The Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 dramatically transformed the structure and goals of the public welfare system in the United States. The vast body of research and evaluation generated by the 1996 welfare reforms largely overlooked nongovernmental organizations (NGOs) despite their substantial historical and contemporary involvement in the delivery of social services to low-income populations. Therefore, this paper presents a unique assessment of PRWORA's implications based on the perspective of 90 social service NGOs operating in the Detroit metropolitan area. Examination of their services, staffing, budgets, and clients reveals many changes experienced by NGOs between 1996 and 2000 related to the welfare reforms. Overall, the findings suggest an increased role for social service NGOs in the public welfare system as well as concerns regarding their capacity to adequately fulfill this growing responsibility in the future.  相似文献

Abstract

This cross-sectional, correlational study examined the relationship between personal empowerment and quality of life among 151 mental health consumers (77 psychosocial clubhouse members and 74 consumer-operated drop-in center participants). This study also evaluated the group differences between empowerment and quality of life. Data collected from face-to-face interviews indicate a positive relationship between personal empowerment and quality of life, with drop-in center participants reporting slightly higher levels of personal empowerment than clubhouse members. Mixed results were found between the two groups with respect to subjective and objective quality of life measures. The results of this study suggest an important association between the ability to make life choices and a mental health consumer's quality of life, especially when high levels of social contact are a part of everyday life.  相似文献

Few researchers have examined organizational variation in the adoption of workplace drug testing, but innovation theory suggests that adoption is more likely when it is compatible with an organization's values, previously introduced ideas, and needs. Using data from the 1997 National Employee Survey, this research models the effects of organizational compatibility, industry, and establishment size on the adoption of drug testing. The data reveal that compatibility, as measured by an organization's rules orientation, presence of an employee assistance program, and mechanization, is associated with the adoption of drug testing. As predicted, the adoption of drug testing varies across industries and by establishment size.  相似文献

This study examines the direct versus the buffering effect of leader support in the work unit on the relationship between work spillover and family adaptation. The analyses use data from a probability sample of 3,190 married soldiers in the U.S. Army who participated in the 1989 Army and Family Survey, and the data are analyzed by the gender of the respondent. Two types of work spillover are examined in the analysis (energy and time interference), and both internal and external types of family adaptation are hypothesized and supported by the empirical analysis. Only modest support is found for the buffering effect hypothesis. In support of the direct effect hypothesis, the findings indicate that leader support in the work unit decreases perceptions of work spillover, which is a preventive effect, and enhances perceptions of external adaptation, which is a therapeutic effect.  相似文献

Abstract

This study assessed the association between conflict between divorced parents and their attendance or nonattendance at a divorce education program. A telephone interview was done with 160 individuals who participated in the education program and 59 individuals who did not. Both males and females in the nonattendance group had higher conflict scores than the attendance group. Attendance at the divorce education class was found to be associated with whether a subject will return to court or not. Those who attended were less likely to return to court related to the divorce.  相似文献

Using data from a probability sample of 4,987 adolescents, we examine the degree to which closeness to mother, closeness to father, parental support, and parental monitoring buffer the relationship between peer drug use and adolescent marijuana use. The relationship between peer drug use and adolescent marijuana use was attenuated by both closeness to father and the perception that parents would catch them for major rule violations. These findings confirm the value of conceptualizing certain family characteristics as separate variables and verify that authoritative parenting may help insulate adolescents from peer pressure to use drugs.  相似文献

Because social workers are likely to have a more expanded role within organized psychoanalysis than previously, it seems timely to consider the numerous challenges and opportunities ahead with respect to social workers’ impact on the practice of psychoanalysis. For those who become social work psychoanalysts, in particular, a pivotal issue is the degree to which they retain their core identity as clinical social workers. It is important for them to integrate and balance the diverse aspects of their dual identity, to participate in our social work organizations, to contribute to developing psychoanalysis, and to work to keep the teaching of contemporary psychoanalytic theories alive in social work education.

Local food systems (LFSs) are complex and diverse social structures. The processes that influence the formation and evolution of LFSs are obscure, relatively uncoordinated, and somewhat mysterious. This study develops a stronger understanding of such processes through a qualitative exploration of the influence of routine practice work at the organization level on the entrepreneurial development of two distinct LFSs in the Southwest region of the United States: southeastern Arizona and Albuquerque?Santa Fe. We gathered data between August 2014 and September 2017 through semistructured interviews with and direct observations of 53 local food practitioners operating in one of the two LFSs. Theoretical principles of institutional entrepreneurship, embedded agency, and practice work guided the study. The findings reveal three forms of ingenuity (technological, organizational, policy) that regularly emerge through the day‐to‐day organization‐level work of local food practitioners. We argue that the system‐level influence of these forms, whether intentional or not, are indicators of the embedded agency of the practitioners and their capacities to serve as institutional entrepreneurs. Summary

This paper argues that human services educators involved with computer literacy should consider societal patterns of gender inequality in computer use. These patterns are examined in four institutions: the leisure industry, the media, education, and the family. This examination indicates that males receive greater support and encouragement to be computer users in these institutions. Far from revolutionizing society, the computer has conformed to society, becoming another element of the status quo. It is suggested that human services programs make a concerted effort to encourage females to train for and seek positions which involve the use of computers.  相似文献

