Abstract

In the second part of this two-part paper, the author examines intergenerational program research and evaluation based on a framework derived from a collaborative UNESCO (2000)-sponsored review of the intergenerational program field. In Part One, which appeared in the previous issue, conceptual foundations for intergenerational programming were considered, taking into account theories that focus on individuals and groups within interactive contexts, those that focus primarily on individual development, and conceptually based program evaluations. In Part Two, effects of intergenerational program participation are described, with emphasis on program activities and various program contexts. Challenges and questions emerging from the literature are presented, identifying the need for a greater use of theory in research, more cross-cultural research, expanded outcomes, and solutions to some of the methodological challenges in intergenerational program research and evaluation.  相似文献

Abstract

The relationship between academia and the field and between theory and practice is often characterised in both the literature and the everyday practice of social work as either one or the other. In this paper, the author argues for a constructive integration of both/and rather than either/or. ABSTRACT

This paper describes the establishment of a pilot neighbourhood-based intergenerational programme and its evaluation in one town in England. It sets this in both the context of English inter-generational programmes involving schools and of English social policy. The latter is currently influenced by Putnam's concept of social capital. It argues that intergenerational programmes of all kinds are likely to be useful contributions to the development of social capital. The paper reports how the evaluation of the pilot has lead to the refinement of the original model. The pilot highlighted the need for more systematic measures of the process and outcomes, including the project's contribution to development of social capital. The revised model is being implemented in a number of contrasting neighbourhoods and will be evaluated in both outcome and process terms. Abstract

The Family and Medical Leave Act provides unpaid leave but a key component is its intergenerational structure, permitting employees to take time off from work to care for an infant as well as an ill elderly parent. However, in an effort to provide paid leave, 23 of 28 states dropped the elder care provision in new initiatives introduced between 2000 and 2003. This article argues that in reforming leave policy in the future, the leave should be paid, remain intergenerational, cover more workers, and be adaptable to changing family patterns in an aging society. Also discussed is California's paid leave law, which meets these criteria.  相似文献

Abstract

Korean–Australian intercountry adoption has been practiced for 30 years. This longevity provides unique opportunities to develop critical perspectives on a complex, global practice. This paper presents understandings drawn from a study that explores Korean intercountry adoption using Actor Network Theory. It argues that the practice of intercountry adoption in Australia has been shaped by adoption-driven influences and characterised by controversy and competing discourses. It concludes that contemporary understandings necessitate a global, contextual, and critical view that is inclusive of emerging voices and alternate discourses. The challenge for practitioners and policy makers is to ensure the complex nature of the phenomenon is understood by all stakeholders. This will involve remaining child-focused, promoting multilevel interventions, incorporating research findings, and resisting wholly positive discourse that promotes singular perspectives. An awareness of how the internet is used to forge networks and promote discourses is crucial in ensuring multiple perspectives are considered in this contentious practice field.  相似文献

This paper argues that the models underlying the conceptualization of social work functions affect the costs of integrating policy issues into practice, and, therefore, the probability that social justice goals will be pursued. Abstract

Generations of Hope serves foster and adoptive children, their adoptive families and older adults through an innovative program that is breaking new ground in the development of caring intergenerational communities. It was created in 1993 as a non-profit social service agency designed to improve the service delivery and policies of the child welfare system; it ended up helping not only foster and adopted children but senior citizens as well. This paper examines critical social issues facing both foster children and senior citizens in the United States and how this program created a neighborhood that combines several generations of kin-like support to meet the needs of these vulnerable groups. We describe how the Generations of Hope model brings together in tangible ways critical shifts in perspective regarding foster care and gerontology. The lessons we have learned speak to research, policy making and practice.  相似文献

