The 1990s have not been easy times for social welfare advocates and their clients. Not only must advocacy efforts contend with repressive new legislation, but the creation of a new, diffuse policy environment makes many traditional advocacy techniques either ineffective or difficult to use. This article examines the forces that confront today's advocate, suggests ways to address these issues with new technologically based advocacy techniques, and suggests ways to incorporate these techniques into the social welfare policy curriculum. Techniques discussed include database applications, e-mail, Internet publishing, and Internet-based research.  相似文献

In 2009, two political activists published hidden-camera recordings of their visits to the offices of a national, community-based, nonprofit organization. In the videos, the activists posed as a prostitute and a pimp in order to elicit damaging information from the organization's employees. This incident was just the latest in a series of disastrous situations for the Association of Community Organizations for Reform Now (ACORN). In the year prior to the video controversy, the organization addressed allegations of voter registration fraud in the 2008 presidential election and reacted to the expose of a hidden embezzlement by a family member of ACORN's founder. This study employs the Situational Crisis Communication Theory (SCCT) to analyze how ACORN responded to this series of damaging public relations attacks. The study investigated ACORN's crisis response strategies through an analysis of media coverage about the crises.  相似文献

Summary

Despite social work's historic ambivalence toward income support programs, the policy changes introduced by the TANF welfare to work program demand the profession's attention. Although social workers are not directly responsible for the administration or implementation of the program, many serve TANF clients whose lives have been affected by these changes. Tracing social work's historic but reluctant involvement with income support, this paper urges the profession to respond to the challenges posed by the TANF program in a more systematic way and to contribute more effectively to the wider task of poverty eradication.  相似文献

Abstract

Whereas many studies of welfare reform have focused on effects on children and families, little research has examined the implications of welfare reform for the elderly. This case study incorporates interviews with service providers for the aging, members of advocacy organizations, and two focus groups of older consumers conducted in the multi-ethnic urban community of San Francisco. Study findings suggest that welfare reform has had both direct and indirect effects on the elderly and their services in the study community. Direct effects derive primarily from changes in the welfare reform legislation that had the effect of undermining both immigrants' eligibility for and claiming of public assistance benefits. Indirect effects on older persons include increased child-care demands upon grandparents. The case study data bear on a significant policy change within the broader trend of devolution at a historical point when anti-immigrant sentiment in the United States was running high.  相似文献

The authors discuss the importance of social advocacy and empowerment models in working with lesbian clients. They also explore the multiple contexts that impact lesbian clients and their families. A case illustration involving a lesbian client facing issues of internalized homophobia, heterosexism, sexism, and legal issues is presented. ABSTRACT

The work requirements in the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) set the stage for unprecedented expansion of workfare programs across the nation. Shortly after the PRWORA passed, the Los Angeles chapter of the Association of Community Organizations for Reform Now (ACORN) began a union-style organizing drive of the 25,000 General Relief (GR) recipients in Los Angeles County's workfare program. Over the past four years the de facto union, in coalition with over 75 allied community, labor, and clergy organizations, won numerous substantive progressive policy changes in the workfare program. In a case study format, this paper describes the following innovative organizing practices and how they contributed to the workfare policy changes: (a) combining labor and community organizing strategies, (b) combining conflict tactics with direct service, and (c) developing leadership from the General Relief constituency.  相似文献

Abstract

Relationships Australia NSW and Baptist Community Services NSW & ACT, through its BCS LifeCare Counselling & Family Services program, collaborated to explore client perceptions of men's domestic violence programs. Recruitment targeted male clients and their female partners, across six locations in New South Wales, Australia. In total, 63 qualitative interviews were gathered from 28 participants, between 2007 and 2009, at program intake, program completion and 6-month follow-up. The focus of this article is on the 20 male interviews conducted with 14 participants at program completion (10) and at 6-month follow-up (10). Recurring themes from these interviews indicate the potentially disruptive effect of client dialogue on group dynamics. While positive group discussion has the potential to enhance client motivation, negative peer discussions, external to group sessions, can diminish group functioning and client motivation for these participants. The paradoxical nature of the group-intervention experience is explored in light of these accounts. Suggestions for men's domestic violence program facilitation and research are outlined.  相似文献