Grounded theory (GT) has been a popularly used qualitative research methodology in the social sciences and has become increasingly popular for doctoral theses and dissertations. Yet, issues such as the changing nature of grounded theory, time constraints, theses advisors, doctoral committee procedures and Institutional Review Board regulations create challenges for doctoral candidates (researchers) who choose to use GT for their dissertations. In this paper, we present the general and specific challenges of using GT for doctoral theses and dissertations by sharing our personal experiences from our Ph.D. programmes in the USA. We conclude by providing practical suggestions for doctoral researchers who are considering using GT for their theses and dissertations.  相似文献

Abstract

State planning to settle and to provide services for nomadic populations is a complex enterprise. In Israel, the government's efforts to plan, direct, and contain the Negev Bedouins' social development upon settlement has fostered both positive and negative changes in the new communal setting. Women, children, and the elderly have proven to be particularly at risk during the settlement transition period. Proactive efforts on the part of indigenous and Jewish community planners and social workers provide a crucial component encouraging communal adaptation to new environments and lifestyles. Experiences in the Negev may also provide lessons for community practitioners in other previously mobile communities.  相似文献

Abstract

Michael White, the Australian narrative practitioner, died in April this year. Given White trained in social work and has had a large impact on many social workers, it is timely to investigate the opaque relationships linking White and his work with his discipline-of-origin. The present examination proceeds in three steps. First, a schematic outline of White's intellectual influences and achievements is set out; second, the alignments, as well as tensions, between White's work and his discipline-of-origin are considered; and, third, it is argued that White was informed by, and went on to produce a body of work that further informed, the contesting spirit that is the wellspring of the discipline of social work. This conclusion is reached mindful of the fact that White remained antagonistic to the role played by the professions in general and that he did not identify with the title ‘social worker’ in particular.  相似文献

Drawing on focus group data highlighting the perceptions and experiences of racialized child protection workers in the Greater Toronto Area, this article explores the ways in which race operates in the Ontario child welfare system. Most study participants experienced the agencies in which they worked as White-normed environments characterized by systemic racial discrimination in promotion and advancement as well as ongoing instances of racial microaggression—common, everyday practices that denigrate people of color. Several participants spoke of having to contend with White-normed and middle-class-oriented policies, tools, and practices that often prevented them from meeting the unique needs of racialized service users. The article concludes with participants' recommendations for creating a more equitable child welfare system.  相似文献

Childbearing among unmarried women has been the subject of intense public health debate for decades, reflecting concerns about the impact on family structure and the economic security of born children. This report analyzes 2007 data from the OASIS, the website of the Division of Public Health of the Georgia Department of Community Health. Significant inverse correlations were recorded among the counties' median household income on one side and birth rate (r = –.239, p < .01), percentage of all births from unmarried mothers (r = –.679, p < .001), and percentage of all births from mothers with less than a 12th-grade education (r = –.488, p < .001). We believe that creating a network of maternity education and support programs across the state of Georgia that works under centralized supervision from a maternity committee could help alleviate the negative effect of median household income on nonmarital birth and decrease regional disparities related to nonmarital births.  相似文献

Empirical strength-based research focusing exclusively on African American female welfare recipients and employment outcome is limited. This study examined whether self-esteem and self-efficacy influenced the employment of African American female welfare recipients. Findings indicated that recipients entered the job-readiness program with a significantly high level of self-esteem. Their self-efficacy, however, was positively influenced by the job-readiness program, and once it was completed, the recipient's self-efficacy decreased.  相似文献

This article is based on empirical research into public participation in two English cities. It discusses issues related to motivations to take part in public participation initiatives and the way in which individual and collective identities may be constructed through participation. Drawing on social movement theory it emphasises the importance both of networks and values in prompting participation and it illustrates this with examples drawn from participation initiatives based around identities: age, gender, ethnicity, and issues/interests such as health inequalities, community regeneration and social care service provision. The analysis suggests it is important to understand the histories and motivations of officials as well as citizens who take part, and questions the priority given to ‘representation’ in constituting the membership of participation forums.  相似文献

The expansion of the welfare state during the 20th century has altered the conditions shaping the formation of ethnic organizations. Drawing upon research in the divergent fields of social policy, immigrant communities, and social movements, this article argues that social welfare programs promote or suppress ethnic organizations depending on how they affect an ethnic community's institutional completeness. This welfare state channeling theory is contrasted with ethnic competition and resource mobilization explanations for the formation of ethnic organizations. An analysis of 800 Indochinese refugee associations finds that public assistance has no effect on the prevalence of these organizations, but that privatization of federal social service expenditures does, thus partially supporting the welfare state channeling theory.  相似文献

Protection from employment discrimination has been a long battle waged by the lesbian, gay, bisexual, transgender, and queer community and allies. The Employment Non-Discrimination Act (ENDA) of 2009 could provide comprehensive federal protection from employment discrimination based upon sexual orientation.