Abstract

The new millennium has heralded fundamental shifts in our sense of security and solidarity. Systemic changes are warranted to restructure human relationships both within and between diverse communities. The call for establishing ‘resilient’ communities is becoming a common theme as governments worldwide struggle to maintain social cohesion. The primary purpose of this paper will be to advance the proposition that communities are strengthened economically and socially through the creation of strategic initiatives that foster the establishment and ongoing maintenance of intergenerational solidarity. Intergenerational solidarity is described as an effective vehicle for converting life into a dynamic learning laboratory with mutual benefits for individuals, groups and society. Ageist attitudes and aged-based stereotypes, particularly as applied to older adults and aging, are seen as a threat to intergenerational solidarity. The conventional solidarity model requires comparison and challenge from a framework that incorporates the possibility for negative tensions arising from intergenerational competition for scarce resources and services. A lifespan development perspective is offered as an effective means for viewing how socio-economic conditions and the policy agenda influence interactions between the generations. Core ingredients for developing and sustaining meaningful interaction between generations are proposed and a view of the future is given where aging and the social roles of older adults are transformed.  相似文献

Abstract

Social policy should be informed by scientific research. Yet, the rapport between researchers and policy makers remains poor, and the translation of social research into social policy haphazard. Many researchers follow a positivist paradigm and prepare quantitative reports that are difficult for policy makers to decipher. Good research is “wasted” because policy makers consider it irrelevant to the real-life problems of their constituents. Policy research that are qualitative narratives are more readerfriendly and thus more appealing to policy makers. This article argues for the inclusion of qualitative methods into research conducted to inform social policy and offers several case examples.  相似文献

This paper reviews key sources in the field of family studies in order to identify, in research and program development, intersections of theoretical, methodological, or programmatic interests. The purpose of the paper is to begin a dialogue between researchers and practitioners in the fields of family studies and intergenerational studies to foster collaborative projects in research and programming. ABSTRACT

Research indicates that concentrated neighborhood poverty has numerous detrimental effects on the health and well-being of individuals, families, and communities. The term “neighborhood effects” has been used to describe the interaction between socioeconomic disadvantage and social problems at the neighborhood level. Social capital theory, defined broadly as social networks characterized by trust and reciprocity represents one prominent explanation for the phenomenon of neighborhood effects. Within poor neighborhoods, it is theorized that socioeconomic characteristics of the neighborhood foster inadequate social capital and it is this low level of social capital that leads to the phenomenon of neighborhood effects. In order to explore the utility of social capital theory in explaining neighborhood effects, this paper argues for an ecologically-grounded model of social capital that allows for the different ways in which social capital operates within different types of neighborhoods. Implications for social work practice, policy and education are discussed.  相似文献

ABSTRACT

In a rapidly changing global environment, there have been renewed calls to position community development more centrally in social work, particularly in the face of contemporary practice challenges. This paper analyses the broad policy contexts of neoliberalism, globalisation, and governance change and discusses how these forces interact with social work and community development, drawing on examples from Australia and Ireland. The paper argues that sociopolitical forces both restrict and present opportunities for social work and community development practice and we seek to reactivate debate about the position of community development within changing and challenging contexts.

ABSTRACT

This article proposes an analytical construct, based on feminist and non-feminist policy studies, to be eventually used in the systematic study of feminist policy in practice in postindustrial democracies. The measurement allows for the analysis of democracy, representation, and symbolic reform in terms of the array of policy actors who come forward during the crucial implementation and evaluation stages, the policy instruments that are used in these phases, and policy outcomes. As the article argues, developing this analytical measurement constitutes the essential first step in the emerging research cycle on feminist policy postadoption in a comparative perspective.  相似文献

ABSTRACT

Developing professional identity is a key aim of social work education. This paper argues that the Professional Capabilities Framework (PCF) – a holistic, capability approach to student assessment used in England’s social work education programmes – is ideally placed to promote the development of students’ professional identities. The paper discusses two research studies, each of which was stimulated by significant policy changes in England’s social work profession. The author draws out the implications of both studies for supporting social work students to develop their professional identities. It is concluded that the PCF is valued by practice educators as an assessment and teaching tool, while acknowledging that its future is uncertain due to the lack of continuity impacting on England’s social work profession. This paper is equally of relevance for social work educators outside the UK who may be developing and evaluating their assessment approaches and also for those experiencing the impact of rapid policy changes in their own countries.  相似文献