Standardized clients are lay persons trained to portray clients realistically and in a reproducible fashion so students can interact with a 'client' that does not vary from encounter to encounter. This educational technique has received minimal attention in social work education. The development and utilization of a standardized client case for students in a generalist MSW program is described. Advocacy and social justice initiatives for lesbian, gay, bisexual, transgender, queer and questioning (LGBTQ) clients in counseling emphasize counselor and client collaboration in challenging discrimination and oppression and promoting LGBTQ inclusive sociopolitical changes. Although researchers have highlighted the counseling and advocacy needs of LGBTQ populations, few have yet examined processes for assessing the outcomes of advocacy efforts. Advocacy evaluation may provide counselors and counseling organizations with a framework for monitoring and assessing the outcomes of LGBTQ advocacy initiatives. ABSTRACT

Welfare policy in Australia has undergone a marked shift in direction since the election of the Liberal Coalition (Conservative) Government in 1996. This paper examines welfare policy and, in particular, the disability support pension, in the light of the vocational needs of those with psychiatric disabilities who seek to gain employment. Empirical data is presented concerning a case study of 65 clients participating in a vocational program. These participants had all been diagnosed with psychiatric disabilities, and were assisted to obtain open employment. The paper demonstrates that welfare policy, in conjunction with the recently privatized employment services network, not only fails to address the barriers faced by individuals with psychiatric disabilities, but undermines their efforts to gain employment and recover from the illness.  相似文献

Abstract

Strategies assisting people to maintain their tenancies are at the forefront of current government policy to prevent homelessness. Based on an intensive case management model, the Housing Support Program (HSP) aimed to prevent homelessness by providing ongoing assessment, advocacy, assistance and coordination of services for clients who are deemed at risk of losing their secure accommodation.

The aim of this study was to evaluate the HSP from the perspective of the people who referred clients to the program. Twenty nine referral agents were surveyed. A focus group was also conducted. A large majority of participants (n=25, 86%) ‘strongly agreed’ or ‘agreed’ that the housing outcomes improved for referred clients after HSP intervention. Over three quarters of participants (n=23, 80%) believed that there are too few agencies actively working to support those at risk of loss of tenancy. The focus group discussion reaffirmed the role HSP plays providing continuity of care and ‘plugging the gap’ in services for disadvantaged clients.  相似文献

SUMMARY

This paper presents the results of an exploratory study of one hundred sixty-six domestic violence organizations that use the World Wide Web. Domestic violence agencies primarily used the Web to promote agency visibility and provide community education, and to a lesser extent for advocacy, direct services, and securing resources. Agency satisfaction with their Website is generally high, although more than one-third of agencies reported problems. Related issues discussed include Web-based sources of client victimization, agency legal liability, agency vulnerability to online disruption, the need to create access for low-income clients, and evaluation of Web services.  相似文献

Mechanisms producing positive change in troubled families were analysed. The study aimed to answer the questions: What kind of case and client outcomes does intensive family work (IFW) produce for child welfare clients? From the perspective of family workers, what kind of critical factors for positive child, parent and family outcomes can be identified? The study used child welfare case files of 35 families with 93 children from one social office and interviews with 20 family workers and IFW managers in 5 municipalities in Finland. The shades of worries scale was used in evaluating the change in each family's situation. The case outcome measures for children included changes in the child's status in open care, short-term placement or foster care. During IFW, positive changes took place in 23 families out of 35 (66%). Twenty-seven children from 16 families did not continue as child welfare clients. Eleven children were placed into foster care during IFW and two years after it. The critical processes for outcomes included time, trust building and engagement, practical help, facilitating communication and guaranteeing the best interest of the child. IFW was considered effective for positive outcomes for the majority of families with complex needs.  相似文献

Summary

The implementation of Japan's Long-Term Care Insurance Scheme in early 2000 presaged many changes in service delivery and much debate among service providers, different levels of government, academic analysts, and major media interests. The first part of this paper gives an account of the major changes in the organization of service delivery that have increased opportunities for private sector providers, including large corporations, and restructured contractual relationships between municipalities and providers in all sectors. New arrangements for client assessment, classification, care management, and extended service types are then outlined. An assessment is then made of the likelihood that the expected outcomes of the scheme will be realized, with the concerns of welfare professionals that the public welfare system is under threat juxtaposed with bureaucratic goals of liberalizing the provision of long-term care.  相似文献

