This article emphasises the individualising nature of much current community care provision and then discusses opportunities which may have been presented by the emphasis on user-empowerment within the community care changes. Drawing on personal experience and written from a perspective that we need a community care provision infused with the practices and values of community work, the article considers how community work needs to change and how community care workers need to change. Abstract

With the rise of evidence-based practice, there have been calls in social work for practice research that examines the efficacy of its interventions. For the present paper, the authors conducted a content analysis of all articles published in Australian Social Work in the period from 1998 to 2007 to examine the nature of published research and evaluation. Of the 313 articles, 138 (45%) reported on research findings. Of these, only six articles involved practice evaluation or testing of an instrument, but there were positive signs of a developing empirical research culture primarily utilising a qualitative approach or mixed methods studies. The authors suggest that there is a need for more research on social work interventions, a more conscious decision by the profession about its attitude to evidence-based practice (EBP), specific directions for research education, and greater rigour in reporting all types of research studies, but particularly qualitative studies.  相似文献

Social work educators do not have the luxury of teaching one concept at a time. With this in mind, the authors present a method of combining different content areas within one teaching exercise. Practice faculty can combine several concepts by using case studies to teach assessment skills and treatment issues of populations-at-risk. By assigning students an assessment of a case study character who is a member of a population at risk, the lecturer teaches a new skill and in the process students acquire additional knowledge about that population. The techniques use: (1) a genogram and an ecomap assessment of a woman in a short story; and (2) a problem-solving schematic assessment of a woman in a case study. The teaching techniques involve four steps: individual assignments, small group analysis, class assignments, and full class discussion. Class discussions revealed that students did gain knowledge of women's issues while acquiring practice skills. These strategies are appropriate for use in foundation or advanced social work curricula.  相似文献

This article shows the intersections of participatory research, popular education, empowerment planning, and community organizing with participatory evaluation. It argues that a truly successful participatory evaluation involves participants in guiding and even conducting the research, doing a process of self- and program study, creating plans for change, and organizing themselves for implementing these plans. Next, the chapter shows how these elements played out in a participatory evaluation of a community organizing training and technical assistance project in Toledo, Ohio. The first year of the project was facilitated by participatory evaluation that helped identify early successes and problems so participants could make programmatic changes early in the process. The telling of the story also develops practices of participatory evaluation, including planning the evaluation, doing the research and adapting it to changing conditions, uncovering creative tensions, participatory validity checking, and linking the process to planning and action. The chapter concludes with some lessons for participatory evaluation practice.  相似文献

Abstract

This research reveals the social and individual processes that dominate the experiences of homeless men through an exploration of their struggle to achieve ontological worth. Drawing on eight in-depth interviews with homeless men who are experiencing homelessness, this research demonstrates this struggle is because of the situated nature of identities that homeless men continually reconstruct and renegotiate. It proposes that relations to this set of identities are relevant to homeless men, in particular the construction and reconstruction of their identities within homelessness. The central findings of this research reveal that homeless men actively manage their identities to cope with the instability inherent to the experience. The implications of this for social work practice are explored, focusing on the importance of self-conception and the restoration of positive identities.  相似文献

Abstract

Increased prevalence of problem gambling has accompanied the spread of gaming venues in many parts of the world. One intervention to minimise the impact of harmful patterns of gambling behaviours is self-exclusion, where patrons can elect to ban themselves from a gaming venue or its gaming facilities for a specified time period. While self-exclusion programs are widely available, little research has been conducted into their operations and efficacy, particularly from the self-excluders’ perspective. This paper presents findings from 35 survey responses and 23 interviews with gamblers who had self-excluded through a centralised service in South Australia. They identified key program shortcomings as low publicity, limits on how many venues they could self-bar from, and inadequate venue monitoring for breaches of self-barring orders. Nevertheless, the centralised service, staffed by trained psychologists and located away from gaming venues, which allows multiple venue barring in one application, appeared advantageous over programs that require people to self-exclude directly from individual gaming venues. Most respondents (85%) had ceased or lessened their gambling in the 12 months following self-barring. Nevertheless, some continued to struggle to manage their gambling, reflected in breaches of their orders and gambling in venues from which they were not excluded.  相似文献

ABSTRACT

Social work education in Australia has been based in universities since the 1940s. There are now 32 higher education providers offering social work programs across Australia. The significant growth in master’s level qualifying programs in Australia, along with recent higher education policy changes, has increased the need for social work academic faculty members with doctoral qualifications. This paper presents the findings of a scoping review of literature on social work doctoral education. Despite a growing literature on social work doctoral education in international contexts, the review found that there is a lack of Australian research and evidence on social work doctoral pedagogy, the number and diversity of doctoral students, the doctoral student experience, and doctoral graduate employment intentions and outcomes. Addressing the lack of Australian research in this area would be an important step to enabling Australian social work to address future research training and capacity needs and directions.

