We examine the effects of mothers' strategies of combining employment and welfare receipt during the first 3 years of their child's life on the child's cognitive development, behavior problems, and home learning environment at ages 5 to 6. We compare the child outcomes of those mothers who were continuously employed and received no welfare with (a) those who worked some or all of the 3 years and also received public assistance and (b) those who were totally dependent on public assistance. We studied children in single‐parent families (N= 1271 ) living below 200% of the poverty threshold using data from the National Longitudinal Survey of Youth—Child Supplement. No negative association was found on most child outcomes with a mother's employment whether or not it was combined with public assistance. However, mothers' not working at all and receiving financial support solely from AFDC was associated with negative child outcomes. We discuss the implications of these findings for the possible effects of the new welfare laws on families and young children.  相似文献

Summary

Critics of diversion grants, lump-sum payments designed to alleviate short-term emergencies and prevent the need for ongoing Temporary Assistance to Needy Families (TANF) receipt, claim that recipients use monetary amounts similar to traditional welfare recipients. This paper examines the total cash grants for two cohorts of TANF applicants: those whose applications resulted in a TANF grant and those who received a diversion grant. Multivariate regression models show that diversion leads to a reduction of $1,841.44 in cash benefit receipt during the three-year tracking period (p < 0.001). Findings suggest that diversion payments are not TANF under another name.  相似文献

SUMMARY

The present study sought to investigate the effects of employment on low-income single black mothers and their preschool children. The sample included 90 mothers from New York City communities who were welfare recipients in 1996, and followed two years later. At follow-up, 53 of the 90 mothers were employed. The findings indicated that lower levels of depressive affect or financial strain were not predictive of entry into the work force. However, once employed, mothers reported less depressive symptoms than those not working. Attaining more education predicted better outcomes for mothers and their children, and provided more of an opportunity to be successful in the job market. For example, having more education was associated with gaining employment, exiting welfare, having stable employment, earning higher wages, and better reading abilities in children. Maternal employment was beneficial to children, as mothers who entered the work force had children who performed better in math achievement at follow-up, after controlling for maternal socioeconomic characteristics and school readiness at baseline. Implications of the findings will be discussed.  相似文献

The massive federal welfare reform effort of 1996 contained an inherent assumption that welfare use negatively affected recipients' sense of self-efficacy. Little research attention has been given to examining this assumption. Using in-depth interviews, I explore economic self-efficacy perceptions of 31 young mothers who have experience receiving welfare. Financial choice, they said, was central to their perceptions of themselves as economic agents and therefore to their sense of self-efficacy. Findings presented here detail women's perceptions of their own economic abilities, as well as how welfare receipt, the character of work, and experiences related to parenting in poverty all affected women's opportunities for exercising agency.  相似文献

ABSTRACT

In this paper, I explore kinship and other networks of support for young mothers and their babies after an unintended, ex-nuptial pregnancy in a resource-poor urban setting. I draw on in-depth interviews conducted with 30 young mothers aged 18 to 20 years old and follow up interviews conducted with 9 of them. The interviews focused on three main areas: pregnancy and birth, education and income generation, and support networks. I present three cases that reflect variability in support and kinship network patterns. I use genograms and kinship network maps to identify sources of support and kinship networks within and outside households. Paying attention to the location and distribution of networks, I engage with the role of kinship capital and other forms of support in mitigating some of the negative consequences of early, unplanned motherhood. I show how young mothers draw on support from kinship networks which in turn adapt and reconfigure to provide support, allowing young mothers to exercise agency in relation to aspirations around educational attainment and income generation.  相似文献

We draw upon the 3-wave longitudinal dataset called Welfare Children and Families: A Three-City Study to examine the long-term implications for adolescents and young adults (N = 783) of mothers' welfare receipt and labor force participation from 1999 to 2005. In general, changes in mothers' work and welfare patterns were not associated with deterioration or improvement in youth development (ages 16 to 20 years at Wave 3). The few significant associations suggested that youth whose mothers increased employment (net of welfare participation) were less likely to show increases in serious behavior problems and delinquency compared to youth whose mothers were unemployed or employed part-time during the study period. Welfare roll exits (controlling for employment experiences) were unrelated to adolescent and young adult outcomes. Mothers' employment transitions were linked to improvements in household income and mothers' self esteem in addition to reductions in financial strain and their own illegal activities. However, these associations did not explain the relation between maternal employment and youths' improved behavior. These results do not support the predictions of either the supporters or the opponents of welfare reform, an outcome we discuss.  相似文献

