ABSTRACT

Over the past 20 years, organizations to provide commercial nursing services, mainly to the sick and debilitated elderly, have sprung up in Accra, Ghana. This article assesses the degree to which transnational migration has generated social changes in ageing at the level of everyday practices. It argues that a range of social actors differently involved in transnational migration has created and sustained a market for home nursing agencies in Ghana through diverse processes involving the imagination of care work abroad, complex negotiations between the elderly at home and their anxious children abroad, increased financial resources among the middle class and the evaluations of western eldercare services by return and current migrants. These dynamics illustrate the complexity of the role of transnational migration in generating social change and highlight the significance of the needs of local families and the role of the imagination in shaping social remittances from abroad.  相似文献

ABSTRACT

In this era of diminishing federal and state funds for social services, greater attention has been directed toward how social work and the religious sector can cooperate in providing services. This article suggests that social workers should move beyond this focus and begin to identify and join in collective action with local congregations or faith-based organizations, which take an activist approach toward community needs. The author uses a case study of an activist central city church to illustrate how churches can be involved in community change. Social workers are encouraged to consider all methods of collaboration with the religious sector that would lead to the mutual goal of community betterment.  相似文献

Abstract

The community sector is a major provider of human services in Australia. It is comprised of community or private not-for-profit organisations, but is not the only industry sector where this class of organisation is found. Like an industry sector, the community sector contains some large and many small organisations. During the 1980s large community sector organisations consciously sought to improve their management and performance in a number of ways. Nonetheless their managers face further challenges in the 1990s, some of which will tempt them into competition with the more numerous small organisations in the sector.  相似文献

Union membership and density in Britain has experienced substantial decline since 1979. The fall in private sector membership and density has been much greater than in the public sector. The size of the union sector, measured by employer recognition, has shrunk. Membership decline has been accompanied by financial decline. Much of the decline occurred before 1997, under Conservative governments. Since 1997 and the return of a Labour government, the position has in some respects stabilized. Currently, unions have a substantially reduced economic impact, but a continued, if limited, role in workplace communication and grievance handling, often as part of a voice regime including nonunion elements.  相似文献

Testing Faith     
Abstract

The U.S. federal government, through Charitable Choice, has opened public funding for the delivery of social services to faith-based organizations (FBOs) more than ever before. This increased access to governmental funding at all levels has led to a closer examination of the evidence base on the effectiveness of the services provided by FBOs, and the capacity of FBOs to respond to data needs for accountability and program improvement efforts. This paper discusses the current status of evaluation research on FBO services and the emerging data needs among faith-based providers. Promising avenues for enhancing the current understanding of outcomes of FBO services are explored such as (1) adopting outcome measurement practices in use within the current nonprofit sector, and (2) developing more rigorous research designs tailored to the special contexts of faith-based services. The paper suggests an agenda in which FBO operators, funders, and evaluators work together to move forward in improving the evidence base on faith-based services.  相似文献

ABSTRACT

Employee financial wellness programs (EFWPs) are a new practice that may promote financial inclusion by making it easier for workers with low- and moderate-incomes (LMI) to access financial services. We examine the strengths and limitations of workplace financial counseling, credit-building services, and small-dollar loans, and describe community collaboration to promote employee financial wellness. Findings suggest that these services are reaching a population that experiences financial exclusion, though evidence is mixed concerning how these services help workers with LMI resolve key financial challenges. Community collaboration focused on employee financial wellness presents opportunities to advocate for higher wages and better benefits.  相似文献

The financial services and sources of credit available to poor families affect the rate at which families can be financially empowered through building assets. This paper provides background information on financial services, including credit sources, which are available for low-income people and communities. Also discussed are policies affecting financial markets and promising innovations in delivering affordable financial services to low-income families. Abstract

The boundaries of the welfare state in Britain have shifted considerably since the early 1980s. In the context of a desire to see an expanded mixed economyof welfare, the voluntary and community sectors have been expected to take on, in partnership with the statutory sector, a more active role in the delivery of a range of welfare services. Governmental speeches and policy initiatives in the UK have reasoned that the voluntary sector is cost-effective, offers “added value” to users and statutory sector purchasers, provides high quality services, is adaptable to changing needs and promotes greater user involvement. This article takes a critical look at some of the claims that are often made for service-providing voluntary organizations in the field of community (social) care.  相似文献

ABSTRACT

Microfinance has been unsuccessfully deployed as a poverty reduction strategy in the Global South. However, despite advocates acknowledging this shortcoming, the sector continues to grow. Moreover, over the past decade it has expanded its geographic scope, targeting poor communities in the Global North under the banner of financial inclusion. This article investigates the growth of the Australian sector. Analyzing the impacts of reforms to Australia's social security system alongside the political economy of the microfinance industry, it argues the debtfare state in Australia has provided fertile ground for microfinance's expansion. Documenting the advocacy strategies and tools to target vulnerable communities used by microfinance organizations and corporate partners, it charts how government support and subsidies have created a favourable regulatory environment, driving the sector's growth. This has benefitted these coalitions while displacing other forms of social security, despite the lack of robust evidence demonstrating microfinance's benefits for the poor.  相似文献

Abstract

Maintaining fiscal solvency at the University of Rochester Health and Safety Division necessitates increased attention to income sources. Prepaid student fees and university funds are not increasing as rapidly as expenses. In order to maintain services, additional income must be sought from other areas such as expansion of the number of subscribers, increased fee-for-service patients, and increased third party collections.