IMPLICATIONS
  • There is a lack of research on Australian social work doctoral education and this is a neglected aspect of social work scholarship of teaching and learning (SOTL) research.

  • Research into social work doctoral education would provide baseline information on the number and diversity of students, doctoral student experiences, graduate outcomes, and employment intentions.

  • Development of social work SOTL about doctoral education would support future research capacity and enable the advancement of social work research knowledge and skills.

This paper argues that as well as being sensitive to wider discourses of gender relations, social workers need to consider the ways in which gender is localised. It is argued that to some extent gender practices vary according to local culture, that gendered identities are often localised and that social workers tend to construct their clients according to images of local men and women. These images tend to be stereotypical but some do also reflect dominant local gendered practices. The paper draws on data from qualitative interviews with social workers and probation officers, as well as the experience of teaching social work students, to illustrate these arguments. Whilst it is argued that the localising of gender is of general relevance, the data come from Wales alone. The author's conclusion is that (amongst other things) anti‐oppressive practice involves recognising the important influence of local stereotypes and challenging them, whilst also acknowledging that gendered practices do vary from place to place.  相似文献

Abstract

The purpose of this paper is to outline the unique features of AIDS Service Organizations (ASOs) that should be considered when developing an evaluation strategy. It describes current evaluation approaches used by ASOs which are incongruent with the service philosophy of these organizations and the drawbacks these current evaluation efforts present. It then describes an alternative evaluation approach that better matches ASOs' philosophy of service delivery with the evaluation process. An illustrative case example is used to show how a more participatory approach can be used in an ASO and why such an approach is more likely to produce meaningful data that will be utilized for program development and refinement.  相似文献

Abstract

Recognition of the deleterious effects of domestic violence on women's mental health has highlighted the potential benefits for women of collaboration between mental health and domestic violence services. Yet the different histories, knowledge bases, and organisational cultures of the mental health and domestic violence sectors present formidable challenges to the development of effective collaborative work. This article draws on a large research enquiry, involving four separate but related studies, which explored aspects of collaboration between these two service sectors. It focuses particularly on data collected in interviews with practitioners from mental health and domestic violence services who were participants in an action research study (one of the four studies), which was aimed at discovering the factors that contributed to enhanced collaboration and the benefits of this for women who experience both domestic violence and mental health issues.  相似文献

ABSTRACT

Peer adviser roles are becoming an increasingly common—and celebrated—aspect of agencies where social workers are located. This article reports on a qualitative research study exploring the experiences of staff within a homelessness outreach service in which three peer advisers (people with a lived experience of homelessness) commenced employment. Drawing on action research principles, the study explored the experiences of the peer advisers and the broader team following the introduction of the peer adviser roles. Themes identified include, realising the skills of peer advisers, defining the role, taking a “whole of team” approach, and reflecting on power. This study demonstrates that the introduction of peer adviser roles into human service organisations is a promising strategy for creating services that are more likely to respond effectively to the needs of service users. However, social workers need to be aware of the pitfalls of tokenism and the devaluing of experiential knowledge.

  • Peer advisers in health and welfare agencies add significant benefits to an agency’s capacity to respond to the needs of service users.

  • The introduction of the peer workforce is aligned to social work values of service user empowerment and the valuing of experiential knowledge.

  • In order to avoid tokenism, the introduction of peer adviser roles should be supported by both the attitudes and actions of other staff members, as well as organisational support structures.

This review examines the recent history of efforts at the federal level to disseminate child abuse and neglect information and describes current challenges to these endeavors. Two dissemination models are defined as are the problems associated with the adaptation of those models. Although foster care is often spoken of as a system with many interactive facets, foster care personnel often carry out their specific roles with little understanding or consideration of the ultimate impact of that system. A simulation of public foster care service delivery designed to sensitize participants to these interactions is described. Evaluation of the simulation's accuracy in portrayal of actual service delivery and a study of the kinds of learning demonstrated by participants at three points (pretest, posttest, and follow-up) are reported. Participants found the simulation an attractive training method, indicated a greater appreciation of system-wide foster care problems, and reported changes in foster care thinking and work, but other indicators of learning were inconsistent.  相似文献