This article describes collaboration among a university, a state child welfare agency, and a Native American community organization to develop a culturally driven practice model for urban, Native American child welfare. The approach includes a strategy to build resources to serve Native American clients, a training program for child welfare and court personnel using a culturally responsive curriculum, and an advocacy program that monitors for Indian Child Welfare Act compliance and provides assistance to child welfare workers and the court. The discussion identifies challenges and opportunities in addressing the needs of urban Native American communities. The article concludes with principles for culturally responsive practice for urban Native American child welfare practice.  相似文献

Abstract

Through in-depth interviews, Kentucky welfare case managers compare their experiences working under Temporary Assistance to Needy Families (TANF) with their experiences working under Aid to Families with Dependent Children (AFDC). Interviewees unanimously agreed that TANF is more ambiguous, complex, and stressful than AFDC, both for clients and managers. Although case managers embrace the self-sufficiency goals of TANF, the strict work requirements, overwhelming paperwork and limited education and training opportunities create conflicting goals and barriers that frustrate case managers, leading to suggestions of a return to some rules of AFDC while retaining the TANF goal of independence from the welfare system.  相似文献

This analysis examines the role of agency policy and supervision in the decision-making of child welfare workers about their work-related social media use. Data were collected using a mixed-methods internet-based survey of 171 child welfare workers and interns about their social media use related to their direct-practice work with child welfare clients. The study finds that supervisor approval and agency policy is correlated with worker's social media use, and that workers find utility in social media use, but have poor clarity about how they should use social media in the child welfare work setting. These results suggest a need for agency policy and practice guidelines. Implications for child welfare agencies include an opportunity to consider the types of policy development necessary to ensure that multiple stakeholders are represented in policy and practice decisions, and that they reflect the possible benefits and risks of social media use.  相似文献

The purpose of this study was to assess staff and client perspectives on the Internet-based Journey Mapping program evaluation tool. A drug court program was chosen for a case study research design. Six staff and 10 clients participated in interviews and observations, and also responded to a questionnaire. A staff survey provided additional data. The study revealed evidence that (1) Journey Mapping was user-friendly, saved time, promoted positive thinking, facilitated communication, increased learning, and created client voice; (2) Journey Mapping, as a program evaluation tool, supported both administrative and treatment functions of the drug court; and (3) Journey Mapping's positive orientation supplied momentum for clients’ treatment progress. Journey Mapping's distinctive technology offered a viable option for including narrative methods along with quantitative methods in program evaluation.  相似文献

Abstract

This paper describes and analyses the program of Child Welfare Services (CWS) in Norway, using primary sources, aggregated data from Statistics Norway (SSB) and data from a recent study of 715 parents in contact with CWS. These data show that Norway's program orientation is on support, prevention, and early intervention, policies relevant to the emerging Australian policy context. Many of these services were beneficial for the general welfare of the children's family with over three- quarters of the children registered as clients in the Norwegian CWS receiving only supportive services during 2008. On the contrary, Australian systems primarily aim to identify and protect children under (possible) risk of abuse or neglect. Also, the survey data shows that families in contact with CWS are different to the general population in important ways, including family structure/demographics, socioeconomic characteristics, and physical and mental health. The results demonstrated that most of the parents agreed to contact CWS, and many were satisfied with the help they received. The data demonstrate that the Norwegian CWS respond to the welfare needs of vulnerable and marginalised families. Possible implications the Norwegian system might have for the children and parents who are accessing services are discussed.  相似文献

Because of changes in legislation regarding the U.S. welfare system, there is an urgency now that has never before existed, except perhaps during the Great Depression, for career counselors to advocate for those of their clients who are on welfare and for their minor dependents. E. B. Lent (2001) has revitalized the debate over the role Rogers's person‐centered perspective should play in career development with welfare‐to‐work (WTW) clients. The usefulness of such an approach with today's clients was explored within the context of inherent limitations of Rogers's person‐centered perspective. Potential ethical conflicts for career counselors working with WTW clients were identified.  相似文献