Continued review of expenses in terms of necessity, effectiveness, efficiency, and priority is required. Through the use of a computerized data information system, resource utilization can be explored and reviewed with timeliness and accuracy. Full utilization of the university's accounting capabilities helps to segregate expenses easily and reallocate them to cost centers for purposes of accountability and review. Systems analysis of patient and paper flow can eliminate unnecessary tasks and reduce time required for other functions.

The role of the Student Advisory Committee in reviewing expenses and revenue provides valuable input to recommendations for fee increases as well as to expense increases or reductions resulting in changes of services to subscribers.

Continual administrative and financial controls and reviews are necessary as financial resources become more scarce relative to the financial demands being made.  相似文献

ABSTRACT

Corporations have gained enormous power and influence in recent decades as mergers and acquisitions in just about every sector of the global economy have given rise to mega-sized companies that influence almost every aspect of our lives. In this contribution, we examine the rise of corporate concentration and control in two key sectors – agriculture and extractives – where in recent years consolidation has accelerated due to a combination of technological change, weakening state regulation and financial pressures, leaving these sectors largely controlled by just a handful of giant players. Corporate concentration and control in these sectors has important consequences, contributing to heightened inequality, environmental harm, and human rights violations. This paper reflects on the strategies of civil society and social movements in contesting extreme consolidation and corporate power. It calls for a multiscale approach that restores the regulatory powers of states and reestablishes people's sovereignty on a broader scale.  相似文献

Abstract

Women who have experienced domestic and family violence use health services more frequently than women who have not. Early identification and intervention by the health system may reduce health problems associated with domestic and family violence and lead to savings for the health sector. This study aimed to evaluate the impact of a new domestic and family violence screening program, which was based on an ecological model and introduced by a social work team in the Emergency Department of a major metropolitan hospital. The evaluation method included an audit of social work case files to assess the effect on referral rates and a survey of Emergency Department staff to obtain perceptions of the impact of the program on the staff and clients. In the 3-month period following the introduction of the program, the rate of referral to social work increased by 213%. Staff agreed that the Emergency Department is an appropriate place to ask about domestic and family violence, under certain conditions. Findings suggest that an ecological social work model provides an approach to screening for domestic and family violence that not only contributes to increased identification and supportive client interventions but may also contribute to more sustainable systemic change.  相似文献

Abstract

The adoption of personalisation represents a global paradigm shift in the organisation of social care. However, such approaches have been criticised for failing to bring about transformative change. The passage of the Self-Directed Support (Scotland) Act (2013) was intended to bring about a significant change in the organisation of social care in Scotland, giving increased choice and control to new user groups. The implementation of the policy at a time of significant financial constraint for local government has cast doubt on this potential. This paper presents findings reflecting disabled peoples’ lived experience of this change during the early stages of implementation. Drawing on one-to-one qualitative interviews with disabled people living across the central belt of Scotland, this early snapshot suggests that the policy had not significantly increased choice and control for service users, and that austerity was leading to an erosion of gains made by existing Direct Payments users.  相似文献

Whereas for much of the 1980s the financial services industry was characterised by growth and expansion, the late 1980s and early 1990s was a period of redundancies and financial losses. This paper seeks to explain this reversal of fortune and the responses of the financial services industry. The restructuring of the financial System at a global level, through a process of disintermediation, and at a national level, in response to financial re-regulation, led to an intensification of competition between financial institutions and helped produce a developed countries debt crisis, founded in personal and corporate indebtedness. In the wake of this crisis, the financial services industry has been in transition. Bureaucratic labour market models have been overturned in favour of more flexible variants, while at the same time many financial services firms have engaged in the wholesale spatial reorganisation of their activities. One important consequence has been a process of ‘financial infrastructure withdrawal’, by which services and operations are withdrawn from certain social groups and certain localities. This process, which revolves around a rubric of risk reduction and a ‘flight to quality’, has introduced an element of exclusion and closure to the operation of financial Systems within developed countries. In this sense, the reaction of the financial services industry to the developed countries debt crisis mirrors that which followed the less developed countries debt crisis of the early 1980s; that is, abandonment and retreat to a more affluent client base. As was the case during the less developed countries debt crisis, the current process of financial infrastructure withdrawal has serious social and economic implications for those social groups and localities abandoned by the financial community.  相似文献