In the UK, government is both concerned with improving the performance of public services, including higher education, and with ensuring that the public is aware of improvements in services, to convince the public of the effectiveness of the current regime. Success is both an effect of and a dynamic in the process of evaluating performance, and increasingly ‘excellence’ is established as a performance outcome. Drawing on a critical review of relevant theory and research, primarily from the UK, Australia and the USA, and illustrated by the author's experience of winning a National Teaching Fellowship, this paper examines teaching excellence in the context of two recent schemes: the National Teaching Fellowship Scheme and the Centres for Excellence in Teaching and Learning. The performance culture in the public sector and the use of excellence as a success criterion are critically analysed. Assumptions about the transfer of excellent practice are explored. Questions about the interaction of competition and equalities issues are raised. The paper ends with arguing that if excellence schemes are to be an established feature of public sector systems, then we must develop strategies to enable them to be implemented equitably, transparently and fit for purpose.  相似文献

Overwhelming issues and barriers often prevent rural and remote physicians (RRPs) from pursuing the many socially accountable research questions they encounter on a daily basis. Although research training programs can empower RRPs to rise to these challenges, there is a lack of evidence on how they should be developed and refined. At Memorial University, a faculty development program (FDP) called 6for6 has been helping RRPs surmount their research quagmires and engage in scholarship since 2014. After an initial three-year (2014-17) pilot, we prepared a detailed plan to evaluate the 6for6 research FDP for RRPs and inform future years of delivery. Using a modified Delphi method and participatory action model a group of program team members, stakeholders and evaluation experts developed an evaluation plan including a logic model and an evaluation matrix addressing five key themes. To our knowledge, this is the first evaluation plan for a research-focused FDP targeting RRPs. While this plan was developed specifically for the 6for6 FDP, our approach to its development may be useful to any institution interested in evaluating an FDP with limited resources.  相似文献

This article presents results of the outcome evaluation of Neighborhoods Working in Partnership (NWP), a community-based participatory research project of the Detroit Community–Academic Urban Research Center, designed to enhance policy advocacy skills through training and support, thereby increasing community capacity, engagement, and empowerment of Detroit residents to change policies. Focus groups and conversational interviews were conducted with NWP participants. Results indicate that the workshop empowered participants and enhanced dimensions of community capacity. Participants reported engaging in policy advocacy activities and various policy successes. Participants identified challenges and facilitating factors to their policy campaigns. Recommendations for similar trainings are provided.  相似文献

There has been much discussion about the factors underlying inflation in the health care sector and the means to moderate increases in health expenditures. This paper identifies various costcontainment strategies and synthesizes research findings that may be helpful in evaluating their effectiveness. The review demonstrates the complexity of the issues and relationships that must be confronted and understood in cost containment. The delivery system is shown to be not well-suited to improving efficiency and restraining health care expenditure. Any single strategy, whether it involves restructuring the market or more direct regulation, cannot in itself accomplish the combination of expenditure control and adequacy of services that is socially desirable. A number of mutually reinforcing strategies are required. Finally, more empirical and analytical information on incentives, provider and regulatory decisionmaking, costs of regulation, and the dynamics of negotiation, is essential for the design of an effective costcontainment program.  相似文献

Being European with a long standing research interest in evaluation of gender policies, I could not begin my assignment as Editor in Chief with a better task. Readers will forgive me for these few biographical notes. Before presenting this special issue, I owe many thanks to Jonny Morell who involved me in its design as early as June 2018. I also want to thank Susanne Bührer, Clemens Striebing, Evanthia Kalpazidou Schmidt, Rachel Palmén, Sybille Reidl, Florian Holzinger and Jörg Müller, who invited me at the 2019 conference in Brussels, where the final results of the European initiative ‘Evaluation Framework for Promoting Gender Equality in Research and Innovation’ (EFFORTI) were critically debated.1 And drawing on the outline and comments I pointed out on that occasion, in this short introduction, I highlight why this special issue is politically relevant and theoretically innovative.  相似文献

The central issue explored in this paper concerns those principles and objectives that should guide the formulation of policy aimed at the marginal high school student. Recent efforts to make these youth more employable through specialized and remedial programs are examined. After the general ineffectiveness of such programs is noted, an analysis is offered which links delinquency and adolescent development theory. The concept of adolescent social development is explored along with the effects of experiential education programs as a context for stimulating this development. Finally, to promote the use of programs which provide for adolescent social development, a policy of modified vouchers is advocated.  相似文献
