies.     

Overfishing,social problems,and ecosocial sustainability in Senegalese fishing communities

ABSTRACT

This study explores living conditions of people in Senegalese fishing communities in relation to environmental change and unregulated fishing by foreign boats, weakening local opportunities and increasing forced migration of youth, creating problems for the future development of local fishery communities. It employs a postcolonial perspective and analyzes data collected through interviews with individuals from Senegalese fishing communities, social workers and relevant documents. The results show local reactions based on alliances between social workers and local community members to overfishing and the need for national and global structural changes. It is argued that EU’s fishing agreements with Senegalese government is one of the reasons behind youths’ forced migration to EU countries and that the betterment of the living conditions of fishery communities in Senegal requires not only already emerging alliances between social workers and local community members, but also national and global structural changes to protect Africa’s fishing communities and local fisheries.     

Voter Registration

Abstract

Historically, social workers have used voter registration to politically empower their clients. This paper describes the agency-based voter registration project of the University of Connecticut School of Social Work, Nancy A. Humphreys Institute for Political Social Work, including the project's implementation, and evaluation. Voter registration principles emerge from analyses of successful agency-based voter registration programs.     

Fossil Fuels and Food Security: Analysis and Recommendations for Community Organizers

ABSTRACT

This paper examines the relationship between fossil fuels and food security and makes recommendations for community organizers. During the 20^th century, North America's food system grew critically dependent on oil and natural gas for production, processing, and transportation. The authors argue that numerous petroleum-related factors including supply problems, increasing global demand, and geopolitical tensions may now threaten food security. Various approaches to reducing fossil-fuel dependency and increasing local food production are explored. The authors conclude that community organizers can make important contributions to local food security, and they provide specific recommendations and resources for doing this.