IntroductionResearchers have shown that being a daughter of a teenage mother is a risk factor regarding the possibility of having early, unprotected sexual intercourse and of falling pregnant. The experiences of young mothers in such situations and the aspects of intergenerational transmission in the mother–daughter relationship have not been well investigated.ObjectivesThis study analyses the experience of motherhood in young mothers (18–20 years at the time of the interview/15–16 at the time of their pregnancy) who are daughters of teen mothers themselves from the psychodynamic perspective of intergenerational transmission.MethodsSix young mothers from Southern Italy were selected and interviewed. A semi-structured interview was used to explore the early experience of pregnancy and motherhood and their relationship with their own mothers. The interviews were analysed through Interpretative Phenomenological Analysis (IPA).ResultsFive superordinate themes emerged: I didn't want, I didn't see and I didn't feel; Adolescence? I suddenly became a mother; History repeats itself again and again; Confused Spaces and How difficult is coming into the world?ConclusionAdolescent mothers, who themselves are daughters of teen mothers, seem to have difficulty in representing the meanings associated with their experience of pregnancy and motherhood. A lack of narrative transmission of the experience of pregnancy from mothers to daughters emerged. The implications for research and social policies will be discussed.  相似文献

Daughters from low‐income families who did not receive Aid to Families with Dependent Children (AFDC) are compared to daughters from low‐income families who did receive assistance to better account for family income in the intergenerational association of AFDC. The research models the timing of a daughter's first birth and, for those who become mothers, the number of years a daughter receives any AFDC. Women whose families received AFDC during their childhood are more likely to receive AFDC as adults relative to those women whose families did not receive AFDC. Controlling for family income in a more careful and comprehensive way than past research explains part but not all of the effects of childhood AFDC receipt. Among daughters from chronically poor families, however, parental AFDC use is not associated with additional years of AFDC participation. Although the present research cannot confirm or deny a causal role for parental welfare use, the intergenerational transmission of financial resources does explain part of the intergenerational association of welfare use.  相似文献

Abstract

This article investigates the power of teen motherhood in predicting later educational attainment. Data for mothers are extracted from the National Longitudinal Survey of Youth (NLSY79). Findings show that teen motherhood is inversely related to later educational attainment. Poverty, welfare receipt and the number of children have a direct influence on later educational attainment. Employment, the age of the woman at the time of her first marriage, and being married currently, had a direct positive influence on educational attainment. ABSTRACT

This paper reviews the literature on women's chemical dependency and its effects on their children. Many risk factors (e.g., a history of traumatic exposure) and consequences (interference with parenting) of substance abuse are unique for women, giving rise to special treatment needs of substance-abusing women with children. Substance-abusing mothers also experience unique barriers to receiving the services they need to recover, such as absence of child care and lack of gender-specific treatment in their communities. Model programs are described and recommendations are offered for best treatment practices for women with chemical dependency who present in the child welfare system.  相似文献

Abstract

This paper argues that child welfare mothers with addiction problems may require specialized treatment approaches based on their gender. The prevalence of women's problems with addiction and the unique ways addictions manifest themselves in women are discussed. The literature is then used to guide a discussion on the limitations of traditional treatment approaches that have been designed for men and may be of ill service to child welfare mothers. Alternative treatments are reviewed, and suggestions for improving treatment services to child welfare mothers with addiction problems are provided.  相似文献

ABSTRACT

In recent years, the Australian government has encouraged open access to administrative data, providing new opportunities for examining life course pathways and evaluating social policies. This paper demonstrates the importance of establishing partnerships in the use of administrative data for social research. In collaboration with the data custodian, we used administrative welfare data to investigate a policy-relevant topic: the association between income support receipt and relationship separation. Our results provided greater statistical power for detecting associations for minority groups than is possible with panel survey data, highlighting the benefits of administrative data for understanding the outcomes of population groups that are not well represented in surveys. The collaboration between university researchers and data custodians was critical to enable appropriate sharing of data for research and for accurate interpretation of the data and outcomes for relevance to policy.  相似文献

A primary purpose of the 1996 welfare reform was to remove features of the existing welfare system that were believed to encourage out-of-wedlock childbearing. This paper presents evidence that the policy changes in one state did influence marriage and childbearing outcomes. Data from a random assignment test of Delaware's A Better Chance Program (ABC) show that, after only 18 months of operations, ABC had positive impacts on marital cohabitation among women who were under age 25 and those with less than 12 years of education. The reform also raised marriage expectations among women with less than 12 years of education, but led fewer better-educated women to expect to marry. Although ABC had only a small impact on actual fertility in one subgroup, it sharply reduced desires for more children among women with intermediate durations of past welfare receipt, women who were 25 of age or older, and those who had ever married.  相似文献