This article reviews scholarship regarding older relatives raising minor children in order to highlight the situation of caregivers raising minor children who have lost a parent because of HIV. HIV-af-fected families are a relatively new type of intergenerational grouping which deserve a closer examination. It is likely that the phenomenon of HIV-affected custodial caregiving grandparents will increase, and it is vital that policy makers, practitioners, and researchers explore their needs and assets. The particular challenges of HIV-affected grandfamilies are explored, then policy and practice issues are addressed in light of their particular relevance for HIV-affected surrogate parents.  相似文献

Abstract

Intergenerational programs have proliferated in community and educational settings, yet research on their effects and impacts lags (Kaplan, 2002; Kuehne, 1998/99), and the benefits and learning that occur for participants are under-theorized (Abrams and Giles, 1999; Smith and Yeager, 1999). Similarly, insufficient research has been reported on the learning that takes place in environmental education programs. In this paper we focus on the relationship that developed between community elders and elementary school-aged children during the first year of an intergenerational environmental education project. Our goal is to better understand these experiences so we can sustain participation and develop programs rich in rewards for elders and children. We are particularly interested in the nature of intergenerational learning that occurs when children are brought together with community elders for environmental education that is integrated into a school program. Granville and Ellis (1999) propose that for a program to be defined as intergenerational, it must show a benefit and value for both generations and “demonstrate an improvement in the quality of life for both, and from that, an improvement in the quality of life for all” (p. 236). We concur with these criteria and designed a program linking community elders with farming backgrounds with one class of 18 grade-seven girls for the purpose of fostering environmental consciousness. In this paper we focus our attention on the learnings of participants in order to understand the mutuallearning that occurs in an intergenerational environmental program.  相似文献

Abstract

‘Building bridges’ is a metaphor we have used to describe a collaborative research process involving social work academic and senior practitioners from government and non-government child protection and family service organizations in Victoria, Australia. The purpose of the research was to develop a ‘practice-generated approach to policy implementation’ in child protection practice. The research sought to explore the appropriateness of social constructionist approaches for child protection practice that might enhance the existing risk paradigm. This article aims to critically evaluate the process of ‘building bridges’ and its outcomes, by focusing on how potential and actual differences between organizational contexts, namely universities and various service-providing organizations, may influence relationships between theory and practice. We critically reflect on our research process comparing it with idealized forms of collaborative research discussed in the literature.  相似文献

Abstract

This paper provides an account of the earliest contributions to family theory and practice by social workers, beginning in the late nineteenth century. The paper argues that the first widespread practice of ‘family work’ by the helping professions was carried out by social workers, primarily women, despite this being rarely acknowledged in the family therapy literature. An analysis of gender and its place in the development of professional status and the ownership of ideas is provided.

Summary

This paper has traced the place of the family in social work theory and practice since the beginnings of the profession, with a particular focus on theoretical developments in social work in the United States. A number of points have been argued. Firstly, there is significant historical evidence that social workers, most of them women, pioneered family work many decades before the term ‘family therapy’ was invented. This directly challenges the claim made by a number of family therapy historians that work with families was pioneered by psychiatrists in the 1950s and 1960s. It is argued here that this discrepancy is largely a result of differences in professional power and gender status.

Secondly, it is argued that the impact of psychoanalytic theory on social work was profound, not only in terms of how it might have distracted the profession from further developing its early family systems focus, but also in how its multidisciplinary practice tended to place social workers, again mostly women, in somewhat limited and prescribed positions.

In addition, it is argued that social work's emphasis on the family and family intervention has waxed and waned due to these concepts not appearing to fit neatly into divisions between fields of practice, such as casework, group work and Community development. While social work struggled with finding a place for the further development of family social work theory, the rapidly growing domain of family therapy quickly colonised this field of practice, giving little credit to the ground already laid by social workers.  相似文献