This article explores the linkages between representations of race, culture, and social structure in the San Quint’n Valley, Baja California, an area of northwestern Mexico that produces tomatoes for export to the United States using an indigenous migrant labor force. I focus on a day laborers' riot that took place in 1996. The press debate that followed the event exposed the articulation between local cultural images, social relations, and global political-economic processes. I argue that the modern agro-export sector takes advantage of and reshapes colonial and postcolonial caste-based social relations that are most likely associated with "tradition." The use of indigenous day laborers in segmented labor markets typical of "flexible capitalism" is interpreted locally as a return to the past. Contract farming, an arrangement between Mexican entrepreneurs and transnational corporations, creates some confusion. Some blame Mexican caciques (ruthless landowners), whereas others blame transnational firms for the exploitation of indigenous peasants. Those who blame caciques evoke images of backward Latin American regions that need to be modernized by the revolutionary state. Those who hold global corporations responsible interpret neoliberal agriculture as a return to the nineteenth-century Porfiriato, a period of foreign capital penetration in Mexico. Paradoxically, "modernity" is associated with revolutionary social justice as the ideals and values of the Mexican Revolution are being radically reworked by the introduction of neoliberal policies.  相似文献

Abstract

The rapid growth and greater competition among casinos has resulted in a number of firms being financially impaired while others are being forced into mergers and consolidations. Many US gaming regulators have adopted regulations for monitoring the financial stability of casino properties. These regulators typically use financial statement analysis tools for measuring the financial stability of the gaming properties. This has traditionally consisted of measures derived from the income statement and balance sheet while ignoring the statement of cash flows. At this time, there is little information on how to read the statement of cash flow, let alone how to analyze this statement. While prior studies have been mixed on the informational content of cash flow information, they conclude that cash flow information does help explain many of the changes in the balance sheet and income statement and thus helps in the understanding of changes that have taken place in a corporation. This type of information should lead to a better understanding of the financial stability of gaming properties. The use of cash flow ratios along with the traditional ratios should provide additional assurances about the liquidity and solvency of gaming corporations.  相似文献

Financialisation is often associated with rising income inequality. The article describes the major aspects of financialisation in the foreign, financial, business and household sector, and identifies several hypotheses how financialisation affects functional income distribution. We discuss enhanced exit options of firms, rising financial overhead costs for businesses, increased competition in capital markets, and weakened bargaining power of workers due to indebtedness. The different hypotheses are operationalised through empirical measures and their effect on the wage share is tested econometrically by means of a panel data set of 14 OECD countries over the period 1992–2014. We find statistically significant negative effects of financial payments of firms and financial openness on the wage share.  相似文献

Abstract

The purpose of this paper is the study of organizational evolution of Bulgarian firms and their strategies for change. We applied a research approach based on a longitudinal study comprising both quantitative and qualitative methods. Our objective is double: on the one hand, we wish to explore and analyze the real practice of Bulgarian firms while dealing with changes in market environment, while on the other hand we attempt to develop a model of organizational evolution, which incorporates the notions of evolutionary economics and chaos theory. With respect to our objectives we developed a conceptual model of organizational evolution which has been further tested. Firstly, a desk research covering a time span of ten years (19932003) has been accomplished. The main research goal was to identify and to evaluate the key external drivers of organizational evolution in Bulgaria. Then a detailed representative study among the managers/CEOs of Bulgarian firms has been conducted in years 1999 and 2001. Based on the research results several conclusions about the applicability of the proposed conceptual model have been drawn.  相似文献

Summary

Singapore is grappling with provision of services for the current generation of older people at the same time as building the foundation for the coming generations of elderly. In this article, I analyze four sets of factors that are shaping long-term care policy and financing in ways that are almost unique to Singapore. First, current developments can only be understood in the context of the Central Provident Fund (CPF) that was established by the Government of Singapore in the 1950s to ensure that the working population saved for retirement; the Medisave and related schemes for financing health care were subsequently developed alongside the CPF. Most recently, the existing funding arrangements have been extended to some long-term care services, and options for further extensions are under consideration. Second, the government's philosophy of maintaining the primacy of family support for the elderly has been expressed through a number of initiatives that provide financial and other incentives to families, combined with an emphasis on community care. The third factor is the relationship between government and the voluntary welfare organizations that are the major providers of institutional and community services. Finally, a series of government-sponsored reviews and advisory councils have provided for widespread consultation on policy options. These developments are directed to achieving a multi-pillar approach in which intergenerational transfers through taxation will be limited, and the role of individual savings and insurance will be increased.  相似文献