We investigate the widely held premise that welfare participation causes women to refrain from marriage. Using data from the Fragile Families and Child Wellbeing study (N = 3,219), we employ an event history approach to study transitions to marriage among mothers who have had a non-marital birth. We find that welfare participation reduces the likelihood of transitioning to marriage (hazard ratio is .67, p < .01), but only while the mother is receiving benefits. Once the mother leaves welfare, past receipt has little effect on marriage. We infer that the negative association between welfare participation and subsequent marriage reflects temporary economic disincentives rather than an erosion of values.  相似文献

PurposeTransition to adult health and social-care services is a time of great uncertainty for young adults with life-limiting conditions; due to improved management, many who would have previously died before they were 18 years old are now surviving into early adulthood. Nevertheless, few services exist to meet their specific needs for specialist short breaks away from home. The purpose of this research was to determine the views and perspectives of young adults' parents/carers and staff engaged with a purpose-designed, pilot short-break service for 18–24 year olds with life-limiting conditions. Data were gathered through qualitative individual or focus group interviews involving two young adults, four mothers and fifteen health or social-care staff associated with the service. Data were analysed using Framework Analysis.Principal resultsEmergent themes: (i) The need for a specialist short-break service; (ii) Decision making when using or delivering the service; (iii) Challenges of staffing and financing the service (iv) Meeting young adults' complex needs and preferences (v) Suggestions for how to improve the service.The young adults described how they benefitted from access to specialist, age-appropriate, on-site clinical skills facilities and opportunities to socialise with peers. Mothers said they benefitted from time alone or with other family members in the knowledge that the specialist short break service met the needs and preferences of their child as they made the transition to adult services. However, all participating mothers and staff expressed concern about the future well-being of young adults when they left the service at 24 years old.Major conclusionsThis study provides new information to inform ongoing development of short-break services for the increasing number of young adults with life-limiting conditions who are surviving longer than they would previously have done. This will help to ensure that UK services are responsive to users' needs and preferences.  相似文献

SUMMARY

Joining a gang increases an adolescent's risk for substance abuse. To better understand the contextual development of drug use behavior, this retrospective ethnographic study describes a sample of 76 young small-city mainland Puerto-Rican and Dominican males who joined gangs when they were younger. Data is presented and discussed on the drug abuse behavior including their drug using progression and the context in which such use occurs. The young average age of onset 11.2 (sd = 2.6) combined with the rapid progression to more dangerous drugs, which generally occurs within six years, demonstrates the elevated risk associated with small city gang membership. Differences in the patterns of drug use were also found between the English and Spanish speaking groups. The authors discuss the implications of the study findings on the development of interventions. Recommendations address future research possibilities on drug abuse within Latino gangs.  相似文献

Recent scholarship and public discourse highlight an apparent waning of civic engagement in the United States. Although the welfare state is generally thought to support democracy by reducing economic inequality, it may paradoxically contribute to political disempowerment of some groups. We examine the effects of state interventions on civic participation among young adults, hypothesizing that involvement with stigmatizing social programs, such as welfare, reduces political engagement, while receipt of nonstigmatizing government assistance does not dampen civic involvement. Using official voting records and survey data from the Youth Development Study (YDS), a longitudinal community sample of young adults, a series of regression models suggests that welfare recipients are less likely to vote than nonrecipients, whereas recipients of non-means-tested government assistance participate similarly to young adults who do not receive government help. These effects hold even when background factors, self-efficacy, and prior voting behavior are controlled. Welfare receipt is not associated, however, with suppressed participation in nonstate arenas such as volunteer work. Intensive interviews with YDS welfare recipients are used to illustrate and develop the analysis.  相似文献

ABSTRACT

This article examines the voice of mobilized welfare mothers and the mainstream women’s movement in the welfare debate of the 1970s in Ontario. A question debated was whether welfare mothers had a right to “stay home” while receiving welfare. The article shows that a radical strain of welfare mother activists at this time demanded recognition of women’s unpaid work. While mainstream women’s groups were generally sympathetic to welfare mothers, their overriding focus on employability as the solution to their poverty served to derail the radical possibilities of welfare mother politics and solidify a policy agenda that undermined the deserving status of welfare mothers.  相似文献

A major component of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) included policies directed to encouraging marriage while discouraging nonmarital births. Teen mothers were of particular concern as policymakers argued that there is a link between teenage childbearing and welfare receipt. This paper seeks to reframe the concept of at-risk teen mothers by looking to the socially construction of boundaries—an imagery that brings to the forefront the complex relations between young mothers and welfare reform policy. From this standpoint, we discuss how welfare reform might address the multiple issues facing teen mothers including housing, education and training, child care, transportation, health, healthy relationships and parenting skills.  相似文献
